Pendidikan sebagai fondasi kemajuan bangsa harus mampu menyiapkan generasi mendatang untuk dapat membawa Indonesia sebanding dengan negara-negara lain. Pendidikan dikembangkan dalam rangka menyiapkan manusia Indonesia yang produktif dan memegang nilai-nilai positif.

Dalam hal pembangunan manusia, Indonesia belum maksimal dibandingkan dengan bangsa-bangsa lain. Sebagai tambahan, Indeks Pembangunan Manusia Indonesia pada 2014 di peringkat ke-108 dari 287 negara. Laporan indeks itu diterbitkan United Nations Development Programme (UNDP).

Wakil Presiden Muhammad Jusuf Kalla, dalam pembukaan Rembuk Nasional Pendidikan dan Kebudayaan 2015 di Depok, Jawa Barat, mengatakan, harus disadari bahwa prinsip pendidikan ialah melihat ke depan. Sistem pendidikan saat ini baru akan terlihat mutunya sepuluh tahun ke depan. Kalla menyatakan, pembangunan manusia penting dalam membangun pendidikan karena dapat memperkuat kemajuan di segala sisi. Seiring dengan kemajuan pesat di aneka bidang di dunia, pendidikan seharusnya dapat mengimbangi agar tidak tertinggal. Pendidikan juga harus bermanfaat bagi semua pihak, mulai dari siswa, orantua, bangsa, dan negara. Pengembangan pendidikan perlu difokuskan pada potensi Indonesia.

Pada acara yang sama, Anies Baswedan mengatakan, rembuk nasional pertama pada era pemerintahan Joko Widodo-Jusuf Kalla itu memiliki arti strategis untuk menata barisan dan mengimplementasikan program unggulan pemerintah, yakni Nawacita serta Rencana Pembangunan Jangka Menengah. Anies mengatakan, pihaknya fokus untuk menguatkan aktor atau pelaku pendidikan, yakni guru, kepala sekolah, pengawas sekolah, siswa, dan orangtua. Menurut Anies, selama ini, ketika membahas pendidikan, para aktor utama pendidikan tidak diperhatikan.

Education as the foundation for the nation’s progress must be capable of preparing the future generation to bring Indonesia to be comparable with other countries. Education is developed for the purpose of preparing the Indonesian people to be productive and hold positive values.

In terms of human development, Indonesia is not yet maximized compared to other nations.   In addition, Indonesia’s Human Development Index in 2014 was in the 108th rangking from 287 countries.   The index report was issued by the United Nations Development Programme (UNDP).

Vice President Muhammad Jusuf Kalla, at the opening of an Education and Culture National Deliberation 2015 or Rembuk Nasional Pendidikan dan Kebudayaan 2015 in Depok, West Java, said it must be acknowledged that the principle of education is to look forward/ forward looking .     The quality of the current education system could only be apparent in ten coming years. Kalla stated human development is important in developing education because it could reinforce advancement on all sides.   Along with the rapid progress in various fields in the world, education should be able to compensate in order not to lag behind.   Education should also be beneficial for all parties, starting from students, parents, the nation, and the state. The development of education needs to be focused on Indonesia’s potential.

At the same event, Anies Baswedan said the first national conference in the era of the Joko Widodo-Jusuf Kalla administration has a strategic significance to organize the ranks and to implement the government’s flagship program, namely Nawacita as well as the Medium Term Development Plan. Anies said his party is focused on strengthening the actors or implementers of education, i.e. teachers, school principals, school supervisors, students, and parents. According to Anies, so far when discussing education, the main actors of education are not considered.

Sering terjadinya konten buku pelajaran yang bermasalah, membuat undang-undang (UU) Perbukuan sangat mendesak segera diberlakukan. Kepala Pusat Kurikulum dan Perbukuan (Kapuskurbuk) Kementerian Pendidikan dan Kebudayaan (Kemendikbud) Ramon Mohandas mengatakan, UU terkait perbukuan mata pelajaran memang sangat dibutuhkan oleh pendidikan Indonesia saat ini.

UU perbukuan sebetulnya sudah ada dalam pembahasan Komisi X DPR sejak lama. Selama ini jika ada permasalahan terkait buku pelajaran, pemerintah hanya bisa melakukan penarikan buku saja. Hal tersebut dikarenakan belum adanya dasar hukum yang memberikan peringatan maupun teguran tegas dan keras.

Terkait dengan masalah buku pendidikan agama Islam (PAI) yang menuliskan umat Islam diperbolehkan membunuh umat lainnya, Ramon mengatakan, kesalahan itu berasal dari penulis yang salah menulis tokoh agama dan luput dari pemeriksaan para reviewer.

Oleh sebab itu, Kemendikbud akan memperketat lagi penyeleksian penulis dan reviewer dan akan membahas kembali UU perbukuan agar kesalahan yang sama tidak terulang kembali.

The frequent occurrence of problematic textbook content prompts the Law (UU) on Books to urgently be enforced. Head of Curriculum and Books Center (Kapuskurbuk) Ministry of Education and Culture (Kemendikbud) Ramon Mohandas said the law (UU) concerning textbooks is indeed greatly needed by Indonesia’s education today.

The law (UU) on books has actually existed in the discussions of House Commission X for a long time now.   So far if there is a problem involving textbooks, all the government could do was to merely withdraw the book.   This is due to the lack of legal basis that provides warning or firm and strong reprimand.

Related to the issue of Islamic religious education (PAI) books that wrote that Muslims were allowed to kill other people, Ramon said the error came from the writer who wrongly wrote of a religious figure and escaped the scrutiny of reviewers.

Therefore, Kemendikbud will tighten again the selection of writers and reviewers and to discuss again the law (UU) on books so that the same mistake would not occur again.

UT Perluas Akses Pendidikan di Luar Negeri

Universitas Terbuka (UT) mulai memperluas akses layanan pendidikan jarak jauh untuk tenaga kerja Indonesia atau imigran yang bekerja di sejumlah negara. Pendidikan yang bertujuan untuk meningkatkan kualitas pekerja itu perlu disinergikan agar terlaksana secara baik.

Rektor Universitas Terbuka Tian Belawati mengatakan, dengan karakteristik pendidikan jarak jauh yang ada saat ini, tenaga kerja Indonesia di luar negeri dapat menunjukkan minat, mutu, kapasitasnya melalui program pendidikan yang UT sediakan. Tian menambahkan, UT menyelenggarakan beragam program pendidikan yang dibutuhkan masyarakat. Untuk itu, UT juga menjalin kerja sama dengan pihak-pihak yang peduli pendidikan. Salah satunya adalah kerja sama dengan Kementerian Luar Negeri dan Kementerian Ketenagakerjaan sejak 2012.

Tercatat terdapat peningkatan jumlah mahasiswa pendidikan jarak jauh di luar negeri. Pada 2014, jumlah mahasiswa sebanyak 1.447 mahasiswa. Hingga Maret 2015 jumlah mahasiswa naik menjadi 4.040 orang. Mahasiswa pendidikan jarak jauh UT tersebar di 23 negara.

Sosialisasi kepada calon tenaga kerja luar negeri juga harus digiatkan melalui kerja sama UT dengan balai pelatihan. Dengan demikian, kebutuhan tenaga kerja Indonesia akan pengetahuan terpenuhi ketika berada di luar negeri.

Open University or Universitas Terbuka (UT) starts to expand access to distance education service for Indonesian workers or immigrants working in a number of countries. Education aimed at improving the quality of workers should be synergized in order to be well implemented.

Rector of the Open University Tian Belawati said with the characteristic of distance education currently available, Indonesian workers abroad could show their interests, quality, capacities through the education programs UT provides. Tian added UT holds various education programs needed by the public. To that end, UT also collaborates with parties concerned for education; such as the cooperation with the Ministry of Foreign Affairs and Ministry of Manpower since 2012.

Noted there is an increase in the number of distance education students abroad. In 2014, there was a total of 1,447 students.   Until March 2015 the number of students increased to 4,040 people.  UT distance education students are spread in 23 countries.

Familiarizing to prospective overseas workers must also be intensified through UT cooperation with training centers. Hence, the need for knowledge of Indonesian workers is fulfilled while they are abroad.

Kejujuran dalam pelaksanaan ujian nasional (UN) masih menjadi persoalan. Untuk itu, semua pelaksanaan UN 2015, Kementerian Pendidikan dan Kebudayaan (Kemdikbud) mulai menerapkan indeks integritas di setiap sekolah. Kepala Badan Penelitian dan Pengembangan Kemdikbud Furqon mengatakan, hasil analisis integritas UN disampaikan secara tertutup sehingga yang tahu hanya sekolah yang bersangkutan dan pemerintah kabupaten/kota atau provinsi saja.

Menurut Furqon, ada banyak metode untuk menganalisis kejujuran siswa dan sekolah dalam melaksanakan UN. Kebijakan untuk mengukur integritas UN di setiap sekolah, kabupaten/kota, hingga provinsi itu segera akan disosialisasikan. Dengan cara tersebut, diharapkan sekolah dan daerah menekan perilaku yang tidak mencerminkan integritas.

Kepala Dinas Pendidikan Jawa Tengah Nur Hadi Amiyanto mengatakan, analisis terhadap kejujuran siswa dan sekolah dalam UN sudah dilakukan di Jawa Tengah sekitar lima tahun lalu. Kecurangan massal, awalnya ada ditemukan di sekolah tertentu dengan menganalisis pola jawaban benar dan salah di lembar jawaban siswa. Hasilnya dipaparkan dinas dalam forum pertemuan sekolah.

Menteri Pendidikan dan Kebudayaa Anies Baswedan mengatakan, pelaksanaan UN harus mengutamakan kejujuran. Target sekolah dan daerah bukan hanya 100 persen lulus, melainkan juga 100 persen jujur.

Honesty in the implementation of the national exams (UN) is still a problem. To that end, all implementers of UN 2015, Ministry of Education and Culture (Kemdikbud) start to apply an integrity index in every school. Head of Research and Development Agency Kemdikbud Furqon said, the result of UN integrity analysis was conveyed in a closed manner so those who know are only the relevant school and the regency/ city administration or province.

According to Furqon, there are many methods to analyze the honesty of students and the schools in implementing UN. Policies to measure the integrity of UN in every school, regency/ city, to the provinces would be immediately familiarized. In this way, it is expected that the schools and regions would suppress behavior that does not reflect integrity.

Head of Central Java Education Agency Nur Hadi Amiyanto said, analysis on the integrity of students and schools in UN had already been conducted around five years ago. Mass cheating, had initially been found in a certain school by analyzing the pattern of right and wrong answers on the students’ answer sheets. The results were presented by the agency in a school meeting forum.

Minister of Education and Culture Anies Baswedan said UN implementation must prioritize honesty. The target of schools and regions is not only 100 percent passing, but also 100 percent honest.

Siswa-siswi Sekolah Menengah Kejuruan (SMK) Negeri 48, Jakarta Timur, menyatakan siap menghadapi soal-soal ujian. Mereka akan menghadapi ujian nasional berbasis komputer pada 13-16 April. Menurut Alvian Farhan, salah satu siswa, dirinya dan teman-temanya lebih khawatir pada perangkat lunak (software) ujian berbasis komputer.

Menurut Alvian, Dinas Pendidikan DKI Jakarta telah mengadakan dua kali uji coba terhadap sistem tes berbasis komputer tersebut. Namun, ada beberapa hal yang dikeluhkan, salah satunya adalah ketidakjelasan tampilan soal pada layar komputer. Ada pula masalah teknis yang dikeluhkan siswa, seperti komputer yang mati mendadak. Hal ini membuat siswa sempat panik karena takut jawaban-jawaban yang telah diisikan hilang.

Kepala SMKN 48 Jakarta, Yayah Nur Aliyah mengatakan, siswa tak perlu khawatir karena saat komputer atau listrik sekolah mati, sistem komputer sudah menyimpan secara otomatis. Sekolah telah menyiapkan teknisi yang akan menjaga server induk di setiap kelas yang digunakan untuk ujian.

Sedangkan Risma, siswi Jurusan Pemasaran SMK Negeri 12, Jakarta Utara mengatakan, ujian berbasis komputer akan mempermudah pengerjaan soal karena siswa tidak perlu menghapus lembar jawaban jika salah menjawab pertanyaan. Risma justru khawatir akan jumlah komputer yang tersedia, jaringan internet, dan kemungkinan listrik padam.

Students of SMK 48 state vocational high school, East Jakarta, asserted their readiness to answer test questions. They will take computer-based national exams on 13 to 16 April. According to Alvian Farhan, one of the students, he and his friends were more concerned about the computer-based test software reliability.

According to Alvian, the DKI Jakarta Provincial Education Agency had conducted the computer-based test system try-out for two times. However, there remain complaints from students. One of them is on test questions’ visibility on computer screen. There was also another technical problem such as sudden computer power-off. It made students became panic as they were worried that their completed test answers would be disappeared.

The SMKN 48 Jakarta principal Yayah Nur Aliyah said students did not need to worry about computer power-off and electricity blackout since when it happened, computer system would save the test answers automatically. The school has also prepared technicians to monitor main computer servers in each class during the exams.

Meanwhile Risma, a marketing department student of the SMK 12 state vocational high school, North Jakarta, said the computer-based test would ease test question completion since students did not need to erase wrong answers on the answer sheets. Risma is more concerned about the number of available computers, internet connection, and the possibility of electricity blackout.
