Soal USBN Bocor lewat Aplikasi WA

Hari pertama pelaksanaan ujian sekolah berstandar nasional (USBN) sempat diwarnai indikasi kecurangan. Di Kudus, sekolah dihebohkan dengan soal ujian berformat PDF yang beredar melalui pesan di aplikasi WhatsApp (WA). Menanggapi hal tersebut, Kepala Pusat Penelitian Pendidikan Kementerian Pendidikan dan Kebudayaan (Kemendikbud) Prof Nizam menyatakan bahwa hal itu menjadi tanggung jawab sekolah.

Nizam menjelaskan, pemerintah hanya memberikan 20–25 persen soal sebagai acuan, memberikan pelatihan penulisan soal, dan bantuan hibah bagi musyawarah guru mata pelajaran (MGMP) untuk membahas soal USBN. Selebihnya, pemerintah menyerahkannya ke sekolah. Sementara itu, pembinaan langsung berada di tangan dinas kabupaten/kota dan provinsi.

Hal senada dilontarkan Dirjen Dikdasmen Kemendikbud Hamid Muhammad. Hamid menegaskan, sanksi terhadap kebocoran tersebut pasti ada. Teguran dan assessment akan dilakukan langsung oleh Irjen yang bertugas mengawasi. Dia menyayangkan hal itu bisa terjadi. Menurut Hamid, tujuan pemerintah memberikan kepercayaan 100 persen kepada guru di sekolah adalah mengurangi kebocoran soal.

Sementara itu, pengamat pendidikan Universitas Islam Negeri Syarif Hidayatullah Jejen Musfah menilai, ada beberapa faktor yang jadi pemicu oknum-oknum tertentu membocorkan soal USBN sebagai dampak bobroknya manusia pendidikan Indonesia. Pertama adalah faktor ekonomi, Kedua adanya oknum tertentu yang punya akses ke sekolah, dan ketiga adanya kepentingan tertentu dari sekelompok orang. Di tanah air, budaya pendidikan masih jauh dari kata jujur  dan masih berpatokan pada nilai dan prestise, belum sampai pada level bahwa ujian itu bukan semata-mata mengejar nilai.

USBN Questions Leaking through WhatsAp

The first day of the implementation of the national standard school examination (USBN) was tainted with indications of fraud.  In Kudus, schools are shocked by the school exam in PDF format circulating through messaging in WhatsApp (WA). In response, the Head of the Education Research Center of the Ministry of Education and Culture (Kemendikbud) Prof. Nizam stated that it was the responsibility of the school.

Nizam explained the government only provided 20-25 percent of questions as reference, provided training in writing questions, and grants for the deliberation of subject teachers (MGMPs) to discuss USBN questions. The rest the government handed it over to the schools. Meanwhile, direct mentoring was in the hands of the regency/city and provincial agencies.

A similar sentiment was expressed by Director General of Kemdikbud Primary and Secondary Education Hamid Muhammad.  Hamid reiterated that sanctions against the leak are definitely there. Reprimand and assessment will be carried out directly by the Inspector General in charge of overseeing. He regretted that it could happen. According to Hamid, the government’s goal of providing 100 percent trust in the teachers in school was to reduce the leakage of questions.

Meanwhile, education observer of State Islamic University Syarif Hidayatullah Jejen Musfah assessed, there are several factors that trigger certain perpetrators to divulge/ leak the USBN questions as the impact of the decaying Indonesian education people. The first is the economic factor, second is certain perpetrators with access to the school, and thirdly is the presence of certain interests of a group of people.   In the country, education culture is still far from the word honest and still relying on grades and prestige,  not yet reaching the level that exams are not merely for the pursuit of scores/grades.

Sejumlah Sekolah Gelar USBN Tak Berbasis Komputer

Ujian Sekolah Berbasis Nasional (USBN) direncanakan unutk bisa menggunakan cara seperti Ujian Nasional (UN) yakni berbasis komputer (USBN-BK) dan berbasis pensil kertas (USBN-PK). Awalnya, rata-rata sekolah pelaksanaan Ujian Nasional Berbasis Komputer (UNBK) bersedia untuk menggunakan komputer pada USBN. Namun setelah melakukan uji coba, sejumlah sekolah akhirnya memutuskan untuk kembali menggunakan kertas.

Menteri Pendidikan dan Kebudayan (Mendikbud) Muhadjir Effendy , mengatakan, pemerintah memang berkeinginan agar USBN dilaksanakan berbasis komputer, khususnya bagi sekolah-sekolah yang menjalankan UNBK. Pasalnya, USBN-BK memliki manfaat khususnya sebagai pemanasan menjelang UNBK. Dijelaskan dia, sekolah yang kembali menggunakan kertas secara otomatis tidak bisa dijadikan sebagai acuan kesiapan komputer untuk UNBK. Pihaknya memang mengharapkan USBN-BK. Sebab, berdasarkan data Kemdikbud, sekolah yang menjalankan UNBK meningkatk dari tahun-tahun sebelumnya.

Namun, banyaknya kendala membuat sejumlah sekolah menengah atas (SMA) justru memilih melaksanakan USBN dengan menggunakan kertas. Dengan demikian, kesempatan untuk menguji coba sistem komputer pun tidak terlaksana.

Sementara itu, pengamat pendidikan Indra Charismiadji mengungkapkan, Kemdikbud harus konsisten menjalankan USBN. Jika ada unsur berstandar nasional, Kemdikbud harus total. Dalam hal ini, Kemdikbud tidak hanya menitipkan 25% butuir soal kepada daerah sebagai jangkar atau panduan, namun harus ada yang mendampingan. Menurut Indra, banyaknya sekolah yang memilih USBN dengan kertas merupakan indikasi minimnya peran serta Kemdikbud. Sebab, kenyataan di lapangan memperlihatkan bahwa banyak sekolah belum maksimal menguasai komputer untuk ujian.

Some Schools Hold Non-Computer Based USBN

National Based School Exam (USBN) is scheduled to be used the same way as the National Examination (UN), which is computer-based (USBN-BK) and the paper pencil based (USBN-PK). Initially, on average schools that implemented the Computer Based National Examination (UNBK) were willing to use the computer for USBN.  However, after trial runs, a number of schools finally decided to go back to using paper.

Minister of Education and Culture (Mendikbud) Muhadjir Effendy said the government wanted that the USBN be implemented by computer based, especially for schools that run UNBK. Because, USBN-BK has its benefits, particularly as a warm-up ahead of UNBK. He explained schools that use the paper again automatically cannot use it as a reference for computer readiness in UNBK.  He said he was expecting USBN-BK; because, based on Kemdikbud data, the number of schools that apply UNBK increased from previous years.

However, the many constraints prompted a number of senior high schools (SMA) to choose to implement USBN using paper. Thus, the opportunity to test the computer system was not implemented.

Meanwhile, education observer Indra Charismiadji revealed, Kemdikbud must be consistent to run USBN. If there is an element of national standard, Kemdikbud must be total.  In this case, Kemdikbud should not only leave 25% question items to the regions as anchors or guide, but there must be coaching.  According to Indra, the number of schools that choose USBN using paper is an indication of the lack of Kemdikbud participation. Therefore, the reality on the ground shows that many schools have not completely mastered the use of computers for examinations.

Kemenristekdikti Kucurkan Dana Inovasi Teknologi

Kementerian Riset, Teknologi, dan Pendidikan Tinggi (Kemristekdikti), memberikan bantuan pendanaan inovasi teknologi Rp 171 miliar. Dana itu diberikan kepada 53 penerima dari kalangan industri dan 13 penerima dari kalangan perguruan tinggi.  Penandatangan kerja sama antara Kemenristekdikti dan para penerima bantuan dana dilakukan di Jakarta, Senin (20/3). Seleksi pendanaan inovasi teknologi ini melibatkan 56 industri, 36 perguruan tinggi, serta 9 lembaga penelitian dan pengembangan (litbang).

Direktur Jenderal Penguatan Inovasi Kemenristekdikti Jumain Appe mendorong peningkatan invoasi, baik yang dikembangkan para peneliti maupun masyarakat industri. Hasil-hasil penelitian dari kalangan perguruan tinggi diharapkan juga dapat masuk ke ranah industri.

Menurut dia, daya saing inovasi Indonesia saat ini tengah menurun dari urutan 37 pada tahun 2015 menjadi urutan 41 pada tahun 2016. Ia menegaskan, perglunya kerja sama dari perguruan tinggi, lembaga litbang, dan pelaku industri untuk meningkatkan daya saing nasional dalam pengembangan teknologi. Ia berharap dalam pengembangan inovasi ini tidak hanya berhenti pada prototipe penelitian dan pengembangan, tetapi yang paling penting bagaimana hasil peneliatan sampai pada produk dan pengembangannya di pasar.

Jumain juga mengatakan, produk yang dihasilkan oleh para peneliti harus dapat memberikan kemanfaatan bagi masyarakat. Hasil inovasi yang dilakukan perguruan tinggi ini sudah di sesuaikan dengan standar industri. Sekema pendanaan inovasi perguruan tinggi diberikan kepada Perguruan Tinggi Negeri Berbadan Hukum untuk menghasilkan industri berbasis teknologi (teaching industry) dan mendorong inovasi perguruan tinggi ke industri melalui skema konsorium industri.

Kemenristekdikti Disburses Technology Innovation Fund

Ministry of Research, Technology and Higher Education (Kemristekdikti), provides technology innovation funding assistance of Rp 171 billion. The funding was awarded to 53 recipients from industry and 13 recipients from the university circle. Signing of the cooperation between Kemenristekdikti and fund beneficiaries was held in Jakarta, Monday (20/3). Selection of this technology innovation funding involved 56 industries, 36 universities and nine research and development (R & D) institutions.

Director General of Innovation Strengthening Kemenristekdikti Jumain Appe boosts increased innovation, both developed by researchers and the industrial society. The results of research from higher education circles are also expected to enter the realm of industry.

According to him, Indonesia’s innovation competitiveness is currently declining from 37th place in 2015 to 41st in 2016. He asserted the need for cooperation of universities, R & D institutions and industry players to improve national competitiveness in technology development. He hopes in this development of innovation it does not just stop at the research and development prototype, but most importantly how the results of research arrive at a product and its development in the market.

Jumain also said the products produced by the researchers should be able to provide benefits to the community. Results of innovation conducted by universities have been customized with industry standards. Higher education innovation funding scheme is awarded to Higher Education of Legal Entity to generate technology-based industries (teaching industry) and encourage higher education innovation to industry through an industry consortium scheme.

Mendikbud Bisa Cabut KIP Siswa

Menteri Pendidikan dan Kebudayaan (Mendikbud) Muhadjir Effendy menegaskan, jika digunakan tidak sesuai dengan aturan yang berlaku, kartu Indonesia pintar (KIP) bisa dicabut dari penerima. Hal itu diungkapkan Mendikbud di sela pencairan Dana Program Indonesia Pintar di Kabupaten Penukal Abab Lematang Ilir, kemarin (20/3).

Muhadjir mengatakan, hal itu sesuai dengan arahan Presiden Joko Widodo dimana pencabutan KIP dapat dilakukan meskipun siswa-siswa sudah menerima alokasi dana anggaran di tahun tersebut. Muhadjir pun mengimbau agar pemegang KIP dapat menjaga kartu mereka dengan baik, jangan sampai hilang atau rusak.

Sesuai dengan amanat undang-undang, lanjut Muhadjir, secara keseluruhan anggaran untuk pendidikan menyerap 20 persen dari alokasi keuangan negara, provinsi, dan kabupaten. Dari anggaran tahun ini yang sebesar Rp 416 triliun, dana yang masuk ke Kemendikbud sekitar Rp 39 triliun, atau hanya 9 persen, dimana KIP menyerap anggaran paling besar yaitu lebih dari Rp 10 triliun.

Muhadjir menambahkan, tahun ini KIP akan disalurkan kepada 17,8 juta penerima manfaat. Fokus Kemendikbud tahun ini tidak hanya pada penambahan penerima KIP baru, tetapi diutamakan bagi masyarakat miskin yang sudah menerima manfaat namun belum memiliki kartu.

Mendikbud can Take Students’ KIP

The Ministry of Education and Culture (Mendikbud) Muhadjir Effendy underlined that if Indonesia Smart Card (KIP) is used in an unsuitable manner compared to the applied regulation, KIP will be taken from its recipient. This was stated by Mendikbud in the gap period for releasing the funds of Indonesia Smart Card Program in Penukal Abab Lematang Ilir Regency, yesterday (20/3).

Muhadjir said that this decision follows President Joko Widodo’s direction. This is that the removal of KIP can take place even though students have received the budget allocation in the relevant year. Muhadjir urged KIP owner to be careful in keeping their card, so that there will be no problems with it missing or being damaged.

Muhadjir said that according to the Regulation,the  education budget should takes 20 percent of the financial allocation of state, province, and regency. Of 416 trillion rupiah in this year’s budget, funds received by Kemendikbud was around 39 trillion rupiah, or only 9 percent. KIP itself takes most of the budget, amounting to more than 10 trillion rupiah.

Muhadjir added that KIP will be distributed to 17.8 million recipients this year. Kemendikbud’s focus is not only on the addition of new KIP recipients, but also on prioritizing indigent societies that have received benefit, but have not yet received the cards.

19 Daerah Terima Anugerah Literasi dari Kemendikbud

Kementerian Pendidikan dan Kebudayaan (Kemendikbud) dan Badan Pembangunan Internasional Amerika Serikat (USAID) memberi anugerah literasi prioritas kepada 19 dari 92 kabupaten/kota untuk keberhasilannya meningkatkan literasi atau budaya membaca siswa. Diharapkan, apresiasi tersebut dapat menjadi motivasi agar pemda mengembangkan program literasi secara kreatif dan inovatif.

Hal itu diungkapkan Direktur Jenderal (Dirjen) Pendidikan Dasar dan Menengah (Dikdasmen) Kemendikbud, Hamid Muhammad, pada Anugerah Literasi Prioritas di kantor Kemendikbud Jakarta, kemarin (20/3). Acara tersebut dihadiri Direktur USAID Prioritas Stuart Weston, Direktur USAID Indonesia Peter Cronin, Direktur Pemb inaan SD Wowon Widaryat, dan sejumah bupati/wali kota serta kepala dinas pendidikan.

Hamid menjelaskan, Indonesia telah menggenjot program literasi pada 2013 dengan program keaksaraan. Saat itu, sekitar 12 juta penduduk buta aksara. Selanjutnya, melalui Permendikbud 2015 tentang Budi Pekerti yang mewajibkan siswa membaca 15 menit sebelum pelajaran dimulai serta Gerakan Literasi Sekolah, buta aksara bisa diturunkan.

Salah satu penerima penghargaan yaitu kabupaten Sidrap yang menempati posisi keempat dalam indeks pembangunan literasi Indonesia.  Sekretaris Daerah Sidrap, Ruslan, mengatakan, keberhasilan Sidrap tersebut merupakan bagian dari perjuangan jajaran pemda yang mampu membuka ruang kepada masyarakat dan anak sekolah untuk membaca di luar jam pelajaran dan membaca di ruang publik.

Sementara itu, Bupati Tasikmalaya mengatakan, pihaknya berkomitmen untuk menggelontorkan APBD Rp 900 juta guna meningkatkan literasi warganya untuk pelatihan bagi guru dan sekolah. Sehingga, berkat program literasi tersebut, Tasikmalaya berhasil menempati peringkat literasi yang lebih baik di level provinsi maupun nasional.

Kemendikbud Makes Literacy Awards To 19 Regions

The Ministry of Education and Culture (Kemendikbud) and United States Agency for International Development (USAID) has given priority literacy awards to 19 of 92 regencies/cities for their success in enhancing literacy or the reading culture of students. Kemendikbud expects that this appreciation will motivate Pemda to creatively and innovatively develop the literacy program.

General Directorate (Dirjen) of Primary and Secondary Education (Dikdasmen) Kemendikbud, Hamid Muhammad, announced the Priority Literacy Awards at Kemendikbud office Jakarta, yesterday (20/3). The event was attended by Director of USAID PRIORITAS project, Stuart Weston, Director of USAID, Peter Cronin,   Director of Development for SD Wowon Widaryat, and a number of regents/mayors as well as heads of education agencies.

Hamid explained that Indonesia had intensified the literacy program in 2013 with program keaksaraan. At that time, around 12 million people were illiterate. By Permendikbud 2015, by which students spend 15 minutes before they study, as well as School Literacy Movement, literacy has increased.

One of the award recipients was Sidrap Regency, which took fourth place in the index of Indonesia literacy development. Secretary of Sidrap Region, Ruslan, said that the success of Sidrap is part of the teenagers’ move that provides space for society and students to read outside of school time and read in public places.

Meanwhile, the Regent of Tasikmalaya said that his authority is committed to releasing APBD 900 million rupiah. This is to enhance literacy in their society by training teachers and schools. In this way, Tasikmalaya seeks success with better grades at the provincial and national level.
