Masyarakat Ekonomi ASEAN (MEA) atau ASEAN Economic Community akan dimulai tahun depan, yang juga menandai era mobilisasi barang, jasa, dan orang. Nantinya, pemberlakuan pasar bebas ASEAN akan dilakukan secara bertahap.

Menteri Pendidikan dan Kebudayaan Mohammad Nuh mengatakan, sumber daya asing yang nanti masuk ke Indonesia belum tentu lebih baik daripada Indonesia, tetapi juga belum tentu lebih buruk.

Nuh mengatakan, sumber daya manusia Indonesia selama ini bisa diadu. Pelajar dan mahasiswa kita banyak yang berprestasi di kancah internasional. Ia pun mengimbau masyarakat Indonesia tidak perlu merasa inferior ketimbang sumber daya asing.

Untuk menghadapi ketatnya kompetisi persaingan kerja, Direktur Jenderal Informasi dan Komunikasi Publik (IKP) Kementerian Komunikasi dan Informatika (Kemenkominfo) Freddy Tulung mengingatkan pentingnya standar kompetensi.

Namun, praktisi bisnis Syafri Yuzal mengatakan, Indonesia belum mempunyai standardisasi nasional dalam sektor finansial dan jasa. Apalagi dalam sertifikasi internasional untuk para lulusan perguruan tinggi dalam negeri. Dia mengatakan, hanya beberapa perguruan tinggi di Indonesia yang telah secara serius memperjuangkan mutual recognition agreement dengan negara ASEAN lainnya, sehingga lulusan mereka diakui

Praktisi pendidikan dari Universitas Gunadarma Budi Hasmana menambahkan, lulusan PTN dan PTS Indonesia tetap dapat bersaing dengan lulusan dari negara-negara ASEAN lainnya saat keran MEA dibuka pada 2015. Ini dapat dilakukan asalkan persaingannya adil. Artinya, kata Hasmana, perlakuan terhadap lulusan nasional dan lulusan asing sama.

Education practitioner from the University Gunadarma Budi Hasmana said that graduates Indonesian state and private universities are still able to competitive with graduates from other ASEAN countries because MEA will be opened in 2015. It is possible if the competition is fair. It means, Hasmana said, graduates of national universities and graduate of foreign universities must be equally treated.

Kebijakan pendidikan sering kali mengabaikan prioritas dan tidak fokus. Akibatnya, kondisi pendidikan nasional tidak kunjung membaik, bahkan semakin tidak memanusiakan siswa sebagai generasi masa depan bangsa.

Sorotan terhadap kinerja pemerintah yang tidak kunjung memuaskan dalam bidang pendidikan ini mencuat menjelang peringatan Hari Pendidikan Nasional. Catatan 5 tahun rapor merah pendidikan era SBY-Boediono disampaikan pemerhati pendidikan dari Federasi Serikat Guru Indonesia (FGSI) dan Yayasan Cahaya Guru, di Jakarta, Selasa (29/4).

Doni Koesoema, anggota Dewan Pertimbangan FGSI, mengatakan, pemerintah tidak serius mengelola pendidikan. Pada pemerintahan sekarang inilah pertama kali terjadi perubahan kurikulum yang tidak disiapkan dengan baik sehingga menimbulkan persoalan dalam implementasinya.

Retno Listyarti, Sekretaris Jenderal FGSI, menambahkan, dipakainya ujian nasional (UN) sebagai multiparameter dalam pendidikan, yakni pemetaan, penentu kelulusan, seleksi masuk perguruan tinggi negeri, serta menentukan kualitas sekolah dan guru, membuat upaya apa pun dilakukan siswa, guru, dan dinas pendidikan untuk mencapai kelulusan UN yang tinggi.

Henny Supolo, Ketua Dewan Yayasan Cahaya Guru, mengatakan, dunia pendidikan Indonesia ini menuju keseragaman dan menampik keragaman. Semakin lunturnya nilai keberagaman dalam dunia pendidikan ini membuat anak-anak bangsa tidak memiliki wawasan keberagaman. Di tempat terpisah, Ketua Umum Pengurus Besar Persatuan Guru Republik Indonesia Sulistiyo juga menyoroti kinerja Kemdikbud. Education policies often ignore priorities and are lack of focus. As a result, the national education has yet to get improved. What‘s worse? It has dehumanized students as the future generation of the nation more.

Ahead of the National Education Day, criticisms about poor performance of the Government in education have come to the fore. The Indonesia Teacher Association Federation (FGSI) and Cahaya Guru Foundation delivered on Tuesday (29/4) in Jakarta the 5-year red notes for education during the SBY-Boediono era.

Doni Koesoema, a member of Advisory Board of FGSI, said that the government is not serious in managing national education. It is under this current government when, for the first time, a curriculum change is not prepared properly, causing problems in its implementation.

Retno Listyarti, Secretary General of FGSI, said national exam (UN) is used as a multi-parameter in education. It is used for mapping, student graduation, and selection test for state universities as well as school and teacher quality evaluation. As a result, ​​students, teachers, and education offices do anything to achieve high graduation.

Henny Supolo, Chairman of the Board Trustee of Cahaya Guru Foundation, said Indonesian education leads to uniformity and denies diversity. As the diversity values in education are fading away, students have lack of horizon on diversity. Separately, Chairman of the Indonesian Teachers Association, Sulistiyo also criticized the poor performance of the Ministry of Education and Culture. MK Tolak Uji Materi UU Pendidikan Tinggi

Mahkamah Konstitusi (MK), dalam sidang Selasa (29/4) yang dipimpin Wakil Ketua MK Arief Hidayat, menolak permohonan uji materi mahasiswa, orangtua mahasiswa, dan aktivis yang menyoal konstitusionalitas Undang-Undang Nomor 12 Tahun 2012 tentang Pendidikan Tinggi.

Pemohon menyoal dua hal, pertama tentang konstitusionalitas otonomi pengelolaan pendidikan tinggi dan perguruan tinggi negeri yang berbentuk badan hukum. Kedua, prinsip akuntabilitas penyelenggaraan pendidikan tinggi yang tidak mengenal struktur yang berwenang menjatuhkan sanksi.

Terhadap permohonan pertama, MK tetap berpegang pada putusan sebelumnya, putusan Nomor 136/PUU-V/2009, yang menegaskan bahwa penyelenggaraan pendidikan tinggi tidak menyebabkan terabaikannya kewajiban dan tanggung jawab konstitusional negara di bidang pendidikan.

The Constitutional Court (MK), in hearing on Tuesday (29/4) presided by Vice Chief Justice Arief Hidayat, rejected a petition for judicial review filed by students, parents, and activists questioning the constitutionality of Law No. 12 of 2012 on Higher Education.

The petitioners questioned two things: first, the constitutionality of the autonomy of the management of higher education and state universities as legal entities; second, the accountability principle of higher education which does not recognize a structure having authority to impose sanctions.

For the first petition, the Court held the previous decision, namely the Decision Number 136/PUU-V/2009, which confirms that higher education does not cause the neglect of the constitutional obligations and responsibilities of the state in education.

For the second petition, the Constitutional Court Judge Ahmad Fadlil Sumadi said there is a threat of administrative sanctions against violation of the principle.

Tes Seleksi Bersama Masuk Perguruan Tinggi Negeri diyakini terjaga kerahasiaannya alias tidak bocor. Tes SBMPTN akan diselenggarakan pada 17-18 Juni 2014.

”Adanya isu kebocoran soal sudah kami antisipasi dengan pembentukan tim penulis soal yang berkualifikasi,” kata Bambang Hermanto, Sekretaris Kelompok Kerja Seleksi Bersama Masuk Perguruan Tinggi Negeri-Seleksi Nasional Masuk Perguruan Tinggi Negeri (Pokja SBMPTN-SNMPTN), Senin (28/4).

Seperti diwartakan sebelumnya, bimbingan belajar giat membuat program-program pelatihan menjawab soal dan simulasi ujian. Bahkan, terdapat fenomena program bimbingan belajar ”kemah super” bertarif puluhan juta rupiah. Murid dikarantina selama sebulan untuk pelatihan menjawab soal dan simulasi ujian. Direktur Pendidikan Karakter Education Consulting Doni Koesoema sempat mengingatkan bahwa cara bimbingan belajar menawarkan soal-soal yang mirip dengan ujian seleksi dikhawatirkan menjadi titik rawan kebocoran soal.

Bambang menganggap, lembaga bimbingan belajar hanya menawarkan prediksi soal. Menurut Bambang, tim pembuat soal telah memiliki standar kerja ketat. Tim pembuat soal yang berasal dari pengajar seluruh perguruan tinggi negeri bertanggung jawab kepada pokja. Hal sama berlaku bagi tim pemegang kunci jawaban soal.

Secara terpisah, Rektor Universitas Indonesia M Anis mengatakan, maraknya pelajar yang mengikuti program bimbingan belajar dengan jaminan lulus tes seleksi menunjukkan ketidakpercayaan diri terhadap hasil belajar di sekolah menengah atas.

It is believed that the confidentiality of the Joint Entrance Test for State Universities (SBMPTN) has been properly maintained. SBMPTN test will be held on 17-18 June 2014.

“We have anticipated the question leakage issue by forming a qualified team of question makers,” said Bambang Hermanto, Secretary of the Working Group of the Joint Entrance Test for State Universities – National Entrance Test for State Universities (Pokja SBMPTN- SNMPTN), Monday (28/4).

As previously reported, tutorial agencies have prepared training programs to answer questions and held exam simulations. Some have even held tutorial “super camp” super expensive costs, reaching millions rupiah. Pupils are quarantined for a month for training to answer questions and having exam simulations. Director of Pendidikan Karakter Education Consulting Koesoema Doni have reminded that questions offered by tutoring agencies can be a loophole for question leakage because those questions are similar the question in the national selection test.

Bambang said tutoring agencies can only offer predicted questions. According to Bambang, the question making team has strict standards of working. The team which comprises of lecturers from all state universities reports to the working group. The same thing applies to the tam holding the answer keys.

Separately, the Rector of the University of Indonesia M Anis said that the increasing number of students taking tutoring programs in tutoring agencies which give them assurance for success shows low confidence in education in senior high schools.

Nasib Guru TIK Belum Jelas

Puluhan ribu guru yang mengampu mata pelajaran teknologi informasi dan komunikasi di jenjang SMP dan SMA/SMK belum jelas nasibnya sampai saat ini. Para guru yang kehilangan mata pelajaran teknologi informasi dan komunikasi sejak diberlakukannya Kurikulum 2013 itu dipindahkan ke bidang lain tanpa acuan jelas.

Penghapusan mata pelajaran teknologi informasi dan komunikasi (TIK) itu karena pembelajaran TIK terintegrasi di dalam semua mata pelajaran lain dalam Kurikulum 2013. Media TIK hanya sebagai alat untuk membuat pembelajaran menjadi mudah dan menarik sehingga tidak menjadi mata pelajaran tersendiri.

Dari informasi yang dihimpun, Senin (28/4), guru-guru TIK di jenjang SMP dan SMA serta guru keterampilan komputer dan pengelolaan informasi (KKPI) di jenjang SMK tersebut ada yang dialihkan menjadi guru prakarya dan kewirausahaan. Akibatnya, guru TIK pun berebutan dengan guru ekonomi yang dinilai memahami kewirausahaan. Ada juga yang menjadi pegawai tata usaha ataupun ditarik menjadi pegawai Badan Kepegawaian Daerah. Namun, setiap daerah atau sekolah menerapkan kebijakan berbeda-beda.

Keluhan lain yang muncul seiring penghapusan mata pelajaran TIK ialah pengembalian guru-guru untuk mengajar mata pelajaran sesuai latar pendidikan guru. Dulu, ketika TIK masih menjadi mata pelajaran, sekolah yang tidak memiliki guru berlatar S-1 komputer atau pendidikan TIK biasanya mengalihkan guru lainnya menjadi guru TIK.

Direktur Pembinaan Pendidik dan Tenaga Kependidikan, Ditjen Pendidikan Dasar, Kemdikbud, Sumarna Surapranata mengatakan, para guru TIK akan dialihkan menjadi guru pembimbing TIK. Jam pelajaran mereka dihitung dengan jumlah siswa yang dibimbing, layaknya guru bimbingan dan konseling (BK). Guru BK, misalnya, harus melayani 150 siswa.

Selain itu, guru pembimbing TIK juga harus membantu guru mata pelajaran lain memanfaatkan TIK untuk media pembelajaran.

The fate of tens of thousands of teachers who taught the information and communication technology subject in SMPs and SMAs/SMKs remains uncertain. Following the implementation of the 2013 Curriculum, which removes information and communication technology as a subject at schools, those teachers are transferred to other fields of study without any clear reference.

Actually, the 2013 Curriculum integrates the information and communication technology (ICT) into all other subjects. ICT is then considered only as an instrument to make learning of other subjects easier and more interesting.

According to information, Monday (28/4), ICT teachers at SMPs and SMAs and computer skills and information management (CSIM) teachers at SMKs are assigned to teach art and crafts and entrepreneurship. As a result, ICT teachers compete with economics teachers who deemed to have better understanding about entrepreneurship. Some others are employed for administrative affairs or employed in the Regional Staffing Office, depending on policies of each region.

There is also a demand to return teachers to their real basic skills so that they can teach in consistence with their original teaching education background. In the past, when ICT was still a subject, schools having no teacher with ICT education background assigned teachers of other subjects to teach ICT.

Director of Teachers and Education Personnel, Directorate General of Primary Education, Ministry of Education and Culture, Sumarna Surapranata said that ICT teacher will be assigned to be ICT supervising teachers. Their lesson hours will be counted in proportion to the number of students like the lesson hours of guidance and counseling teachers. Guidance and counseling teachers, for example, must serve 150 students.

In addition, ICT supervising teachers should also help teachers of other subjects in using ICT for learning media.
