The Jakarta Provincial Administration will finally impose its mandatory night study hour regulation from 19.00 – 21.00 local time. Two communities (RW) in North Jakarta will be the pilot location for the implementation of this bylaw. This regulation is included in Bylaw No. 8 Year 2006 about the Education System. Article 7 Paragraph 3 states that parents are obligated to educate their children according to their capabilities and interests and impose daily mandatory study hours from 19.00 to 21.00 local time. This bylaw will only involve local neighborhood and community officials (RT/RW) and not the Public Order Agency (Satpol PP).

Pemerintah Provinsi DKI Jakarta akhirnya memberlakukan jam wajib belajar malam hari pukul 19.00-21.00. dua RW di Jakarta Utara akan dijadikan wilayah uji coba.

Wakil Gubernur DKI Jakarta Basuki Tjahaja Purnama menegaskan Pemprov DKI telah mempunyai peraturan daerah (perda) yang mengatur tentang jam wajib belajar malam hari bagi pelajar.

Aturan tersebut tertuang dalam Perda No 8 Tahun 2006 tentang Sistem Pendidikan. Dalam pasal 7 ayat 3 bahwa orang tua berkewajiban untuk mendidik anak sesuai kemampuan dan minatnya serta menetapkan waktu belajar setiap hari di rumah bagi anaknya dari pukul 19.00-21.00 WIB.

Thousands of private school teachers in Depok demanded their incentives from the Depok City Administration. Unfortunately, no law has been made regarding this matter despite the fact that private school teacher incentives and budget allocations for private school developments were hoped to be an alternative in providing education equality among private and public schools in the nation.

Deputy Chairman of the Depok Legislative Assembly, Naming D. Bothin, plans to propose a law be created on this issue to the Ministry of Education and Ministry. He stated that an incentive of IDR 750,000 per year is inhumane and IDR 200,000 per month should be given to these teachers, providing that the regional budget can afford it.

Date from the Private Teacher’s Deliberation Board (BMPS) records there are 25,400 private teachers in Depok while the Depok City Administration only records around 11,000 private teachers.

Belasan ribu guru swasta di Depok meminta agar mereka memperoleh tunjangan dari Pemerintah Kota Depok. Namun saat ini peraturan yang mengatur soal hal itu masih belum dibuat. Insentif guru swasta dan alokasi anggaran pembangunan sekolah swasta diharapkan menjadi alternatif pemerataan pendidikan antara sekolah swasta dan negeri.

Wakil Ketua DPRD Naming D Bothin berencana mengusulkan payung hukum kepada kementerian. Sebenarnya masalah kesejahteraan guru swasta terbengkalai lantaran  Dinas Pendidikan tidak fokus kepada sumber daya manusia (SDM) guru disebabkan mengurusi juga pembangunan sekolah.

The Child Protection Task Force (Satgas PA) supports the Jakarta Provincial Administration’s initiative to impose a bylaw regulating mandatory study hours for students in attempts to curb violence against children. Satgas PA Chairman M. Ihsan said this bylaw is in line with Article 22 in the Law on Child Protection. This bylaw will be imposed to minimize violence and criminal acts done by or against children due to lack of supervision from parents because they are out of their homes.

Satuan Tugas Perlindungan Anak (Satgas PA) mendukung inisiatif Pemerintah Provinsi DKI Jakarta untuk menerapkan jam belajar bagi anak untuk mengurangi tingkat kekerasan terhadap anak-anak. Hal tersebut menurut Ketua Satgas PA M Ihsan selaras dengan pasal 22 UU Perlindungan Anak.

Penerapan jam belajar bagi anak tertuang dalam Peraturan Daerah Provinsi DKI Jakarta No 8 Tahun 2006 tentang Sistem Pendidikan. The Ministry of Education and Culture is ready to build a number of schools for the victims of the Way Ela dam burst in Negeri Lima Village on the Island of Ambon, Central Maluku District, last July 25. A team from the Ministry is also scheduled to visit Ambon to sign a deal with the headmasters that will be involved in the construction of the education facilities in Negeri Lima.

The Way Ela disaster caused the destruction of nine classrooms in State Elementary School No. 1 in Negeri Lima, two classrooms of State Elementary School No. 2 in Negeri Lima, 10 classrooms in Inpres Elementary School, one classroom or office in all kindergartens, and the complete destruction of State Senior High School No. 2 in Negeri Lima.

Kementerian Pendidikan Nasional (Kemendiknas) siap membangun sejumlah sekolah yang menjadi korban bencana jebolnya natural dam Way Ela di Desa Negeri Lima, Pulau Ambon, Kabupaten Maluku Tengah, 25 Juli 2013.

Tim dari Kemendiknas dijadwalkan akan berkunjung untuk menandatangani kesepakatan dengan para kepala Sekolah yang akan membangun fasilitas pendidikan di Negeri Lima.

Sementra itu, Bupati Maluku Tengah, Abua Tuasikal, menyatakan, sekarang yang terpenting adalah pembangunan sekolah karena saat ini para siswa, baik PAUD, TK, hingga SMA beraktivitas di tenda bantuan Badan Nasional Penanggulangan Bencana.

The Central Government will no longer use the percentage of the National Nxam Pass Rate as a base for regional intervention. Interventions on education policies will now be based on the education competency index. Director General for Basic Education at the Ministry of Education and Culture, Hamid Muhammad, said the Education Competency Index will be measured based on an analysis of school subjects, up until an analysis on each student. This includes which subjects included in the National Exams are deemed the weakest.

Up until now, the Average National Education Competency Index is 60.58. The highest index was achieved by East Java at 69.77 while the lowest was in Maluku at 46.28. Hamid stated no province showed an index of over 70 which indicates that the National Education Competency Index must be increased.

Minister of Education and Culture Mohammad Nuh said his Ministry has used an analysis method to evaluate the competency of each subject included in the National Exams in order to boost the credibility of these exams. The Ministry has focused on four points to help boost the credibility of the exams. First, the questions in the exam must reflect the actual competence of the student. Second, the technical implementation. Third, the monitoring system. Fourth, the evaluation of the National Exams.

Pemerintah pusat tidak akan melihat persentase kelulusan ujian nasional (UN) sebagai dasar intervensi ke daerah. Intervensi kebijakan pendidikan akan dilakukan melalui indeks kompetensi pendidikan.

Dirjen Pendidikan Dasar (Dikdas) Kemendikbud Hamid Muhammas mengatakan, indeks kompetensi pendidikan dianalisa melalui mata pelajaran, bahkan sampai pada tiap individu peserta didik. Saat ini indeks rata-rata nasional adalah 60,58.

Mendikbud M Nuh mengatakan, pemerintah memang ingin mengangkat kredibilitas UN menggunakan metode analisis khusus. Empat hal untuk meningkatkan kredibilitas UN antara lain, soal ujian harus dapat mencerminkan kompetensi anak secara riil, sistem pelaksanaan teknis, sistem pengawasan, dan evaluasi UN melalui penilaian.
