Minister of Education and Culture Mohammad Nuh said teachers who create fake degrees in order to join the Education and Training for Teacher Profession (PLPG) is a major and extraordinary crime.

Along with Surabaya Bishop Mgr Vincentius Sutikno Wisaksono and Widya Mandala (WM) Rector Prof. Kuncoro Foe G.Dip.Sc PhD, the Minister responded to the PLPG Rayon 141 Committee’s discovery of 804 fake teacher certifications from Surabaya State University (Unesa). 

Based on an observation of these files up until Monday (19/8), as many as 247 files out of 2,050 participants were reviewed while around a total of 804 files need to be clarified.

These alleged fake degrees will be sent to their related universities for inspection.

During the initial stage of PLPG 2013, the PLPG Unesa committee discovered 13 fake degrees under the name of two private universities in Surabaya. The next PLPG 2013 will consist of 11,096 participants from 25 provinces and 54 majors.

Mendikbud Mohammad Nuh menilai guru yang memalsukan ijazah untuk mengikuti Pendidikan Latihan Profesi Guru (PLPG) itu merupakan kejahatan besar dan luar biasa.

Didampingi Uskup Surabaya Mgr Vincentius Sutikno Wisaksono dan Rektor WM Drs Kuncoro Foe G.Dip.Sc PhD, ia menanggapi temuan Panitia PLPG Rayon 141 Universitas Negeri Surabaya (Unesa) berupa 804 berkas pengajuan sertifikasi guru bermasalah.

Dari hasil penelitian berkas hingga Senin (19/8), di Kota Surabaya tercatat 247 berkas yang sudah diteliti dari 2.050 peserta, sedangkan secara total ada 804 berkas dari belasan ribu berkas yang perlu diklarifikasi.

Berkas bermasalah ini kebanyakan adalah guru tidak tetap (GTT) yang bersikeras mengikuti sertifikasi, padahal sesuai ketentuan tidak diperkenankan.

The number of cases involving teachers resorting to violence when punishing errant students indicates a lack of awareness of the impact of such action on students’ psyche, and is grounds for disciplinary action against the teachers, a prominent politician said on Thursday.

 

Supeno Budiyanto Uca, the deputy chairman of the Democratic Party’s Bekasi youth wing, Pemuda Demokrat Indonesia, said that violence would create a traumatic experience for the students.

“A teacher’s job is to educate, not torture, students,” Supeno said, stressing the need for teachers to be role models for their students.

He was speaking in response to reports that an elementary school teacher in Bekasi, identified only as R.S., hit his students’ hands with a steel ruler after none of them were able to answer his question.

In Makassar, South Sulawesi, meanwhile, hundreds of students from a vocational school held a demonstration on Monday to demand that the school principal, Rusli, resign from his post. The demand came in the wake of allegations that Rusli had hit seven students.

Last month, police in Wonogiri, East Java, named Eko Purwanto, a teacher at an Islamic high school, a suspect in an incident involving the hitting of a student. Eko reportedly hit a ninth-grade student in the face, causing the student to suffer dizziness, nausea and vomiting. The victim had to be hospitalized for three days and also underwent a CT scan.

Kasus menyangkut guru yang melakukan tindakan kekerasan saat berusaha menghukum siswa nakal menandakan bahwa tidak ada kesadaran mendalam mengenai pengaruh aksi tersebut terhadap kejiwaan siswa. Ini juga merupakan dasar untuk menindak guru yang melakukan aksi tersebut, kata Supeno Budiyanto Uca, Wakil Ketua Pemuda Demokrat Indonesia di Bekasi.

Supeno mengatkan bahwa kekerasan akan membuat siswa mengalami trauma. “Tugas seorang guru adalah mendidik, bukan menyiksa anak,” kata Supeno sambil menegaskan bahwa guru harus menjadi panutan bagi siswanya.

Supeno mengeluarkan pernyataan tersebut sebagai tanggapan dari laporan bahwa seorang guru SD di Bekasi berinisial R.S. memukul tangan siswanya dengan penggaris besi saat mereka tidak mampu menjawab pertanyaannya.

Sedangkan di Makassar, Sulawesi Selatan, ratusan siswa dari sebuah SMK mengadakan demonstrasi untuk menurunkan kepala sekolah mereka, Rusli, saat dia dituduh memukul tujuh siswa.

Bulan lalu, polisi di Wonogiri, Jawa Timur, menetapkan Eko Purwanto, seorang guru madrasah, tersangka dalam kasus sebuah kejadian yang melibatkan pemukulan seorang siswa. Eko dituduh memukul siswa kelas tiga SMP dan mengakibatkan siswa tersebut menjadi pusing, mual dan muntah-muntah. Anak tersebut diopname selama tiga hari dan diharuskan diperiksa melalui CT scan.

The Ministry of Education and Culture will deploy an investigation team to investigate the suspected violations done by the Faculty of Medicine at Malahayati University in Lampung. Deputy Minister of Education and Culture, Musliar Kasim, said the team consisting of officials from the Ministry and Inspectorate General will be deployed next week. The team will search for facts on the field in order to verify the violations done by Malahayati University’s Faculty of Medicine.

Previously, it was reported that the Faculty of Medicine at Malahayati University was suspected of being in violation of many regulations included in the Law on Education in the Medical Sector. For example, the University has recruited students far above its quota of 80 students amounting to around 400 students. In addition, the Faculty only has a C accreditation and does not own a teaching hospital yet. Aside from that, the University also accepted students majoring in Social Sciences and vocational schools in senior high school (Media Indonesia 28/8).

Kementerian Pendidikan dan Kebudayaan (Kemendikbud) akan menurunkan tim investigasi terkait dengan dugaan pelanggaran yang dilakukan Fakultas Kedokteran (FK) Univeristas Malahayati, Lampung.

Wakil Menteri Pendidikan dan Kebudayaan (Wamendikbud) Musliar Kasim mengatakan tim yang terdiri dari orang-rang kementerian dan Inspektorat Jendral (Irjen) Kemendikbud akan diturunkan pekan depan. Tim tersebut akan menyelidiki fakta-fakta di lapangan dan memverifikasi dugaan pelanggaran yang dilaukan FK (Universitas Malahayati).

Sebelumnya diberitakan, FK Universitas Malahayati diduga melanggar sejumlah ketentuan yang tercantum dalam Undang-Undang Pendidikan Kedokteran. Contoh pelanggaran itu ialah merekrut mahasiswa jauh melampui kuota, yakni menerima 400an mahasiswa, padahal kuotanya hanya 80 mahasiswa.

Kementerian Keseharan pun mendesak Kemendikbud membenahi fakultas kedokteran yang diduga menghasilkan lulusan tidak bermutu.

The Ministry of Education and Culture’s realization of using up to Rp28.8 trillion, or 35.8 percent, of the 2013 national budget’s limit of Rp80.3 trillion has not been used optimally yet. So far, up until August 2013, only 39.43 percent of the budget out of the 57.12 percent target has been used.

One of the reasons for this is suspected to be due to the Ministry of Finance blocking the use of the budget. Commission 10 at the House of Representatives urged the Ministry to Education and Culture to immediately make use of the remaining budget.

Minister of Education and Culture Mohammad Nuh said the use of the budget in August this year, compared to last, was better at 33.21 percent. He added the budget has not been optimally used due to three things, including issuing the Government’s Annual Budget (DIPA) document after the third trimester, some activities that are still blocked, and the issue of social aid (poor student and The School Operational Funds for secondary education).

Realisasi anggaran belanja Kemendikbud tahun 2013 sebesar Rp 28,8 triliun atau 35,8 persen dari total pagu APBN 2013 sebesar Rp 80,3 triliun dinilai belum optimal. Serapan anggaran hingga Agustus 2013 baru mencapai 39,43 persen dari target 57,12 persen.

Salah satu penyebab rendahnya penyerapan anggaran itu dituding karena pemblokiran oleh Kementerian Keuangan. Komisi X DPR mendesak Kementerian Pendidikan dan Kebudayaan (Kemendikbud) segera mempercepat penyerapan anggaran.

Distribusi kacau

Dalam rapat kerja yang berlangsung hingga pukul 23.00 itu, Komisi X juga mendesak Kemendikbud mengevaluasi pelaksanaan bantuan siswa miskin (BSM). Sejumlah anggota Komisi X menyampaikan banyaknya kasus distribusi BSM yang kacau di daerah pemilihan mereka.

Kacaunya distribusi itu antara lain BSM yang diambil oleh kepala sekolah dikantor pos. Padahal, aturannya hanya murid yang berhak mengambil bantuan itu di kantor pos, tidak boleh diwakili siapa pun.

Minister of Education and Culture Muhammad Nuh has prohibited schools from forcing themselves to implement the new 2013 Curriculum in order to relieve students from purchasing school books. Nuh said the new curriculum has not been designed to suit all types of schools yet.

If a school that was not appointed by the government insists on implementing the new curriculum, Nuh said it must fulfill two requirements. “If (the school) participates independently, the first requirement is the teachers have been trained to teach using the 2013 Curriculum. Second, they are not permitted to burden the children,” he said.

Head of the Bandung City Independent Teachers Forum, Iwan Hermawan, said as many as 7 high schools and 1 state high school in Bandung insisted on implementing the new curriculum despite not being appointed by the state. These schools fear they will be a minority if they do not implement this new curriculum.

Menteri Pendidikan dan Kebudayaan Muhammad Nuh melarang sekolah memaksakan diri menerapkan kurikulum baru 2013. Tujuannya agar tidak membebani murid dengan pembelian buku-buku sekolah.

Menurut M. Nuh, kurikulum baru sejak awal dirancang belum untuk semua. Tidak semua kabupaten, tidak semua sekolah, dan tidak semua kelas (di suatu sekolah).

Jika ada sekolah yang belum ditunjuk pemerintah ngotot menerapkan Kurikulum 2013, Nuh menyebutkan ada dua syarat yang harus dipenuhi. Kalau (sekolah) ikut secara mandiri, syarat pertama gurunya harus sudah dilatih mengajar Kurikulum 2013. Kedua, tidak boleh membebani anak.
