Mahasiswa Diskors Akibat Menjual Buku Komunisme

Di akhir tahun masa kuliahnya Sinatrian Lintang Rahardjo, 22 tahun, seorang mahasiswa Universitas Telkom  Bandung, Jawa Barat, tengah menghadapi tuduhan dari kampusnya karena mempromosikan paham komunis.

Bersama teman sesama mahasiswanya yang bernama Fidocia Wima Adityawarman dari jurusan bisnis telekomunikasi, Lintang dianggap pihak universitas menjadi propagandis paham komunis. Dalam sebuah penyelenggaraan bazar buku yang digelar 9 November lalu, ia didapati menjual buku yang dianggap pihak kampus mengandung muatan ajaran komunis.

Pihak universitas menskors Lintang dan Fidocia masing-masing selama enam dan tiga bulan.

Wakil Rektor Universitas Telkom M. Yahya Arwiyah menyita tiga buku dari kios buku milik Lintang yang berjudul Manifesto Partai Komunis yang ditulis oleh Karl Marx dan Friedrich Engels, dan dua buku lainnya yang diterbitkan oleh majalah Tempo berjudul Njoto-Peniup Saksofoon di Tengah Prahara dan Musso Si Merah di Simpang Republik.

Dalam sebuah wawancara dengan The Jakarta Post tahun lalu, Direktur Jenderal Pembelajaran dan Kemahasiswaan Intan Achmad mengatakan, ajaran komunis dan Marxis dilarang di kampus-kampus. Sementara, di sekolah-sekolah filsafat terkemuka, seperti Driyarkara Jakarta dan Universitas Gadjah Mada (UGM) jurusan filsafat telah memasukkannya kedalam kurikulum mereka.

Juru bicara Universitas Telkom, Dedi Kurnia Syah Putra, mengatakan, pihak kampus telah menerapkan sanksi skors sesuai dengan kebijakan pemerintah. Universitas Telkom adalah sebuah institusi yang mengikuti peraturan negara dimana penyebaran ajaran komunis dilarang di negeri ini.

Pihak Universitas Telkom juga menuduh Lintang dan teman-temannya yang tergabung dalam Lingkaran Studi Komunikasi untuk bertanggung jawab atas demonstrasi yang dilakukan oleh puluhan mahasiswa, buntut dari penyitaan buku tersebut.

Wakil Ketua Setara Institute, Bonar Tigor Naipospos, mengatakan, penerapan sanksi skors terhadap Lintang dan Fidocia merupakan bukti bahwa negara itu masih dicekam rasa takut terhadap komunis yang diciptakan  Order Baru. Kebebasan akademik yang merupakan pilar intekeltualisme, lagi-lagi menjadi korban akibat adanya mitos konyol.

In his final year of college, Sinatrian Lintang Rahardjo, 22, a student at Telkom University in Bandung, West Java, is facing another challenge after being accused by his university of promoting communism.

Along with fellow Telkom student Fidocia Wima Adityawarman, who is a telecommunications business major, Lintang is considered by the university to be a propagandist of communism after holding a book bazaar that included books the campus deems as “containing communist teachings,” on Nov. 9.

The university suspended Lintang and Fidocia for six and three months, respectively.

Telkom University vice rector M. Yahya Arwiyah confiscated three books from Lintang’s book stall: Manifesto Partai Komunis (The Communist Party Manifest), written by Karl Marx and Friedrich Engels, and two books published by Tempo magazine titled Njoto-Peniup Saksofoon di Tengah Prahara (Njoto-A Saxophonist In The Midst of Tempest) and Musso-Si Merah di Simpang Republik.

In an interview with The Jakarta Post last year, the Research, Technology and Higher Education Ministry’s director general for learning and student affairs, Intan Achmad, said communist and Marxist teachings were prohibited on campuses. Meanwhile, prominent philosophy schools, such as the Jakarta-based Driyarkara and the Gadjah Mada University (UGM) philosophy department have included the subject in their curriculum,

Telkom University spokesperson Dedi Kurnia Syah Putra said the campus had imposed the suspensions to toe “the government” line. He said, Telkom University is an institution that follows state regulations, and the state prohibits the spread of communist teachings in the country.

Telkom University also accused Lintang and his friends grouped under the Communication Study Circle of being responsible for a demonstration conducted by dozens of students in the aftermath of the book confiscations.

Bonar Tigor Naipospos, the vice chairman of right’s group the Setara Institute, said the suspensions of Lintang and Fidocia were proof that the country was still gripped by the New Order-produced fear of communism. Academic freedom, he said, which is the pillar of intellectualism, again falls victim to an absurd myth.

Ribuan Sekolah Belum Bisa UNBK

Ribuan sekolah dasar dan menengah di Indonesia masih terkendala sarana dan prasarana dalam menyelenggarakan Ujian Nasional Berbasis Komputer (UNBK) 2017. Di Jawa Tengah (Jateng), sekitar 2.690 dari 4.000 SMP, di antaranya belum bisa menyelenggarakan UNBK.

Adapun untuk siswa SMK di Jateng yang sudah bisa UNBK sebanyak 98% dari jumlah 1.500 SMK yang ada. Sementara untuk SMA yang bisa UNBK sebanyak 72,11% dari 866 sekolah. Hal itu diungkapkan Kepala Dinas Pendidikan dan Kebudayaan Provinsi Jateng Gatot Bambang Hastowo di Semarang kemarin (7/3). Gatot mengatakan, sekolah yang belum bisa UNBK tahun ini masih tetap menerapkan UN berbasis pensil dan kertas.

Gatot menyatakan bahwa pihaknya belum bisa menerapkan sistem UNBBK di semua sekolah di provinsi ini karena selain ter kendala sarana dan prasarana, juga disebabkan persoalan sumber daya manusia (SDM) yang masih perlu banyak dilatih. Menurut Gatot, sebenarnya ujian menggunakan komputer lebih efektif daripada menggunakan kertas karena tidak banyak menggunakan bahan baku tersebut.

Sementara itu di Jawa Timur (Jatim), sebanyak 669 madrasah aliyah (MA) di Jatim tahun ini belum bisa mengikuti UNBK. Untuk itu Pemprov Jatim meminta agar Kanwil Kementerian Agama (Kemenag) Jatim melakukan upaya agar tahun depan seluruh MA bisa melaksanakan UNBK. Dari total 1.611 MA di Jatim, sekolah yang bisa mengikuti UNBK sebanyak 942 lembaga.

Kepala Dindik Jatim Syaiful Rachman mengungkapkan, untuk SMA, baik swasta mau pun negeri, hanya 12 sekolah yang terpaksa masih menggunakan sistem UNPK. Sebanyak 12 SMA itu ada di Kepulauan Madura, di antaranya di Raas, Sapeken, Sapudi, dan Kangean. Syaiful menambahkan, total sekolah yang melaksanakan UNBK tahun ini ada 1.454 SMA, 942 MA, dan 1.798 SMK.

Thousands of Schools Cannot Afford to Hold UNBK

Thousands of primary and secondary schools in Indonesia are still unable to hold the computer-based National Exam (UNBK) in 2017 due to infrastructure constraints. In Central Java (Jateng), some 2,690 of 4,000 junior high schools (SMP) are still unable to hold the UNBK.

Head of the Central Java Provincial Education and Culture Agency, Gatot Hastowo, revealed yesterday (7/3) a total of 98 percent of 1,500 vocational high schools (SMK) and 72,11 percent of 866 high schools (SMA) have been able to follow UNBK. He said that schools unable to afford holding UNBK will hold a paper-based UN.

Gatot said that his party could not apply the UNBK system in all schools in the province because of constraints in facilities, infrastructure, and human resources (HR). In fact, holding the UNBK would be more effective than the paper-based National Exam as it would be cost effective from the viewpoint of material procurement.

Meanwhile, there are 699 Islamic high schools (Madrasah Aliyah/MA) in East Java that are still not ready to hold UNBK. The East Java provincial government has asked its regional MoRA office to make efforts so that all MAs in East Java will be able to hold the UNBK next year. In East Java, only 942 of 1,611 MA will hold the UNBK this year.

Head of East Java Provincial Education Agency, Syaiful Rachman said there are 12 SMA from state or private schools, in the region of Madura Islands that still use the paper-based UN. Among these are Raas, Sapeken, Sapudi and Kangean. Syaiful added that a total of 1,454 SMA, 942 MA and 1,798 SMK in his region will be able to hold the UNBK this year.

Lemsaneg Lindungi UNBK

Kementerian Pendidikan dan Kebudayaan (Kemendikbud) menandatangni nota kesepahaman (MoU) dengan Lembaga Sandi Negara (Lemsaneg), Selasa (7/3). Kerja sama tersebut merupakan upaya mendukung meningkatkan kualitas penyelenggaraan persandian dalam pengamanan Teknologi Informasi dan Komunikasi (TIK) tugas dan fungsi Kemendikbud.

Menteri Pendidikan dan Kebudayaan (Mendikbud) Muhadjir Effendy mengatakan terdapat lima poin dalam penandatanganan bota kesepahaman. Salah satu yang paling mendesak, yakni kemananan sistem ujian nasional (UN). Kerja sama bertujuan untuk efektifitas kerja, pola kerja terpadu, terarah dan berkesinambungan dalam proses penyelenggaraan persandian dalam pengamanan TIK di Kemendikbud.

Nota kesepahaman ditandantangani oleh Menteri Pendidikan dan Kebudayaan (Mendikbud) Muhadjir Effendi dan Kepala Lemsaneg Djoko Setiadi. Muhadjir menyebut, kerja sama ini merupakan inisiatif dari Kemendikbud. Ia memerinci, setidaknya ada lima kesepakatan dalam kerja sama itu, yakni penyelenggaraan persandian dan pegamanan TIK di lingkungan Kemendikbud, pemberian perlindungan keamanan melalui implementasi sertifikasi elektronik pada sistem informasi yang digunakan di lingkungan Kemendikbud, dan pemberian perlindungan keamanan terhadap implementasi sistem ujian nasional (UN).

Kemudian, lanjutnya, penggunaan, peningkatan, dan pengembangan sumberdaya, serta penelitian dan pengembangan di bidang persandian. Ia menyebut, MoU segera ditindaklanjuti secara teknis dengan perjanjian kerja sama antara unit utama terkait di Kemendikbud dengan unit utama di lingkungan Lembaga Sandi Negara.

Sementara itu, Kepala Lemsaneg Djoko Setiadi menyebut Kemendikbud mempunyai peran strategis dalam menyelenggarakan urusan pendidikan dan kebudayaan di Indonesia. Ia mengapresiasi penggunaan TIK dalam pelaksanaan UN. Kerja sama ini akan mendukung persandian dalam pelaksanaan ujian nasional berbasis komputer (UNBK) pada 2017.

Lemsaneg Protects UNBK

The Ministry of Education and Culture (Kemendikbud) signed a memorandum of understanding (MoU) with the State Code Institution (Lemsaneg), Tuesday (7/3). Such cooperation is in effort to support the improvement of quality of coding in the security of Information and Communications Technology (ICT) of the duties and functions of Kemendikbud.

Minister of Education and Culture (Mendikbud) Muhadjir Effendy said there are five points in the MoU signing.   One of the most urgent is the security system of the national examinations (UN). The cooperation aims towards the effectiveness of work, integrated, directed and sustainable work patterns in the process of coding in ICT security in Kemendikbud.

The MoU was signed by Minister of Education and Culture (Mendikbud) Muhadjir Effendi and Lemsaneg Head Djoko Setiadi. Muhadjir said this cooperation is an initiative of Kemendikbud. He detailed there are at least five agreements in that cooperation, namely the implementation of coding and ICT security in the environment of Kemendikbud, providing security through the implementation of electronic certification on information systems that are used in the environment of Kemendikbud, and providing security to the implementation of the national examinations (UN) system.

Then, he continued, the use, enhancement, and development of resources, and research and development in the field of coding. He said, the MoU is immediately followed up technically with the cooperative agreement between the relevant main unit in Kemendikbud with the main unit in the State Code Institution.

Meanwhile, Lemsaneg Head Djoko Setiadi said Kemendikbud has a strategic role in organizing educational and cultural affairs in Indonesia. He appreciates the use of ICT in the implementation of the UN. This cooperation will support the coding in the implementation of computer-based national exams (UNBK) in 2017.

Menkes: Guru PAUD Kurang Paham Gizi

Menteri Kesehatan (Menkes) RI Nila F Moeloek menilai pemahaman pemenuhan gizi juga harus diberikan pada guru PAUD. Pasalnya, ia menilai masih banyak guru PAUD kurang paham dengan pemenuhan gizi anak-anak. Hal itu diungkapkan Menkes  dalam diskusi Pentingnya Kerja sama Stakeholder untuk Perbaikan Gizi Indonesia, di Jakarta, Selasa (7/2).

Oeh sebab itu, Menkes mengusulkan, gerakan pemahaman pemenuhan kebutuhan gizi juga harus menyasar guru PAUD, tidak hanya anak-anaknya, meskipun  hal itu tidak mudah untuk mengubah mindset guru-guru yang sudah lama mengajar. Sebab, guru-guru itu yang akan mendidik dan membimbing anak-anak di sekolah.

Ia mengatakan, Kemenkes telah membuat road map atau peta jalan kesehatan masyarakat Indonesia. Di Indonesia, sebanyak 80 persen penduduknya sakit. Sementara di Belanda, hanya 10 persen penduduknya yang sakit.

Saat ini, Kemenkes berupaya menggaser persentase tersebut dengan penguatan puskesmas. Ia menegaskan, puskesmas bukan hanya tempat berobat untuk orang tidak mampu. Selain itu, Kemenkes memprogramkan pendekatan keluarga dengan komunitas kesehatan melalui Gerakan Masyarakat Hidup Sehat (Germas).

Minister of Health: PAUD Teachers Lack Understanding of Nutrition

Indonesia’s Health Minister (Menkes) Nila F Moeloek assessed understanding of nutrition should also be given to early childhood (PAUD) teachers. The reason, she considered there are still many early childhood (PAUD) teachers less familiar with the fulfillment of children’s nutrition. This was expressed by the Minister of Health in the discussion on the Importance of Stakeholder Cooperation for Improving Indonesia’s Nutrition, in Jakarta, Tuesday (7/2).

Therefore, the Minister of Health proposed, the movement of understanding the fulfillment of nutritional needs should also be targeting early childhood teachers, not only the children, even though it is not easy to change the mindset of teachers who have been teaching a long time. The reasoning is these teachers would educate and guide children in school.

She said the Ministry of Health (Kemenkes) has made a road map of Indonesian people’s health. In Indonesia, 80 percent of the population is sick. While in the Netherlands, only 10 percent of its population is sick.

Currently, Kemenkes seeks to shift the percentage by strengthen community health centers (puskesmas). She affirmed that puskesmas is not a place just for the treatment of underprivileged people.  In addition, the Ministry of Health programs the approach of families with health communities through the Healthy Living Community (Germas) Movement.

Beasiswa LPDP Mengubah Kualitas Sumber Daya Manusia

Lembaga Pengelola Dana Pendidikan (LPDP) berupaya untuk menarik lebih banyak siswa dari seluruh penjuru Indonesia untuk bergabung dalam program beasiswa. Direktur Utama LPDP, Eko Prasetyo mengatakan, pihaknya memainkan posisi penting dalam upaya meraih target nasional, yakni menjadi negara maju pada tahun 2030.

Ia mengatakan, tugas utama dari LPDP adalah untuk menjamin agar Indonesia memiliki sumber daya manusia (SDM) terbaik di masa mendatang. Eko menyebut, LPDP secara reguler mengevaluasi program beasiswanya dan mengambil posisi penting dalam menggenjot perekonomian Indonesia.

Ia menambahkan, negara maju di dunia seperti Korea Selatan memiliki program serupa dengan Indonesia lewat LPDP. Sejauh ini, LPDP telah memberikan bantuan beasiswa kepada 16.295 siswa yang menempuh studi di universitas-universitas terkemuka di dunia. Tahun ini LPDP mendapat dana Rp 2,5 triliun dari APBN.

LPDP Scholarships to Change Makeup of Indonesia’s Human Resources

The Indonesian Endowment Fund for Education, or LPDP, is trying to attract more students from all over Indonesia to join its scholarship programs. President Director Eko Prasetyo said his agency will play a big part in making Indonesia’s target of becoming a developed country by 2030.

He said, LPDP job is to make sure Indonesia has the best human resources in the long term. He said LPDP is constantly evaluating its scholarship programs to make sure they play their part in advancing Indonesia’s economy.

He added, developed countries like South Korea have been doing the same. They’ve been running programs similar to the LPDP. LPDP has so far given scholarships to 16,295 students studying at the world’s top universities. This year it uses up Rp 2.5 trillion ($1.69 billion) from the state budget.
