Perubahan aturan dalam cara beroperasinya sekolah-sekolah internasional di Indonesia telah menghasilkan kebingungan di antara pemangku kepentingan pendidikan, yang mengatakan hal tersebut merupakan karakteristik pemerintah akan kurangnya visi global bagi sistem pendidikan negeri ini.

Berdasarkan peraturan Menteri Pendidikan yang diterbitkan bulan Mei tahun in dan berlaku mulai Senin lalu,  sekolah internasional yang dimiliki orang Indonesia harus menanggalkan label “internasional” dari namanya, sedangkan siswa Indonesia di sekolah-sekolah ini akan diwajibkan belajar sejumlah mata pelajaran tambahan dan  mengikuti ujian nasional yang diikuti para siswa dari sekolah negeri.

Sehari sebelum berlakunya perubahan, juru bicara dari kementerian mengatakan semua sekolah dengan nama internasional akan terdampak, termasuk mereka yang berafiliasi dengan kedutaan asing.

JIS, secara luas dianggap sebagai salah satu sekolah terbaik di negeri ini, dan JIS belum mengganti namanya, tetapi menyatakan pasti akan mematuhi peraturan pemerintah, dan bahwa sedang dalam proses menyesuaikan diri dan mematuhi peraturan menteri.

Sekolah seperti JIS, yang sebelumnya dikatakan juru bicara Kementerian Pendidikan Ibnu Hamad, dapat berganti nama menjadi the “Joint Cooperation Schools Indonesia-America, Australia and Britain, dan diwajibkan mengajarkan siswa Indonesia mereka tiga mata pelajaran tambahan: Bahasa Indonesia, agama (tergantung pada kepercayaan masing-masing siswa) dan pendidikan kewarganegaraan.

Siswa-siswa ini juga diwajibkan mengikuti ujian nasional, dimana siswa harus lulus sebagai persyaratan naik kelas atau lulus, pada akhir kelas enam, sembilan dan dua belas,  di samping mata pelajaran lainnya pada kurikulum internasional yang dijalankan sekolah mereka.

Ng Eng Chin, Kepala Sekolah Tiara Bangsa mengatakan, meski sekolahnya tengah dalam proses untuk mematuhi peraturan baru tersebut, ada kekhawatiran dan kebingungan ketika sampai kepada penafsiran dan penerapan peraturan tersebut.

Lebih lanjut, Ng mengatakan tidak ada departemen tersendiri di Kementerian Pendidikan yang berurusan secara khusus dengan sekolah-sekolah internasional dan harus berkonsultasi dengan direktorat jenderal yang berbeda-beda, yaitu dirjen pendidikan dasar dan  dirjen pendidikan menengah untuk mematuhi peraturan-peraturan yang berlaku.

A rule change in the way international schools in Indonesia operate has generated confusion and frustration among education stakeholders, who say it characteristic of the government’s lack of a global vision for the country’s education system.

Under the Education Ministry regulation issued in May this year and taking effect as of last Monday, Indonesian-owned international schools must drop the “international” from their name, while Indonesian student at these schools will be required to study a host of additional subjects and take a part in the widely panned national examinations that students of state schools must undergo.

A day before the changes went into effect, a spokesman for the ministry said all schools with international in their name would be affected, including those affiliated with foreign embassies.

JIS, widely considered the top schools in the country, has not yet changed its name but says it will certainly abide by the government’s regulations, and that it is in the process of adjusting to and complying with the ministerial regulation.

Schools such as JIS, which Education Ministry spokesman Ibnu Hamad previously said could be renamed the “Joint Cooperation Schools Indonesia-America, Australia and Britain, are required to teach their Indonesian students three additional subjects: Indonesian language, religion (depending on the faith each student) and civic education.

These students are also obliged to take the national exams, which students must pass as requirement for moving up a grade or graduating, at the end of the sixth, ninth and 12th grades, in addition to the other subjects in the international curricula to which their schools subscribe.

Ng Eng Chin, the executive principal of Tiara Bangsa Anglo-Chinese School said, that despite his own school being well on its way to complying with the new regulation, there were concerns, as well as confusion, when it came to interpreting and implementing the regulation.

Ng said, there was no single department in the Education Ministry dealing exclusively with the international schools and had to consult with the different directorates general of primary education, middle school and high school to adhere to the regulations governing them.

Distribusi Buku Dijamin Tetap Lancar

Balai Pustaka menjamin distribusi buku kurikulum tetap berjalan normal meski pemerintah sudah memutusan pemberlakuan Kurikulum 2013 dibatasi. Direktur Utama Balai Pustaka Saiful Bahri mengatakan, pihaknya melayani 53 kabupaten/kota dengan sekolah sasaran mencapai 9.060 unit untuk distrubusi buku di semester 2. Total buku yang dicetak mencapai 4,7 juta eksemplar.

Saiful memastikan buku-buku tersebut sudah terdistribusikan ke masing-masing sekolah pada pekan ketiga Desember ini. Sehingga awal semester di bulan Januari, sudah bisa digunakan.

Untuk pengadaan buku semester 2, Lembaga Kebijakan Pengadaan Barang dan Jasa Pemerintah (LKPP) lebih selektif dalam menentukan penyedia buku. Saiful menyatakan uji kelayakan oleh LKPP benar-benar dilakukan. Tidak seperti semester 1, percetakan yang bisa memberi harga murah bisa mendapat tender, padahal mereka tidak memiliki mesin yang memadai dan tidak ada jaringan ke daerah untuk membantu distribusi.

Sebelumnya, Menteri Pendidikan dan Kebudayaan Anies Baswedan mengatakan, ada beberapa evaluasi dalam pelasanaan kurikulum, seperti pengadaan buku dan pelatihan guru. Dia menekankan, evaluasi tersebut bukan dilakukan untuk mengubah Kurikulum 2013, melainkan untuk menyempurnakannya.

Balai Pustaka ensures curriculum book distribution to remain running normally although the government has decided on restricted enforcement of Curriculum 2013.   Balai Pustaka President Director Saiful Bahri said his party serves 53 regencies/cities with target schools reaching 9,060 units for book distribution in semester 2.  The total books printed reached 4.7 million copies.

Saiful ensured the books would be distributed to the respective schools by the third week of December.  So they could be used by the beginning of the semester in January.

For semester 2 book procurement,  Government Goods and Services Procurement Policy Agency (LKPP) is more selective in determining book providers.  Saiful stated due diligence by LKPP was really carried out.    Unlike semester 1, printing companies that could give cheap price got the tender, when actually they did not own adequate machinery and did not have networking to the regions to help distribution.

Earlier, Minister of Education and Culture Anies Baswedan said there were several evaluations in the curriculum implementation, such as book procurement and teacher training.    He emphasized, such an evaluation was not done to change Curriculum 2013, but instead to perfect it.

Pemberlakuan Kurikulum 2013 namun sekaligus mengizinkan sekolah yang belum siap kembali menggunakan Kurikulum Tingkat Satuan Pendidikan (KTSP), dinilai bisa melanggar Undang-Undang Sistem Pendidikan Nasional (Sisdiknas). Di mata pengamat pendidikan Doni Koesoema, pemberlakuan dua kurikulum dalam sisdiknas menyalahi undang-undang (UU).

Doni mengatakan, Kurikulum 2013 harus dihentikan sebelum hal-hal fundamental harus dibereskan terlebih dahulu. Sebab, Kurikulum 2013 menyulitkan para guru dan siswa dalam, proses pembelajaran.

Seharusnya, lanjut Doni, kalau pemerintah ingin membuat sekolah percontohan sebagai pelaksana Kurikulum 2013, tidak perlu sebanyak 6.326 sekolah. Cukup setiap provinsi dua sekolah saja. Sehingga total sekolah percontohan di Indonesia hanya 66 sekolah. Jika jumlahnya sudah mencapai 6.000-an sekolah, sama saja menerapkan Kurikulum 2013 sebanyak-banyaknya.

Ketua Tim Evaluasi Kurikulum 2013 Suyanto mengatakan, saat ini kriteria sekolah percontohan masih dibahas. Intinya Menteri Pendidikan dan Kebudayaan (Mendikbud) Anies Baswedan meminta agar dibuat sekolah percontohan sebanyak dan secepat mungkin. Sekolah yang berakreditasi A merupakan salah satu indikator yang menentukan kesiapan.

Selain itu, buku Kurikulum 2013 yang tidak sesuai dengan konteks akan diperbaiki. Menurutnya, Mendikbud tidak berpikir soal warisan kurikulum, namun berpikir jangka panjang melebihi masa tugasnya. Hal ini harus dilakukan agar siswa-siswa negeri ini bisa menjadi generasi emas pada 2035.

The enforcement of Curriculum 2013 but at the same time allowing schools not yet ready, to re-use the School Based Curriculum (KTSP), could be deemed to violate the National Education System Law (Sisdiknas).   In the eyes of education observer Doni Koesoema, the enforcement of two curriculi in the national education system is in breach of the law.

Doni said Curriculum 2013 should be halted before the fundamentals must be settled first.  Because Curriculum 2013 makes it difficult for teachers and students in the learning process.

Supposedly, continued Doni, if the government wants to make pilot schools as implementers of Curriculum 2013, it is not necessary to have as many as 6,326 schools.   It is sufficient to have just two schools per province.  So the total pilot schools in Indonesia is only 66 schools.   If the total is in the 6 thousands, then it would be the same as implementing Curriculum 2013 to the maximum.

Chairman of Curriculum 2013 Evaluation Team Suyanto said currently the pilot school criteria is still being discussed.    In essence, Minister of Education and Culture (Mendikbud) Anies Baswedan asked for pilot schools to be made as many and as quickly as possible.    Schools accredited A are one of the indicators that determine readiness.

In addition, Curriculum 2013 books not in accordance with context would be corrected.    According to him, Mendikbud does not think of curriculum legacy, but thinks in the long term exceeding his term in office.     This must be done so that students of this country could become the golden generation in 2035.

Para guru menyambut baik keputusan pemerintah yang kembali menerapkan Kurikulum 2013 secara bertahap. Namun, mereka ingin pemerintah segera meningkatkan fasilitas sekolah dan melatih guru secara intensif agar dapat menerapkan kurikulum baru tersebut. Pada akhirnya, Kurikulum 2013 tetap harus diterapkan para guru.

Kepala Sekolah Dasar St. John Baptis, Titus Anongop yang berletak di Distrik Iniyandit, Kabupaten Boven Digoel menyatakan setuju dengan kebijakan pemerintah memberikan kesempatan bagi sekolah yang belum siap untuk menggunakan Kurikulum 2006. Sekolah yang dipimpin Titus memang masih menggunakan Kurikulum 2006, karena belum ada sosialisasi dari pemerintah daerah setempat terkait Kurikulum 2013. Selain itu, jumlah guru hanya lima, satu guru bisa mengajar lima mata pelajaran untuk beberapa kelas.

Seiring dengan pemberlakukan kurikulum secara bertahap, para guru ingin pemerintah segera meningkatkan fasilitas sekolah dan kualitas guru. Menurut Titus, dengan adanya keputusan tersebut, pemerintah daerah setempat harus segera mempersiapkan pengadaan buku ke sekolah.  Pihaknya juga mengharapkan tambahan guru dari pegawai negeri sipil.

Andar, guru dari SMA BOPKRI 1 Yogyakarta menyatakan, daripada terus sibuk mengotak-atik kurikulum 2013, pemerintah seharusnnya memberi perhatian kepada peningkatan kualitas sekolah dan guru. Bagi para guru, memakai Kurikulum 2013 atau Kurikulum 2006 tidak masalah. Yang penting ada upaya peningkatan kualitas terus-menerus dari pemerintah.

Di sekolah tempat Andar mengajar pun, yang merupakan sekolah peercontohan penerapan Kurikulum 2013 sejak tahun lalu, masih ada hambatan. Sealah satunya ialah beratnya beban yang harus diemban guru, terutama dalam proses penilaian peserta didik.

Teachers welcomed the government decision to gradually re-implement Curriculum 2013.     However, they want the government to immediately improve school facilities and train teachers intensively in order to be able to implement the new curriculum.  Ultimately, Curriculum 2013 would still have to be implemented by the teachers.

Principal of Primary School St. John Baptis, Titus Anongop, located in Iniyandit District, Boven Digoel Regency, agreed with the government policy in providing opportunity for schools that are not yet ready, to use Curriculum 2006. The school led by Titus still uses Curriculum 2006, because there had been no familiarizing from the local regional administration regarding Curriculum 2013.   In addition, there are only five teachers; one teacher could teach five subjects for several classes.

Along with the gradual enforcement of the curriculum, teachers want the government to immediately improve school facilities and teacher quality.   According to Titus, with such a decision, the local regional administration should immediately prepare for the procurement of books to schools.    He also expects additional teachers who are civil servants.

Andar, a teacher of high school SMA BOPKRI 1 Yogyakarta, said instead of continuing to be busy tinkering with curriculum 2013, the government should pay attention to improving the quality of schools and teachers.     For teachers, using Curriculum 2013 or Curriculum 2006 is no problem.   What is important is the presence of efforts at continuous quality improvement from the government.

At the school where Andar teaches, which is a pilot school implementing Curriculum 2013 since last year, there are still constraints.  One of which is the heavy load the teacher has to bear, especially in the process of assessment of learners.
