Ministry of National Education (Kemendikbud) delayed the announcement of graduation of candidates for civil servant (CPNS) for frontline teachers (GGD) until a yet to be determined time. This delay was stated in circular letter number 30790/A3/KP/2016 dated 30 September 2016.
One of the reasons for the delay is the impact of the government’s budget cut policy for the ministries as was revealed by the Head of State Employment Agency (BKN), Bima Haria Wibisana. He said that should the announcement be issued at the present time before recalculation of the budget has been carried out, it will raise a problem in the posting of teacher’s salaries.
Bima stressed that this delay is not because the government does not want to accept them becoming PNS but because of the necessity to recalculate the budget and the process must be conducted gradually. He asked the teachers not to worry because the government will continue to discuss this issue.
However, Sekjen Kemendikbud, Didik Suhardi argued about whether the delay is actually due to the budget cut. He said that the delay is due to Kemendikbud still managing the data of CPNS.
In regard to this matter, member of Commission X DPR, Asdy Narang said that this delay should obtain detailed attention because GGD is not related to the budget cut in consideration that the formation of CPNS had been previously determined. He requested that the acceptance of GGD to become PNS must be objective from both the completeness of administration and the test results.
