The initial stages of trial of character education strengthening or PPK are conducted in the second semester in 21 primary schools (SD) and 21 junior high schools (SMP). Then, in the new school year, it would be developed to 500 pilot schools in a number of regions. Minister of Education and Culture Muhadjir Effendy said PPK opened opportunity for additional hours of learning until afternoon by enriching various activities, within the classroom, school environment, and out of school.
Previously, Arie Budiman, Expert Staff of Minister of Education and Culture (Mendikbud) said the best practices of character education in appointed schools for the initial trial stage are studied and evaluated. The trial locations are spread from Aceh, West Sumatera, throughout the provinces of Java, Central Kalimantan, Central Sulawesi Tengah, West Nusa Tenggara, East Nusa Tenggara, Maluku, and Papua. The criteria is already using Curriculum 2013, having a character education special program, and implementing additional learning hours.
Muhadjir deems PPK allows the mutual cooperation among schools, school committeess, the local administrations, institutions in the vicinity of the schools, and the local community. Teachers together with the school committee could design PPK through activities in sports, the arts, religion, as well as literacy and numeracy. Although schools have limitations in means and infrastructure or teachers, Muhadjir believes PPK could be implemented. By mutual cooperation involving among others the village apparatus/village head, actors of arts and culture, and other community elements, the schools could build collaborations.
Itje Chodidjah, the education practitioner involved in the PPK Team said PPK is the continuation and revitalizing of the character education national movement already started in 2010. The emphasis is on character education and not merely a full-day school.
