Teacher capacity buildings through competence test-based education and training have been commenced through Learning Teacher program. Modules made available online for teachers have allowed all teachers to join the competence buildings. Director General of Teacher and Education Personnel of the Ministry of Education and Culture, Sumarna Surparnata, said that 90% of 2.7 million teachers have joined Teacher Competency Tests (TCT). Each teacher finally has his/her own competency portrait, allowing him/her to recognize his/her insufficient competency which should be improved through the Learning Teacher program.
According to Sumarna, it will be a kind of a movement to cast aside a presumption that teachers are lazy to learn. In 2015, more than 1.3 million of 1.6 million teachers who joined TCT earned scores below 60 of the scoring scale (0-100). Teachers of kindergartens, Elementary Schools (SD), Junior High Schools (SMP), Special School (SLB), Senior High Schools (SMA), and Vocational High Schools (SMK).
Sumarna said the Ministry provides three methods of post-TCT teacher capacity building, namely online learning, face-to-face learning, and combination of both. Center for Development and Empowerment of Teachers and Education Personnel provides develops the materials, program supporting facilities, and trainings. Education Offices are asked to use TCT results as the bases to improve teacher competencies in each region and to evaluate teachers’ performance. The Ministry of National Education and Culture will prepare national resource people and instructors.
Task Executor of the Indonesian Teachers Association (PGRI) Unifah Rosyidi urged that the Government should not to focus only on TCT each year but fails to follow it up by designing quality education and training. PGRI will keep asking the Ministry of National Education and Cultures to be serious in developing teachers’ quality in four competencies: academic, professionalism, personality and social.
