Kabupaten Kutai Timur, Provinsi Kalimantan Utara, menjadi peercontohan penerapan Kurikulum 2013. Kurikulum tersebut merupakan panduan penyelenggaraan pendidikan terbaru rumusan Kementerian Pendidikan dan Kebudayaan (Kemdikbud) untuk jenjang SD hingga SMA. Dipilihnya Kutai Timur sebagai percontohan tidak terlepas dari inisiatif pemerintah kabupaten setempat yang menawarkan diri untuk membiayai program tersebut di daerah mereka.

Kepala Dinas Pendidikan (Kadisdik) Kutai Timur Iman Hidayat menjelaskan, inisiatif menawarkan diri menjadi percontohan nasional, hadir karena Kurikulum 2013 dirasa sesuai dengan model pembangunan pendidikan yang mereka kembangkan dalam beberapa tahun terakhir.

Menurut Iman, Kurikulum 2013 yang menekankan pada pembangunan karakter, menjawab kebutuhan mereka atas model kurikulum pendidikan. Iman mencontohkan, sejak 2012, Kutai Timur sudah menambah durasi pelajaran agama, dari dua jam per pekan menjadi empat jam. Selain dua jam kurikulum umum, dua jam tambahan digunakan kurikulum pendidikan Islam bagi siswa muslim.

Menteri Pendidikan dan Kebudayaan (Mendikbud) Muhammad Nuh mengatakan, inti dari Kurikulum 2013 adalah keseimbangan pembangunan pengetahuan, keterampilan, dan sikap. Nuh menjelaskan, pada Kurikulum 2013 semua mata pelajaran diselaraskan, baik yang bersifat kurikuler, ekstrakurikuler dan nonkurikuler. Sejalan dengan penekanan terhadap pembangunan karakter, Nuh mengaharapkan, Kurikulum 2013 dapat menumbuhkan jiwa nasionalisme.

Kutai Timur yang memulai lebih dahulu penerapan Kurikulum 2013, tidak segan mengalokasikan dana besar untuk program pendidikan. Sejak tiga tahun terakhir, Pemerintah Kutai menganggarkan Rp. 812 miliar untuk sektor pendidikan atau senilai dengan 27 persen APBD kabupaten tersebut.

East Kutai Regency, North Kalimantan Province, becomes the pilot for implementation of Curriculum 2013. The curriculum is the latest education implementation guide formulated by the Ministry of Education and Culture (Kemdikbud) for the primary school (SD) to high school (SMA) levels.   East Kutai was chosen as the pilot due to the local regency administration’s initiative to offer itself to finance the program in their region.

East Kutai Education Office Head (Kadisdik) Iman Hidayat explained the initiative to volunteer as national pilot came about because the 2013 Curriculum is felt to be in line with the education development model they developed in the past several years.

According to Iman, Curriculum 2013 which emphasized character building answers their need for an educational curriculum model.   Iman gave an example, since 2012, East Kutai Timur has increased the duration of religious studies from two hours per week to four hours. In addition to two hours of general curriculum, two additional hours are added for Islamic education curriculum for Muslim students.

Minister of Education and Culture (Mendikbud) Muhammad Nuh said the core of Curriculum 2013 is a balanced development of knowledge, skills, and attitude. Nuh explained the Curriculum 2013 aligned all subjects, be they curricular, extra-curricular and non-curricular. In line with the emphasis on character building, Nuh expects Curriculum 2013 to foster the spirit of nationalism.

East Kutai which first started the application of Curriculum 2013 does not hesitate to allocate a substantial amount of funds for education programs.   For the past three years, the Kutai administration allocated Rp. 812 billion for the education sector or worth 27 percent of the regency budget (APBD).

Minat siswa untuk menjadi guru ternyata cukup tinggi. Hal ini bisa dilihat dari cukup tingginya pendaftar pada program studi (prodi) Pendidikan Guru Sekolah Dasar (PGSD). Prodi ini menjadi pilihan keempat terbanyak dari pendaftar seleksi nasional masuk perguruan tinggi negeri (SNMPTN) di wilayah Jawa Timur. Bahkan di Universitas Trunojoyo, Madura, PGSD menjadi prodi yang terbanyak dipilih.

Humas SNMPTN 2014 dari Institut Teknologi Surabaya (ITS), Bekti Cahyo Hidayanto, mengatakan, dari 777.536 pendaftar yang diterima, tercatat ada lima prodi paling diminati. Prodi tersebut adalah manajemen, akuntansi, teknik informatika/ilmu komputer/teknologi informasi/sistem informasi, PGSD, dan ilmu hukum.

Ia merinci peminat prodi Manajemen mencapai 144.347 orang. Prodi Akuntansi 110.851 orang. Prodi Teknik Informatika/Komputer/Teknologi-Sistem Informasi ada 97,775 orang. Sedangkan PGSD ada 81.181 orang. Ilmu Hukum ada 70.310 orang, dan Pendidikan Dokter ada 60.807 orang.

Hal senada juga dikatakan Humas SNMPTN 2014 dari Universitas Trunojoyo, Suci Suryani yang mengatakan, bahwa pendaftar SNMPTN prodi PGSD paling banyak diminati. Peminatnya mencapai lebih dari 700 orang. Sedangkan prodi lainnya di bawah 600 orang.

Student interest in becoming teachers is quite high.   This is apparent from the high number of applicants in the Primary School Teacher Training Course (PGSD). This study program is the fourth most in demand by applicants of the National Entrance Test for State Universities (SNMPTN) in East Java.   In the University of Trunojoyo, Madura, PGSD is the most chosen study program.

SNMPTN 2014 Public Relations of the Surabaya Institute of Technology (ITS), Bekti Cahyo Hidayanto said from the 777,536 applicants accepted, there are five study programs most in demand. These study programs are management, accountancy, information engineering/computer science/ information technology/information system, PGSD, and law.

He detailed those choosing Management reached 144,347 persons. Accountancy 110,851 persons. Information Engineering/Computer/Technology-Information System 97,775 persons.   Whereas for PGSD there were 81,181 persons. In Law there were 70,310 persons, and School of Medicine 60,807 persons.

A similar remark was stated by SNMPTN 2014 Public Relations of the University of Trunojoyo Suci Suryani, that most SNMPTN applicants registered for PGSD; reaching more than 700 persons. Whereas applicants to other study programs number less than 600 persons.

Sejumlah perguruan tinggi negeri (PTN) ternama, seperti Universitas Indonesia (UI), Institut Teknologi Bandung (ITB), dan Institut Pertanian Bogor (IPB), tidak masuk 10 besar kampus yang diminati peserta seleksi nasional masuk perguruan tinggi negeri (SNMPTN).

Rektor ITB Akhmaloka mengatakan, penyebab ITB tidak masuk 10 besar kampus yang diminati pendaftar SNMPTN menunjukkan siswa zaman sekarang sudah mulai pintar memilih kampus. Ia mengatakan, siswa memilih kampus sesuai dengan kemampuan dan minatnya. Mereka tidak mau memilih jurusan dikampus yang sudah diprediksi tidak akan lolos.

Jumlah siswa yang lolos SNMPTN di ITB, Akhmaloka menjelaskan, sebanyak 2.000 orang. Jumlah itu jauh lebih sedikit daripada Universitas Padjajaran dan Universitas Brawijaya karena mereka juga membuka kursi lebih banyak. Menurutnya, sejak dulu ITB memang tidak pernah masuk 10 besar universitas yang diminati oleh pendaftar SNMPTN.

Rektor UI Muhammad Anis juga melontarkan hal senada. Anis tidak heran jika jumlah pendaftar SNMPTN di UI tidak sebanyak universitas-universitas lainnya. Masuk SNMPTN, menurutnya, berdasarkan rapor dan nilai UN sehingga siswa perlu mengukur rapornya apakah kira-kira bisa masuk UI atau tidak.

Peserta SNMPTN tentu tidak mau kerja dua kali. Ia mengibaratkan, SNMPTN merupakan pintu masuk PTN yang sangat berharga dan tidak boleh dilewatkan. Karena itulah, siswa memilih PTN yang kira-kira sesuai dengan kemampuannya. Mereka tidak mau mengejar PTN yang sangat sulit dan dipastiklan akan gagal.

Pengamat pendidikan Doni Koeseoma menilai wajar jika siswa merasa takut masuk ITB atau UI. Sebab, universitas-universitas tersebut memiliki standar tinggi. Padahal kuota penerimaan SNMPTN yang mereka buka kecil sehingga siswa takut tidak lolos. Apalagi, Doni menambahkan, UI dan ITB juga membuka jalur melalui undangan. Hal ini membuat anak-anak semakin segan untuk masuk ke universitas itu karena takut kalah bersaing. Ia melihat ada kecenderungan siswa lebih memilih jalur aman. Caranya dengan mendaftar ke universitas yang kira-kira mereka bisa lolos kalau ikut SNMPTN.

A number of renowned state universities (PTN) such as the University of Indonesia (UI), the Bandung Institute of Technology (ITB), and the Bogor Institute of Agriculture (IPB), are not included in the 10 top campuses in demand by participants of the National Entrance Test for State Universities (SNMPTN).

ITB Rector Akhmaloka said the reason ITB is not in the top 10 campuses in demand by SNMPTN applicants shows students nowadays are clever in choosing campuses. He said students choose campuses according to their capability and interest. They do not choose majors in a campus already predicted they would not qualify.

The number of students passing SNMPTN in ITB, Akhmaloka explained totaled 2,000 persons. This number is far less than that in the University of Padjajaran and the University of Brawijaya because they too provide more seats.   According to him ITB has always never been in the top 10 universities of interest to SNMPTN applicants.

UI Rector Muhammad Anis also made a similar remark. Anis is not surprised if the number of SNMPTN applicants in UI is not as many as that in other universities.   SNMPTN entrance, according to him is based on report cards and UN scores, so students need to gauge their report cards whether or not they qualify to enter UI.

SNMPTN participants certainly do not wish to work twice. He likened SNMPTN as a state university (PTN) gateway that is so valuable and should not be missed. Therefore, students choose PTN which are in line with their abilities. They refuse to pursue PTN that are very difficult (where) they are bound to fail.

Education observer Doni Koesoema deems it normal if students fear entering ITB or UI; because these universities have high standards. While in fact, they open a small SNMPTN admissions quota such that students fear not qualifying.   Moreover, Doni added, UI and ITB also open a channel by invitation.   This causes students to be even more reluctant to enter these universities for fear of losing in the competition.   He saw the tendency of students choosing a safer path; by registering into universities they might qualify when taking part in SNMPTN.

Minat lulusan SMA/MA/SMK untuk mendaftar di perguruan tinggi bidang sains dan teknik, yang sebenarnya dibutuhkan bangsa, belum menonjol. Pemilihan program studi oleh calon mahasiswa masih mengikuti tren pasar.

Infopreneur seputar jurusan kuliah dan peta karier, Ina Liem mengatakan, perguruan tinggi lebih banyak menawarkan program studi dengan permintaan pasar tinggi. Padahal, perguruan tinggi juga punya peran untuk mendukung negara dan industri dalam menyiapkan ahli yang dibutuhkan. Menurut Ina, perguruan tinggi mesti giat berpromosi tentang prospek-prospek karier setiap program studi. Banyak calon mahasiswa memilih program studi favorit karena ikut-ikutan. Mereka kurang informasi dan salah persepsi tentang masa depan karier dari program studi tertentu yang tidak diminati.

Direktur Jenderal Pendidikan Tinggi Kementerian Pendidikan dan Kebudayaan Djoko Santoso, mengatakan, upaya peningkatan mahasiswa di bidang sains, teknik, dan pertanian memang menjadi perhatian pemerintah. Namun, ketiga bidang itu serinngkali dipersepsi sulit. Calon mahasiswa pun lebih memilih bertarung di perguruan tinggi favorit atau unggulan. Menurut Djoko, tantangan yang dihadapi ialah meningkatkan kualitas semua perguruan tinggi negeri. Pemerintah dan perguruan tinggi negeri harus bekerja keras meningkatkan mutu. Dosen, infrastruktur, dan lingkungan akademik yang baik harus dipersiapkan.

Rektor Institut Teknologi Sepuluh Nopember Surabaya Tri Yogi Yuwono mengatakan, perlu keberpihakan pemerintah untuk mengembangkan program studi teknik demi kebutuhan tenaga terampil Indonesia. Negara ini hanya menghasilkan 164 sarjana teknik per 1 juta penduduk. Padahal, negara tetangga, Malaysia saja menghasilkan 300 sarjana teknik per 1 juta penduduk. Sementara Korea Selatan menghasilkan 800 sarjana teknik per 1 juta penduduk.

Idealnya, Indonesia bisa menghasilkan 600 sarjana teknik per 1 juta penduduk. Namun, jika upaya meningkatkan program studi teknik di perguruan tanpa terobosan, Indonesia akan kekurangan tenaga ahli di bidang teknik.

Senior high (SMA)/madrasah aliyah (MA)/vocational school (SMK) graduate interest in registering in universities majoring in science and engineering, which the nation actually needs, is yet to be significant. The choice of program study by prospective students still follows market trend.

Infopreneur concerning university majors and career maps, Ina Liem said higher education institutions mostly offer study programs of high market demand.   In fact, higher education institutions also have the role of supporting the state and industry in preparing needed experts. According to Ina, universities should actively promote the career prospects of each study program. Many prospective students choose favorite courses just to follow others. They lack information and have misperceptions on the career futures of certain courses that are not in demand.

Higher Education Director General of the Ministry of Education and Culture Djoko Santoso said efforts at increasing (the number of) students in the fields of science, engineering, and agriculture are indeed a government concern. However, these three fields (of study) are oftentimes perceived as difficult. Prospective students prefer to fight in favorite or top higher education institutions.   According to Djoko, the challenge faced is to improve the quality of all state universities.   The government and state universities must work hard to improve quality. Good lecturers, infrastructure, and academic environment must be prepared.

Rector of the Surabaya Sepuluh Nopember Technology Institute Tri Yogi Yuwono said there needs to be government will/concern to develop the engineering study program for the sake of Indonesia’s skilled manpower needs.   This country only generates 164 engineering undergraduates per 1 million residents.   When in fact, neighboring country Malaysia alone generates 300 engineering undergraduates per 1 million residents.   While South Korea generates 800 engineering undergraduates per 1 million residents.

Ideally, Indonesia should generate 600 engineering undergraduates per 1 million residents. However, if efforts at improving engineering study programs are without breakthrough, Indonesia will be lacking experts in the field of engineering.

Indonesia menggencarkan program pertukaran mahasiswa dengan beberapa universitas di Korea Selatan. Pertukaran itu bisa beragam bentuk, antara lain riset ilmiah mahasiswa dan dosen serta kerjasama gelar ganda mahasiswa strata I hingga strata II.

Kementerian Pendidikan dan Kebudayaan (Kemdikbud) RI melalui Biro Perencanaan dan Kerjasama Internasional, misalnya, menjajaki kerjasama program gelar ganda dengan Universitas Dong-A di Busan, Korea Selatan, pekan lalu.

Koordinator Beasiswa Unggulan Biro Perencanaan dan Kerjasama Internasional Kemdikbud Abe Susanto menemui DIrektur Hubungan Internasional Universitas Dong-A, Song Han-sik untuk membicarakan kemungkinan kerjasama tersebut. Han-sik mengatakan, saat ini Dong-A sudah menjalin kerjasama dengan Universitas Binus dan Universitas Presiden di Indonesia. Tetapi Han-sik menambahkan, tidak tertutup kemungkinan akan bekerja sama dengan universitas lain di Indonesia.

Menurut Abe, Kemdikbud mendorong sebanyak mungkin mahasiswa untuk belajar ke Korea Selatan seiring hubungan yang membaik antara kedua Negara di bidang industry.

Departemen Energi dan Sumber Daya Mineral Dong-A sejak 2011 juga telah bekerja sama dengan Fakultas Teknik Pertambangan dan Perminyakan Institut Teknologi Bandung lewat pertukaran dosen dan mahasiswa. Dimana dosen Teknik Pertambangan ITB Aryo Prawoto Wibowo menjelaskan, mahasiswa Dong-A dua bulan di Indonesia dan dua pekan di ITB. Sebaliknya, mahasiswa ITB satu bulan di Dong-A. Dari Dong-A sudah 25 mahasiswa. Sedangkan dari ITB ada 4 orang. Aryo menambahkan, ITB sedang menjajaki kerjasama program gelar ganda dengan Dong-A. Selain dengan Dong-A, ITB juga menjajaki kerjasama dengan Universitas Hanyang dan Institur Teknik Elektro Korea Selatan di Seoul.

Direktur Pusat Pengembangan Pendidikan Terbuka dan Karak Jauh Se-Asia Tenggara (SEAMOLEC) Gatot Hari Priowirjanto menambahkan, sejumlah perguruan tinggi di Indoensia dan Korea Selatan sejak dua tahun terakhir telah mendiskusikan beberapa kerjasama pendidikan. Gatot juga menyampaikan bahwa pada Juni 2014, SEAMOLEC mengundang 10 perguruan tinggi politeknik di Korea Selatan untuk diskusi dengan 30 perguruan tinggi di Indonesia, setelah diskusi, lalu dibuat nota kesepahaman dan kesepakatan.

Indonesia intensifies student exchange programs with several universities in South Korea.   This exchange can take many forms, among them student and lecturer scientific research as well as double degree for undergraduate  and master`s.

Republic of Indonesia’s Ministry of Education and Culture (Kemdikbud) through the Bureau of International Planning and Cooperation, for example, explored double degree program cooperation with Dong-A University in Busan, South Korea, last week.

Scholarship Coordinator of the Bureau of International Planning and Cooperation Kemdikbud Abe Susanto met with Director of International Relations of Dong-A University, Song Han-sik to discuss the possibility of such cooperation. Han-sik said, currently Dong-A has cooperated with Binus University and Presiden University in Indonesia. But Han-sik added, there is always the possibility of cooperations with other universities in Indonesia.

According to Abe, Kemdikbud encourages as many students as possible to study in South Korea in line with improving relations between both countries in the field industry.

Dong-A Department of Energy and Mineral Resources since 2011 has also cooperated with Mining and Petroleum Engineering Faculty of the Bandung Institute of Technology (ITB) through lecturer and student exchanges.   ITB Mining Engineering lecturer Aryo Prawoto Wibowo explained, Dong-A students (stay) for two months in Indonesia and two weeks in ITB. On the other hand, ITB students (stay) for one month in Dong-A. From Dong-A there are already 25 students.   Whereas from ITB there are 4 persons. Aryo added, ITB is probing cooperation in double degree programs with Dong-A.  In addition to Dong-A, ITB also probes cooperation with Hanyang University and Institute of Electro Engineering of South Korea in Seoul.

Director of Southeast Asian Minister of Education Regional Open Learning Center (SEAMOLEC) Gatot Hari Priowirjanto added a number of universities in Indonesia and South Korea for the past two years have discussed several education cooperations. Gatot also said that in June 2014, SEAMOLEC invites 10 polytechnics in South Korea to discuss with 30 higher education institutions in Indonesia, after which a memorandum of understanding will be drawn up.
