Pemerintah menyatakan pelaksanaan hari pertama ujian nasional (UN) tingkat sekolah menengah atas (SMA)/madrasah Aliyah (MA) secara umum berjalan lancar. Hal itu diungkapkan Inspektur Jenderal Kementerian pendidikan dan kebudayaan (Kemendikbud) Daryanto.

Meskipun demikian, masih terdapat beberapa catatan, mulai dari keterbatasan jumlah komputer hingga kekhawatiran terkait pasokan listrik. Daryanto mengaTAKAN, pada hari pertama UN SMA/MA terdapat 46 pengaduan masyarakat yang meliputi kritik dan saran penyelenggaraan UNBK, kebocoran soal dengan beredarnya kunci jawaban, hingga terganggunya sistem kelistrikan.

Daryanto memastikan, pemerintah akan menindaklanjuti semua masalah terkait UN sampai tuntas. Pemerintah menyiapkan lima posko, yakni Badan Standar Nasional Pendidikan (BNSP), Balitbang, serta Biro Komunikasi dan Layanan Masyarakat (BKLM).

Kepala BKLM Ari Santoso mengatakan, BKLM menerima laporan sebanyak 98 kendala teknis pada pelaksanaan UNBK. Namun, lanjutnya, jumlah tersebut kecil jika dibandingkan jumlah sekolah yang mengikuti UN yang mencapai 30 ribu lebih.

Sementara, Sekretaris BNSP Kiki Yuliati mengatakan, sejumlah daerah melaporkan permasalahan administrasi pengindukan penyelenggaraan UN. Hal itu disebabkan pengalihan kewenangan sekolah dari kabupaten/kota ke provinsi yang masih belum selesai.

The government declared the first day of implementation of the national exam (UN) of the senior high school (SMA) /Madrasah Aliyah (MA) level to generally run smoothly. This was expressed by the Inspector General of the Ministry of Education and Culture (Kemendikbud) Daryanto.

Nevertheless, there are still some notes, ranging from the limited number of computers to concerns related to electricity/power supply.   Daryanto said, on the first day of UN SMA/MA there were 46 public complaints which include criticisms and suggestions on organizing the UNBK, question leakage with the circulation of answer keys, to disruption of the electrical system.

Daryanto ensured that the government will follow up on all issues related to the UN to completion. The government set up five command centers, namely the National Education Standards Agency (BNSP), Research and Development, as well as the Bureau of Communications and Community Services (BKLM).

BKLM head Ari Santoso said BKLM received reports about 98 technical constraints during the implementation of UNBK.   However, he added, the figure is small compared to the number of schools that follow the UN which reached over 30 thousand.

Meanwhile, BNSP Secretary Kiki Yuliati said, some regions reported administration problems of UN organization.  This was due to the incomplete transfer of school authority from the regency/city to the province.

Semangat Siswa Kendur dalam menghadapi UN

Dulunya Ujian Nasional (UN) sebagai moment menghantui para siswa SMA sebab UN sebagai penentu mereka untuk lulus atau tidak. Pada tahun 2001, siswa kelas 12 di Jambi nekat bunuh diri setelah dinyatakan gagal dalam UN, sedangkan beberapa siswa lainnya dilaporkan stress secara psikologis.

Tapi di tahun 2015, UN yang dulunya ditakuti tidak lagi digunaka sebagai penentu untuk lulus SMA.

Rizky Nauli, seorang pelajar kelas 12  di SMA Negeri 3 Jakarta, di Setiabudi, Jakarta Selatan, mengaku tidak mempersiapkan banyak hal untuk ujian nasional berbasis komputer (UNBK), yang akan dimulai pada hari Senin (10/4) hingga Kamis (13/4).

Ia mengatakan dirinya tidak banyak belajar menjelang UNBK. Situasi ini berbeda dari ketika ia akan menghadapi USBN (Ujian Sekolah Berbasis Nasional) kerena ia belajar hingga larut malam dan bahkan membaca buku yang jarang ia sentuh.

USBN merupakan bentuk ujian baru yang diperkenalkan tahun ini oleh Kementerian Pendidikan dan Kebudayaan. USBN menggantikan UN sebagai salah satu penentu kelulusan, ditambah dengan ujian praktek, ulangan harian dan sikap siswa selama disekolah.

Berbeda dengan UN, USBN dikelola oleh pemerintah daerah. Dengan demikian, isi dari ujian tidak lagi dirancang oleh Kemendikbud, tetapi dirancang oleh guru yang tergabung dalam Musyawarah Guru Mata Pelajaran (MGMP) dikabupaten dan kota masing-masing. Akibatnya, para siswa SMA diwajibkan untuk mengikuti kedua ujian tersebut yaitu USBN dan UN mulai tahun ini.

Kemendikbud mengakui bahwa para siswa kurang memperhatikan dalam UN dan UNBK. Namun, juru bicara Kemendikbud, Ari Santoso, mengatakan tidak ada yang bisa dilakukan oleh Kemendikbud tentang hal tersebut. Sebab hal tersebut tergantung kepada siswa itu sendiri. Keputusan untuk mengikuti ujian secara serius harus berasal dari kemauan mereka sendiri.

The national exam (UN) used to be kind of boogeyman for senior high school students as it determined whether or not they graduated. In 2001, a 12th grader in Jambi committed suicide after failing the national exam, while other students reportedly from psychological stress.

But since 2015, the once-dreaded national exam is no longer used as a determinant for high school graduation.

Rizky Nauli, a final-year student at state senior high school SMAN 3 Jakarta in Setiabudi, South Jakarta, admitted that he had not prepared much for the computer-based national examination (UNBK), which started on Monday and will last until Thursday.

He said he did not study much ahead of the UNBK. The situation is different from when he was about to face the USBN [national standardized school examination] as he studied until late at night and even read books he rarely touched.

The USBN is a new form of exam introduced this year by the Cultural and Education Ministry. It replaces the national exam as one of the determinants for graduation, along with practical examinations, daily test and student attitudes during school term.

Unlike the UN, the USBN is managed by regional administrations. As such, the content of the exams is no longer designed by the ministry, but is instead designed by teachers grouped under the Teacher Development Network (MGMP) in regencies and municipalities. As the result, high school students have to take booth the USBN and UN starting this year.

The Culture and Education Ministry acknowledged that students had been paying less attention to UN and the UNBK. However, a ministry spokesperson, Ari Santoso, said there was nothing they could do about it. It all depends on the students themselves. The decision to take the exams seriously must come from their own will.

Meskipun pemerintah telah menerima sejumlah pengaduan terkait dugaan adanya pelanggaran dalam pelaksanaan ujian nasional (UN) untuk tingkat sekolah menengah atas (SMA), namun beberapa daerah melaporkan bahwa pelaksanaan UN SMA yang digelar sejak Senin kemarin itu berjalan relatif lancar.

Senin sore, Kementerian Pendidikan dan Kebudayaan (Kemendikbud) menerima sebanyak 17 pengaduan dari berbagai daerah, yang delapan di antaranya adalah terkait isu kebocoran soal dan peredaran kunci jawaban di wilayah Sumatera dan Jawa.

Inspektur Jendral Kemendikbud Daryanto mengatakan kepada pers pada Senin (10/4) bahwa pemerintah akan menyelediki laporan-laporan tersebut secara “hati-hati”, sebab dugaan adanya pelanggaran tersebut masih belum jelas apakah terjadi dalam ujian nasional berbasis komputer (UNBK) atau kertas pensil (UNKP).

Daryanto mengatakan, mereka yang melaporkan ke Kemendikbud tidak melaporkan secara spesifik apakah dugaan pelanggaran yang mereka temukan itu ada dalam UNBK atau UNKP. Dalam pelaksanaan UNBK, seharusnya tidak ada kebocoran karena naskah soal baru bisa dibuka 30 menit sebelum ujian dimulai.

Ketika UNBK mulai diperkenalkan pada 2014, pemerintah merasa optimistis bahwa UNBK tidak rentan terhadap kecurangan. Namun, dalam laporan tahunan, terutama berasal dari Ombudsamn Indonesia, menunjukan bahwa pelaksanaan UNBK belum bebas dari kecurangan.

Tahun ini juga genap tiga tahun bahwa nilai UN tidak lagi digunakan untuk menentukan kelulusan siswa. Dalam tahun ini juga pemerintah memperkenalkan Ujian Sekolah Berbasis Nasional (USBN) untuk menggantikan ujian sekolah setelah ditemukan banyaknya sekolah yang memanipulasi nilai siswa agar mereka bisa lulus.

Although the government has received a number of complaints related to allegedly illicit practices, regions have otherwise reported a relatively smooth implementation of the national exams for senior high schools students starting on Monday.

As of Monday afternoon, the Culture and Education Ministry had received 17 complaints from various regions, eight of which were related to alleged leaks of material and answer keys in Sumatera and Java.

Ministry inspector general Daryanto told the press on Monday that the government was “careful” in investigating the reports because it was still unclear whether the alleged violations took place during the computer-based or paper-based test.

Daryanto said those who reported to the ministry did not specify whether they found the practices in the computer-based or the paper-based test. Basically there should be no cheating in the computer-based test, as schools can only open the material 30 minutes before the exams start.

When introducing the computer-based exams in 2014, the government was optimistic that the exams were not vulnerable to cheating, although annual reports, especially from the Indonesian Ombudsman, have shown that their implementation has yet to be free from malpractice.

This year also marks the third year the national exam scores will not used to determine student’s graduation. The government has introduced this year the national standardized school exams (USBN) to replace school exams after discovering that many schools had fabricated their scores to ensure graduation.

UNBK SMA Masih Terkendala

Pelaksanaan ujian nasional berbasis komputer (UNBK) masih diliputi banyak kendala. Hal tersebut ditemukan di sejumlah daerah seperti di Surabaya, puluhan siswa SMA 17 Agustus 1945 (Smatag) Surabaya harus menunggu hingga 45 menit untuk memulai proses UNBK karena sekolah harus menginstalasi ulang server jaringan komputer yang tiba-tiba mati.

Kejadian serupa juga terjadi di SMA Negeri 1 Ngemplak, Kabupaten Sleman, Yogyakarta. Pelaksanaan UNBK pada hari pertama di sekolah itu terpaksa tertunda sekitar 30 menit karena server di sekolah tiba-tiba mati. Kepala SMAN 1 Ngemplak, Basuki Jaka Purnama, berharap pada hari kedua hingga terakhir, kendala teknis tidak lagi terjadi guna menghindari beban psikologis siswa karena harus terlambat mengerjakan soal.

Sementara itu, anggota Ombudsman RI Ahmad Suaedy mengatakan, secara umum pelaksanaan UNBK SMA telah berjalan dengan baik meskipun ada laporan-laporan terkait listrik dan internet. Persoalan listrik, lanjutnya, seharusnya sudah dikoordinasikan sejak awal dengan PLN, sehingga tidak terjadi pemadaman listrik di kala peserta didik tengah menghadapi ujian.

Sedangkan untuk jaringan internet dan ketersedian komputer, tambahnya, seharusnya disediakan alternatif pilihan sejak awal. Ia pun menyayangkan jika ada sekolah yang memaksakan ikut UNBK meskipun secara insfrastruktur belum memenuhi. Sering kali sekolah memaksakan untuk mengikuti UNBK karena dingin dianggap sekolah maju.

The implementation of Computer-Based National Exam (UNBK) is still facing problems. These were found in a number of regions including in Surabaya. Tens of students of   SMA 17 Agustus 1945 (Smatag) Surabaya had to wait for 45 minutes to start the UNBK process. This was due to the schools having to reinstall the server for the computer network that went off accidentally.

This same problem also occurred in SMA Negeri 1 Ngemplak, Sleman Regency, Yogyakarta. On the first day of the exam, the implementation of UNBK in this school was postponed for around 30 minutes because the school server accidentally went off. The head of SMAN 1 Ngemplak, Basuki Jaka Purnama, expected that there would be no more technical problem on the second to last days. This was to avoid the students’ psychological tensions, because they were late in answering the questions.

Meanwhile, the member of Ombudman RI, Ahmad Suaedy, said that the UNBK for SMA ran smoothly even though there were reports relating to the electricity and the internet. The electricity matters should be coordinated to PLN from the beginning. Therefore, no more power outage should occur while the students were taking the exam.

He also added that there should have been alternative choices in regard to the internet network and the computer availability from the beginning. He felt disappointed if schools were being forced to implement the UNBK even though they did not meet the requirements in terms of the infrastructure. This was because of their desire to be considered as an advanced school.

46 Laporan Warnai UN SMA

memasuki hari pertama ujian nasional (UN) tingkat SMA sederajat, Kementerian Pendidikan dan Kebudayaan (Kemendikbud) menerima 46 laporan dari masyarakat. Kebanyakan laporan seputar penyelenggaraan UN berbasis komputer (UNBK), termasuk adanya dugaan kebo­coran soal.

Inspektorat Jenderal Kemendikbud Daryanto pada konferensi pers tentang UN di Kantor Kemendikbud, Jakarta, kemarin, mengatakan, dari 46 laporan terdapat 17 laporan berbentuk aduan, di antaranya 8 aduan kebocoran soal UNBK. Empat laporan dugaan kebocoran berasal dari Sumatra dan empat aduan lain dari Jawa.

Daryanto menyatakan secara umum penyelenggaraan UN lancar. Berdasarkan data Kemendikbud, sebanyak 1.812.175 pelajar dari 20.557 SMA dan madrasah aliah (MA) mengikuti UN 2017. Dari jumlah itu, 1.144.411 pelajar dari 9.650 SMA mengikuti UNBK. Sisanya yakni 667.764 dari 10.907 SMA mengikuti UN kertas dan pensil (UNKP). Dijadwalkan, UN SMA sederajat berlangsung sampai 13 April 2017.

Dalam kesempatan itu, Sekretaris Badan Standar Nasional Pendidikan (BSNP) Kiki Yuliati menilai pelaksanaan UN tahun ini, khususnya UNKP, lebih berat karena sejumlah daerah melaporkan permasalahan administrasi pengindukan penyelenggaraan UN. Hal itu disebabkan dampak pengalihan kewenangan pendidikan menengah SMA dan SMK dari kabupaten dan kota ke tingkat provinsi.

Dalam kesempatan terpisah, Kepala Pusat Penilaian Pendidikan Balitbang Kemendikbud, Nizam, berharap pelaksanaan UNBK untuk tingkat SMA berjalan lancar karena soal-soal untuk SMA lebih sederhana dan tidak menggunakan video animasi sehingga bisa diakses berbagai komputer dengan ragam spesifikasi berbeda.
Nizam mengaku bersyukur karena laporan kecurangan jauh lebih kecil daripada tahun lalu.

Day One Sees 46 Reports on UN SMA

The Ministry of Education and Culture (Kemendikbud) received 46 reports from communities on the first day of the National Exam (UN) for SMA. The majority of the reports were related to the implementation of the Computer Based National Exam (UNBK) and the allegations of leaked questions.

In the press conference regarding UN in Kemendikbud Office, the General Inspectorate of Kemendikbud, Daryanto, said that 17 of the 46 reports were complaints. Of these 17 complaints, 8 were about leaked UNBK questions, four complaints from Sumatra and the other four from Java.

Daryanto stated that in general, the implementation of UN had run smoothly. According to Kemendikbud data, 1,812,175 students from 20,557 SMA and Islamic Senior High Schools (MA) took UN 2017. Of such numbers, 1,144,411 students from 9,650 SMA took the UNBK, the remaining 667,764 students from 10,907 SMA taking the Paper and Pencil National Exam (UNKP).  The UN of the Senior High School and the equivalent is scheduled to run until April 13, 2017.

On this occasion, the Secretary of the National Standards Agency of Education (BSNP), Kiki Yuliati, found that the implementation of UN 2017, especially UNKP, faced more serious issues because several regions reported problems in regard to administration of the UN implementation.  This was due to the transfer of authority for higher educations (SMA and SMK) from the regency and city levels to the provincial level.

On a different occasion, The Head of Education Assessment Center (Puspendik) of Balitbang Kemendikbud, Nizam, expected that implementation of the UNBK for SMA to run smoothly. This was due to the questions for SMA being simpler and with no video animation. Therefore, all types of computers with different specifications could access the questions. In addition, Nizam was pleased that there were fewer reports of cheating than last year.
