Cegah Radikalisme, Pemerintah Diminta Revisi Kurikulum Kampus

Pengamat politik dari Universitas Islam Syarif Hidayatullah, Jakarta, Adi Prayitno menyarankan agar pemerintah melalui Kementerian Riset, Teknologi, dan Pendidikan Tinggi, merevisi kurikulum perguruan tinggi. Revisi kurikulum diyakini mampu mencegah paham radikalisme berkembang di kampus. Salah satu yang penting untuk direvisi, menurut Adi, adalah yang berkenaan dengan mata kuliah Pancasila dan Kewarganegaraan. Menurutnya, jam belajar dua mata kuliah itu saat ini sangat kurang sehingga terkesan hanya sebagai pelengkap.

Adi mengatakan, penambahan jam belajar mata kuliah tentang Pancasila sangat perlu dilakukan. Terlebih, mata pelajaran tentang Pancasila telah dipelajari di jenjang SMP dan SMA, sehingga lebih baik jika kurikulum tentang Pancasila di perguruan tinggi disajikan secara lebih mendalam. Mahasiswa juga perlu diberi tuntutan khusus agar benar-benar memahami nilai-nilai kebhinekaan yang terkandung dalam Pancasila. Dengan cara-cara itu, kata Adi, paham radikal akan sulit masuk ke dalam pikiran mahasiswa.

Adi mengungkapkan sejauh ini mahasiswa memiliki rasa antusias yang minim saat kuliah Pancasila. Itu terjadi karena tidak ada tuntutan khusus yang dibebankan kepada mahasiswa dalam memahami nilai-nilai Pancasila.

Ia menambahkan, revisi kurikulum lebih berguna dan berpengaruh ketimbang merevisi proses pemilihan rektor. Menurutnya, meskipun rektor dipilih atas persetujuan presiden, tidak ada yang bisa menjamin paham radikalisme tidak masuk dan berkembang di kampus-kampus.

Preventing Radicalism, Government Asked to Revise Campus Curriculum

Political observer from Syarif Hidayatullah Islamic University, Jakarta, Adi Prayitno advised the government through the Ministry of Research, Technology and Higher Education to revise the higher education curriculum. Curriculum revision is believed to be able to prevent the growth of radicalism on campus. One of the important points to be revised, according to Adi, is regarding the subject of Pancasila and Civics.  According to him, the study hours of the two courses are currently too few, giving the impression of merely being supporting subjects.

Adi said that additional course study hours on Pancasila is really necessary. Moreover, the subject of Pancasila has been studied since junior and senior high school, so it is better if the curriculum on Pancasila in universities is delivered more in depth.  Students also need to be given special demands to truly understand the values of diversity contained in Pancasila. In that way, Adi said that radical understanding will be difficult to enter the minds of the students.

Adi revealed that so far students have minimal enthusiasm during Pancasila lectures. That happens because there are no special demands imposed on students in understanding the values of Pancasila.

He added that curriculum revision is more useful and influential than revising the process of rector election. According to him, although the Rector is elected by presidential approval, no one can guarantee that radicalism does not enter and develop on campuses.

Unit Kerja Pancasila Incar Sekolah dan Kampus

Presiden Joko Widodo secara resmi melantik Dewan Pengarah dan Kepala Unit Kerja Presiden Pembinaan Ideologi Pancasila (UKP-PIP) di Istana Negara, Kemarin (7/6). UKP-PIP dibentuk berdasarkan Keputusan Presiden Nomor 31 Tahun 2017, dan diharapkan mampu bekerja optimal mengimplementasikan nilai-nilai Pancasila dalam kehidupan berbangsa dan bernegara.

Presiden mendudukkan Yudi Latif sebagai kepala UKP-PIP, dan diharapkan lembaga ini tidak hanya memberikan sosialisasi dan pembekalan, tetapi juga melakukan pengukuran penerapan Pancasila dengan berbagai indikator.

Yudi Latif mengatakan, UKP-PIP tidak hanya akan bekerja di perukaan, tetapi lebih sistematis dan terstruktur. Namun demikian, ia meminta publik tidak menaruh harapan berlebih kepada UKP-PIP karena terbatasnya wewenang yang dimiliki. Karena, wewenang terkait pengajaran Pancasila ada pada kementerian terkait, seperti Kemendikdbud dan Kemenristekdikti. UKP-PIP, lanjutnya, hanya bisa membantu agar bahan ajar hingga metodologi Pancasila lebih berbobot, menarik dan sesuai dengan perkembangan zaman.

Yudi pun memastikan, UKP PIP akan memberdayakan berbagai pihak dalam menghidupkan nilai gotong royong dalam Pancasila. Pihaknya pun akan mengikutsertakan komunitas-komunitas seperti rohaniwan, budayawan, sinesas, jurnalis hingga ketua adat.

Sementara itu, terkait keberadaan UKP-PIP, Kepala Pusat Studi Pancasila Universitas Gadjah Mada (PSP UGM), Heri Santoso, menilai sudah sejalan dengan rekomendasi PSP UGM  yaitu negara harus hadir untuk melakukan peminaan ideology negara. Namun, ia mengaku khawatir setelah melihat struktur dan kewenangan yang sangat terbatas. Ia pun berharap kehadiran UKP-PIP tidak sekedar lip service dan bisa berbuat lebih banyak.

Pancasila Work Unit Eyes Schools and Campuses

President Joko Widodo formally inaugurated the Steering Committee and Head of the Presidential Work Unit for Development of Pancasila Ideology (UKP-PIP) at the State Palace, yesterday (7/6). UKP-PIP is established based on Presidential Decree No. 31 of 2017, and is expected to work optimally to implement Pancasila values in the life of the nation and state.

The President placed Yudi Latif as head of UKP-PIP, and it is hoped that this institution will not only provide familiarizing and debriefing but also conduct measurement on the Pancasila implementation with various indicators.

Yudi Latif said that UKP-PIP will not only work on the surface, but would be more systematic and structured. Nevertheless, he asked that the public not place excessive expectations on UKP-PIP due to the limited authority it has. Because the authorities related to Pancasila teaching exist in related ministries, such as Kemendikdbud and Kemenristekdikti. He added that UKP-PIP could only help to make the teaching materials up to the methodology of Pancasila to be of better quality, interesting and in line with the times.

Yudi also ensured that UKP PIP will empower various parties in reviving the joint cooperation (gotong royong) values in Pancasila. It will also involve communities such as religious leaders, humanists, filmmakers, journalists up to traditional (adat) leaders.

Meanwhile, related to the existence of UKP-PIP, Head of Pancasila Study Center of Gadjah Mada University (PSP UGM), Heri Santoso, rates that it is in line with the recommendation of PSP UGM that the state must be present to conduct the state ideology development/ coaching. However, he admitted that he is worried after seeing the very limited structure and authority. He also hopes the presence of UKP-PIP is not mere lip service and could do more.

‘Pesantren’ Beraliansi Tanamkan Toleransi

Adanya aksi teroris dan meningkatnya konservatisme agama mendorong beberapa pondok pesantren (ponpes) membentuk aliansi guna menangkal paham radikalisme dan mempromosikan nilai-nilai toleransi dan moderat dalam Islam sebagai agama yang damai.

Pesantren-pesantren ini dapat berperan penting dalam menangkal paham radikalisme dan ekstremisme. Namun, hal itu juga menjadi sorotan ketika serentetan sentimen keagamaan menggema di seluruh pelosok negeri menyusul adanya polarisasi  dalam pemilihan Gubernur DKI Jakarta 2017 – dimana Gubernur DKI Jakarta non-aktif Basuki Tjahaja Purnama (Ahok) dihukum karena kasus penistaan agama.

Dalam lokakarya yang diselenggarakan Center for the Study of Religion and Culture (CSRC) Universitas Negeri Syarif Hidayatullah (UIN) Jakarta dalam program Pesantren for Peace, para peserta sepakat bahwa pesantren adalah institusi terbaik dalam melawan sentimen negatif terhadap Islam dan dalam menangkal paham radikalisme.

Sekretaris Umum PP Muhammdiyah, Abdul Mu’ti, mengatakan, pesantren sebagai tempat transfer ilmu pengetahuan tentang ajaran Islam, dimana para santrinya belajar lebih banyak tentang ajaran Islam ketimbang sekolah negeri, seharusnya bisa menjadi agen perubahan dalam mempromosikan Islam yang moderat dan damai.

Mu’ti menyampaikan kepada para pengasuh ponpes se-Jawa dan Madura itu bahwa mereka seharusnya bisa berperan dalam memecahkan masalah yang dihadapi bangsa.

Dia menyebut pesantren-pesantren ini sebagai pemain kunci dalam mengintegrasikan para santri dan gurunya, tidak peduli latar belakang, budaya dan etnis mereka. Jika berbicara tentang perdamaian, lanjutnya, pesantren memiliki semua kriteria itu; yang diperlukan hanya memperkuat peran mereka. Ia menambahkan, pesantren harus menjadi kekuatan dalam menciptakan ketenangan dan perdamaian, tidak hanya menolak adanya perang.

Mu’ti mendesak ponpes untuk memodernisasi metodologi pengajarannya dan memberikan berbagai perspektif kepada para santrinya sehingga mereka dapat menunjukkan sikap toleransinya ketika berhadapan dengan orang yang berkeyakinan lain.

Sebanyak 30 pengasuh ponpes tersebut mendeklarasikan komitmen mereka dan beraliansi untuk mempromosikan Islam yang moderat dalam program Pesantren for Peace yang didukung oleh Konrad-Adenauer-Stiftung (KAS) Jerman dan Uni Eropa.

Direktur CSRC UIN Jakarta Irfan Abubakar mengatakan, program ini bertujuan untuk memperkuat peran sekolah-sekolah Islam di Indonesia dalam mempromosikan hak asasi manusia (HAM) dan menjunjung perdamaian serta menolak konflik.

Adanya lokakarya yang menghasilkan aliansi ponpes tersebut diharapkan dapat membantu menghapus kontradiksi antara nilai-nilai HAM dan ajaran Islam.

‘Pesantren’ to join hands instilling tolerance

Recent terrorist acts and growing Islamic conservatism have spurred Islamic boarding schools to forge an alliance that aims to curb radicalism and promote to tolerant and moderate values of Islam as a religion of peace.

These pesantren (Islamic boarding schools) play pivotal roles in countering radicalism and extremism. But simmering religious sentiments echoed across the country following the divisive 2017 Jakarta gubernatorial election – which saw non-active Jakarta governor Basuki “Ahok” Tjahaja Purnama convicted for blasphemy – also placed them under the spotlight.

Participants of workshops held by the Pesantren for Peace program initiated by Syarif Hidayatullah State University (UIN) Jakarta’s Center for the Study of Religion and Culture (CSRC) agreed that pesantren were the best institutions to counter negative sentiment against Islam and to curb radicalism.

As a place for transferring knowledge of Islamic teachings where youths learn more about Islamic than at state school, pesantren should become the agent of change in promoting a moderate and peaceful Islam, said Muhammadiyah Abdul Mu’ti, secretary-general of Muhammadiyah, the country’s second largest Muslim organization.

He told a workshop of executives from pesantren across Java and Madura in Jakarta on Wednesday that they should be problem solvers, not problem makers.

He referred to these Islamic boarding schools as a key player in integrating their students and teachers, no matter their backgrounds, culture and ethnicity. He said if we are talking about peace, pesantren have all the criteria; we just need to strengthen their roles. He added pesantren must be the power to create peace of mind and peaceful situations, not only support the absence of war.

He urged boarding schools to modernize their teaching methodologies and provide students with various perspectives so they may express tolerance when facing people of different faiths.

The Pesantren for Peace program, which is supported by German-based foundation Konrad-Adenauer-Stiftung (KAS) and the European Union, saw some 30 boarding schools declare their commitment to an alliance that would promote moderate Islam.

The program aims to strengthen the role of Indonesian Islamic schools in promoting human rights and peaceful conflict resolution, said CSRC director Irfan Abubakar.

The workshop and resulting alliance are expected to help eliminate contradictions between human rights values and Islamic teachings.

Nilai UN tidak lagi Ditahan, Tunggakan Siswa Diputihkan

Cavan Ayunkan Faqih, siswa kelas IX SMP Glora Bekasi, kini sudah bisa bernapas lega. Nilai ujian nasional (UN) miliknya yang ditahan pihak sekolah sejak Sabtu (3/6) kini telah diberikan. Herdian Faturahim, ayah Cavan, mengatakan, nilai UN anaknya akhirnya sudah diberikan kemarin (Selasa, 6/6), dan sekarang Cavan sedang bersiap daftar sekolah.

Herdian mengatakan, enam siswa SMP Glora Bekasi yang nilai UN mereka ditahan pihak sekolah dipanggil untuk menghadap kepala sekolah mereka. Awalnya, para siswa dipanggil untuk pembekalan, tetapi di akhir pertemuan sekolah langsung membagikan nilai-nilai UN mereka. Herdian pun berniat mengurus administrasi keluarganya, mulai pindah domisili, perpindahan kartu keluarga (KK), hingga surat keterangan tidak mampu (SKTM) agar jalan untuk dapat dana bantuan pemerintah terbuka jika nanti ia kesulitan biaya.

Kepala SMP Glora Bekasi Supriyanto mengaku telah membagikan hasil UN kepada seluruh siswa kelas IX. Bahkan, tunggakan mereka kepada sekolah kini telah dihapus. Menurutnya, sejak kelas VII, orangtua Cavan sudah diiberikan imbauan agar membuat SKTM. Namun, hal itu tak kunjung dilakukan karena mereka ber-KTP DKI Jakarta, bukan Kota Bekasi.

Terkait hal itu, Kepala Bidang Pendidikan Dasar Disdik Bekasi Krisman Irwandi mengatakan akan segera membantu para orangtua siswa tersebut membuat SKTM. Tiap tahun, lanjutnya, Pemkot Bekasi menyiapkan dana bantuan sebesar Rp4 miliar.

No More UN Score Held, as Student Arrears Removed

Cavan Ayunkan Faqih, a IX grade student of Junior High School (SMP) Glora Bekasi feels a little calmer today. Her National Exam (UN) score that had been held by the school since Saturday (3/6) has finally been released. Herdian Faturahim, Cavan’s father said that her UN score was finally given out yesterday (Tuesday 6/6) and now Cavan is ready to register at school.

Herdian said that six students of SMP Glora Bekasi whose UN score were held by the school had been called to meet their headmaster. At the start, the students were called to receive a briefing; however, at the end of the meeting, their UN score were distributed. After this, Herdian intends to take care of his family administration such as change of domicile, family identity card (KK) change and economic incapacity certificate (SKTM) to ease receiving a government grant should this be necessary one day.

The headmaster of SMP Glora Bekasi, Supriyanto, confirmed that he had already distributed UN results for all IX grade students. From Supriyanto’s viewpoint, appeals had been to Cavan’s parents since VII grade to obtain SKTM. However, this had not been done because they had KTP of DKI Jakarta, not Bekasi City.

In regard to this point, the Head of Primary Education of Disdik Bekasi, Krisman Irwandi said that he strongly supported the parents of such students to obtain SKTM. For as he continued, the Bekasi Government (Pemkot Bekasi) had set aside grant funds amounting to 4 billion rupiah.

 

 

 

 

 

 

Kemendikbud Mengaku Kesulitan Temukan Anak tak Sekolah

Kementerian Pendidikan dan Kebudayaan (Kemendikbud) menyebut salah satu kendala distribusi Kartu Indonesia Pintar (KIP) yakni menemukan anak tak sekolah (ATS). Staf Khusus Mendikbud Bidang Monitoring Implementasi Kebijakan R Alpha Amirrachman  mengatakan bahwa susah menemukan anak tak sekolah. Apabila terdaftar di Dapodik (data pokok pendidikan) mudah ditemui, namun bila tidak terdaftar sulit untuk ditemui.

Selain itu, ia menjelaskan, kendala membuat ATS kembali mengenyam pendidikan adalah motivasi. Ia berujar, mendorong ATS bersekolah, baik di formal maupun tak formal butuh pendampingan dan pendekatan khusus.

Tahun lalu, pemerintah berhasil menyalurkan 60 ribu KIP untuk ATS. Sementara pada 2017, berdasarkan data Tim Nasional Percepatan Penanggulangan Kemiskinan (TNP2K) terdapat 2,9 juta ATS. Lebih dari 500 ribu dari jumlah itu sudah mendapat KIP dan memanfaatkannya, baik untuk kursus, sekolah, atau kegiatan belajar lainnya. Namun, dari 2,9 juta itu, Kemendikbud tetap menverifikasi berdasarkan nama dan alamat serta tahun lahir.

Ia menambahkan pemerintah minta berikan perhatian khusus agar dorong ATS. Presiden Jokowi (Jokowi) mendorong yang tak sekolah, kembali ke sekolah.  Menurutnya, sayang apabila penerima KIP tidak mendaftarkan diri sebagai peserta pendidikan. Sebab, manfaat KIP tidak dapat dicairkan, apabila penerima tidak terdaftar di Dapodik. Pemerintah, Alpha menuturkan, berupaya membuka akses seluas-luasnya untuk mengajak ATS kembali belajar. Ia juga berharap masyarakat meningkatkan kepekaan sosial terhadap ATS di lingkungannya untuk mendorong kembali belajar.

Kemendikbud Admits Difficulties to Finding Out-of-School Children

The Ministry of Education and Culture (Kemendikbud) acknowledges that one of problems in distributing the Indonesian Smart Card (KIP) is finding the Out-of-School Children (ATS). Special Staff of Policy Implementation Monitoring Section of Mendikbud, R Alpha Amirrachman, said that there were difficulties in finding the out-of-school children. If they registered in Dapodik (the Ministry’s education data center), they can easily be found, but if they are not then difficulties arise.

In addition, he explained, motivation is also a problem in bringing ATS back into the education system. He said that it requires assistance and a special approach to support the return of ATS to schools, both in formal and informal education.

Last year, the government was successful in distributing 60,000 KIP for ATS. Meanwhile in 2017, according to data from The National Team for The Acceleration of Poverty Reduction (TNP2K), there are 2.9 million ATS. More than 500,000 have already obtained KIP and use this to take course, school, or other study activities. However, of this 2.9 million, Kemendikbud has to keep verifying based on name and address as well as year of birth.

He added that the government requests all sections of the community to pay special attention to supporting ATS. President Jokowi encourages out-of-school children to return to school and views KIP’s function as being meaningless if recipients of KIP are not registered in Dapodik. Alpha stated that the government is attempting to open access as widely as possible to bring ATS back to study. He also expects the community to raise their social sensitivity toward ATS in their own environment in supporting them to return to their studies.
