The Sukabumi City Administration has failed to acknowledge the existence of high achieving students in its city despite the fact that these students have made the Sukabumi name proud on a national scale.

For example, Adly Nur Rahman, a student who received a bronze medal during the National Science Olympiad (OSN), did not receive any attention from the Sukabumi City Administration and only received a scholarship from the Central Government.

Keberadaan para pelajar berprestasi di Kota Sukabumi masih luput dari perhatian Pemkot Sukabumi. Padahal, mereka telah membawa nama harum Sukabumi hingga ke level nasional.

Misalnya saja Adly Nur Rahman, pelajar yang mendapat medali perunggu dalam ajang Olimpiade Sains Nasional (OSN) ini tidak mendapat perhatian dari Pemkot Sukabumi hanya mendapat beasiswa dari pemerintah pusat.

The national exam is suggested to continue to be implemented, providing that it undergoes a complete improvement process covering the materials, criteria of student grauates, up until the printing and distribution of the national exam materials. This recommendation was the result of the Regional III National Exam Pre-convention held in Makassar last Sunday.

Landri Tandung, Head of Quality Improvement for Teachers and Education Personnel (PMPTK) at the Central Sulawesi Education Office, suggested national exam materials to be arranged by the National Education Standards Board (BSNP). However, detailed national exam materials should be handed over to each region by involving all education stakeholders such as academicians, the local board of education, school committees, education foundations, and others.

Also, the exam paper packages for the 2013 national exams amounted to 20 packages. This was suggested to be reduced to five packages to avoid distribution difficulties.

Director General for Secondary Education at the Ministry of Education and Culture, Achmad Jadizie, said recommendations put forth by the National Exam Pre-convention will be discussed during the National Exam Convention in Jakarta on September 26.

The National Exam Pre-convention was also held in Bali for Regional I and Medan for Regional II.

Ujian nasional (UN) diusulkan tetap dilaksanakan, namun dengan perbaikan menyeluruh, baik dari sisi materi, kriteria kelulusan siswa, serta percetakan dan distribusi materi UN.

Landri Tanjung, Kepala Seksi Peningkatan Mutu Pendidik dan Tenaga Kependidikan (PMPTK) Dinas Pendidikan Sulawesi Tengah mengatakan, kisi-kisi materi UN diusulkan disusun oleh Badan Standarisasi Nasional Pendidikan (BSNP). Paket naskah sekarang diusulkan hanya lima naskah, namun dengan pengawasan ketat.

Mengenai kriteria kelulusan  dalam UN 2013 ditentukan 60 persen dari hasil UN dan 40 persen ditentukan dari sekolah, maka pada UN mendatang diusulkan 50:50.

The Jakarta Education Office will impose a mandatory night study hour policy for children beginning in October. Taufik Yudi Mulyanto, Head of the Jakarta Education Office, said five areas in Jakarta will be the pilot project for this new regulation. The mandatory night study hours will begin at 19.00 up until 21.00, local time, under the supervision of the chiefs of neighborhood units (RT) and surrounding community. However, Taufik said the City has not come up with a sanction for students who violate this regulation yet.

Previously, Jakarta Governor Joko Widodo stated this mandatory night study hour regulation will be imposed to avoid any child victims of violence or traffic accidents. However, the positive and negative aspects of this policy will continue to be reviewed in order to find a way that least disturbs the activities of the child.

Social culture analyst from the University of Indonesia (UI) in Depok, Rahmawahti, said the phenomena of children staying up late outside their homes, even until midnight, has become a nightmare. Several terrible incidents have occurred such as traffic accidents, free sex, gang fights, criminal activities, and many more.

Dinas Pendidikan DKI Jakarta segera menerapkan jam wajib belajar malam untuk anak. Dalam menjalankan program jam malam itu, Dinas Pendidikan akan berpegang pada Perda No 8 Tahun 2006 tentang Wajib Belajar yang akan dijalankan mulai awal Oktober.

Kepada Dinas Pendidikan DKI Jakarta Taufik Yudi Mulyanto menjelaskan, ada 10 RT di lima wilayah Jakarta yang akan menjadi pilot project atau rintisan program tersebut. Teknis pelaksanaannya akan dimulai pada pukul 19.00 WIB hingga 21.00 WIB di bawah pengawasan ketua RT dan warga setempat.

Sebelumnya Gubernur DKI Jakarta Joko Widodo (Jokowi) mengungkapkan, pengaturan jam malam anak dibuat untuk mengantisipasi korban kejahatan dan kecelakaan lalu lintas terhadap anak.

BPK Threatens to Report M. Nuh to KPK

The Supreme Audit Agency (BPK) has threatened to report Minister of Education and Culture Mohammad Nuh to the Corruption Eradication Commission (KPK) if he still has not submitted the audit report on the use of the national exam implementation budget for 2012 and 2013 by November.

BPK Deputy Chief Rizal Djalil stated his Agency discovered indications of state losses reaching up to IDR 14 billion during the implementation of the 2012 and 2013 national exams. This indication was based on the tender process for the national exam materials.

Meanwhile, Minister Nuh asserted that he will immediately process the clarification of BPK’s audit report on the implementation of the national exams in 2012 and 2013. He admitted the BPK discovered indications of state losses and his Ministry will re-examine exactly where and when these losses may have occurred.

Badan Pemeriksa Keuangan (BPK) mengancam akan melaporkan Mendikbud M Nuh ke KPK, jika sampai November ini belum memberikan hasil audit penggunaan anggaran pelaksanaan ujian nasional (UN) 2012 dan 2013.

Wakil Ketua BPK Rixal Djalil menyebutkan, lembaganya menemukan indikasi kerugian Negara pada proses pelaksanaan UN 2012 dan 2013 yang besarnya mencapai Rp 14 miliar.

Menurutnya, poin kerugian negara  yang ditemukan berdasarkan hasil audit BPK adalah proses lelang penggunaan bahan UN tahun 2012 dan 2013.

Sementara itu, Menteri Pendidikan dan Kebudayaan (Mendikbud) M Nuh menegaskan segera memproses  klarifikasi audit BPK atas pelaksanaan UN 2012-2013.

Mendikbud menjelaskan, potensi kerugian negara pada UN 2013 itu terjadi karena ada kesalahan yang dilakukan PT Ghalia Indonesia Printing. Namun, Kemendikbud merespons dengan cepat dampak kesalahan yang ada dengan menalangi dulu uang yang dipelukan. Akan tetapi, jika PT Ghalia selaku perusahaan percetakan naskah soal UN sudah membayar sebanyak yang ditalangi Kemendikbud, maka potensi kerugian sudah tidak ada lagi.

Government to Hold National Exam Convention

The Ministry of Education and Culture will hold a National Exam Convention this Thursday and Friday at the Ministry of Education and Culture office in Jakarta.  Bambang Indrianto, Head of the Research Board’s Center for Research, Policy and Innovation the Ministry of Education and Culture, said the convention will discuss the weaknesses of the national exam since its implementation ten years ago. The national exam fiasco that occurred in 11 provinces earlier this year will also be discussed.

Participants of the convention will include representatives of teachers, education office chiefs, board of education members, education observers, and academicians from various regions. Education activists who often publicly announce their rejection of the national exam will also be present.

Kementerian Pendidikan dan Kebudayaan akan menggelar konvensi ujian nasional pada Kamis dan Jumat pekan ini di kantor Kementerian Pendidikan, Jakarta. Menurut Kepala Pusat Penelitian Kebijakan dan Inovasi Badan Penelitian dan Pengembangan Kementerian Pendidikan, Bambang Indrianto, konvensi akan membicarakan berbagai kelemahan pelaksanaan ujian nasional sejak diterapkan sepuluh tahun lalu.

Konvensi ini akan dihadiri oleh perwakilan guru, kepala dinas, dewan pendidikan, pemerhati, dan akademisi dari berbagai daerah.

Adapun aktivis dan pemerhati pendidikan yang tergabung dalam Koalisi Reformasi Pendidikan akan menggelar Konvensi Rakyat bertajuk “Evaluasi Satu Dasawarsa Ujian National” di Gedung Joeang Jakarta, hari ini.
