Sekolah Negeri Belum Memiliki Karakter Unggulan

Banyak sekolah swasta yang memiliki karakter unggulan, dan menjadi rujukan bagi sekolah swasta lainnya. Pernyataan tersebut diungkapkan oleh Menteri Pendidikan dan Kebudayaan (Mendikbud) Muhadjir Effendy usai melakukan peletakan batu pertama pembangunan fasilitas gedung baru Global Sevila Pulo Mas, di Jakarta, Rabu (5/4).

Hal itu, menurut Muhadjir bisa diterapkan di sekolah negeri. Kemendikbud memberikan kebebasan kepada sekolah untuk mengatur manajemen berbasis sekolah. Muhadjir menyatakan, manajemen berbasis sekolah akan diperkuat eksistensi sekolah dari pernana kepala sekolah (Kepsek), guru, komite sekolah, hingga lingkungan pendukung sekolah.

Muhadjir menegaskan, pendidikan di sekolah tidak hanya pendidikan kognitif saja. Tetapi harus memprioditaskan pendidikan karakter. Hal ini sesuai dengan program Nawacita pemerintahan Joko Widodo (Jokowi) dan Jusuf Kalla (JK). Hingga saat ini, dikatakan Muhadjir, penerapan program pembangunan karakter (PPK) di sekolah belum berjalan maksimal.

Dia menegaskan, hingga tahun 2019 mendatang, 80 persen sekolah telah menerapkan program pembangunan karakter. Terkecuali bagi sekolah yang belum siap infrastrukturnya. Lebih jauh Muhadjir menjelaskan, perubahan kurikulum tingat satuan pendidikan (KTSP) menjadi Kurikulum Tigabelas (K-13) mendasari konsistennya pemerintah pada pembangunan pendidikan karakter.

State Schools Do not Have Superior Characters

Many private schools have superior characters and become references for other private schools. The statement is disclosed by the Minister of Education and Culture (Mendikbud), Muhadjir Effendy on Wednesday (5/4) after the stone laying of the new school building facility, Global Sevila Pulo Mas in Jakarta.

According to Muhadjir, it could be applied in state schools. Kemendikbud gives freedom to schools to organize school-based management. Muhadjir states that school-based management will be strengthened by the existence of schools from the role of school principals (Kepsek), teachers, school committees, up to school supporting environment.

Muhadjir affirmed that education in schools is not merely cognitive education. But should also prioritize character education. This is in accordance with the Nawacita program of the Joko Widodo (Jokowi) and Jusuf Kalla (JK) administration.  Muhadjir said that to date, the implementation of the character development program (PPK) in schools is still not optimum.

He affirmed that by 2019, 80 percent of schools would already implement character development programs. Except for schools whose infrastructure is not ready. Furthermore Muhadjir explained that the changes from   the education unit level curriculum (KTSP) into the Curriculum Thirteen (K-13) underlies the consistency of the government in developing character education.

Tahun Depan Sisihkan Rp 10 T

Simpanan pokok dana abadi pendidikan bakal semakin gemuk. Sebab tahun depan pemerintah menargetkan, menyuntikan anggaran Rp 10 triliun. Nilai ini berlipat dibandingkan kucuran tahun ini yang hanya dipatok Rp 2,5 triliun.

Saat ini simpanan pokok dana abadi pendidikan atau dana pengembangan pendidikan nasional (DPPN) yang dikelola Lembaga Pengelola Dana Pendidikan (LPDP) mencapai Rp 21,5 triliun. Setiap tahun uang hasil pengelolaan digunakan untuk beasiswa, penelitian, dan dana darurat dibidang pendidikan. Tahun ini uang hasil pengelolaan yang digunakan untuk beasiswa mencapai Rp 3 triliun untuk 21 ribu penerima beasiswa di dalam maupun diluar negeri.

Menteri Riset, Teknologi, dan Pendidikan Tinggi (Menristekdikti) Muhammad Nasir mengatakan tahun depan pemerintah menargetkan kembali menyuntik simpanan pokok dana abadi pendidikan sebesar Rp 10 triliun.

Nasir menjelaskan alokasi dana abadi pendidikan itu diambil dari dana fungsi pendidikan. Nominal alokasi dana abadi tahun depan, meningkat cukup tajam dibandingkan dengan 2016 yang sebesar Rp 5 triliun. Kemudian tahun ini alokasi dana abadi pendidikan Rp 2,5 triliun. Peningkatan suntikan dana abadi pendidikan diharapkan bisa meningkatkan kualitas pendidikan dan riset. Pemanfaatan dana abadi pendidikan itu lebih fleksibel karena tidak terkena aturan kaku seperti pada APBN.

The principal of the education endowment fund would increase. This is because next year the government targets injecting a budget of Rp 10 trillion. This figure is quadrupled compared to this year’s disbursement that was only set at 2.5 trillion.

Currently the principal education endowment fund or the national education development fund (DPPN) managed by the Education Fund Management Institute (LPDP) has reached Rp 21.5 trillion. Each year the managed funds are used for scholarships, researches, and education emergency funds.  This year the managed proceeds are used for scholarships reaching Rp 3 trillion for 21 thousand recipients both inside and outside the country.

Minister of Research, Technology and Higher Education (Menristekdikti), Muhammad Nasir said that next year the government is targeting to inject principal education endowment fund totaling Rp 10 trillion.

Nasir explained that the allocation of the education endowment fund is set aside from the educational function fund. The nominal for next year’s endowment will sharply increase compared to 2016 which amounted Rp.5 trillion. Then this year the education endowment fund allocation is Rp. 2.5 trillion. The increased education endowment fund is expected to improve the quality of education and research. The utilization of the education endowment fund is more flexible because it is not affected by such rigid rules as in the state budget.

Guru Lancung di UN Langsung Dipecat

Guna meningkatkan kualitas dan kejujuran pelaksanaan ujian nasional (UN) yang tengah berlangsung, Menteri Pendidikan dan Kebudayaan (Mendikbud) Muhadjir Effendy mengeluarkan ancaman dan ultimatum bahwa para guru yang terbukti terlibat kecurangan dalam UN akan dipecat. Muhadjir meminta para guru untuk berhenti meracuni siswa dengan ketidakjujuran, seperti memberi kunci jawaban ujian nasional (UN) karena hasil UN sudah tak lagi menjadi syarat kelulusan siswa.

Muhadjir mengatakan laporan Ombudsman menyebutkan ada guru jual kunci jawaban pada USBN seharga Rp25 ribu per mata pelajaran. Sanksi ini dibuat agar ada efek jera. Guru yang terbukti berbuat curang, kami akan pecat. Muhadjir menyatakan sanksi pemecatan diberikan bagi guru pegawai negeri sipil (PNS) yang akan dikoordinasikan dengan Ditjen Guru dan Tenaga Kependidikan. Begitu pun dengan guru sekolah swasta, Muhadjir meminta yayasan untuk melakukan hal yang sama.

Ia mengingatkan peran guru amat penting sebagai hulu dalam membangun peradaban bangsa. Sebab jika gurunya di hulu telah kotor, akan sulit bagi kita membangun peradaban sehingga akan lahir para pengusaha yang tidak baik juga tokoh agama yang tidak baik karena guru seperti ini.

Mendikbud juga meminta para pihak termasuk orangtua yang menemukan bukti tindak kecurangan yang dilakukan guru, kepala sekolah, hingga dinas pendidikan untuk melapor. Tanpa dukungan masyarakat, upaya penegakan hukum itu tidak akan berjalan secara optimal.

 

 

Teachers Spurious at UN Will Directly Be Fired

To improve the quality and honesty of the implementation of the national exam (UN) currently being held, the Minister of Education and Culture (Mendikbud), Muhadjir Effendy issued threats and ultimatums that teachers who have been proven to be involved in fraud in the UN would be fired. Muhadjir asks teachers to stop poisoning/influencing students with dishonesty, such as providing the UN answer keys because the UN is no longer a prerequisite for graduation.

Muhadjir said that based on Ombudsman reports there are teachers selling USBN answer keys worth Rp25 thousand per subject. This sanction was made in order to have a deterrent effect. Teachers who are proven cheating will be fired. Muhadjir stated that the dismissal sanctions for civil servant (PNS) teachers will be coordinated with the Directorate General of Teachers and Education Personnel.  Muhadjir asked the foundations of private schools to impose similar sanctions against their cheating teachers.

He reminded the teacher’s role is very important as the upstream in the nation’s character building. If the teachers in the upstream are rotten/dirty, it will be difficult for us to build the civilization such that there will be born derelict businesspeople and also derelict religious figures because of teachers like these.

Mendikbud also asked all parties including parents to report if they find evidence of fraud committed by teachers, school principals and up to the education agencies. Without support of the community the law enforcement efforts will not run optimally.

Kemendikbud Dorong Kekhasan Sekolah

Kementerian Pendidikan dan Kebudayaan mendorong sekolah untuk menentukan ciri khas masing-masing. Kekhasan sekolah ini ditentukan sesuai dengan karakter dan keunggulan dari siswa. Menteri Pendidikan dan Kebudayaan Muhadjir Effendy mengatakan, dirinya menginginkan tiap-tiap sekolah punya kekhasan sendiri. Sekolah akan diberi kebabasan sesuai UU Sistem Pendidikan Nasional dengan manajemen berbasis sekolah.

Dia menjelaskan, kekhasan sekolah ini penting agar sekolah tingkat dasar dan menengah tidak hanya berkutat pada persoalan akademis. Ketika sekolah didorong punya kekhasan, manajemen sekolah akan mengadakan berbagai kegiatan positif agar potensi siswa tumbuh dan berkembang. Dengan demikian secara tidak langsung akan membentuk karakter peserta didik.

Sementara itu, Direktur Global Sevilla School Robertus Budi Setiono mengungkapkan, sekolah sudah terbangun sejak 14 tahun lalu dan baru 4 tahun terakhir mengembangkan pendidikan karakter. Dia menjelaskan, pendidikan karakter yang diajarkan ialah dimulai dari belajar memberi dan bebas belas kasihan serta pengendalian diri.

Kemendikbud Encourages Specificity of Schools

The Ministry of Education and Culture is encouraging schools to determine their respective characteristics.  This specificity of the school is determined in accordance with the character and excellence of the students. Minister of Education and Culture Muhadjir Effendy said he wants every school to have its own distinctiveness.  Schools will be given the freedom in accordance with the National Education System Law with school-based management.

He explained this peculiarity of the school is important so that elementary and secondary schools are not only focused on academic issues. When schools are encouraged to have distinctiveness, the school management will hold a variety of positive activities so that potentials of students grow and develop. Thus indirectly it would shape the character of students.

Meanwhile, Director of Global Sevilla School Robertus Budi Setiono said, the school has been built since 14 years ago and only in the last 4 years has it developed character education. He explained the character education taught starts from learning to give and be free to be merciful and have self-restraint.

Sekolah Antisipasi Listrik Padam

Pelaksanaan ujian nasional tahun ini yang dimulai tingkat SMK hingga Rabu (5/4), jauh dari isu kebocoran soal ataupun kunci jawaban. Pengaduan yang muncul lebih kepada didominasi kendala-kendala teknis di lapangan, terutama di sekolah-sekolah yang menggelar ujian nasional berbasis komputer (UNBK). Sekretaris Jenderal Federasi Serikat Guru Indonesia (FSGI) Retno Listyarti mengatakan, dari posko pengaduan FSGI di 29 kabupaten/kota, meski dilaporkan relatif lancar, tetapi ada kendala teknis dalam penyelenggaraan UNBK SMK. Selain itu, muncul keluhan sekolah yang kewalahan memenuhi sarana dan prasarana menggelar UNBK.

Menurut Retno, FSGI mengamati, munculnya kesalahan-kesalahan teknis di lapangan selain karena kesiapan komputer dan internet, juga karena pemerintah tidak menyiapkan proktor (orang yang bertanggung jawab mengendalikan server di satu sekolah) dengan baik. Menurut pengakuan beberapa proktor, dengan fasilitas sendiri yang terkadang jauh dari memadai.

Dari pantauan di lapangan, listrik padam menjadi salah satu gangguan utama penyelenggaraan UNBK. Hal ini dialami peserta UNBK di SMK Nurul Amanah, Bangkalan, Madura, pada sesi pertama, Rabu kemarin.

Sementara itu, sejumlah SMK di Kota Semarang, Jawa Tengah, semakin antisipatif terhadap kemungkinan pemadaman listrik saat UNBK. Sebab, pada Selasa lalu, listrik padam pukul 13.30 di sejumlah sekolah. Akibatnya, pelaksanaan ujian sesi ketiga mundur setengah jam, menjadi pukul 14.00-16.00.

Implementation of this year’s national exams that began with the vocational high school (SMK) level until Wednesday (5/4) was far from the issue of leakage of questions or answer keys. Complaints that appeared were predominantly technical obstacles on the ground, particularly in schools that hold the computer-based national exam (UNBK). Secretary General of the Federation of Indonesia Teachers’ Union (FSGI) Listyarti Retno said, from the FSGI complaints command posts in 29 regencies/cities, although reported to be relatively smooth, but there were technical constraints in the implementation of UNBK SMK. In addition, there were complaints on schools being overwhelmed in meeting equipment and infrastructure to hold UNBK.

According to Retno, FSGI observed, the emergence of technical errors on the ground in addition to the readiness of computers and the Internet, it was also due to the government not well preparing proctors (person responsible for controlling the server in a school).    According to some proctors, with their own facilities which are sometimes far from adequate.

From observation in the field, power outages became one of the major disruptions in UNBK implementation. This was experienced by UNBK participants in SMK Nurul Amanah, Bangkalan, Madura, in the first session on Wednesday.

Meanwhile, a number of SMKs in Semarang, Central Java, were more adaptable to the possibility of power outages during UNBK. Because, on Tuesday, the power went out at 13.30 in a number of schools. As a result, the implementation of the third session of the exam was postponed for half an hour, so it was 14:00 to 16:00.
