Dinas Pendidikan DKI Jakarta telah merekomendasikan pada SMA Negeri 3 untuk mengurangi hukuman skorsing yang diberikan pada lima siswa kelas 12 karena diduga mengeroyok seorang alumni.

Kepala Dinas Arie Budhiman mengatakan, skorsing saat ini selama 39 hari sekolah adalah kurang proporsional dan tidak efektif untuk meningkatkan pembangunan karakter siswa. Dia juga menggarisbawahi bahwa berdasarkan peraturan dinas, siswa tidak bisa lulus jika telah dikenakan skorsing selama lebih dari 25 hari. Oleh karena itu, ia menyarankan agar kepala sekolah mengurangi skorsing menjadi 15 hari sekolah.

Pada awal bulan ini, lima siswa kelas 12 di sekolah itu dikenakan skorsing selama 39 hari sekolah karena keterlibatan mereka dalam dugaan serangan terhadap seorang alumni berumur 30 tahun, yang diidentifikasi bernama Erick karena telah memeras uang dari salah satu teman mereka dan melakukan pelecehan seksual terhadap salah satu siswi.

Para orang tua siswa mengecam keras kepala sekolah Retno Listyarti yang melakukan hukuman skorsing terhadap anak-anak mereka yang “hanya mencoba untuk membantu teman mereka”. Mereka kemudian melaporkan Retno pada kepolisian, dengan tuduhan bahwa kepala sekolah melanggar Undang-Undang Perlindungan Anak Nomor 35/2014 tentang diskriminasi terhadap anak-anak. Hukuman untuk pelanggaran tersebut adalah maksimal lima tahun.

Para orang tua siswa juga melaporkan Erick ke kepolisian, dengan tuduhan melakukan pelecehan seksual terhadap seorang siswi. Erick pun membalas dengan melaporkan para siswa ke kepolisian dengan berdasarkan Pasal 170 KUHP mengenai pengeroyokan.

Arie menambahkan, pihaknya pada dasarnya mendukung hukuman skorsing tersebut, tetapi mereka ingin hukuman yang dijatuhkan dilakukan telah melalui pertimbangan yang matang. Kepala sekolah tersebut tidak mengeluarkan peringatan sebelum ia menghukum siswa. Hukuman juga harus bisa memberikan pembelajaran bagi siswa.

Secara terpisah, Retno mengatakan dia akan membahas rekomendasi dinas dengan anggota staf sekolah, tapi dia menekankan bahwa sekolah memiliki kewenangan untuk menjatuhkan sanksi pada siswa. Berdasarkan peraturan sekolah, siswa harus dikeluarkan jika melakukan tindakan kekerasan. Namun, ia akan memastikan bahwa lima siswa tersebut masih bisa berpartisipasi di sekolah dan mengikuti ujian akhir.

The Jakarta Education Agency has recommended that state senior high school SMA 3 reduce the suspensions imposed on five of its male 12th grade students for allegedly beating up an alumnus.

Agency head Arie Budhiman said the current suspension of 39 school days was “disproportional and ineffective for improving the student’s character development”. He also underlined that based on the agency’s regulation, a student could not graduate if he has been suspended for more than 25 days. Therefore, he recommended that the principal reduce the suspension to 15 school days.

Earlier this month, five grade 12 students at the school were suspended for 39 school days for their involvement in an alleged brutal assault against a 30-year-old alumnus identified as Erick who had extorted money out of one of them and sexually molested a female student.

The students’ parents harshly criticized school principal Retno Listyarti for suspending their sons who “just tried to help their friend”. They then filed a police report against Retno, saying that the principal violated Child Protection Law No. 35/2014 on discrimination against children. The law carries a maximum sentence of five years.

The parents also filed a police report against Erick, accusing him of sexually assaulting a student. Erick then also filed a police report against the students under article 170 of the Criminal Code for group beating.

Arie added, his party basically supported the suspension, but they wanted any punishment to be imposed after thorough consideration. The principal did not issue a warning before she suspended the students. The punishment also should be able to give students a lesson.

Separately, Retno said she would discuss the agency’s recommendation with the school’s staff members, but emphasized that the school had the authority to impose sanctions on the students. Based on school regulations, a student should be dismissed for committing violence. However, she would make sure that the five students would still be able to participate in the school and final exams.

Sebanyak 104.608 guru di jenjang SMP, SMA, dan SMK terancam tidak mendapat tunjangan profesi. Ini lantaran jam mengajar mereka terpotong akibat sekolah memakai kembali kurikulum tingkat satuan pendidikan (KTSP).

Direktur Pembinaan Pendidik dan Tenaga Kependidikan Dirjen Pendidikan Dasar (Dikdas) Kemendikbud Sumarna Surapranata mengatakan, 104.608 guru negeri dan swasta itu terbagi atas 94.308 guru di jenjang SMP dan 10.300 guru di jenjang SMA/SMK.

Pranata mengungkapkan, para guru itu terancam tidak menerima tunjangan profesi (TP) bila tidak ada intervensi dari Kemendikbud agar ada penambahan jam mengajar melalui kegiatan pembelajaran lain. Oleh sebab itu, pihaknya menerbitkan Peraturan Menteri Pendidikan dan Kebudayaan No 4/2015 tentang ekuivalensi kegiatan pembelajaran/pembimbingan bagi guru yang sekolahnya memakai Kurikulum Tingkat Satuan Pendidikan (KTSP). Ekuivalensi ini hanya berlaku bagi guru SMP/SMA/SMK karena di SD tidak mengenal istilah 24 jam mengajar, dan hanya akan berlaku dua tahun, karena setelah itu Kurikulum 2013 akan diberlakukan di seluruh sekolah secara nasional.

Pranata menambahkan, kegiatan ekuivalensi bisa lebih dari satu. Namun, jumlah jam yang diakui maksimal 25% dari beban mengajar minimal 24 jam tatap muka per minggu atau enam jam tatap muka per minggu.

Ketua Umum PB Persatuan Guru Republik Indonesia (PGRI) Sulistyo menyambut baik ekuivalensi tersebut karena memang banyak guru yang berubah jam mengajarnya karena revisi kurikulum. Oleh sebab itu, permendikbud tersebut mesti segera disosialisasikan, sehingga sekolah dan dinas pendidikan bisa memberikan data guru-guru yang terkena dampak ekuivalensi ke Kemendikbud.

A total of 104,608 teachers in the SMP, SMA, and SMK levels are threatened not to receive professional allowance.   This is because their teaching hours are cut due to the schools reverting to using the School Level Curriculum or kurikulum tingkat satuan pendidikan (KTSP).

Director of Teachers and Education Personnel Development of Directorate General of Basic Education (Dikdas) Kemendikbud Sumarna Surapranata said 104,608 government and private teachers are divided into 94,308 teachers in the SMP level and 10,300 teachers in the SMA/SMK levels.

Pranata revealed, the teachers are threatened not to receive professional allowance (TP) if there is no intervention from Kemendikbud to increase teaching hours through other learning activities.   Therefore, his party issued Education and Culture Ministerial Regulation (Permendikbud) No 4/2015 on equivalency of learning/coaching activities for teachers whose schools use the School Level Curriculum (KTSP).  This equivalency is only valid for SMP/SMA/SMK teachers because in primary school (SD) there is no such term as 24 hour teaching; and would only be valid for two years, because afterwards Curriculum 2013 would be in force in all schools nationwide.

Pranata added equivalency activities could be more than one. However, the number of hours recognized is a maximum of 25% of the 24 hour minimum face-to-face teaching load per week or six hours face-to-face per week.

Chairman of the Board of Indonesian Teachers Association (PGRI) Sulistyo welcomed the equivalency because there are indeed many teachers with changed teaching hours due to the curriculum revision. Therefore, the permendikbud should immediately be familiarized, so that schools and the education agencies could provide data to Kemendikbud of teachers who are impacted by the equivalency.

Kementerian Riset, Teknologi dan Pendidikan Tinggi (Kemenristekdikti) tetap mengkaji korelasi hasil ujian nasional (UN) dan nilai rapor siswa, meski nilai UN disepakati jadi salah faktor yang ikut menentukan kelulusan Seleksi Nasional Masuk Perguruan Tinggi Negeri (SNMPTN.

Menurut Menteri Riset, Teknologi dan Pendidikan Tinggi Muhammad Nasir, pihaknya akan mengetes apakah rapor siswa berkorelasi positif dengan UN-nya. Jika hubungannya negatif, yakni nilai rapor tinggi, tapi nilai UN rendah mungkin tak berkorelasi positif. Untuk hal seperti itu, Nasir bakal menyerahkan sepenuhnya keputusan lulus tidaknya siswa SMA dan sederajat peserta SNMPTN pada perguruan tinggi negeri.

Sekretaris Jenderal Kementerian Pendidikan dan Kebudayaan (Kemdikbud) Ainun Na`im menambahkan, jika memang nilai UN tidak berkorelasi positif dengan nilai rapor siswa, perguruan tinggi negeri memiliki otoritas akademik sendiri dalam menentukan kelulusan peserta SNMPTN.

Sementara itu, Koordinator Kelompok Kerja SNMPTN Bambang Hermanto menyampaikan siswa yang telah mendaftar SNMPTN atau jalur undangan hingga kemarin sudah mencapai 85.582 orang dari 6.052 sekolah. Di antaranya, 12.883 pemohon beasiswa Bidikmisi. Bambang mengimbau agar siswa cermat memverifikasi data akademik pada Pangkalan Data Sekolah dan Siswa (PDSS). Mereka pun diminta segera mendaftar dengan memilih program studi perguruan tinggi negeri yang paling diminati dan segera menyelesaikannya sebelum masa akhir pendaftaran pada 15 Maret 2015.

Ministry of Research, Technology and Higher Education (Kemenristekdikti) is still studying the correlation between students’ national exam (UN) results and report card grades, although the UN scores are agreed to be one of the factors that determine passing the State University Entrance National Selection (SNMPTN).

According to Minister of Research, Technology and Higher Education Muhammad Nasir, his party would test whether student report card grades correlate positively to the UN scores.   If the relation is negative, i.e. high report card grades, but low UN scores they might not correlate positively.     In such case, Nasir would fully leave the decision to the state university on whether or not the SMA or equivalent student passed SNMPTN.

Secretary General of Ministry of Education and Culture (Kemdikbud) Ainun Na`im added if it is true the UN scores do not positively correlate with student report card grades, the state university has its own academic authority in determining passing or failing the SNMPTN participant.

Meanwhile, Coordinator of SNMPTN Working Group Bambang Hermanto conveyed the number of students who have registered for SNMPTN or through invitation up to yesterday has reached 85,582 people from 6,052 schools.   Among them, 12,883 are applicants of Bidikmisi scholarship. Bambang appealed to students to carefully verify the academic data on the School and Student Database or Pangkalan Data Sekolah dan Siswa (PDSS). They are also asked to immediately register by choosing the state university study program of most interest and to immediately complete (the registration) before the end of registration on 15 March 2015.

Masih sulit mengandalkan perguruan tinggi untuk dapat memperkuat daya saing bangsa lewat inovasi. Perguruan tinggi di Indonesia masih bergulat dengan masalah mutu. Oleh karena itu, peningkatan mutu perguruan tinggi masih penting, selain perluasan akses perguruan tinggi bagi generasi muda.

Dari sekitar 4.000 perguruan tinggi negeri (PTN) dan swasta di Indonesia, tahun lalu hanya ada dua perguruan tinggi yang masuk top 500 dunia. Terkait dengan akreditasi institusi, hanya 21 perguruan tinggi terakreditasi A. Jumlah publikasi internasional 4.843 karya, sementara paten yang terdaftar sebanyak 1.427 paten.

Menteri Riset, Teknologi dan Pendidikan Tinggi Muhammad Nasir mengatakan, kemampuan inovasi Indonesia dalam penilaian Indeks Daya Saing Dunia sebetulnya membaik, tetapi masih perlu meningkatkan jumlah paten. Adapun untuk kualitas perguruan tinggi dan pelatihan, masih tertinggal jauh. Menurut Nasir, perguruan tinggi akan didorong untuk meningkatkan kerja sama dengan pemerintah dan dunia usaha. Pendirian pusat sains dan teknologi didorong tumbuh menjadi pusat keunggulan di daerah. Adanya pusat-pusat tersebut akan mendorong peningkatan produk lokal sehingga industri di daerah bisa tumbuh dan menyerap tenaga kerja.

Untuk itu, perguruan tinggi didorong meningkatkan publikasi ilmiah. Pemerintah akah menyediakan skema-skema riset bagi perguruan tinggi. Bagi perguruan tinggi milik pemerintah, sekitar 30 persen dana bantuan operasional perguruan tinggi untuk membuat jurnal ilmiah berskala nasional dan internasional.

Sejumlah perguruan tinggi juga didukung untuk menghasilkan inovasi hingga menjadi prototipe yang bisa diproduksi industri. Pengembangan riset difokuskan pada tujuh bidang, yakni pangan, energi, teknologi informasi komunikasi, transportasi, kesehatan dan obat-obatan, material maju, serta kemaritiman.

It is still difficult to rely on universities to strengthen the nation’s competitiveness through innovation.   Universities in Indonesia are still grappling with the issue of quality. Therefore, improving the quality of higher education is still important, in addition to expanding access to higher education for the young generation.

Of the approximately 4,000 state and private universities (PTN) in Indonesia, last year there were only two universities entering the world’s top 500.   In regards institution accreditation, only 21 universities are accredited A.  The total number of international publications is 4,843 works, while there are 1,427 registered patents.

Minister of Research, Technology and Higher Education Muhammad Nasir said Indonesia’s innovation capability in the Global Competitiveness Index rating actually improved, but still needs to increase the number of patents.   As for quality of universities and training, it still lags far behind.   According to Nasir, higher education would be encouraged to increase cooperation with the government and the business sector.   The establishment of science and technology centers are driven to grow into centers of excellence in the regions.   The presence of such centers would prompt increased local products so that industry in the regions could grow and absorb manpower.

To that end, universities are encouraged to increase scientific publications. The government will provide the research schemes for the universities.   For state universities, around 30 percent higher education operational assistance fund is for making national and international scientific journals.

A number of universities are also supported to generate innovation so as to become a prototype that could be industrially produced.   Research development is focused on seven sectors, namely food, energy, information and communications technology, transportation, health and pharmaceuticals, advanced materials, and maritime affairs.

Sebanyak 42 siswa nonformal dari Pusat Kegiatan Belajar Mengajar (PKBM) Al Mustofa, Kota Madiun, Jawa Timur, akan mengikuti ujian nasional (UN) Paket C setara SMA pada April 2015. Kepala PKBM Al Mustofa, Wantini mengatakan, berbagai persiapan telah dilakukan untuk menghadapi UN, baik dari pihak siswa maupun para pendidiknya.

Menurut Wantini, persiapan yang dilakukan diantaranya menginsentifkan proses pembelajaran melalui latihan soal untuk mata pelajaran matematika dan ekonomi, hal tersebut mengingat siswa biasanya kesulitan memahami dua mata pelajaran tersebut.

Wantini memaparkan, para siswa peserta UN Paket C tersebut, selain karena putus sekolah, juga disebabkan faktor ekonomi keluarga, sehingga mereka tidak mampu membiayai sekolah seperti siswa regular. Siswa rata-rata bekerja, sehingga kegiatan belajar mengajar dilakukan pada sore dan malam hari.

Wantini mengaku bangga, karena meski telah putus sekolah, para siswa tetap semangat melanjutkan pendidikannya dari jalur nonformal. Terkadang semangat melanjutkan pendidikan menemui kendala, karena sikap manajemen perusahaan tempat bekerja kurang mendukung. Banyak kasus siswa peserta gagal mengikuti UN, karena tidak diizinkan oleh manajemen perusahaan tempat mereka bekerja.

42 nonformal students of Learning Teaching Activity Center or Pusat Kegiatan Belajar Mengajar (PKBM) Al Mustofa, Madiun City, East Java, will take part in the SMA equivalency Package C national exam (UN) in April 2015. Head of PKBM Al Mustofa, Wantini said various preparations have been conducted to face UN, both by students as well as teachers.

According to Wantini, preparations conducted includes intensifying the learning process through practice exercises in the subjects of mathematics and economics, considering students usually have difficulty understanding the two subjects.

Wantini explained, the Package C UN participating students, other than having dropped out of school, there is also the family economic factor, so they cannot afford to go to school as a regular student.  On average the students work, so learning teaching activities are conducted in the afternoons and evenings.

Wantini is proud because although they are school drop outs, the students are still enthusiastic to continue their education from the nonformal pathway. Sometimes the spirit to continue education is constrained, because the attitude of the management of the companies they work for is not too supportive.  There are many cases of participating students who failed to take the UN, because they are not permitted by the management of the company they work for.
