The Ministry of Education and Culture will review the implementation of the National Examination (UN) in the education system in Indonesia. Education and Culture Minister Mohammad Nuh admits there is pressure from many quarters to remove the UN from the education system in Indonesia. “There are also asked colleges not to use the National Exam for accepting new student registrations,” said M Nuh.

According to him, all the input from various parties are still in the form of discourse, and will be used as input to formulate the feasibility of implementing the UN next year.

Nuh will also ask for the opinion of the Head of the Department of Education related to the continuation of UN implementation. While the input from college is needed to determine whether as the user, college does not need the results of the UN.

Kementerian Pendidikan dan Kebudayaan mengkaji ulang pelaksanaan Ujian Nasional (UN) dalam sistem pendidikan di Indonesia. Menteri Pendidikan dan Kebudayaan, Mohammad Nuh mengakui ada desakan dari banyak pihak untuk menghapus UN dari sistem pendidikan di Indonesia. “Ada juga yang minta perguruan tinggi tidak menggunakan Ujian Nasional dalam menerima pendaftaran mahasiswa baru,” kata M Nuh.

Menurut dia, semua masukan dari berbagai pihak saat ini masih berupa wacana dan akan dijadikan bahan masukan untuk merumuskan kelayakan penerapan UN pada tahun depan.

Nuh juga akan meminta pendapat para Kepala Dinas Pendidikan terkait perlu kelanjutan pelaksanaan UN. Sedangkan masukan dari perguruan tinggi diperlukan guna memastikan apakah sebagai user, perguruan tinggi sudah tidak memerlukan lagi hasil dari UN.

he Education and Culture Minister, Mohammad Nuh, said that the investigation process to the delayed National Exam administration in 11 provinces is still going on. The results of the investigation will be announced by the Ministry this week.

The investigation team is led directly by the Inspector General (Irjen) of the Education and Culture Ministry, Haryono Umar. According to Nuh, three components are investigated by the investigation team, i.e. procurement committee, project implementation, and printing process of national exam paper.

President SBY has given instruction to conduct complete investigation on the delayed national exam administration. The President asserted that those who are proven to be negligent in this case will be imposed with sanctions. “I ask for a complete report on the results of investigation regarding the delayed national exam in 11 provinces for our lesson, to know what has happened and if there are negligent parties, they will certainly be imposed with sanctions,” said President SBY.

Menteri Pendidikan dan Kebudayaan (Kemendikbud) Mohammad Nuh mengatakan bahwa proses investigasi terhadap keterlambatan pelaksanaan Ujian Nasional (UN) di 11 provinsi masih berjalan. Hasil investigasi akan diumumkan oleh Kemendikbud dalam pekan ini.

Tim investigasi dipimpin langsung oleh Inspektur Jenderal (Irjen) Kemendikbud, Haryono Umar. Menurut Nuh, ada tiga komponen yang diselidiki oleh tim investigasi. Yakni panitia pelaksanaan pengadaan, pelaksanaan proyek, dan proses pencetakan soal UN.

Presiden SBY menginstruksikan agar keterlambatan pelaksanaan UN ini diinvestigasi hingga tuntas. Presiden menegaskan, siapa pun pihak yang terbukti lalai dalam kasus tersebut akan diberikan sanksi. “Saya tetap meminta laporan lengkap hasil investigasi yang dulu terjadi keterlambatan di 11 provinsi untuk kita jadikan pelajaran, untuk mengetahui apa yang terjadi dan memang kalau ada pihak-pihak yang lalai, tentu akan kita berikan sanksi,” kata Presiden SBY.

The world of education should build optimism to achieve a better Indonesia civilization. For that reason, it is necessary to create the qualified education environment, as well as equitable access to education.

The government has tried to meet the mandate of 1945 constitution that every Indonesian citizen has a right to basic education, among others, through the construction of schools throughout Indonesia. For secondary education, the government will also run the School Operational Assistance (BOS) starting the next school year 2013, so that no more children are out of school due to economic reasons.

Within higher education, in addition to the Operational Aid State University (BOPTN) and single tuition policy, the government also continues to open universities outside Java. All these efforts are done to increase access to education, so that Indonesia is able to realize the potential of being the world’s seventh largest economy, with the need for skilled labor as many as 113 million in 2030 (Mc Kinsey Global Institute, September 2012).

Dunia pendidikan harus membangun optimisme untuk mewujudkan peradaban Indonesia yang lebih baik. Untuk itu, diperlukan kualitas lingkungan dunia pendidikan, serta akses pendidikan yang berkeadilan.

Pemerintah telah berusaha memenuhi amanat UUD 1945 agar setiap warga negara Indonesia mengenyam pendidikan dasar, antara lain melalui pembangunan sekolah-sekolah di seluruh Indonesia. Untuk tingkat pendidikan menengah, pemerintah juga akan menjalankan program Bantuan Operasional Sekolah (BOS) mulai tahun ajaran 2013 mendatang, agar tidak ada lagi anak yang putus sekolah karena alasan ekonomi.

Di tingkat pendidikan tinggi, selain program Bantuan Operasional Perguruan Tinggi Negeri (BOPTN) dan kebijakan uang kuliah tunggal, pemerintah juga terus membuka perguruan tinggi di luar Pulau Jawa. Semua ini dilakukan untuk meningkatkan akses pendidikan seluas-luasnya, agar Indonesia mampu mewujudkan potensi ekonomi terbesar di dunia, dengan kebutuhan tenaga kerja terampil sebanyak 113 juta pada tahun 2030 mendatang, sebagaimana prediksi Mc Kinsey Global Institute.

One of the things that underlie the development and implementation of Curriculum 2013 is the problems with the current curriculum. One is the formulation of competence that is not in accordance with the demands of law and best practices in the world. Since the independence of Republic of Indonesia, the national education curriculum has changed nine times for reasons of development of sciences, social, cultural and industrial needs.

Curriculum 2013 is designed as a competency-based curriculum to anticipate the needs of the 21st century, which insists on the importance of creativity and communication skills. One of the expected competencies is the ability to think and act creatively and productively, while still reflecting the noble behavior.

The curriculum 2013 also emphasizes simplification, due to the fact that some of the subject matters are too heavy to be given to the learners. On the other hand, there will be addition of hours of lessons on the grounds that the changes in the learning process require the addition of a learning time.

Salah satu hal yang mendasari pembuatan Kurikulum 2013 adalah adanya masalah dengan kurikulum saat ini. Salah satunya adalah rumusan kompetensi yang belum sesuai dengan tuntutan undang undang dan praktik terbaik di dunia. Sejak kemerdekaan RI, sudah sembilan kali kurikulum berganti karena alasan perkembangan ilmu pengetahuan, sosial budaya dan kebutuhan industri.

Kurikulum 2013 dirancang sebagai kurikulum berbasis kompetensi untuk mengantisipasi kebutuhan abad 21, yang menuntut pentingnya kemampuan kreativitas dan komunikasi.  Salah satu kompetensi yang diharapkan adalah kemampuan berpikir dan bertindak secara kreatif dan produktif, dengan tetap mencerminkan perilaku yang mulia.

Kurikulum 2013 juga mengedepankan penyederhanaan, karena fakta beberapa materi pelajaran terlalu berat untuk diberikan kepada peserta didik. Di sisi lain, dilakukan penambahan jam pelajaran dengan alasan bahwa perubahan proses pembelajaran membutuhkan penambahan jam pelajaran.

Based on Curriculum 2013, the learning grouping of students in secondary schools, especially high schools, will be no longer based on provided majors, but the interests of students. There are three major learning groups namely Natural Sciences (IPA), Social Sciences (IPS), and Language. However, students who have chosen a particular group of subjects, are allowed to learn other subjects outside their group. Students can also change their learning group in the middle of the school year, if they are not eventually interested in the lessons that have been chosen. In this case, Guidance and Counseling teachers are expected to work more closely to help students make the right choice.

Director General of Secondary Education, Hamid Muhammad said the selection based on student’s interests needs to prepare since in junior high school.

Berdasarkan Kurikulum 2013, pengelompokkan belajar siswa di sekolah tingkat menengah, khususnya SMA, tidak lagi berdasarkan penjurusan, melainkan minat siswa. Ada tiga kelompok besar yakni Ilmu Pengetahuan Alam (IPA), Ilmu Pengetahuan Sosial (IPS), dan Bahasa. Namun siswa yang telah memilih kelompok pelajaran tertentu, dapat mempelajari mata pelajaran lain di luar kelompoknya. Siswa juga dapat mengubah kelompoknya di tengah tahun ajaran, jika ternyata tidak berminat pada pelajaran yang sudah dipilihnya. Dalam hal ini, guru Bimbingan dan Konseling diharapkan bekerja lebih cermat untuk membantu siswa agar tidak salah memilih.

Direktur Jendral Pendidikan Menengah, Hamid Muhammad mengatakan persiapan pemilihan minat perlu dilakukan sejak di SMP.
