The Ministry of Education and Culture decided to conduct a moratorium on the implementation of the national examinations (UN) at the primary to high school levels. This moratorium is done until an indeterminate time. Education Minister Muhadjir Effendy explained the implementation of the UN moratorium is because the function of UN is only limited to mapping on the ability of students after a span of studying in school. Therefore, the UN need not be done every year, while the evaluation including determining the graduation of students could be done by the schools and teachers.
According to Muhadjir, the function of the state in the national education system is only as supervisors and regulators. The central government is in charge of making the education quality standards, while its implementation is done by the regional administrations according to the respective local conditions. With the moratorium, then each region will conduct its own evaluation. The SMA / SMK level evaluation will be conducted by the provincial administrations. While the regency / city administrations will deal with the evaluation of the junior high school (SMP) and primary school (SD) levels.
Muhadjir revealed, from the UN that has been implemented (they) successfully mapped 30% of schools whose quality is above the national standard. The rest are still below standard and will be repaired/ improved by Kemendikbud. He ensured improvement of the schools that are still below standard would later exceed the set national standards. UN budget would also be transferred for revitalizing. The treatment is for improving teacher quality through guidance; including the revitalization of schools and revamping the curriculum and the environment.
Meanwhile, Acting Chairman of the Executive Board of the Indonesian Teachers Association (PGRI) Unifah Rasyidi welcomed this UN moratorium. She said the UN should be removed and then every region determines its own form of evaluation given the quality of education of each region differs.
