Kampus Wajib Tangkal Radikalisme

Kampus diyakini memiliki potensi sebagai sarana atau pintu gerbang masuknya paham radikalisme melalui pendidikan. Karena itu, perguruan tinggi memiliki kewajiban untuk menangkal agar hal tersebut tidak menjadi kenyataan. Menteri Riset, Teknologi, dan Pendidikan Tinggi (Menristek Dikti) M Nasir mengungkapkan pernyataan tersebut menanggapi deklarasi 55 perguruan tinggi keagamaan Islam negeri (PT-KIN), Selasa (2/5), sebagai respons atas merebaknya intoleransi, radikalisme, dan terorisme di masyarakat, termasuk di kampus.

Selaras dengan deklarasi 55 PT-KIN, M Nasir pun mengajak seluruh perguruan tinggi baik negeri maupun swasta yang berada di bawah kewenang-an Kemenristek Dikti untuk mendeklarasikan antiradikal-isme, NKRI harga mati, Pancasila, dan UUD 1945 sebagai pandangan hidup masyarakat di Indonesia.

Nasir menambahkan yang harus dipahami, apabila terjadi radikalisme, berarti kita tidak menerima perbedaan. Di Indonesia tidak bisa seperti itu karena kita hidup di antara keberagaman. Jadi, mari bersama-sama kita tangkal paham yang bisa merusak generasi bangsa di masa depan. Situasi dan perkembangan sosial politik di Indonesia, terutama saat pilkada DKI Jakarta beberapa waktu lalu, menurut Nasir itu, diperkirakan menjadi pemicu kembali mencuatnya isu radikalisme di kalangan masyarakat.

Dijelaskan Nasir menangkalnya pun mesti lewat jalur pendidikan. Sejak 2016, Kemenristek Dikti sebenarnya sudah mengeluarkan surat edaran untuk menangkal radikalisme itu melalui pendidikan bela negara dan wawasan kebangsaan. Di dalam implementasi, masih kata Menristek, mahasiswa diberikan pemahaman mengenai pentingnya menjaga nilai-nilai kebangsaan dan memperkuat nasionalisme demi menjaga keutuhan NKRI. Perguruan tinggi juga diwajibkan untuk melarang kegiatan apa pun yang berbau radikalisme.

Mandatory for Campuses to Avert Radicalism

The campus is believed to have the potential as a means or gateway for the entrance of radicalism through education. Therefore, higher education institutions have an obligation to ward it off so that it does not come true.  Minister of Research, Technology and Higher Education (Menristek Dikti), M Nasir stated this responding to the declaration of 55 state Islamic religious colleges (PT-KIN) on Tuesday (2/5) in response to the outbreak of intolerance, radicalism and terrorism in society, including on campuses.

In line with the declaration of the 55 PT-KIN, M Nasir also invites all universities both public and private under the authority of Kemenristek Dikti to declare anti-radicalism, the Unitary State of the Republic of Indonesia as the only choice, Pancasila and the 1945 Constitution as the people’s outlook of life in Indonesia.

Nasir added what must be understood, if radicalism occurs, is that we do not accept differences. In Indonesia it cannot be like that because we live in the midst of diversity. So, let us jointly tackle the notion that could damage the nation’s future generation.  The socio-political situation and developments in Indonesia, especially during the recent DKI Jakarta gubernatorial elections, according to Nasir, is estimated to trigger the re-emergence of the issue of radicalism among the people.

Nasir explained that to ward it off, it should be through the education path. Since 2016, Kemenristek Dikti has actually issued a circular to ward off such radicalism through the state defense education and national insight. In the implementation, Menristek Dikti continued, that university students are given an understanding of the importance of upholding the values of nationalism and strengthening nationalism for the sake of maintaining the unity of the Unitary State of the Republic of Indonesia (NKRI). Universities are also required to prohibit any activity whatsoever that is inclined to radicalism.

Empat Bulan Belum Gajian

Pengalihan pengelolaan SMA dan SMK dari pemkab/pemko ke pemerintah provinsi mulai awal tahun ini, masih menyisakan masalah.  Kementerian Pendidikan dan Kebudayaan (Kemendikbud) masih terus menerima laporan guru honorer di SMA/SMK negeri yang belum menerima gaji hingga akhir April lalu. Artinya, sudah empat bulan sebagian guru honorer tidak menerima gaji.

Menteri Pendidikan dan Kebudayaan (mendikbud) Muhadjir Effendy mengatakan, sebenarnya pihaknya sudah membuat surat edaran yang memperbolehkan penggunaan dana bantuan operasional sekolah (BOS) untuk gaji guru. Tapi, masih ada banyak sekolah yang takut menerapkan aturan tersebut karena khawatir menjadi temuan dari audit keuangan oleh badan pemeriksa keuangan (BPK).

Sementra itu, Ketua Umum Ikatan Guru Indonesia (IGI) Muhammad Ramli Rahim mengatakan, Kemendikbud boleh saja menyebut sudah memberikan izin penggunaan dana BOS untuk gaji guru honorer. Namun, akar masalah tersendatnya gaji guru honorer adalah belum cairnya dana BOS di sekolah-sekolah.  Dia berharap Kemendikbud mengecek distribusi dana BOS di daerah. Jangan sebatas menerima laporan bahwa dana BOS sudah sampai di tingkat provinsi.

Selain itu, Ramli menambahkan, provinsi saat ini sedang melakukan evaluasi jumlah guru honorer. Hampir di seluruh provinsi, jumlah guru honorernya berlebih.  Ramli berharap pemerintah provinsi segera menetapkan guru-guru honorer yang kembali direkrut untuk mengisi kebutuhan. Supaya nasib gajinya tidak digantung seperti sekarang.

Four Months Not Received Salary

The transfer of SMA and SMK management from the regency/ city administration to the provincial administration which started early this year still leaves issues. The Ministry of Education and Culture (Kemendikbud) continues to receive reports of temporary teachers in state high schools /vocational high schools who have not received salaries until the end of April. That means it is already four months that some temporary teachers had not received their salaries.

Mendikbud, Muhadjir Effendy said that in fact his ministry has made a circular letter that allows the use of school operational assistance funds (BOS) to pay teachers’ salaries. However, there are still many schools that are reluctant to apply the rule for fear of becoming the findings of a financial audit by the financial auditing body (BPK).

Meanwhile, Chairman of the Indonesian Teachers Association (IGI), Muhammad Ramli Rahim said that the Kemendikbud may just mention that it has given permission to use the BOS funds for the salaries of temporary teachers. However, the root problem of the delay of the temporary teachers’ salary is because of BOS funds that have not been received by schools. He hopes that Kemendikbud could check the distribution of BOS funds in the regions. Do not just accept reports that BOS funds have reached the provincial level.

In addition, Ramli added that the province is currently evaluating the number of temporary teachers. In almost all provinces, the number of temporary teachers is excessive. Ramli hopes the provincial administration would soon assign the recruited temporary teachers to fill the needs. So that the status of their salaries would be certain, unlike now.

LIPI Desak Pemerintah Atasi Masalah Diskriminasi

Lembaga Ilmu Pengetahuan Indonesia (LIPI) mendesak pemerintah untuk segera menerapkan peraturan-peraturan yang ada di dalam Undang-undang (UU) Anti-Diskriminasi untuk diadopsi kedalam UU Pemilu di tengah sentimen suku, agama, ras dan antar-golongan (SARA) yang berkepanjangan menyusul Pilkada DKI Jakarta yang menyebabkan terpolarisasinya masyarakat.

Peneliti bidang politik LIPI, Irine Hiraswari Gayatri, dalam sebuah diskusi pada hari Rabu (3/4) mengatakan, eksploitasi sentimen SARA selama masa kampanye Pilkada DKI Jakarta terhadap Gubernur DKI Jakarta Basuki Tjahaja Purnama (Ahok), seorang keturunan Tionghoa pemeluk agama Kristen, tidak bisa dianggap remeh.

Masalah tersebut, ungkap Irine, telah menimbulkan kerugian bagi negara, sebab tidak hanya berpengaruh terhadap pemilih di Jakarta, tetapi juga masyarakat di daerah lain, termasuk anak-anak. Karena, ucapan-ucapan diskriminatif terhadap gubernur itu tersebar luas melalui media sosial, spanduk dan masjid di beberapa kota.

Irine memberikan sebuah contoh ujaran kebencian yang dilakukan seorang anak sekolah dasar (SD) di Jagakarsa, Jakarta Selatan, yang dituangkan dalam sebuah pantun yang isinya mengatakan bahwa umat Islam seharusnya tidak memilih Ahok.

Terlepas apa pun hasilnya, imbuhnya, Pilkada DKI Jakarta berpengaruh kurang baik terhadap masyarakat, karena mengajarkan bahwa keberagaman itu buruk. Rasa persatuan semakin luntur saat orang-orang terpengaruh untuk mempercayai bahwa seorang pemimpin harus beragama Islam, meskipun hal tersebut dalam kontek untuk memilih seorang gubernur, bukan seorang imam shalat.

Pada Selasa kemarin, Yayasan Cahaya Guru, sebuah lembaga swasta yang fokus di bidang pelatihan guru, menyampaikan, Pilkada DKI Jakarta telah memengaruhi siswa di beberapa daerah. Hal itu terlihat ketika diadakannya pemilihan ketua OSIS (organisasi siswa intra sekolah).

Mengutip laporan resmi dari Kementerian Pendidikan dan Kebudayaan(Kemdikbud), Ketua Yayasan Cahaya Guru, Henny Supolo, mengatakan, sejumlah siswa di beberapa sekolah di Singkawang, Kalimantan Barat, dan Salatiga, Jawa Tengah, mengatakan bahwa mereka tidak ingin memiliki ketua OSIS yang non-Muslim.

Irine menambahkan, eksploitasi SARA tersebut dapat terus berlanjut pada Pilkada serentak 2018 dan Pilpres 2019, terutama di wilayah-wilayah mayoritas Muslim seperti Jawa Barat, jawa Timur, Sulawesi Selatan, dan Sumatera Barat. Untuk itu, lanjut Irine, pemerintah perlu segara mengadopsi peraturan-peraturan yang ada di dalam UU No. 40/2008 tentang Penghapusan Diskriminasi dan Ras ke dalam UU Pilkada dan Pemilu.

LIPI urges govt to tackle discrimination issues

The Indonesian Institute of Sciences (LIPI) has urged the government to immediately in corporate regulations stipulated under the Anti- Discrimination Law into existing election laws amid lingering ethnic, religious, racial and social group (SARA) sentiments among the public following the divisive Jakarta gubernatorial election.

LIPI political researcher Irine Hiraswari Gayatri said in a discussion on Wednesday that the exploitation of SARA sentiments against Jakarta Governor Basuki “Ahok” Tjahaja Purnama, a Christian of Chinese descent, during the campaign season was not a frivolous matter.

This issue, she said, had cost the nation, as it not only affected Jakarta voters, but also citizens in other regions, including children, as discriminatory remarks against the governor were widely spread through social media platforms, at mosque and on banners across the city.

Citing an example of hate speech, Irine said she saw an elementary school student in Jagakarsa, South Jakarta, who made a pantun (quatrain reading) that said Muslims should not vote for Ahok.

She said the Jakarta election, regardless of its result, severely impacted residents, as it taught them diversity is bad. A sense of unity has left as people were influenced [to believe] that a leader must be Muslim, even though the election was about voting for governor, not an imam for shalat.

On Tuesday, non-governmental group Cahaya Guru Foundation, which specializes in training teachers, suggested that the Jakarta election affected how students in some regions elected leaders for official student organizations (OSIS).

Citing an official report from the Culture and Education Ministry, Henny Supolo, chairwomen of the foundation, said several students in some schools in Singkawang, West Kalimantan, and Salatiga, Central Java, said they did not want to have non-Muslim OSIS leaders.

Irine added that with the upcoming regional election in 2018 and presidential election in 2019, the exploitation of SARA issues could continue, especially in Muslim-majority regions, such as West Java, East Java, South Sulawesi and West Sumatra. For that reason, Irine said, the government needs to quickly incorporate regulations under Law No. 40/2008 on Elimination of Racial and Ethnic Discrimination in both its regional and national election laws.

SMP Negeri belum Mampu Gelar UNBK

DARI 165 SMP, hanya 8 yang menyelenggarakan ujian nasional berbasis komputer (UNBK) di Kabupaten Bandung Barat. Itu pun semuanya sekolah swasta. Sementara itu, sekolah negeri menggelar UN berbasis kertas pensil (UNKP).

Kepala Dinas Pendidikan Bandung Barat Imam Santoso mengungkapkan hal itu karena keterbatasan anggaran pemenuhan unit komputer.

Imam menjelaskan bahwa sekolah negeri ini siswanya banyak sekali. Bisa dibayangkan kalau rata-rata jumlah siswa di tiap sekolah ada 400 orang. Kalau dihitung jika UNBK dibagi dalam tiga sesi berarti setiap sesi ada 135 siswa yang ikut UNBK, sementara sekolah negeri rata-rata paling hanya mempunyai 40 unit komputer.

Kendala lainnya, kata dia, setiap tahun rombongan pelajar di seluruh sekolah negeri terus bertambah, tapi tak diimbangi dengan sarana dan prasarana, terutama komputer. Kendati demikian, lanjut Imam, pada tahun depan pihaknya akan berusaha mencari solusi agar bisa mendapatkan anggaran baik dari pusat, provinsi, maupun pemda agar minimal ada 5-8 SMP negeri yang bisa jadi percontohan sebagai sekolah yang melaksanakan UNBK.

Sementara itu, tiga SMP negeri di Kota Cirebon yang mengikuti UNBK harus menumpang di sekolah lain. Sebanyak 370 siswa dari SMP 5 Kota Cirebon menumpang di SMK Wahidin. Sementara itu, siswa SMP Negeri 1 menumpang di SMK 1 dan siswa SMP Negeri 8 menumpang di SMA Negeri 4 Kota Cirebon. Sementara itu, tujuh sekolah swasta, menurut Jaja, melaksanakan UNBK secara mandiri.

State SMP Unable to Implement UNBK

Of 165 SMP, There were only eight schools that could implement the Computer-Based National Exam (UNBK) in West Bandung Regency; all were private schools. Meanwhile, the state schools held the Paper-Based National Exam (UNKP).

The Head of Education Office of West Bandung, Imam Santoso, revealed that this was due to budget limitations restricting the number of computer units.

Imam explained that state schools have a high number of students. Imagine, for instance, that on average there are 400 students in each school, split into three sessions to take the UNBK. That still means some 135 students per session, whereas on average state schools only have around 40 units of computers.

The other problem, he said is that the number of students across Indonesia continues to increase every year, this creating an imbalance with the facilities and infrastructure, mainly computers. Even so, Imam said that his authority was going to find the solution in order to obtain budget from both central and provincial government, as well as pemda. Through this, there were a minimum of 5-8 state SMP that able to be part of the pilot project as schools implementing UNBK.

Meanwhile, three state SMP in Cirebon who took the UNBK should request staying in other schools: 370 students of SMP 5 Kota Cirebon were placed in SMK Wahidin, the students of SMP Negeri 1 were placed in SMK 1, and the students of State SMP 8 were placed in State SMA 4 Kota Cirebon. According to Jaja, seven private schools independently held the UNBK.

 

 

 

 

 

Kemristekdikti: RI Belum Punya Cetak Biru Pendidikan

Dirjen Sumber Daya Iptek Dikti Kementerian Riset, Teknologi, dan Pendidikan Tinggi (Kemristekdikti), Ali Ghufron Mukti, mengatakan, ketimpangan guru dan tenaga produktif lainnya di setiap daerah masih sangat tinggi. Ini terjadi karena Indonesia belum memiliki cetak biru pendidikan sebagai pemataannya.

Belum adanya cetak biru ini membuat Lembaga Pendidikan Guru dan Tenaga Kependidikan (LPTK) mencetak banyak tenaga pendidik tanpa mempertimbangkan kebutuhan di lapangan dan tidak relevan. Hal ini menyebabkan jumlah guru meningkat, namun untuk program studi tertentu tetap mengalami kekurangan.

Untuk itu, lanjut Ghufron, pihaknya mulai melakukan pemetaan terhadap hasil ujian nasional (UN) dan uji kompetensi guru (UKG) untuk mengukur kemampuan guru, disamping melalui program pendidikan profesi guru (PPG). Hasil pemetaan itu akan didiskusikan dengan Kementerian Pendidikan dan Kebudayaan (Kemendikbud) agar dapat secara bersama-sama membangun sumber daya manusia (SDM) tenaga pendidik yang berdaya saing tinggi sesuai dengan kebutuhan.

Sebagai amanah dalam memajukan pendidikan Indonesia, Kemenristekdikti meluncurkan tujuh program unggulan, diantaranya Pendidikan profesi guru (PPG), program Portal Kerja Publikasi Ilmiah Dosen Science and Technology Index (Sinta) dan Rekognisi Pembelajaran Lampau (RPL). Selain itu, diluncurkan juga Klinik Sistem Penjaminan Mutu Internal (SPMI) mobile, Sistem Informasi Terintegrasi (Sister), rencana induk pembangunan SDM Iptek dan Dikti, dan Teaching Industry.

Kemristekdikti: RI Lacks a Blueprint for Education

Dirjen of Iptek Dikti Human Resources of The Ministry of Research, Technology, and Higher Education (Kemristekdikti), Ali Ghufron Mukti, said that the imbalance of teachers and other productive personnel in virtually every region was still high. This was due to Indonesia not having a blueprint as it’s still mapping.

Considering there was no blueprint for this matter, Educational Institution of Teachers and Education Personnel (LPTK) has resulted in numerous educational personnel without taking into account the needs in the field and thus not relevant. Therefore, the number of teachers increases but a shortage remains for certain study programs.

In regard to this, Ghufron stated that his department has started to map the results of the National Exam (UN) and Teacher Competency Test (UKG) to measure teachers’ competence, as well as through the educational program of the teaching profession (PPG). The results of this mapping would be discussed with the Ministry of Education and Culture (Kemendikbud) in order to together build human resources (SDM) of educational personnel that are highly competitive in accordance with the need.

To advance education in Indonesia, Kemenristekdikti has released seven excellence programs, consisting of Teacher Profession Education (PPG), Work Portal Program of Lecturer Scientific Publications of Science and Technology Index (Sinta) and Recognition of Prior Learning (RPL). In addition, several other programs have also been released: Clinic of Internal Quality Assurance System (SPMI) mobile, Integrated Information Systems (Sister), master plan of SDM Iptek and Dikti development, and Teaching Industry.
