Kementerian Pendidikan dan Kebudayaan (Kemendikbud) akhirnya menghapus ujian nasional perbaikan (UNP) bagi siswa SMA/SMK/MA. Ujian bagi siswa yang tidak memenuhi standar nilai kompetensi kelulusan itu dianggap hanya sebagai bentuk pemborosan.

Dengan kebijakan ini, siswa hanya punya kesempatan untuk memenuhi nilai kompetensi kelulusan, yakni di ujian nasional (UN) atau ujian nasional susulan. Kebijakan UNP ini pertama kali dilaksanakan pada 2016. UNP ditujukan untuk siswa/siswi yang tidak bisa memenuhi standar nilai kompetensi kelulusan sebesar 55,0.

Kepala Pusat Penilaian Pendidikan (Kapuspendik) Kemendikbud Nizam mengatakan, UNP dihapus salah satunya karena hanya menghamburhamburkan uang negara saja. Dari hasil evaluasi UNP tahun lalu, menurutnya, jumlah pendaftar UNP ada 160.000 siswa. Namun pada saat penyelenggaraan hanya 10% peserta saja yang hadir ujian.

Nizam menambahkan, meski UNP tahun ini sudah tidak dijadwalkansecara khusus, peserta yang ingin memperbaiki nilai UN-nya tetap diberi kesempatan memperbaiki pada ujian susulan. Mengenai pemanfaatan hasil UN untuk seleksi di perguruan tinggi, Nizam melanjutkan, sudah ada pernyataan kesepakatan dari Kementerian Riset Teknologi dan Pendidikan Tinggi (Kemenristek Dikti) bahwa mereka akan memanfaatkan nilai UN sebagai bagian dari seleksi masuk perguruan tinggi.

Sekjen Komisi Nasional Pendidikan Andreas Tambah berpendapat, ujian perbaikan seharusnya tidak perlu diagendakan Kemendikbud. Sebab manfaat UN yang tetap dipertahankan untuk membuat pemetaan akan menjadi kabur. Adapun jika tujuannya menolong peserta didik untuk melanjutkan ke jenjang berikutnya, UNP juga tidak bermanfaat. Pasalnya, tidak ada perguruan tinggi yang menjadikan UNP sebagai bagian persyaratan masuk. Hal senada diungkapkan Sekjen Federasi Serikat Guru Indonesia (FSGI) Retno Listyarti yang berpendapat UNP tidak diperlukan jika UN sudah tidak menentukan apa-apa selain hanya untuk pemetaan.

The Ministry of Education and Culture to Remove Remedial National Exam

The Ministry of Education and Culture (Kemendikbud) has finally decided to remove the Remedial National Exam (UNP) for SMA/SMK/MA students. The exam for students who do not have the standard to pass the competency grade is considered unnecessary.

Through this policy, students will only need to pass the competency grade by following National Exam (UN) or Supplementary National Exam. The UNP policy is to be implemented for the first time in the 2016/2017 school year, and is intended for students with a competency grade below 55.0.

Nizam, the head of Education Research Center (Kapuspendik) Kemendikbud said evaluation of the policy in regard to UNP revealed it was wasting too much money. Last year, from 160,000 students who registered for the UNP, just 10% actually attended, he said.

Nizam added, although the UNP does not schedule in particular for this year, the students can still participate in UNP to improve their grades. Nizam continued, according to the agreement between the Ministry of Research, Technology and Higher Education (Kemenristek Dikti), the results from UN will be used for the admission to higher education.

The secretary general of the National Commission of Education Andreas Tambah added that Kemendikbud should not need to schedule the remedial exam. For the benefit of the UN, it will be retained to save the mapping from becoming blurred. If the purpose is to help students to proceed to higher education, UNP does not have any particular benefit because no higher education facilities take the results of UNP as a requirement for admission. Similar comments came from the Secretary General of the Federation of Indonesian Teachers Union (FSGI) Retno Listyarti who argued that UNP is not needed if the UN is not determining anything other than just for mapping.

Perguruan Tinggi Indonesia Kian Diperhitungkan Dunia

Lembaga pemeringkatan universitas dunia, Webometrics, merilis deretan kampus terbaik berdasarkan aktivitas website. Universitas Gadjah Mada (UGM) Yogyakarta kembali mempertahankan posisi pertama sejak menghuni daftar itu pada 2008.
Posisi kedua ditempati oleh Universitas Indonesia (UI), disusul kemudian oleh Institut Teknologi Bandung (ITB). Kementerian Riset Teknologi dan Pendidikan Tinggi (Kemenristek Dikti) mengapresiasi pencapaian tersebut. Prestasi ini menjadi tanda bahwa kualitas perguruan tinggi Indonesia semakin diakui dunia.

Menristek Dikti Muhammad Nasir, mengagtakan, prestasi perguruan tinggi di Webometric semakin membuat dunia mengakui kehebatan pendidikan tinggi Indonesia. Ia berharap semua perguruan tinggi bisa berlomba-lomba untuk meningkatkan mutu website- nya.

Peringkat disusun berdasar laman kampus dengan mengacu pada empat kriteria, yakni presence (kehadiran), impact (dampak), openness (keterbukaan), dan excellence (keunggulan). Nasir menjelaskan, Webometrics mengukur kemajuan suatu perguruan tinggi melalui kualitas website universitas.

Nasir menekankan, jika Webometrics melihat indikator kemajuan kampus melalui website maka indikator kualitas perguruan tinggi bisa dilihat dari peringkat Quacquarelli Symonds (QS) dan Times Higher Education (THE). Menurutnya, sudah ada tiga kampus yang masuk 500 besar dunia versi QS, yakni Universitas Indonesia, Institut Teknologi Bandung, dan Universitas Gadjah Mada.

Merujuk data ini, kata Nasir, pemerintah perlu berjuang keras untuk menambah jumlah perguruan tinggi yang masuk 500 besar dunia itu. Pengakuan dunia ini penting, katanya, agar semakin banyak perguruan tinggi asing yang mau bekerja sama dengan Indonesia. Baik untuk penelitianbersama, pertukaran dosen hingga mahasiswa.

Universities in Indonesia are Increasingly Recognized Globally

The world university rating agency, Webometrics, released a line-up of the best campuses based on website activity. Universitas Gadjah Mada (UGM) in Yogyakarta is back to maintain the first position since it was listed in 2008.
The second position is occupied by the University of Indonesia (UI), followed by Institut Teknologi Bandung (ITB). Ministry of Research Technology and Higher Education (Kemenristek Dikti) appreciates these achievements. These achievements are a sign that the quality of Indonesian universities is increasingly recognized worldwide.

Menristek Dikti Muhammad Nasir said university achievements in Webometric increasingly prompt the world to recognize the greatness of higher education in Indonesia. He hoped that all universities could compete to improve the quality of their websites.

Rankings are arranged based on the campus page with reference to four criteria, namely the presence, impact, openness and excellence. Nasir explained Webometrics measures the progress of a university through the quality of the university website.

Nasir stressed, if Webometrics sees the campus progress indicator through the website, then the indicators of higher education quality could be viewed from Quacquarelli Symonds (QS) and Times Higher Education (THE) rankings.  According to him, there are already three campuses entering the world’s top 500 of the QS version, namely the University of Indonesia, Bandung Institute of Technology, and the University of Gadjah Mada.

With reference to this data, Nasir said, the government should strive hard to increase the number of universities entering the top 500 of the world.  This global recognition is important, he said, so that more foreign universities are willing to cooperate with Indonesia. Both for joint researches, exchange of lecturers and students.

Pendidikan Tinggi Vokasi Cari Bentuk

Pendidikan tinggi vokasi yang sejak lama berkembang di universitas, institut, sekolah tinggi, dan akademi terus mencari bentuk di tengah komitmen revitalisasi pendidikan vokasi di Indonesia. Pengembangan pendidikan vokasi di perguruan tinggi akademik ini masih beragam.

Ketua Forum Pendidikan Tinggi Vokasi Indonesia (FPTVI) Sigit Pranowo Hadiwardoyo di sela-sela seminar dan rapat kerja nasional di Kampus Universitas Udayana, Denpasar, Bali, Kamis (9/2), mengatakan, selain di politeknik, program diploma di universitas, institut, sekolah tinggi, dan akademi (unista) yang sudah berkembang lama juga potensial untuk mendukung penguatan pendidikan vokasi.

Menurut Sigit, mulai banyak keinginan PT untuk memisahkan program diploma yang tersebar di bawah fakultas dan menyatukannya dalam institusi khusus vokasi setara fakultas. Hal ini membuat pengembangan sumber daya dan pembelajaran di program vokasi lebih berkembang sebagai program terapan. Melalui FPTVI yang saat ini beranggotakan 78 unista, pengembangan kurikulum berbasis kompetensi, penyelarasan program vokasi sejenis, dosen yang punya pengalaman di industri dan mampu melakukan riset terapan, pembentukan lembaga sertifikasi, hingga seleksi masuk mahasiswa baru yang tepat sesuai bidang-bidang vokasi terus disiapkan.

Dukungan untuk mengembangkan pendidikan vokasi ditawarkan Jerman dengan pengiriman profesor, ahli, dan pimpinan perusahaan untuk membantu pengelolaan PT yang semakin berkualitas. Chief Ambassador Senior Experten Service (SES) di Indonesia Adam Pamma mengatakan, Jerman membuktikan sekolah vokasi sebagai salah satu penentu kesuksesan industri dan ekonomi dan menjadi pendaftar paten ketiga terbesar di dunia.

Di SES ada 12.500 profesor universitas, ahli, dan praktisi yang siap berbagi ke sejumlah negara, termasuk Indonesia. Pendidikan sistem ganda (dual system) di Jerman dikembangkan dengan model dua hari di kampus dan tiga hari di industri. Ada juga yang empat semester pertama di industri, selanjutnya di kampus.

Vocational Higher Education in Search of Form

Vocational higher education that has long flourished in universities, institutes, colleges, and academies continue to search for shape in the midst of commitment to revitalization of vocational education in Indonesia. The development of vocational education in academic higher education is still diverse.

Chairman of the Vocational Higher Education Forum Indonesia (FPTVI) Sigit Pranowo Hadiwardoyo on the sidelines of a seminar and a national working meeting at the Udayana University Campus, Denpasar, Bali, on Thursday (9/2), said that in addition to the polytechnics, diploma programs at a university, institute, college, and academy (unista) that have evolved over many years also have the potential to support the strengthening of vocational education.

According to Sigit, there is greater desire for PT to separate the diploma programs spread under faculty and integrate them into specialized vocational institutions equivalent to faculty. This makes the development of resources and learning in vocational programs as applied programs. Through FPTVI which now comprise of 78 unista members, the development of competency-based curriculum, aligning similar vocational programs, lecturers who have experience in industry and is capable of conducting applied research; the establishment of certification bodies, until new student entrance selection which are appropriate to vocational fields continue to be prepared.

Support for developing vocational education was offered by Germany with the delivery of professors, experts, and company leaders to assist with the management of PT which is increasingly qualified. Chief Ambassador Senior Expert Service (SES) in Indonesia Adam Pamma said, Germany proved vocational schools as one determinant of the success of industry and the economy and is the third largest patent registries in the world.

At SES there are 12,500 university professors, experts, and practitioners who are ready to share to a number of countries, including Indonesia. The dual system of education in Germany developed with the model of two days on campus and three days in industry. There is also the first four semesters in industry, then continued on campus.

Disambut Baik, Rencana Merger Perguruan Tinggi

Rencana pemerintah yang mendorong perguruan tinggi (PT) di Tanah Air untuk merger disambut baik Forum Rektor Indonesia (FRI). FRI menilai merger itu bakal sangat efektif untuk meningkatkan kualitas sistem pembelajaran. Ketua FRI Suyatno mengatakan dengan merger, PT yang kecil-kecil ini akan diperkuat menjadi satu. Misalnya, sekolah tinggi, politeknik, dijadikan satu universitas.

Diakui Suyatno, bukan perkara mudah untuk menyatukan sejumlah PT dari yayasan yang berbeda. Pemerintah perlu memberi pemahaman serta menjamin pelaksanaannya ke depan tidak berujung konflik. Lain hal jika beberapa perguruan tinggi tersebut berasal dari satu yayasan. Selain kecil kemungkinan berseteru, tentu akan lebih mudah berkoordinasi termasuk dalam menjalankan proses pembelajaran ke depannya.

Dirjen Kelembagaan Kementerian Riset, Teknologi, dan Pendidikan Tinggi (Kemenristek Dikti) Patdono Suwignjo mengatakan, mengatakan perguruan tinggi yang nantinya bakal dimerger, selain yang ber-akreditasi C atau yang belum terakreditasi, juga yang notabene memiliki pendapatan rendah sehingga tidak mampu mencukupi biaya operasionalnya sendiri.

Plans for Higher Education Mergers Welcomed

The government’s plan to encourage higher education (PT) in the country to merger is welcomed by the Indonesian Rectors’ Forum (FRI).  FRI assessed that the mergers would be very effective to improve the quality of learning systems.  FRI Chairman, Suyatno said that with mergers, small PTs could become stronger. For example, institutes and polytechnics could merge into one university.

Suyatno admitted that it is not easy to bring together a number of PT from different foundations. The government needs to give an understanding and ensure that its implementation in the future does not create conflicts. It would differ if some of these PT came from one foundation. In addition to the possibility of conflict being small, it will surely be easier to coordinate including   carrying out the learning process in the future.

Director General for Institutions of the Ministry of Research, Technology and Higher Education (Kemenristek Dikti), Patdono Suwignjo said that the PT to be later merged are those still accredited C or that have not been accredited and also those incidentally having low income such that they are unable to meet their own operational costs.

Indonesia Masuki Krisis Guru

Staf Ahli Menteri Pendidikan dan Kebudayaan (Mendikbud) Bidang Hubungan Pusat dan Daerah James Modouw mengatakan, saat ini negara menghadapi masalah krisis terkait guru. Sebab, kata dia, untuk mengakat guru kembali harus menunggu guru lain pensiun.

Ucapan James dilontarkan terkait wacana pernarikan guru aparatur sipil negara (ASN) yang mengajar di sekolah swasta. James juga menekankan jasa sekolah swasta dalam memajukan pembangunan di suatu daerah. Ia mengatakan, di beberapa daerah, sekolah swasta, yang membuka wilayah di sana. Sehingga, SDM yang terbangunn di daerah itu berjasa karena sekolah swasta.

Menurut James, sebagian besar guru ASN yang mengabdi di sekolah swasta yang berorientasi pada kepentingan kemanusiaan. Karena itu, ia mengatakan, penarikan guru ASN mengajar di sekolah swasta menunggu keputusan dari Kementerian PAN RB dan pemerintah daerah setempat.

Kepala Bidang Pengembangan Sumber Daya Manusia Aparatur Kementerian Pendayahgunaan Aparatur Negara dan Birokrasi, Widaryati Hestiarsih, menegaskan, bantuan guru ASN di sekolah swasta seifatnya sementara. Menanggapi isu penarikan guru ASN di sekolah swasta ia mengatakan bahwa ASN diangkat pangkat jabatan tertentu, instansi pemerintah. Bukan tak berbelas kasihan, tapi kamu terikat UU ASN.

Di jelaskan lebih lanjut, guru ASN di sekolah swasta jumlahnya lebih dari 100 ribu. Kemenpan RB, ia melanjutkan, berupaya melakukan langkah optimal dengan menarik guru ASN agar bekerja di instansi milik pemerintah. Ia beralasan, langkah tersebut berdasarkan sidang kabinet. Hesti menjelaskan di dalam UU ASN, ASN harus bekerja di lingkungan pemerintah. Seharusnya, apabila swasta mendirikan sekolah, ketersediaan guru merupakan tanggung jawab yayasan.

Indonesia Enters Teacher Crisis

Advisor/ Expert Staff for the Minister of Education and Culture (Mendikbud) on Regional and Central Government   Relations, James Modouw said that currently the country faces crisis problems related to teachers.  He said that in order to appoint new teachers (they) must wait for other teachers to retire.

James’s statement was issued related to the withdrawal of state civil apparatus (ASN) teachers teaching in private schools. James also emphasized the services of private schools in advancing developments in an area/region. He said that in some areas/regions private schools are those which open areas there. Thus, the human resources developed in those areas are meritorious due to the private schools.

According to James, the majority of ASN teachers serving in private schools are oriented to the interests of humanity. Therefore, the withdrawal of ASN teachers teaching in private schools must await the decision from the Ministry of State Apparatus Empowerment and RB and the regional administrations.

Head of Apparatus Human Resource Development of the Ministry of State Apparatus Empowerment and Bureaucratic Reform, Widaryati Hestiarsih, affirmed that the support of ASN teachers in private schools was temporary. In response to the issue of withdrawal of ASN teachers in private schools, she said that ASN are appointed with the rank of certain positions of government agencies. Not that they are unfeeling, but they are bound by ASN Law.

As further explained the number of ASN teachers in private schools reached more than 100 thousand. She went on that the Kemenpan RB is seeking optimal steps by recalling the ASN teachers to work in government institutions. According to Widaryati the reason of such step was based on a Cabinet Meeting.  She explained that pursuant to ASN Law, ASN must work within the government. Supposedly, when the private sector establishes a school the availability of teachers is the responsibility of the foundation.
