Siswa Taruna Nusantara Dihukum Sembilan Tahun Penjara

Majelis Hakim Pengadilan Negeri (PN) Mungkid, Kabupaten Magelang, Jumat (5/5), memutuskan bersalah seorang siswa SMA Taruna Nusantara berusia 16 tahun karena telah membunuh teman sekolahnya. Atas perbuatanya itu, pengadilan menjatuhkan hukuman sembilan tahun penjara.

Putusan pengadilan itu terkait pembunuhan terhadap siswa berusia 15 tahun, Krisna Wahyu Nurachmad, pada tanggal 31 Maret dini hari. Sidang yang dipimpin oleh ketua Majelis Hakim Aris Gunawan itu tertutup untuk umum karena terdakwa masih di bawah umur.

Dalam pembacaan putusan itu, terdakwa tidak hadir dan hanya diwakili tim penasihat hukumnya, yang muncul hanya sebentar di ruang sidang bersama orang tua terdakwa, sepuluh menit sebelum putusan dibacakan. Pembacaan putusan sidang dilakukan dengan penjagaan ketat oleh petugas keamanan pengadilan dan aparat kepolisian dari Polres Magelang.

Humas PN Mungkid, Eko Supriyanto, mengatakan, selama persidangan, terdakwa bersikap baik dan berbicara terus terang di hadapan majelis hakim.

Eko mengatakan, faktor yang memberatkan vonis terdakwa adalah terdakwa melakukan perbuatan itu secara sadis dan menyebabkan kesedihan yang mendalam bagi pihak keluarga korban. Sedangkan, hal yang meringankan adalah terdakwa masih muda dan masih memiliki masa depan. Selain itu, terdakwa juga belum pernah terlibat dalam kasus pidana sebelumnya.

Terdakwa mengakui telah membunuh teman se-asramanya yang bernama Krisna itu setelah memergokinya mengambil uang temannya yang lain. Selain itu, terdakwa juga marah kepada Krisna karena telah meminjam ponselnya yang kemudian disita oleh pengelola asrama sekolah.

Terdakwa kemudian membeli pisau di sebuah supermarket dan menusuk leher Krisna dengan pisau itu. Kasus pembunuhan itu tentu saja membuat sekolah bergengsi itu terguncang, karena  baru pertama kali hal itu terjadi disana.

Sementara itu, salah seorang penasihat hukum terdakwa, Sophyan kasim, mengatakan, putusan pengadilan terhadap kliennya cukup adil. Namun demikian, dia akan mendiskusikan lebih lanjut dengan keluarga terdakwa tentang kemungkinan mengajukan banding.

Student Sentenced to Nine Years in Prison

A panel of judges at the Mungkin District Court in Magelang Regency, Central Java, on Friday declared a 16-year-old boy guilty of murdering a fellow student at the prestigious Taruna Nusantara High School and sentenced him to nine years’ imprisonment.

The trial concerned the murder of 15-year-old Krisna Wahyu Nurachmad, who died in the early morning of March 31.

It was presided over by judge Aris Gunawan and was closed to the public as the defendant was underaged.

The boy was not present for the reading of the verdict and was only represented by his team of attorneys, having only appeared briefly in the courtroom accompanied by his parents 10 minutes before the session started. The reading of the verdict was conducted under tight security by both court officers and Magelang Police.

During the trial the defendant showed good manners and also spoke frankly before the judges, Mungkid District Court spokesman Eko Supriyanto said.

Eko said, the aggravating factor against the defendant was that what he did was sadistic and hurt the victim’s family. He had also planned the murder. Meanwhile, the mitigating factors were that the defendant was still young and had a future ahead of him. Also, he had never been involved in a criminal case before.

The defendant had admitted that he killed his dorm mate after Krisna found that he had taken another friend’s money. Moreover, the defendant said he got angry at Krisna for having borrowed his mobile phone and then allowing it to be confiscated by the school administer.

The defendant bought a knife at a supermarket, which he used to stab Krisna in the neck. The murder shocked the elite school as it was the first to have happened there.

Meanwhile, one of the defense attorneys, Sophyan kasim, said that the verdict against his clients was fair. However, He will have further discussions with his family about whether they will file an appeal.

Pemprov Tak Berpihak ke Honorer

Setelah disahkannya UU No 23/2014 tentang Pemerintah Daerah (Pemda), pendidikan menengah atas dialihkan dari kabupaten/kota ke provinsi. Salah satu dampak adanya pelimpahan wewenang tersebut adalah semakin tidak jelasnya nasib guru honorer. Ketua Umum Ikatan Guru Indonesia (IGI) M Ramli Rahim mengatakan, sejak perpindahan ini kebijakan provinsi masih belum jelas. Beberapa provinsi mulai kebingungan mengelola guru honorer.

Dia menyebut pada bulan kelima ini saja masih ditemukan guru honorer yang belum menerima honor. Padahal, guru-guru ini masih mempunyai keluarga yang harus dihidupi. Ramli mengatakan ketidakjelasan nasib guru honorer terjadi di beberapa daerah. Misalnya saja di Sulawesi Selatan. Setidaknya terdapat lebih dari 16.000 guru honorer. Padahal, dinas pendidikan hanya membutuhkan sekitar 4.000-an honorer.

Bupati Morowali Anwar Hafid mengaku masih terus berkoordinasi untuk merancang mekanisme pembiayaan sekolah SMA dari kabupaten/kota. Menurutnya, hal ini penting karena jika hanya diserahkan provinsi ada kekhawatiran adanya pungutan bagi orang tua murid dan tidak terurusnya guru honorer.

Pemprov not in the Side of Honorary

After UU Number 23/2014 regarding Local Government (Pemda) had been legalized, the senior high education was transferred from regency/city to provincial authority. One of effects of such a devolution of authority is the obscurity of honorary teachers’ fate. The General Head of Indonesian Teachers Union (IGI), M Ramli Rahim, said that the provincial policy was still unclear since this shift. Several provinces were also confused about managing honorary teachers.

He said that there were still several honorary teachers who had received no salary in this fifth month, although these teachers had families to support. Ramli said that the obscurity of honorary teachers occurred in several regions. For instance in South Sulawesi, there were more than 16,000 honorary teachers, even though the education board only requires around 4,000 honorary teachers.

The Governor, Morowali Anwar Hafid admitted that he was still continuing to coordinate the arrangement of the financing mechanism of senior high school from regency/city. He viewed that this was necessary due to the concern should there was a non-legal charge for the parents and the neglected honorary teachers.

 

 

 

Kuota Mahasiswa Kedokteran Dibatasi

Pemerintah segera membatasi jumlah mahasiswa fakultas kedokteran di perguruan tinggi negeri (PTN) dan swasta (PTS). Kebijakan ini bertujuan untuk meningkatkan kualitas lulusan kedokteran di Tanah Air.

Peraturan pemberian kuota bagi penerimaan mahasiswa kedokteran ini akan keluar pada akhir Mei dan berlaku segera. Direkrur Penjaminan Mutu Ditjen Pembelajaran dan Kemahasiswaan (Belmawa) Kementerian Riset Teknologi dan Pendidikan Tinggi (Kemenristek Dikti) Aris Junaidi mengatakan, keputusan Menristek Dikti tentang pembatasan mahasiswa kedokteran dan kedokteran gigi ini masih difinalisasi di Biro Hukum Kemenristek Dikti. Diperkirakan akhir Mei peraturannya akan keluar dan mulai berlaku setelah itu.

Berdasarkan data dari Konsil Kedokteran Indonesia (KKI), saat ini ada sekitar 83 fakultas kedokteran (FK) di PTN maupun PTS seluruh Indonesia. Delapan FK diantaranya baru mendapatkan izin dari Kemenristek Dikti pada Maret tahun lalu. Dari jumlah tersebut, baru 17 FK yang terakreditas A, sebanyak 29 FK terakreditasi B, dan 37 FK masih menyandang akreditasi C. Berdasarkan data tersebut, berarti memang 45% FK di Indonesia masih mengantongi akreditasi C.

Aris mengatakan, berapa tiap kampus bisa menerima mahasiswa belum bisa diumumkan ke publik karena masih dibahas. Namun dia mengungkapkan, tidak hanya akreditasi namun ada empat indikator yang menentukan berapa fakultas kedokteran bisa menerima mahasiswa baru, yaitu akreditasi, adanya rumah sakit pendidikan, hasil uji kompetensi serta rasio dosen dan mahasiswa.

Aris mengatakan, peraturan mengenai pembatasan mahasiswa kedokteran sudah ada di surat edaran Dirjen Pendidikan Tinggi. Tahun ini, menurut dia, dibuat keputusan menteri agar persyaratan lebih lengkap lagi. Aris menekankan, prinsip keadila pada pembatasan mahasiswa kedokteran di keputusan menteri ini lebih tinggi daripada sebelumnya.

Kuota ini merupakan jaminan pemerintah untuk meningkatkan kualitas fakultas kedokteran dan juga lulusannya. Nantinya suatu fakultas kedokteran hanya akan bisa menerima sejumlah mahasiswa berdasarkan akreditasi dan persentase jumlah kelulusan. Dia mencontohkan, jika suatu fakultas kedokteran akreditasinya sudah A, mereka bisa menerima mahasiswa sebanyak 300 orang dan jika C hanya 50 orang.

Number of Medical Students to be Limited

The government will promptly limit the number of medical students in state universities (PTN) and private universities (PTS). This policy is aimed at upgrading the quality of medical graduates in the Country.

The quota regulation for medical students admission will be released at the end of May and promptly applied. The Director of Quality Guarantor of Ditjen Learning and Student Affair (Belmawa) of the Ministry of Research, Technology and Higher Education (Kemenristek Dikti), Aris Junaidi, said that the decision of Menristek Dikti regarding the limitation on the number of medical and dentistry students still faced the finalization process in the Legal Bureau of Kemenristek Dikti. The regulation is predicted to be released at the end of May and applied after its release.

According to the Data from the Indonesia Medical Council (KKI), there are today 83 Medical Faculties (FK) in PTN and PTS across Indonesia. Of these, eight FK have just received permission from Kemenristek Dikti in March last year. Of such number, 17 FK were accredited A, 29 FK accredited B, and 37 FK accredited C. Based on this data, 45 percent of FK in Indonesia are still accredited C.

Aris said that the quota for each campus in accepting students had not been publically announced as it was still under discussion. However, he revealed that the number of medical faculties permitted to accept new students was not just based on accreditation, but four overall indicators: accreditation, availability of a teaching hospital, results of the competence test, and the ratio of lecturers and students.

Aris stated that the regulation regarding the limitation of the number of medical students already existed in a circular letter of Dirjen of Higher Education. In his view, the existence of the minister decree this year aims to create more complete requirements. Aris also underlined that the justice principle in this minister decree was higher than before.

This quota is the government’s guarantee to upgrade the quality of medical faculties as well as their graduates. In the future, a medical faculty will only be able to accept a certain number of students based on accreditation and the percentage graduating. As an example, he offered that, for instance, should a medical faculty be accredited A then this faculty would be able to accept 300 students, whereas a faculty accredited C, would only be able to accept 50 students.

 

Lulusan Pesantren Dinilai Mampu Bersaing

Siswa pondok pesantren dinilai tak kalah dalam bersaing setelah lulus dan masuk dunia kerja. Menteri Tenaga Kerja Hanif Dhakiri mengatakan, siswa pesantren tidak hanya mendapatkan pendidikan soal ilmu, tapi juga akhlak dana dab. Menurutnya, untuk memasuki dunia kerja bukan hanya dibutuhkan ilmu, tapi juga karakter.

Hanif mengatakan, anak-anak pesantren tidak akan pernah kalah bersaing karena anak-anak pesantren itu bukan hanya dididik soal ilmu, tetapi yang paling kunci adalah dididik mengenai akhlak, adab, dan budi Pekerti.

Hanif menambahkan, karakter tenaga kerja justru menjadi modal utama di dunia kerja. Karakter merupakan barang mahal di dunia kerja. Untuk membentuk karakter dibutuhkan waktu yang lama dan proses yang tak cepat. Terlebih, persaingan untuk memasuki dunia kerja akan semakin ketat di Indonesia. Bukan hanya untuk bekerja, sekolah juga mengharuskan persingan yang ketat. Setelah lulus sekolah, lulusan akan bersaing untuk bekerja atau mencipatakan lapangan kerja.

Pesantren Graduates Deemed Competitive

Students from Pesantrens (Islamic Boarding Schools) are considered less competitive after they graduate and enter the workplace. Minister of Manpower, Hanif Dhakiri said that pesantren students do not only obtain education on knowledge/science, but also morals and culture (adab). According to him, to enter the world of work it is not only knowledge that is required but also character.

Hanif said, pesantren children will never lose competitiveness because the children of pesantren are not only educated about science, but the key is they are educated on morals, culture, and good manners (budi pekerti).

Hanif added the character of manpower becomes the main capital in the work world. Character is an expensive item in the work world. To form character takes a long time and the process is not fast. Moreover, the competition to enter the work world will be more stringent in Indonesia. Not just for work, schools also require tight competition.  After graduating from school, the graduates will compete for work or create employment.

Mayoritas Perguruan Tinggi Terakreditasi C

Mutu perguruan tinggi (PT) dan program studi di Indonesia belum berada dalam kondisi ideal. Disparitas mutu pendidikan tinggi bisa dilihat dari hasil akreditasi perguruan tinggi dan program studinya. Dari 4.472 perguruan tinggi (PT) di Indonesia, saat ini baru 50 perguruan tinggi yang memiliki akreditasi A.

Direktur Penjaminan Mutu Ditjen Pembelajaran dan Kemahasiswaan Aris Juniadi menyampaikan, berdasarkan Data PD Dikti per 11 Maret 2017, saat ini terdapat 124 perguruan tinggi swasta, 175 PT Kementerian/ Lembaga, 968 PTAS, dan 78 PTAN.

Dari jumlah trsebut, data Badan Akreditasi Nasional – Perguruan Tinggi (BAN-PT) menunjukan, hanya 1.131 yang terakreditasi. Sebanyak 50 PT mempunyai akreditasi A (empat persen), 345 PT berakreditasi B (31 persen), 736 PT berakreditasi c (65 persen), sedangkan sisanya, 3.340 PT belum terakreditasi.

Aris mengungkapkan, data PD Dikti pada 4 Mei 2017 menunjukan, terdapat 26.672 prodi di seluruh perguruan tinggi di Indonesia. Program studi yang terakreditasi A baru berjumlah 2.512 prodi atau setara 12 persen dari 20.254 prodi yang ada di Indonesia. Prodi yang terakreditasi B sebanyak 9.922 (49 persen), dan terakreditasi C sebanyak 7.820 (39 persen). Ada lebih dari 5.000 prodi yang tidak terakreditasi BAN-PT. Yang terakreditasi internasional masih perguruan-perguruan tinggi top ten dan hanya tiga universitas yang masuk peringkat 500 besar dunia.

Aris mengatakan, akreditasi masih menjadi indikator utama kualitas perguruan tinggi di Indonesia. Profil perguruan tinggi yang mayoritas masih terakreditasi C, menurut Aris, menunjukan bahwa mutu sebagian besar PT dan prodi masih memprihatinkan, sehingga perlu penanganan serius. Pihaknya mendorong agar PT berpacu, sehingga minimal mayoritas perguruan tinggi terkakreditasi B.

Majority of Higher Education Institutions Accredited C

The quality of higher education institutions (PT) and study programs in Indonesia have not been in ideal condition. Disparities in the quality of higher education can be seen from the results of higher education and study program accreditation. Out of the 4,472 higher education institutions (PT) in Indonesia, currently only 50 universities are accredited A.

Director of Quality Assurance at the Directorate General of Learning and Student Affairs, Aris Juniadi said that based on the data of Higher Education Database (PD Dikti) as of March 11, 2017 there are currently 124 private universities, 175 Ministry/ Institution PT, 968 PTAS and 78 PTAN.

From that number, data of the National Accreditation Board- of Higher Education (BAN-PT) shows that only 1,131 are accredited. As many as 50 PTs have accreditation A (four percent), 345 PTs are accredited B (31 percent), 736 PTs accredited C (65 percent), while the rest or 3,340 PTs have not been accredited.

Aris revealed that data of PD Dikti on May 4, 2017 showed that there are 26,672 study programs in all higher education institutions in Indonesia. Study programs accredited A number 2,512 study programs or 12 percent of the 20,254 existing study programs in Indonesia. Study programs accredited B amount to 9,922 (49 percent), and accredited C as many as 7,820 (39 percent). There are more than 5,000 study programs that are not accredited by BAN-PT. The internationally accredited universities are still Indonesia’s top ten universities and only three universities are ranked in the top 500 in the world.

Aris said that accreditation is still a major indicator of the quality of universities in Indonesia. The profile of the majority of higher education institutions still accredited C, according to Aris, shows that the quality of most PT and study programs are still of concern so it needs serious handling. He encouraged PT to race , so that at least the majority of higher education institutions could be accredited  B.
