Listrik Padam dan Jaringan Internet yang Lambat Ganggu Pelaksanaan UNBK

Sekolah-sekolah di Jakarta mempunyai alasan untuk khawatir terkait pelaksanaan ujian nasional berbasis komputer (UNBK), karena akan menghadapi berbagai kendala seperti koneksi internet yang lambat dan pemadaman listrik.

Di Menteng, Jakarta Pusat, pihak SMK Negeri 10 memanggil penyedia layanan internet dan Perusahaan Listrik Negara (PLN) untuk mengirimkan teknisi ke sekolah mereka untuk memastikan tidak adanya gangguan untuk koneksi internet dan listrik.

Tidak hanya SMK 10, banyak sekolah juga sekolah lainnya yang meminta bantuan PT Telkom sebagai penyedia layanan internet dan PLN untuk memberikan jaminan jika kedua layanan penting tersebut tidak akan mengalami gangguan selama empat hari berlangsungnya ujian untuk para siswa SMK.

Namun, masalah tetap terjadi meski tindakan pencegahan telah dilakukan. Di Jakarta Utara, pada pukul 07.30 terjadi pemadaman listrik di SMK Benteng tepat setelah ujian dimulai. Hal itu menyebabkan 17 siswa di sekolah itu melanjutkan ujiannya di sekolah terdekat, yaitu SMK 9, sebelum kembali lagi ke sekolah mereka.

Tahun ini, sebanyak 2.940 sekolah yang ada di seluruh Jakarta mengikuti sistem UNBK, meningkat dari tahun sebelumnya yang tercatat hanya 47 persen sekolah yang menyelenggarakan UNBK.

Sementara itu dalam beberapa minggu mendatang, lebih dari 7,7 juta siswa dari 98.000 SMP dan SMA di seluruh Tanah Air direncanakan akan melaksanakan ujian nasional. Dari jumlah itu, sebanyak 48,93 persen akan mengikuti UNBK.

Koordinator UNBK Kemendikbud, Ari Santoso, mengatakan, sedikitnya sebanyak 48.000 sekolah di Tanah Air tidak memiliki cukup komputer untuk semua siswanya. Namun demkian, lanjut Ari, Kemendibud tidak memiliki tanggung jawab untuk menyediakan komputer atau koneksi internet. Masing-masing sekolah, tambahnya, harus menyediakan sendiri koneksi internet dan listrik, karena Kemendikbud tidak dapat menyediakannya.

Schools administrators in Jakarta have every reason to worry that the implementation of the computer-based national examinations could face difficulties given spotty internet connections and the trouble-prone electricity grid.

In Menteng, Central Jakarta, administrators of state vocational school SMK 10 called an internet service provider and state electricity company PLN to send technicians to ensure that there would be no disruption in the internet connection or electricity supply.

SMK 10 was not alone. Many schools had earlier written to internet provider PT Telkom and to PLN to get guarantees that the two basic services would operate without disruption over the next four days when thousands of vocational school students take the exam.

Despite the precautions, problems have persisted. In North Jakarta, a brief power outage after the exam started at 7:30 a.m. forced 17 students from SMK Benteng Gading to take part of their test in nearby SMK 9, before returning to their classroom.

All of Jakarta’s 2,940 schools, are taking part the computer-based exams this year, a significant increase compared to last year, when only 47 percent of schools were involved.

More than 7.7 millions students from 98,000 junior and senior high schools across the country are expected to take their national exams in the coming weeks, with 48.93 percent sitting computer-based exams.

The ministry’s coordinator for computer-based national exams, Ari Santoso, said at least 48,000 schools in the country lacked enough computers for all their students. The ministry, however, was not responsible for providing computers or internet connections, Ari said, adding that individual schools should provide their own electricity and internet connections, and that the ministry could not provide for them.

IGI: Seharusnya UNBK Bisa 100 Persen

Ikatan Guru Indonesia (IGI) beranggapan penyelenggaraan ujian nasional (UN) seharusnya bisa 100 persen berbasis komputer (UNBK). Ketua Umum IGI, Muhammad Ramli Rahim mengatakan, sesungguhnya jika fasilitas komputer menjadi kendala, seharusnya itu tidak perlu terjadi. Ramli memerinci, sejumlah daerah sempat melaporkan permasalahan penyelenggaraan UNBK jenjang pendidikan SMK. Seperti, listrik sempat padam di sejumlah sekolah di Riau, server data bermasalah di sejumlah sekolah di Sulawesi Selatan.

Ramli beranggapan, secara umum UNBK dapat diandalkan dalam sisi Integritas. Alasannya, sistem yang dibuat sedikit banyak mengurangi potensi kecurangan. Sehingga, ia mempertanyakan, kenapa hanya 88,6 persen SMK yang mengikuti UNBK. Padahal pemerintah telah membedakan jadwal penyelenggaraan Un antara jenjang pendidikan SMP, SMA dan SMK.

Menurutnya, apabila pemerintah kabupaten/kota dan provinsi dapat bekerja sama memetakan sekolah, maka dapat saling membuka diri. Artinya, suatu sekolah dapat memanfaatkan fasilitas komputer yang dimiliki sekolah lainnya. Siswa SMK bisa numpang di SMA, siswa SMP bisa numpang di SMK dan sebaliknya. Kendati demikian, ia menyebut, masih banyak pemimpin sekolah atau satuan kerja perangkat daerah (SKPD) pendidikan yang hanya berpikir ‘proyek’ pengadaan komputer untuk UNBK.

IGI: UN should be UNBK 100 percent

Union of Indonesian Teacher (IGI) considered that the implementation of the national exam (UN) should be 100 percent the computer-based national exam (UNBK). The general head of IGI, Muhammad Ramli Rahim, said computer facilities should not be a problem. Ramli detailed that several regions had reported problems concerning the implementation of UNBK at SMK level, such as electricity failures at several schools in Riau, and data server troubles at several schools in South Sulawesi.

Ramli stated that in general the UNBK is reliable in terms of integrity. This is because the system has lessened the tendency to cheat. Thus, he questioned the reason why only 88.6% of SMK students had taken the UNBK, even though the government had separated the UN schedulefor SMP, SMA, and SMK levels.

He believed that if the local governments of regencies/cities and provinces cooperated to map the schools, every school would be able to communicate with one another. In other words, by communicating a school can use the computer facilities owned by other schools. SMK students could be at SMA and conversely, SMP students could be at SMK. Although this could be a solution, he found that there are still heads of schools or local government agencies (SKPD) for education who only view UNBK as a “project” to procure computers for UNBK.

Pengaduan UN Ratusan

Pada hari pertama ujian nasional (UN) tingkat sekolah menengah kejuruan (SMK) kemarin, 383 pengaduan masuk ke posko Kementerian Pendidikan dan Kebudayaan (Kemendikbud). Mayoritas pengaduan terkait dengan pelaksanaan UN berbasis komputer (UNBK) yang terkendala sejumlah masalah. Ketua Koordinator UNBK Kemendikbud, Ari Santoso, pada jumpa pers tentang UN di Kemendikbud, Jakarta, kemarin (Senin, 3/4) mengatakan hari pertama UNBK Kemendikbud menerima 383 pengaduan yang masuk lewat website (Kemendikbud). Sebanyak 305 pengaduan sudah kami tindak lanjuti.

Ia menjelaskan pengaduan terbesar terkait masalah pada server utama sebanyak 160 kasus, aktivasi server cadangan (25 kasus), unlock sync (9 kasus) dan unlock serial number (9 kasus), serta 180 kasus belum ada keterangan. Jumlah pengaduan terbesar berasal dari Provinsi Jawa Barat yakni 85 pengaduan, di-susul Jawa Tengah (55), Sumatra Utara (37), Jawa Timur (32), DKI (23), Jambi (22), Lampung (22), Nusa Tenggara Timur (14), Banten (12), Sumatra Selatan (11), serta Bali, Sulawesi Selatan, dan Sulawesi Utara (masing-masing 9 pengaduan).

Senada, Kepala Dinas Pendidikan Sulawesi Selatan Irman Yasin Limpo mengatakan saat membuka soal di komputer, server dari pusat sempat lambat loading.

Irman mengatkan mungkin karena waktu narik soal bersamaan dan serentak sehingga server berat. Tapi tidak ada yang dirugikan karena belum masuk password atau token peserta ujian. Waktu baru mulai dihitung setelah password atau token masuk.

Sementra itu, Inspektur Jenderal Kemendikbud Daryanto mengatakan pelaksanaan UN jenjang SMK mulai tahun ini digelar lebih dulu daripada SMA, yakni pada 3-6 April 2017. Pertimbangannya agar perangkat komputer yang ada di SMK dapat dimanfaatkan saat UN SMA pada 13-15 April mendatang. Tahun ini siswa SMK peserta UNBK ada 1,1 juta murid atau 88,6% dari total 1.327.246 siswa SMK. Adapun mata pelajaran yang diujikan pada UN SMK hari pertama ialah bahasa Indonesia. Hari kedua matematika, hari ketiga bahasa Inggris, dan hari keempat teori kejuruan.

UN Complaints Reach Into The Hundreds

On the first day of the national exam (UN) at Vocational High School (SMK) level yesterday, 383 complaints were received by the Ministry of Education and Culture (Kemendikbud) center. Most of complaints were related to the implementation of computer-based UN (UNBK) which were due to several problems. The Head of UNBK Coordinator of Kemendikbud, Ari Santoso, said that Kemendikbud received 383 complaints through website (Kemendikbud) on the first day of UNBK. Kemendikbud already followed up on 305 complaints. This was stated at the press conference concerning UN at Kemendikbud, Jakarta, yesterday (Monday, 3/4).

The majority of complaints (160) were related to problems with the main server, while other complaints involved 25 cases concerning the backup server, 9 cases of unlocking synchronization, 9 cases of unlocking the serial number, as well as 180 cases for which there was no direct information. The greatest number of complaints came from West Java with 85 complaints, followed by Central Java (55), North Sumatra (37), East Java (32), DKI Jakarta (23), Jambi (22), Lampung (22), East Nusa Tenggara (14), Banten (12), South Sumatra (11), as well as South Sulawesi, and North Sulawesi each with 9 complaints.

The majority of complaints were in accordance with the statement by the Head of the Education Office of South Sulawesi, Irman Yasin Limpo who said that the server of center was slow to load while he was opening the questions on the computer.

Irman also stated that this probably happened because the students all opened the questions at the same time, thus the server was subject to a high traffic load. However, no student was disadvantaged. At this time, the student’s password or token had not yet been input. The time only started to run after the password or token had been input.

Meanwhile, Inspector General of Kemendikbud, Daryanto, said that UN at SMK level started earlier than SMA level, on April 3-6, 2017, for a reason. The consideration was that SMK computers could be used for the UN of SMA, which runs from April 13-15, 2017. UNBK participants of SMK students are 1,100,000 students or 88.6% of the total 1,327,246 SMK students. The UN subjects at SMK level are Bahasa Indonesia on the first day, Math on the second day, English on the third day, and the Vocational Theory on the fourth day.

Ujian Nasional (UN) bagi sekolah menengah kejuruan (SMK) digelar hari ini, Senin (3/4). Terdapat 1.327.246 siswa SMK yang melaksanakan UN. Dari jumlah tersebut sebanyak 88,6% atau 1.176.391 siswa melaksanakan UN dengan metode Ujian Nasional Berbasis Komputer (UNBK).

Kepala Pusat Penelitian Pendidikan, Kementerian Pendidikan dan Kebudayaan (Kemdikbud), Nizam, mengatakan, UN hari ini dimulai dengan mata pelajaran Bahasa Indonesia. Proses pelaksanaannya serentak sesuai dengan jadwal. Ia juga mengimbau para siswa untuk tidak melakukan kecurangan dalam ujian. Untuk hari kedua dan selanjutnya, mata pelajaran yang diujikan adalah matematika, bahasa Inggris, dan ujian teori kejuruan.

Sementara sekolah menengah atas (SMA/MA), baru menjalankan UN pada minggu depan, yakni Senin (10/4). Urutan mata pelajaran yang diujikan pun sama dengan SMK, yakni bahasa Indonesia, matematika, bahasa inggris, dan satu mata pelajaran pilihan sesuai jurusan masing-masing.

Nizam menyebutkan, meski ada perbedaan hari pelaksanaan UN antara sekolah umum dan SMK, siswa diminta untuk tidak cemas. Pasalnya, kisi-kisi dan soal yang diujikan berbeda. Jadi tidak akan terjadi kebocoran soal.

1,327,246 SMK Students Take Part in UN on First Day

National Exam (UN) for vocational high schools (SMK) is held today, Monday (3/4). There are 1,327,246 SMK students of SMK implementing UN. Of this figure, 88.6% or 1,176,391 students conduct the UN via the Computer-Based National Examination (UNBK).

Head of Education Research Center, Ministry of Education and Culture (Kemdikbud), Nizam, said the UN today began with the subject of Indonesian. Its implementation was done concurrently according to schedule. He also urged the students not to cheat in the exam. For the second and subsequent days, the subjects tested are mathematics, English and vocational theory test.

While the high school (SMA/MA), will only run the UN next week, namely on Monday (10/4). The order of the subjects tested is the same as the SMK, namely, Indonesian, mathematics, English, and one elective according to the respective major.

Nizam mentioned although there are differences in the implementation of the UN between public schools and vocational high schools (SMK), students are asked not to worry. Because the framework and questions tested are different. So there will be no question leakage.

Server dan Internet Dominasi Pengaduan

Ujian nasional (UN) SMK berjalan lancar kemarin (3/4). Memang ada beberapa masalah yang muncul di lapangan. Namun, level pengaduan masalah itu masih minor. Didominasi masalah internet dan server. Secara keseluruhan, pengaduan yang masuk ke Kemendikbud mencapai 383. Pengaduan paling banyak berasal dari Provinsi Jawa Barat yang mencapai 85. Kemudian disusul Jawa Tengah (55), Sumatera Utara (37), dan Jawa Timur (32). Jenis pengaduan yang mendominasi adalah masalah infrastruktur di tingkat sekolah dan pusat sebanyak 148 (38 persen).

Kepala Biro Komunikasi dan Layanan Masyarakat (BKLM) Kemendikbud Ari Santoso menjelaskan, masalah infrastruktur UN itu terkait dengan server, perangkat komputer, atau jaringan internet. Masalah dalam pelaksanaan ujian nasional berbasis komputer (UNBK) kemarin antara lain muncul dari Makassar, Sulawesi Selatan. UNBK sempat tertunda 20 menit, karena masalah koneksi server. Diduga, penyebabnya adalah terjadinya lalu lintas akses yang cukup padat sehingga server kelebihan beban.

Masalah server juga dirasakan siswa peserta UNBK Kota Batam. Di SMK Negeri 1 Sagulung, server juga mengalami masalah. Akibatnya, 22 peserta ujian dalam satu ruangan harus menunggu 15 menit sebelum server kembali terhubung.

Sementara itu, Ketua Umum Ikatan Guru Indonesia (IGI) Muhammad Ramli Rahim menerangkan, dari jejaring IGI, masuk beberapa laporan masalah UNBK. Di antaranya di Riau sempat terjadi mati lampu. Kemudian, sempat pula terjadi masalah koneksi server. Tetapi, secara umum UNBK berjalan dengan lancar. Menurut Ramli, UNBK cukup efektif menekan potensi kecurangan. Untuk itu, di menyayangkan mengapa persentase siswa yang mengerjakan UNBK sekitar 88 persen. Jika kendalanya adalah infrastruktur komputer, seharusnya itu bisa diatasi.

Server and Internet Dominate Complaints

The SMK national exam (UN) went smoothly yesterday (3/4). There were some problems that arose on the ground. However, the complaint level was still minor.  They were dominated by internet and server problems. Overall, complaints coming into Kemendikbud reached 383. The most complaints came from the West Java Province, which reached 85. Then followed by Central Java (55), North Sumatra (37) and East Java (32). The types of complaints were predominantly infrastructure problems at the school and central levels totaling 148 (38 percent).

Head of Communications and Community Services (BKLM) Kemendikbud Ari Santoso explained the UN infrastructure problems were associated with servers, computers, or Internet network. Problems in the implementation of the computer-based national exam (UNBK) yesterday, among others arose from Makassar, South Sulawesi. UNBK was delayed 20 minutes due to server connection problems. Allegedly, the cause was the quite dense access traffic so that the server was overloaded.

The server problem was also felt by student participants of Batam City UNBK. At SMK Negeri 1 Sagulung, the server also experienced problems. As a result, 22 examinees in one room had to wait 15 minutes before the server was re-connected.

Meanwhile, Chairman of the Indonesian Teachers Association (IGI) Muhammad Rahim Ramli explained, from IGI networking, there were incoming reports on UNBK problems. Among others in Riau there had been a blackout. Then, there had also occurred a server connection problem. But, in general the UNBK ran smoothly. According to Ramli, UNBK was quite effective in suppressing potential fraud. To that end, he regretted why the percentage of students who did UNBK was about 88 percent. If the constraint was computer infrastructure, it could have been addressed.
