Kemendikbud Perbanyak SMK Berbasis Keasramaan

Kementerian Pendidikan dan Kebudayaan (Kemendikbud) bakal memperbanyak Sekolah Menegah Kejuruan (SMK) berbasis keasramaan di Tanah Air, bahkan setiap provinsi atau satu provinsi satu sekolah yang memiliki model asrama atau “boarding school” yang berbasis ketarunaan. Menteri Pendidikan dan Kebudayaan Muhadjir Effendy mengatakan, secara bertahap kementerian akan memperbanyak jumlah SMK yang berbasis keasramaan atau ketarunaan karena pembinaanya di bawah unsur TNI, bisa unsur Angkatan darat, Angkatan Udara, maupun Angkatan Laut.

Mendikbud mengakui saat ini sekolah ketarunaan di Indonesia sebagian besar telah memiliki asrama sendiri. Namun, sekolah taruna itu banyak dikelola oleh swasta maupun negeri dan jumlahnya saat ini sekitar 120 sekolah. Sebenarnya yang banyak memprakarsai pendirian SMK ketarunaan ini adalah swasta.
Menurut dia, sekolah taruna modelnya bermacam-macam, ada yang model pesantren, ada pula yang model profesi, seperti kelautan atau kemaritiman serta penerbangan seperti di Jayapura yang bekerja sama dengan maskapai penerbangan. Visinya pun tergantung masing-masing sekolah.

Jika pesantren, siswa bisa memiliki dasar agama yang baik dan lulusannya lebih shalih atau shalihah. Kalau model profesi, harapan lulusannya bisa menjadi tenaga kerja yang handal, unggul dan ahli di bidangnya. Sedangkan SMA Negeri Taruna Nala yang diresmikan Presiden RI Joko Widodo diharapkan siswa yang akan melanjutkan ke pendidikan militer telah memiliki bekal.

Kemendikbud to Increase Boarding School-Based Vocational High Schools (SMK)

The Ministry of Education and Culture (Kemendikbud) will increase the number of boarding school-based Vocational High Schools (SMK) in the country, on the basis of one province, one boarding school that “applies military principles” (ketarunaan). The Minister of Education and Culture, Muhadjir Effendy, said that the ministry would gradually increase the number of boarding school-based SMK or SMK with military principles because the schools’ constructors came under the elements of the Indonesian National Armed Forces (TNI), such as Army, Air Force, and Navy.

Mendikbud admitted that currently most of the schools applying military principles in Indonesia had their own boarding schools. However, there are only 120 of these schools, which are managed by a private party. Actually, the dominant party that initiates the establishment of these SMK is a private party.

He viewed that the models of schools applying military principles were various. The models are Islamic schools, professional schools such as marine or maritime, as well as an aviation school in Jayapura that cooperates with the airlines. The vision relies on the respective schools.

In the Islamic School model, students are able to receive a religious grounding and graduates will have a more tolerant and rounded nature. Meanwhile, in the professional school model, graduates will be reliable experts that excel in their respective fields. Whereas in SMA Negeri Taruna Nala, which was inaugurated by Indonesia’s President Joko Widodo, the students will continue their military education already having sound knowledge.

Kelanjutan Sertifikasi Guru Dipertanyakan

Penghentian sertifikasi guru dalam jabatan—yang selama ini melalui Pendidikan dan Latihan Profesi Guru—mulai tahun depan, diprotes. Aturan baru, pengadaan guru profesional yang memiliki sertifikat pendidik, baik untuk guru dalam jabatan atau guru yang sudah mengajar maupun prajabatan atau calon guru, melalui pendidikan profesi guru secara reguler dibiayai mandiri ataupun subsidi.

Ketua Umum Pengurus Besar Persatuan Guru Republik Indonesia (PGRI) Unifah Rosyidi, di Jakarta, Sabtu (3/6), mengatakan, guru-guru yang sudah mengajar di sekolah, tetapi belum disertifikasi, seharusnya tetap menjadi tanggung jawab pemerintah. Sertifikasi guru dalam jabatan seharusnya dilakukan dan dibiayai pemerintah, bukan subsidi. Program pelatihan tersebut bergantung pada kuota dan ketersediaan anggaran serta masa waktu penyelenggaraannya yang 10 tahun sudah selesai, padahal masih banyak guru yang belum bisa ikut sertifikasi.

Secara terpisah, Direktur Pembinaan Guru Pendidikan Menengah, Direktorat Jenderal Guru dan Tenaga Kependidikan, Kementerian Pendidikan dan Kebudayaan Anas M Adam mengatakan, penyelenggaraan PPG dibutuhkan untuk menyediakan guru profesional yang dibuktikan dengan sertifikat pendidik yang dikeluarkan lembaga pendidik tenaga kependidikan (LPTK). Selain untuk pemenuhan guru produktif SMK yang kekurangannya sekitar 91.000 orang, penyiapan guru SD lewat PPG SD juga akan menjadi fokus, karena tahun depan ada sekitar 140.000 guru pensiun, yang sebagian besar di SD.

Sementara itu, Direktur Pembelajaran, Direktorat Jenderal Pembelajaran dan Kemahasiswaan, Kementerian Riset, Teknologi, dan Pendidikan Tinggi Paristiyanti Nurwardani mengatakan, pemerintah lewat Kemdikbud, Kemenristek dan Dikti, serta pemerintah daerah menyediakan beasiswa bagi guru dalam jabatan ataupun calon guru/prajabatan untuk mengikuti PPG. Peserta PPG adalah lulusan D-IV/S-1. Mereka akan diperkuat dalam pedagogik dan profesional (penguasaan materi). Kuotanya saat ini berkisar 10.000 orang.

Continuation of Teachers’ Certification Questioned

Protests have been raised against the discontinuation of certification of active teachers – to date issued through Education and Training of Teaching Profession – starting next year. Under the new regulation, provision of professional teachers holding a teaching certificate, both active and probationary teachers, through education of the teaching profession is to be regularly paid and subsidized.

The Chairman of the Executive Board of the Teachers Association of the Republic of Indonesia (PGRI), Unifah Rosyidi, said in Jakarta on Saturday (3/6) that teachers who were already teaching in schools, but who lacked certification, should be the government’s responsibility. Certification of active teachers should be implemented and paid by the government and should not be subsidized. This training program depends on a quota system and budget availability, as well as the time for its implementation, which takes ten years for completion, whereas there are still a number of teachers who are not able to take certification.

On a different occasion, the Director for Development of Secondary Education Teachers, Directorate General of Teachers and Education Personnel, The Ministry of Education and Culture, Anas M Adam, said that the implementation of PPG was required to provide professional teachers. This has been proven with the teaching certificate released by the Institute of Teachers’ Education (LPTK). Besides fulfilling the current lack of around 91,000 productive Vocational High School (SMK) teachers, preparation of Elementary School (SD) teachers through PPG SD will also be a focus, given that 140,000 teachers are due to retire next year.

Meanwhile, the Director of Learning, Directorate General of Learning and Student Affairs, the Ministry of Research, Technology, and Higher Education, Paristiyanti Nurwardani, said that government through Kemdikbud, Kemristek and Dikti, as well as local government will provide scholarships for both active and probationary teachers to take PPG. PPG candidates should be D-IV/S-1 (undergraduate program) graduates. This will include enhancing their teaching and professional (material competency) skills. The current quota is around 10,000 people.

 

Hasil UN Buruk, Siswi Bunuh Diri

Seorang siswi SMP 2 Manisrenggo Klaten, Jawa Tengah, dilaporkan bunuh diri karena kecewa dengan hasil Ujian Nasional (UN) yang ia dapatkan. Berly Dyah, 16 tahun, ditemukan gantung diri di dapur rumahnya di desa Kebondalem Lor, Klaten.

Kepala Desa Kebondalem Lor Agus Nugroho, yang juga kerabat korban, mengatakan, Berly nekat gantung diri setelah pulang dari sekolah bersama ibunya pada hari Jumat untuk menerima hasil UN. Setiba di rumah, Berly terlihat kecewa dengan hasil UN yang ia peroleh, ia kemudian mengurung diri di kamarnya.

Agus mengatakan, Berly berencana melanjutkan sekolahnya ke SMA Negeri 1 Kalasan, namun hal itu tidak dapat diwujudkannya karena nilai yang didapatkannya tidak mencukupi. Agus tidak mengetahui berapa hasil nilai UN Berly, namun ibunya mengatakan bahwa nilainya tidak cukup untuk masuk ke SMA Negeri 1 Kalasan.

Setelah mengurung diri di kamar selama beberapa jam, Berly diketahui keluar dari kamarnya sekitar pukul 12.30. Kakak perempuannya, Aisyah, mengira Berly ingin pergi ke kamar mandi. Namun, setelah satu jam, Aisyah mulai curiga karena Berly belum kembali ke kamarnya. Aisyah kemudian pergi ke dapur, dan menemukan adiknya tersebut telah mengakhiri hidupnya dengan gantung diri. Beberapa tetangga berusaha menolongnya, namun sayang nyawanya sudah tidak tertolong lagi.

Berly dikenal memiliki prestasi akademis yang bagus dan telah memenangkan lomba puisi dan cerpen tingkat Klaten. Agus mengatakan, orang tua Berly tidak pernah memaksa putiranya itu untuk melanjutkan sekolahnya di SMA 1 Kalasan. Kakek Berly, Tuhono, 65 tahun, mengatakan, sepertinya cucunya itu sangat termotivasi untuk bisa masuk ke SMAN 1 Kalasan, namun kegagalannya itu membuatnya malu.

Student commits suicide due to ‘bad’ result

A female student of state junior high school SMP 2 Manisrenggo in Klaten, Central Java, has committed suicide, reportedly because she was disappointed with her National Exam (UN) grades. Berly Dyah, 16, was found hanging in the kitchen of her house in Kebondalem Lor village, Klaten.

Kebondalem Lor village head Agus Nugroho, who is also the victim’s relative, said she committed suicide after returning home with her mother, Nurhayati, from school to receive her UN results on Friday. Shortly after arriving home, Berly, apparently disappointed with her grades, confined herself to her room.

Agus said Berly had planned to study at the prestigious state senior high school SMA 1 Kalasan but was unable to do so with her grades. Agus said he didn’t know about Berly exam result, her mother said the grades were not [good] enough to enroll at SMA 1 Kalasan.

After locking herself up for several hours, Berly reportedly left her room at around 12:30 p.m. Her older sister, Aisyah, thought she wanted to go to the bathroom but after one hour, she noticed Berly had not returned to her room. She later found that her sister had committed suicide by hanging herself in the kitchen. Several neighbors strove to help the student but she was dead.

Berly was known for her academic achievements, having won poetry and short story competitions in Klaten. Agus said Berly’s parents had never forced her to enroll at SMA 1 Kalasan. Berly’s grandfather Tuhono, 65, said that it seemed she was so motivated to get into SMA 1 Kalasan that failing made her ashamed.

PGRI Desak Guru Honor Jadi Pegawai Kontrak

Ketua Umum Pengurus Besar Persatuan Guru Republik Indonesia (PB PGRI) Unifah Rasyidi mengatakan, banyak kepala daerah yang mengadu ke pihaknya bahwa mereka kekurangan guru. Tidak hanya daerah terpencil, bahkan DKI Jakarta saja mengaku kekurangan guru. Mereka menutupinya dengan merekrut guru honorer.

Pemerintah, lanjutnya, harus mempertimbangkan data 3,2 juta guru yang dimiliki pemerintah tidak mampu menutupi kekurangan guru. Terlebih, akan banyak guru yang pensiun. Ia pun meminta pemerintah melalui Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (Kemenpan-RB) untuk mengangkat guru honorer yang kompeten dengan status Pegawai Pemerintah dengan Perjanjian Kerja (PPPK).

Ia pun meminta agar guru honorer di daerah terpencil diberi kesempatan untuk menjadi PPPK. Jika kompetensi mereka tidak sesuai, mereka bisa disekolahkan lagi dengan dual system.  Selain dibayar dengan gaji yang sesuai dengan standar PPPK, para guru honorer itu nantinya diberi jaminan perlindungan kesehatan dan keselamatan kerja.

Ketua PB PGRI Sugito menambahkan, pihkanya ingin agar perjanjian kontrak PPPK guru honorer itu dilakukan sekali saja. Sebab, jika dilakukan setiap tahun, mereka dikhawatirkan akan menjadi korban pemerasan oknum pemerintah daerah. Ia pun akan membawa usulan ke Kemendikbud agar masa mengajar guru honorer juga dihargai guna memenuhi passing grade persyaratan pegawai kontrak, misalnya jika masa kerjanya 20 tahun bisa diberi nilai 3.

PGRI Urges Temporary Teachers to Become Contract Employees

Chairman of the Board of the Indonesian Teachers’ Association (PB PGRI) Unifah Rasyidi said, many regional heads complained to her that they are in shortage of teachers. Not only remote areas, even DKI Jakarta alone admitted to be in shortage of teachers. They covered it by recruiting temporary teachers.

The government, she added, should consider the data of 3.2 million teachers the government has could not cover the shortage of teachers.  Moreover, many teachers will retire.  She also asked the government through the Ministry of State Apparatus Empowerment and Bureaucratic Reform (Kemenpan-RB) to appoint qualified temporary teachers with the status of Government Employee with Work Agreement (PPPK).

She also requested that temporary teachers in remote areas be given the opportunity to become PPPK.  If their competence is inappropriate, they could be sent to school again with a dual system. In addition to being paid on a salary in accordance with the PPPK standard, the temporary teachers will be guaranteed health and work safety protection.

Chairman of PB PGRI Sugito added he wanted the PPPK contract agreement of temporary teachers to be done just once. Because, if conducted every year, they are feared to become victims of extortion of regional administration perpetrators. He will also bring the proposal to Kemendikbud so that the teaching period of temporary teachers be also appreciated in order to meet the passing grade requirements of contract employees, for example the working period of 20 years could be rated 3.

Mahasiswa Khawatir Dibungkam

Badan Nasional Penanggulangan Terorisme (BNPT) disebut akan ikut mengawasi secara langsung organisasi-organisasi kemahasiswaan. Mahasiswa khawatir, wacana itu sebagai alat untuk membungkam mahasiswa secara tidak langsung. Hal itu diungkapkan Ketua Dewan Perwakilan Mahasiswa (DPM) Universitas YAI Jakarta, Firda Apriyanti.

Firda mengatakan, jika BNPT benar akan masuk dan ikut lakukan pengawasan pada setiap kegiatan mahasiswa, maka mahasiswa yang seharusnya bisa berpikir kritis, menjadi tertahan karena adanya pengawasan ketat. Menurut dia, kalau tujuan BNPT masuk ke kampus adalah untuk melakukan pengawasan terhadap mahasiswa yang radikal, belum tentu mereka ikut organisasi. Karena terkadang, mereka yang menganut paham beda dari lainnya, biasanya orang yang tertutup dan tidak suka berorganisasi.

Sementara, Ketua Umum Pengurus Besar Himpunan Mahasiswa Islam (HMI), Mulyadi Tamsir mendukung usulan agar Badan Nasional Penanggulangan Terorisme (BNPT) masuk kampus. Namun, ia membantah asumsi bahwa gerakan radikalisme telah ‘bermain’ di lingkungan kampus.

Mulyadi mengatakan semua warga negara dan generasi muda harus menjadi bagian untuk menanggulangi bahaya terorisme. Karena, terorisme adalah musuh bersama. Ia memandang positif adanya penyuluhan atau sosialisasi penanggulangan bahaya terorisme di kampus. Menurut Mulyadi, format program BNPT di kampus-kampus ini nantinya bisa dilakukan lewat sosialisasi atau memanfaatkan organisasi-organisasi kampus, baik intrakampus maupun ekstrakampus, untuk membuat grup diskusi.

Students Worry of Being Silenced

The National Agency for Combating Terrorism (BNPT) is said to be directly supervising student organizations. Students worry, the discourse is as a tool to silence students indirectly. This was expressed by Chairman of the Student Representative’s Council (DPM) of YAI University Jakarta, Firda Apriyanti.

Firda said that if it is true BNPT will enter and supervise every student activity, then students who should be able to think critically, become restrained due to strict supervision.  According to him, if BNPT’s goal to enter the campus is to supervise radical students, they do not necessarily join an organization. Because sometimes, those who follow different ideologies, are usually people who keep to themselves and do not like to be involved in organizations.

Meanwhile, Chairman of the Executive Board of Islamic Students Association (HMI), Mulyadi Tamsir supports the proposal that the National Agency for Combating Terrorism (BNPT) enter the campus.  However, he disputes the assumption that radicalism has been ‘playing’ in the campus environment.

Mulyadi said all citizens and the young generation should take part in tackling the danger of terrorism. Because, terrorism is a common enemy. He viewed positively the counseling or familiarizing of the danger of terrorism on campus. According to Mulyadi, the format of the BNPT program in campuses could be done through familiarizing or utilizing campus organizations, both intercampus and extra-campus, to create discussion groups.
