Minister of Manpower (Menaker) M Hanif Dhakiri requested that the education design in the country refer to the Indonesian National Qualifications Framework (KKNI). Hence the graduates generated are not only qualified academically, but also have widely recognized certification.
He explained the ASEAN Economic Community (AEC) demands Indonesian workers to compete with manpower from neighboring countries. Indonesian workers, continued Hanif, are required to have internationally recognized qualifications. So the existence of KKNI becomes a reference for the arrangement of Indonesian manpower in various sectors by establishing clear levels of qualifications and their equality with the qualifications of other countries in the world.
Furthermore, Hanif said in reality competence and professionalism is not measured from educational qualifications, but more determined by the abilities or quality of the individual. Meaning, currently there are many competent and professional manpower in various fields, but they are not born from the process of higher education, instead from the process of training, lengthy experience and autodidact/ self-study.
Meanwhile, Rector of the University of Dharma Persada Dadang Solihin conveyed, Indonesia’s manpower would be able to compete in AEC if they already hold expertise certificates despite a low educational level. Therefore, he would make a Professional Certification Institution or Lembaga Sertifikasi Profesi (LSP) for his students. Dadang explained students from the faculty of engineering would be able to be tested on their competencies in the LSP in order to obtain certification as evidence of their expertise needed by industry.
