The constitution states that every citizen has the right to education. The government has continuously tried to provide educational services for the public. One of the ways the Directorate General of Basik Education and the Education and Culture Ministry (Ditjen Dikdas) tries to do this is by allocating funds for the scholarship for the poor program (BSM) for elementary and junior high school students.
BSM is a national program aimed at eradicating the obstacles encountered by underprivileged students who wish to go to school by helping them gain access to decent education.
The program is hoped to reduce the amount of school dropouts, encourage underprivileged students to go back to school, and help students obtain the necessary tools needed to support their education.
In 2013, the amount of elementary school students who received BSM was 3.53 million students with Rp 360,000 per student per year and 1.29 million junior high school students with Rp 560,000 per student per year.
Due to the price hike of fuel, the ministry plans to increase the amount of BSM receivers by using the additional funds in the amended National Budget used as compensation for the poor. Aside from the amount of BSM receivers, the ministry also plans to increase the amount of money each student receives.
BSM scholarship receivers undergo a strict selection process which include one or more of the folowing criteria: the parents of the student must be listed in the Family Hope Program (PKH); the student has no father or no parents; the student is disabled; the student has a physical disability; the student is a victim of prolonged disaster; the student’s parents were laid off from their jobs.
