Chairman of the West Nusa Tenggara (NTB) Indonesian Teachers Association , H Ali Rahim said that the fate of the 9,721 temporary teachers who served in high schools/vocational high schools (SMA / SMK) is uncertain because there is no official decision from the NTB Provincial Administration whether or not they will be hired as temporary teachers of the NTB Provincial administration.
A total of 9,721 temporary teachers consisted of 4,733 who teach in high schools and 4,988 teachers in SMKs. All are spread in state and private schools in 10 regencies / cities in NTB. According to Law Number 23 Year 2014 on Regional Administrations, all civil servant (PNS) teachers in SMA / SMK who were previously under the regency/city administration would be hired as PNS of the provincial administration starting in 2017.
However the law does not regulate the fate of temporary teachers with non-civil servant status. Therefore Ali Rahim wanted NTB Governor, TGH Muhammad Zainul Majdi to make decrees of appointment (SK) for all temporary teachers who had long served, to prevent imbalances in the teaching-learning process. According to Ali Rahim, the role of temporary teachers is extraordinary. The number of civil servant teachers in SMA/SMK in NTB totaling 5,676 people was inadequate in number to teach.
Meanwhile, the Head of the NTB Education, Youth and Sports Agency, H.Muhammad Suruji, confirmed that there was no problem with the fate of the temporary teachers. All of them will automatically become temporary teachers of NTB Provincial Administration beginning in January 2017. In regards the request of NTB PGRI to award all temporary teachers with appointment decrees (SK) as temporary employees of the NTB Provincial Administration, Suruji disagreed. That is because it will violate Government Regulation No. 48 of 2005 on the Appointment of Temporary Workers as Full Time Civil Servant Employees.
