Ombudsman Jabar Buka Posko Pengaduan UN

Ombudsman Republik Indonesia Perwakilan Jawa Barat membuka posko pengaduan pelanggaran Ujian Nasional dan Ujian Sekolah Berbasis Nasional (UN-USBN) di kantor Ombudsman Jabar, Jalan Kebonwaru Utara, Kota Bandung. Koordinator Pemantauan dan Pelaksanaan UN-USBN Ombudsman Jabar, Noer Adhe Purnama mengatakan, Ombudsman membuka posko pengaduan untuk mendorong siswa agar lebih aktif jika menemukan kecurangan saat pelaksanaan UN.

Pelaksanaan UN masih ditemukan adanya penyimpangan yang dilakukan oleh pihak sekolah maupun para pengawas. Tahun lalu, bentuk  penyimpangannya terkait prosedur pengawas sekolah. Misalnya, lembar jawaban yang harusnya ditandatangan di ruang ujian. Namun, ada temuan malah ditandatangani di ruang panitia. Selain itu masih ada pengawas yang membolehkan alat komunikasi di bawa ke ruangan ujian.

Oleh karena itu, lanjutnya, dalam pelaksanaanya kali ini, Ia berharap penyimpangan-penyimpangan tersebut dapat terus ditekan. Apalagi, dengan adanya kerja sama antara Ombudsman dengan Pemerintah Provinsi Jawa Barat dan tim saber pungli guna menekan kecurangan.

Adhe pun mengimbau kepada seluruh masyarakat khususnya para pelajar untuk melaporkan setiap adanya kecurangan ketika pelaksanaan UN dengan mendatangi kantor Ombudsman, ataupun melalui telepon. Nantinya, kalau  ditemukan pelanggaran ombudsman akan mengumpulkan untuk diserahkan ke Ombudsman Pusat agar ditindak lanjuti dengan kementerian terkait.

West Java Ombudsman Opens UN Grievance Command Post

The West Java Representative of Ombudsman of the Republic of Indonesia opened a grievance command post (posko) for complaints of violations of the National Examinations and the National Based School Exams (UN-USBN) at the West Java (Jabar) Ombudsman office, Jalan Kebonwaru Utara, Bandung. Coordinator of the Monitoring and Implementation of UN-USBN Ombudsman Jabar, Noer Adhe Purnama said Ombudsman opened a complaints/grievance command post to encourage students to be more active if they find fraud during implementation of the UN.

Irregularities were still found in the implementation of UN committed by the school as well as the inspectors. Last year, the form of deviation was related to school inspector procedures.  For example, the answer sheets that should be signed in the exam room; was found to have been signed in the committee room. In addition, there were supervisors who allowed communication tools/devices brought into the exam room.

Therefore, he continued, in its implementation this time he hoped these aberrations could continue to be quelled. Moreover, with the cooperation between the Ombudsman and the West Java Provincial Administration and the anti-extortion team in order to reduce fraud.

Adhe also appealed to all the people particularly students to report any fraud during implementation of UN by coming to the Ombudsman office, or by telephoning. Later, if there are infringements ombudsman will gather (data) to be submitted to the Ombudsman Center in order to be followed up with the relevant ministries.

USBN Banyak Kelemahan

Menteri Pendidikan dan Kebudayaan (Mendikbud) Muhadjir Effendy mengakui Ujian Sekolah Berstandar Nasional (USBN) masih banyak kelemahan karena baru pertama kali dilaksanakan. Apalagi tahun ini penyelenggara harus membagi fokus, yaitu USBN dan UN. Naun demikian, pihaknya akan menginventarisir semua permasalahan untuk bahan penyempurnaan USBN di masa-masa yang akan datang..

Muhadjir mengatakan jika tahun sebelumnya tidak ada isu kecurangan, kebocoran soal, pelanggaran prosedur dan sebagainya, pada saat ujian sekolah bukan berarti ujian berjalan dengan baik, melainkan hal semacam itu dulu dianggap biasa. Dia menjelaskan hal itu merupakan bagian revolusi mental di sektor pendidikan.

Muhadjir menambahkan, hasil inspeksi mendadak yang dilakukan di Malang, pelaksanaan USBN sudah bagus walaupun masih ada kekurangan, misalnya pengawas masih dilakukan oleh para guru sekolah masing-masing. Pelaksanaan USBN yang dimulai pada Senin (20/3) diiringi sejumlah isu kebocoran soal yang terjadi di beberapa daerah, seperti Jakarta, Lampung, Pati dan Kudus. Soal-soal dan kunci jawaban USBN beredar melalui layanan pesan singkat dan media sosial.

Sementara, Federasi Serikat Guru Indonesia (FSGI) mempertanyakan sanksi yang disiapkan pemerintah terhadap bimbingan belajar (bimbel) yang ditenggarai membocorkan soal USBN. Hal itu menyikapi sikap Kemendikbud yang menyiapkan sanksi hanya bagi guru dan kepala sekolah yang terbukti membocorkan soal dan jawaban USBN. FSGI telah menerima laporan dugaan kebocoran soal dan kunci USBN sejak 20 Maret 2017 dari sejumlah daerah.

USBN Has Many Weaknesses

Minister of Education and Culture (Mendikbud) Muhadjir Effendy acknowledges the National Standard School Examination (USBN) still has a lot of weakness because it has only been implemented for the first time. Moreover, this year the organizers have to divide their focus, namely to USBN and UN.  Nevertheless, his party would make an inventory of all the issues for improvement of USBN in times to come.

Muhadjir said if in the previous year there was no issue of fraud, question leakage, procedural violations, etc., at the time of school exams it does not mean the exams went well, but that sort of thing used to be considered normal. He explained it was part of the mental revolution in the education sector.

Muhadjir added the results of unannounced inspections conducted in Malang was that the implementation of USBN was already good although there are still shortcomings, such as the supervision was still done by teachers of the respective schools. USBN implementation that began on Monday (20/3) was accompanied by a number of issues on question leaks that occurred in some areas, such as Jakarta, Lampung, Pati and Kudus. The USBN questions and answer keys circulated through short messaging services and social media.

Meanwhile, the Federation of Indonesia Teachers Union (FSGI) questioned the government prepared sanctions against tutoring places (bimbel) that allegedly leaked the USBN questions. It is in response to Kemendikbud’s stance that prepared sanctions only for teachers and school principals proven to have leaked USBN questions and answers.  FSGI has received reports on alleged USBN question and key leaks since March 20, 2017 from a number of areas.

Mendikbud: Masa Pendafataran UNBK Ditutup

Menteri Pendidikan dan Kebudayaan (Mendikbud) Muhadjir Effendy mengatakan, masa pendafataran untuk ujian nasional berbasis komputer (UNBK) sudah ditutup karena pelaksanaannya akan diselenggarakan pada awal bulan depan.

Berdasarkan pedoman Kemdikbud, sekolah negeri harus mendaftarkan para siswanya untuk mendapatkan login akses individu UNBK selama masa pendaftaran. Jika sekolah tidak melakukannya, para siswa tidak akan dapat mengikuti ujian online tersebut.

Penutupan masa pendaftaran UNBK tersebut diumumkan Muhadjir di Universitas Muhammadiyah Malang, Jawa Timur, Rabu (22/03). Menurut Muhadjir, persiapan ujian nasional, pada minggu pertama bulan April, sudah hampir selesai.

Muhadjir membantah perihal rumor adanya kebocoran naskah soal ujian nasional melalui aplikasi chatting online, seperti WhatsApp, ataupun melalui media sosial lainnya. Namun demikian, pihaknya akan menjatuhkan sanksi berat kepada oknum guru yang kedapatan membagikan naskah soal ujian kepada siswanya, dan berada dibalik kebocoran naskah soal ujian tersebut.

Kemdikbud dalam hal ini telah memberikan izin kepada para guru untuk menyusun soal ujian berdasarkan kebijakan sekolah masing-masing. Hal itu dimaksudkan agar para guru dapat mengevaluasi kemampuan siswa mereka berdasarkan garis-garis besar yang diberikan oleh Kemdikbud.

Seperti diketahui, ujian nasional akan diselenggarakan pada tanggal 3-6 April untuk siswa SMK dan 10-13 April untuk siswa SMA. Sementara, ujian untuk tingkat menengah pertama, yaitu SMP dan MTs akan dimulai pada bulan Mei dan rencananya akan berlangsung dua periode.

Registration Period for Computer Based Tests Ended: Education Minister

Education Minister Muhadjir Effendy said the registration period for national schools conducting computer-based national exams, or UNBK, has ended and that the exams will be administered early next month.

According to ministry guidelines, public schools must register students to acquire individual login credentials for the exams during the registration period. If schools fail to do so, students will not be able to take the online exams.

Muhadjir announced the closing of registration period at Muhammadiyah University in Malang, East Java, on Wednesday (22/03). According to the minister, preparations for the exams, on the first week of April, are nearly finished.

Muhadjir has denied rumors that test materials were leaked via online chatting applications, such as WhatsApp, or via social media, and added that he will impose heavy sanctions if teachers share test materials with their students. He said, if teachers are behind the leaks, ministry will give sanction to the teacher.

The ministry has given permission for teachers to craft test materials based on their respective schools. According to Muhadjir, teachers will be expected to evaluate their students based on the outlines provided by the ministry.

The nation-wide examinations will start on April 3-6 for vocational schools, while high school students will take the tests on April 10-13. Meanwhile, two test periods planned for junior high schools and Islamic boarding schools will begin in May.

Lingkungan Sekolah Belum Ramah Anak

Jaringan Pemantau Pendidikan Indonesia (JPPI) bersama Results Internasional menyebut ada tiga permasalahan utama pendidikan di Indonesia. Masing-masing, yakni kualitas guru, sekolah yang tidak ramah anak dan deskriminasi terhadap kelompok marginal.

Koordinator Nasional JPPI Ubaid Matraji dalam Seminar Internasion dan Laporan Right to Education Index (RTEI) 2016 di Jakarta, Kamis (23/3), mengatakan, kekerasan fisik dan non fisik masih marak terjadi di sekolah. Ia menyebut, setidakya ada enam tipe kekerasan utama yang terus berulang di lingkungan sekolah, yakni penganiayaan guru terhadap siswa, siswa terhadap guru, sesama siswa, wali murid kepada guru, pelecehan seksual, dan tawuran antar sekolah.

Selain itu, ada tiga permasalahan utama pendidikan di Indonesia, yaitu kualitas guru, sekolah yang tidak ramah anak, dan diskriminasi terhadap kelompok marginal. Ubaid menjelaskan, kualitas guru yang rendah disebabkan rasio ketersediaan guru, khususnya di daerah terdepan, terluar dan tertinggal (3T).

Ubaid menyebut, JPPI dan Results Internasional merekomendasikan sejumlah hal untuk meningkatkan kualitas pendidikan Indonesia. Pertama, meningkatkan kualitas guru butuh komitmen jelas pemerintah dalam mengembangkan kapasitas guru. Kedua, pemerintah harus memberikan sanksi tegas terhadap pihak yang melakukan kekerasan di lingkungan sekolah guna menciptakan rasa aman dan ramah anak di sekolah.  Ketiga, diperlukan kebijakan afirmasi untuk kelompok marginal agar mereka mendapatkan akses pendidikan.

School Environment Still Not Child-Friendly

Indonesia Education Monitoring Network (JPPI) with Results International said that there are three main problems with education in Indonesia, the quality of teachers, lack of child-friendly schools, and discrimination against marginal groups.

JPPI National Coordinator, Ubaid Matraji, in International Seminar and Right to Education Index (RTEI) Report 2006 in Jakarta on Thursday (23/3), said that physical and non-physical harassment still occurs in schools. He said that at least six major types of harassment continue to reoccur in the school environment, such as violence of teachers towards students, students towards teachers, between students, and foster parents towards teachers, as well as sexual harassment, and brawls between schools.

In regard to these three main problems with education in Indonesia, Ubaid explained that low quality of teachers is due to a lack of availability of competent teachers, particularly in the frontier, outermost, and underdeveloped (3T) areas.

Ubaid said that JPPI and Results International recommended several points to improve the quality of Indonesia education. First, improving teacher quality requires a clear commitment from the government in order to develop their capacity. Second, the government has to punish those inflicting harassment in the school environment. This is to build friendly atmosphere at school in which the child feels safe. Third, an affirmation policy for marginal groups is vital so that they too can gain access to education.

 

 

Presiden akan Resmikan Enam UIN Baru

Presiden Joko Widodo dalam waktu dekat akan meresmikan enam Universitas Islam Negeri baru untuk meningkatkan kualitas pendidikan keislaman di Tanah Air.

Menteri Agama (Menag) Lukman Hakim Syaifuddin mengatakan, enam UIN itu ditingkatkan statusnya dari Institut Agama Islam Negeri (IAIN). Peningkatan tersebut diharapkan dapat memaksimalkan kegiatan belajar. Hal itu diungkapkan Menag Ketika meresmikan gedung kuliah bersama milik Universitas Islam Negeri (UIN) Sumut di Medan, Kamis (23/3).

Adapun enam IAIN yang diresmikan menjadi UIN itu adalah IAIN Sultan Thaha Saifuddin di Jambi, IAIN Imam Bonjol di Padang, IAIN Raden Bintang di Lampung, IAIN Sultan Maulana Hasanuddin di Banten, IAIN Antasari di Banjarmasin, dan IAIN Mataram di Nusa Tenggara Barat.

Peresmian dan pengembangan perguruan tinggi Islam salah satu bentuk antisipasi, sekaligus mengakomodasi lulusan madrasah dan pesantren. Setiap tahunnya, ribuan pemuda menyelesaikan pendidikannya di tingkat madrasah dan pesantren yang membutuhkan perguruan tinggi Islam untuk melanjutkan pendidikannya. Dari pendataan Kementerian Agama pada tahun 2016, jumlah madrasah di Indonesia mencapai 49.337 dan pesantren sebanyak 28.194 unit.

Selain peresmian enam UIN, Kementerian Agama juga sedang mengembangkan 13 “mahad ali” sebagai lembaga pendidikan tinggi dengan nuansa pesantren yang lulusannya setara dengan sarjana S-1. Dalam mengelola dunia pendidikan, khususnya pendikan Islam, Menag menekankan perlunya ditumbuhkembangkan rasa cinta di lingkungan civitas akademika masing-masing.

President To Dedicate Six New UIN

President Joko Widodo will soon dedicate six new Public Islamic Universities to enhance the quality of education in Indonesia.

Religious Affairs Minister (Menag) Lukman Hakim Syaifuddin said that the six UIN face upgrading from Public Islamic Institute (IAIN) status. Such upgrading is expected to maximize study activity, stated Menag while dedicating the lecture theater complex of the Public Islamic University (UIN) Sumut in Medan on Thursday (23/3).

The six IAIN that are to become UIN are IAIN Sultan Thaha Saifuddin in Jambi, IAIN Imam Bonjol in Padang, IAIN Raden Bintang in Lampung, IAIN Sultan Maulana Hasanuddin in Banten, IAIN Antasari in Banjarmasin, and IAIN Mataram in West Nusa Tenggara.

Dedication and development of Islamic universities is one of the ways anticipated to accommodate the flow from madrasas and Islamic boarding schools. Every year, thousands of teenagers who complete study in madrasas and Islamic boarding schools require Islamic university facilities to continue their education. According to data from the Ministry of Religious Affairs in 2016, there were 49,337 madrasas and 28,194 Islamic boarding schools in Indonesia.

Besides the promotion of the six UIN, the Ministry of Religious Affairs is developing 13 “mahad ali” as higher education agencies with an Islamic boarding school nuance. Their graduates will be equivalent to S-1 scholars. In managing education, particularly Islamic education, Menag underlined the need for it to develop affection in all academic places.
