The Supreme Audit Agency (BPK) said on Thursday that the preparation of national examinations for elementary school, junior high school and senior high school students was rife with irregularities, causing the state to suffer billions of rupiah in potential losses.

In its audit report, the agency said the state suffered IDR 6.3 billion (US$560,700) in potential losses from the tender process for the printing and distribution of the 2013 national exam materials. It also found that the state might have suffered Rp 8.1 billion in losses from the same process for the procurement of 2012 national exam materials.

BPK Commissioner Rizal Djalil said the agency had also found irregularities in the budget management of this year’s and last year’s national exams, with a total loss of IDR 2.6 billion.

The Ministry of Education and Culture disbursed IDR 644.24 billion for the national exams, with a total of IDR 120.59 billion allocated for both junior and senior high schools, and IDR 85.57 billion for elementary school examinations.

The BPK said it would launch a special investigative audit into the fiasco because despite the large amount of state budget allocated for the Ministry to hold the national exams, the exams were marred by distribution problems.

The BPK also highlighted the lack of coordination between the National Education Standards Board (BSNP), the Ministry and local governments in determining the budget for exams.

Based on the findings, the BPK recommends the government focus only on the planning, evaluation and monitoring of national exams, while the execution of national exams should be given to provincial governments.

Kamis lalu, (19/9), Badan Pemeriksa Keuangan (BPK) mengatakan bahwa pelaksanaan ujian nasional untuk sekolah dasar, sekolah lanjutan dan sekolah lanjutan atas terdapat penyimpangan, karena negara menderita kerugian miliaran rupiah.

Hasil audit dinyatakan negara mengalami kerugian sebesar Rp 6,3 miliar untuk pembiayaan percetakan dan pendistribusian materi ujian nasional. Kementerian Pendidikan dan Kebudayaan mencairkan dana sebesar Rp 644 miliar untuk ujian nasional.

The BPK discovered irregularities in managing funds for the 2012 and 2013 national exams causing the state to suffer a loss of IDR 2.6 billion. These irregularities consist of IDR 888 million in expenditure and a markup of IDR 1.7 billion.

The BPK also stated there was lack of coordination among the National Education Standards Board (BSNP), Ministry of Education and Culture, and provincial administrations in managing the national examination budget. As a result, there is a potential that the national budget (APBN) and province/district budgets (APBD) may have been doubled causing the state to suffer a loss of at least IDR 62 billion. There are still funds in regional administrations that have not been accounted for amounting to IDR 51 billion.

The BPK recommends the planning, coordination, monitoring, supervision and evaluation of the national exams to be done at the Central Government, which is the Ministry of Education and Culture, and hand over the technical implementation of the national exams to each provincial administration collaborating with local universities.

The BPK is also prepared to hand over data, if necessary, to the police, Attorney General’s Office (AGO), or Corruption Eradication Commission (KPK) to undergo legal process.

Badan Pemeriksa Keuangan (BPK) melaporkan penyimpangan lelang pencetakan dan distribusi bahan Ujian Nasional 2012 dan 2013 yang mengakibatkan kerugian keuangan negara sebesar Rp 6,3 miliar. Negara juga mengalami kerugian akibat penyimpangan proses lelang pada 2012 senilai Rp 8,2 miliar.

Menurut Anggota BPK Rizal Djalil penyimpangan terjadi pada pengelolaan keuangan penyelenggaraan UN, proses lelang pencetakan, termasuk distribusi bahan UN 2012 dan 2013 yang dikarenakan Badan Standar Nasional Pendidikan (BNSP) dinilai belum efektif dalam menjalankan tugasnya. BPK merekomendasikan kepada Menteri Pendidikan dan Kebudayaan Muhammad Nuh untuk melaksanakan perencanaan, koordinasi, monitoring, supervisi, evaluasi UN melalui penyelenggara UN tingkat pusat dan menyerahkan teknis penyelenggaraan UN kepada pemerintah yang bekerja sama dengan perguruan tinggi setempat.

Badan Pemeriksa Keuangan (BPK) menemukan kejanggalan dalam proyek soal ujian nasional 2013. Berdasarkan hasil audit terhadap pelaksanaan pengadaan soal ujian itu, penunjukkan langsung pemenang tender telah merugikan keuangan negara.

Menurut Rizal Djalil, BPK menemukan rekayasa dalam tender soal ujian nasional. Panitia tak memenangkan peserta yang paling menguntungkan sehingga terjadi kerugian negara.

Selain kerugian dalam proses lelang, BPK menemukan penyimpangan dalam pengelolaan keuangan ujian nasional 2012 dan 2013. Modus penyimpangan terdiri atas pemotongan belanja, kegiatan fiktif, dan pembengkakan anggaran hingga Rp 62,3 miliar.

Sementara itu, Wakil Menteri Pendidikan dan Kebudayaan Musliar Kasim akan mengklarifikasi temuan BPK.

The Ministry of Education and Culture said it will follow up the Supreme Audit Agency’s (BPK) findings about the state’s potential loss due to the 2012 and 2013 national exam implementation.

During a press conference at the BPK office yesterday, the Agency announced that it discovered the state has the potential to suffer a loss of up to IDR 6.348 billion due to the implementation of the 2013 national exams. Aside from that, irregularities during the tender process for the 2012 national exams caused the state to suffer a loss of up to IDR 8.155 billion.

Deputy Education Minister Musliar Kasim stated the Ministry and the Ministry’s Inspectorate General is currently consulting with one another and will review the BPK’s results. Therefore, the Ministry cannot release a comment related to this report yet.

Aside from announcing the state’s losses, the BPK also recommended the Ministry to continue holding the national exams, yet limit its role to creating a guide for the questions for the exams. The technical part of the implementation should be handed over to provincial administrations collaborating with local universities.

In addition, the BPK reminded the Ministry that the National Education Standards Board (BSNP) is not performing its duties effectively because irregularities still occur in managing the implementation of the national exams. Therefore, the BPK reminds recommended the Board to be re-evaluated and reviewed or strengthened.

Kementerian Pendidikan dan Kebudayaan mengatakan akan menindaklanjuti hasil audit Badan Pemeriksa Keuangan (BPK) terkait dengan potensi kerugian negara dalam pelaksanaan ujian nasional (UN) 2012 dan 2013.

BPK mengumumkan bahwa dalam penyelenggaaan UN 2013, negara mengalami  kerugian  sebesar  Rp 6,348 miliar. Selain itu, penyimpangan proes lelang pada 2012 mengakibatkan kerugian Rp 8,155 miliar.

Sementara itu, menurut Musliar Kasim, Kemendikbud bersama Inspektorat Jenderal Pendidikan sedang berkonsultasi dan akan meneliti ulang hasil temuan BPK tersebut.

Selain mengumumkan adanya kerugian  uang negara, BPK juga merekomendasikan Kemendikbud tetap melaksanakan UN, tetapi cukup membuat panduan soal , sedangkan  teknis penyelenggaraannya diserahkan kepada pemerintah provinsi yang bekerja sama dengan perguruan tinggi setempat.

The Tangerang District administration, through its Education Office, will take on a project of renovating 4,200 classrooms, of which 3,600 will be for elementary school classrooms and 600 will be for junior high school classrooms. Meanwhile, senior high and vocational school renovations will be more focused on school facilities.

Tangerang District consists of 751 state elementary schools, 69 state junior high schools, 29 state senior high schools and nine state vocational schools. The administration plans to renovate classrooms in both public and private schools.

The funds for this project will be derived from Special Allocation Funds (DAK) from the national budget (APBN) amounting to IDR 94 billion, plus 10% from Tangerang’s city budget, with a total budget reaching IDR 104 billion. These funds will be used to construct 3,600 new elementary school classrooms, 600 new junior high school classrooms, and renovate 45 junior high school classrooms.

Meanwhile, 51 classrooms, laboratories and libraries will be renovated for all nine vocational schools. Senior high school renovations will include 44 classrooms, libraries from five schools, and laboratories from five schools.

Pemerintah Kabupaten Tangerang melalui Dinas Pendidikan akan melakukan proyek perbaikan terhadap 4.200 ruang sekolah. Diantaranya, 3.600 untuk ruangan sekolah dasar dan 600 sekolah menengah pertama (SMP). Untuk sekolah menengah atas dan sekolah menengah kejuruan (SMK), lebih ditujukan pada ruang sarana penunjang sekolah.

Menurut Kepala Dinas Pendidikan Kabupaten Tangerang Zaenudin, pembangunan ruang sekolah nantinya akan disesuaikan berdasarkan tipe dan luas tanah. Perbaikan sarana sekolah merupakan program strategis dalam infrastruktur sekolah yang alokasi anggarannya berasal dari Dana Alokasi Khusus (DAK) APBN sebesar Rp 94 miliar ditambah 10 persennya lagi dari APBD Kota Tangerang sehingga total anggaran mencapai Rp 104 miliar.
