Students in primary school (SD) sitting in grades I, II, and III dominate the number of students who repeat or fail a grade. The reason, among others, is students are still not proficient in reading. Teacher of SD Inpres Silangit 2, Cirebon Regency, Subroto (57) said one of the constraints experienced by teachers in the learning-teaching process is the lack of training from the regional administrations or central government. Unfortunately, in a class, the teacher must face 10-22 students. So far, he continued, reading lessons are still taught until grade III.
Based on the 2015/2016 Education Highlights issued by the Ministry of Education and Culture, the total number of students who repeated or failed a grade in 2015 in SD reached 422,082 people. The highest number of students repeating is in grade I, i.e.: 194,967 people. In grade II, the total is 89,561 people, whereas in grade III, the figure is 65,493 people.
Education observer Doni Koesoema deems, primary school (SD) student assessment should be oriented towards their development as individuals. Therefore, teaching in SD should be conducted by emphasizing the individual approach continuously, since the beginning until the end of the school year. Doni assesses there are two factors causing the high rate of repeating classes. Firstly, the education policies between kindergarten (TK) and primary school (SD) are not in sync. Secondly, the education system is yet to be oriented towards the interests and talents of students.
In the individual approach, the assessment given is also in the form of description of student development. Do not then compare students with the minimum completeness criteria standard (KKM) or with their friends. This could demotivate students. He added, in the primary school (SD) level, teachers and parents are responsible for the learning experienced by the child. This differs from the junior high school (SMP) level, when students are able to be responsible for their learning activities in school.
