Jokowi Minta Mendikbud Tunda Rencana Sekolah Sehari Penuh

Presiden Joko “Jokowi” Widodo telah meminta Kementerian Kebudayaan dan Pendidikan (Kemendikbud) untuk menangguhkan kebijakan baru yang akan memperpanjang jam sekolah. Hal itu dilakukan guna mencegah perpecahan lebih lanjut antara dua organisasi Islam terbesar di Indonesia, yaitu Nahdlatul Ulama (NU) dan Muhammadiyah,

Menteri Kebudayaan dan Pendidikan (Mendikbud) Muhadjir Effendy, yang juga merupakan petinggi di Muhammadiyah, pada bulan Juni ini menandatangani sebuah peraturan mengenai penambahan jam belajar sekolah dari lima jam menjadi delapan jam per hari, dan pengurangan jumlah hari sekolah dari enam hari menjadi lima hari dalam sepekan .Kebijakan baru itu akan diterapkan di semua jenjang pendidikan, kecuali sekolah TK dan sekolah berbasis agama.

Terkait kebijkan baru tersebut, jajaran pimpinan NU telah menyatakan keberatannya dengan alasan bahwa anak-anak nantinya tidak lagi memiliki waktu untuk mengikuti kelas sore di madrasah yang sebagian besar dikelola NU.

Sama halnya dengan NU, Muhammadiyah juga mengelola jaringan sekolah, yang kebanyakan adalah sekolah modern dan berpedoman seusai aturan Kemendikbud.

Muhadjir telah berulang kali membela kebijakan baru yang digulirkannya tersebut, dan mengklaim bahwa kebijakan itu akan memberikan lebih banyak waktu untuk “pembangunan karakter,” yang merupakan bagian dari program “revolusi mental” Jokowi.

Sebelumnya, Wakil Presiden Jusuf Kalla meminta agar kebijakan tersebut ditangguhkan dulu karena akan berdampak terhadap 50 juta siswa di Tanah Air. Seharusnya, keputusan untuk menggulirkan peraturan tersebut hanya bisa dilakukan dalam sebuah rapat kabinet.

Pada hari Kamis kemarin (15/6), NU kembali menegaskan penentangannya terhadap kebijakan baru tersebut. Ketua Umum NU Said Aqil Siroj mengatakan bahwa NU sangat menolak kebijakan baru tentang jam sekolah tersebut karena tidak sesuai dengan program pemerintah dalam membangun karakter siswa. Aqil mengatakan, pendidikan, seharusnya tidak selalu dikaitkan dengan sekolah. Interaksi sosial siswa dengan lingkungan sekitar juga merupakan bagian dari pengembangan karakter yang dapat membawa mereka lebih dekat dengan adat istiadat dan tradisi setempat.

Sementara itu, Ketua Asosiasi Pesantren Nahdlatul Ulama, Abdul Ghaffar Rozin,  mengatakan bahwa dia khawatir dengan ketidakpastian masa depan sekolah madrasah dan gurunya.

Secara terpisah, Abdul Muti, Sektretaris Umum PP Muhammadiyah, mengatakan, Muhammdiyah akan mendukung kebijakan baru Kemendikbud tersebut dan akan membuat perubahan operasional belajar sekolah yang dikelolanya agar bisa menyesuaikan dengan rencana lima hari sekolah dalam sepekan. Mu’ti mengatakan bahwa rencana kebijakan tersebut dapat memperbaiki karakter siswa.

Dia meminta mereka yang menentang kebijakan baru tersebut untuk tidak “mempolitisir” kebijakan itu. Karena, lanjutnya, kebijakan itu nantinya akan dilaksanakan secara bertahap dan dilakukan evaluasi secara terus-menerus. yang terpenting adalah pemerintah secara komprehensif menjelaskan kebijakan tersebut kepada publik. Karena, mereka yang menentangnya disebabkan belum mendapat cukup informasi tentang kebijakan tersebut.

Sebelumnya pada hari Rabu (15/6), Muhadjir bertemu dengan Ketua Majelis Ulama Indonesia (MUI) Maruf Amin guna mencari dukungan atas kebijakan barunya itu. Setelah melakukan pertemuan itu, Maruf mengatakan MUI mendukung kebijakan tersebut dan sedang merumuskan rekomendasi yang dapat mendukung rencana kebijakan tersebut.

Following concern that the Culture and Education Ministry’s new plan to extend school hours could create further division between the country’s two largest Muslim organizations, Nahdlatul Ulama (NU) and Muhammadiyah, President Joko “Jokowi” Widodo has demanded a suspension of the new policy.

Culture and Education Minister Muhadjir Effendy, who is also an executive of Muhammadiyah, signed in June a regulation on the extension of school hours, from five to eight per day, and the reduction of the number of school days, from six to five a week. The new policy will be implemented at all education levels, except kindergarten and religious schools.

NU leadership has expressed its opposition to the new policy, saying children would no longer have time to attend afternoon classes at madrasah (traditional Islamic schools), the majority of which are run by the organization.

Like the NU, Muhammadiyah also runs a network of schools, but they are mostly modern and subscribe to guidelines provided by the education ministry.

Muhadjir has repeatedly defended the new policy, which he claims will allow more time for “character building,” a part of Jokowi’s “mental revolution” program.

Vice President Jusuf Kalla earlier called for the suspension of the policy, saying that as it would affect more than 50 million students in the country, the decision to roll it out should only be made by a Cabinet meeting.

On Thursday, the NU reiterated its opposition to the new policy.

NU chairman Said Aqil Siroj said the organization strongly objected to the new school hour policy as it did not jibe with the government’s focus on building students’ character. Aqil said, education should not always be associated with school. The social interaction of students with their surroundings is also a part of character development that can bring them closer to local customs and traditions.

Meanwhile, the chairman of the NU Islamic Boarding School Association, Abdul Ghaffar Rozin, said he was worried about the uncertain future of both madrasah and their teachers.

Separately, Abdul Muti, the secretary general of Muhammadiyah, said the organization would support the new policy and make changes to how its schools operated to adjust to the planned fiveday school week. Mu’ti said the plan could improve the character of students.

He called on those who opposed the new policy to not “politicize” the plan, saying it would be implemented gradually with constant evaluation. He said that the most important is that the government comprehensively explain the policy [to the public]. People oppose the policy because they haven’t received enough information about it.

Earlier on Wednesday, Muhadjir met with chairman of the Indonesian Ulema Council (MUI) Maruf Amin to seek support for his new policy. Speaking after the meeting, Maruf said the MUI supported the policy and was formulating a recommendation to endorse the plan.

Kabinet Terbelah Sekolah Lima Hari

Menteri Pendidikan dan Kebudayaan Muhadjir Effendy berkukuh akan menambah waktu penyelenggaraan pendidikan di sekolah dasar dan menengah menjadi delapan jam per hari. Dia membantah tudingan telah memutuskan sendiri aturan yang menuai kritik itu.

Menurut Muhadjir, Kementerian telah menyapaikan rencana aturan baru itu dalam rapat di Kementerian Koordinator Pembangunan Manusia dan Kebudayaan. Semula dia mengusulkan agar hari sekolah diatur dalam peraturan presiden namun hasil konsultasi dengan Seketariat Negara dan Kementerian Hukum dan Hak Asasi Manusia (menyimpulkan) cukup dengan peraturan menteri.

Peraturan Menteri Pendidikan dan Kebudayaan Nomor 23 Tahun 2017 tentang hari sekolah yang merupakan regulasi baru dalam mengatur aktivasi belajar di sekolah digelar delapan jam perhari dari Senin hingga Jumat atau 40 jam per pekan. Aturan yang diterapkan mulai tahun ajaran baru Juli nanti itu dikritik banyak kalangan, termasuk dari dalam kabinet.

Wakil Presiden Jusuf Kalla menyatakan peraturan Menteri Muhadjir perlu dievaluasi. Dia menilai aturan tersebut tak bisa diputuskan di tingkat menteri, melainkan harus melalui rapat kabinet. Sebab, kata Kalla, hal itu akan berdampak luas terhadap jutaan siswa. Kalla menilai bertambahnya jam belajar per hari juga berkaitan dengan infrastruktur sekolah yang perlu dipersiapkan.

Kementerian Agama pun khawatir aturan ini akan menggerus eksistensi lembaga pendidikan keagamaan. Menteri Agama Lukman Hakim Saifuddin dirinya berharap agar peraturan ini jangan sampai berdampak negative ke madrasah dinayah. Dikatakan oleh Kepala Biro Hubungan Masyarakat, Data, dan Informasi Kementerian Agama, Mastuki mengatakan Kementerian Agama aka mendukung jika da jaminan pengakuan dan penguatan terhadap madrasah diniyah, pondok pesantren, serta lembaga pendidikan keagamaan lainnya.

Cabinet Divided Over Five-Day School Week

The Minister of Education and Culture, Muhadjir Effendy, will take further time to implement the eight hours per day education in elementary and high schools. He denies claims that he decided the regulation by himself.

From Muhadjir’s viewpoint, the Ministry already stated the plan for this new regulation at the meeting in the Coordinating Ministry of Human Development and Culture. Initially, he suggested that the length of school day be stipulated in a presidential regulation. However, after consultation with the State Secretariat and the Ministry of Justice and Human Rights it was concluded that a ministerial regulation would be sufficient.

This Ministerial Regulation of Education and Culture Number 23 Year 2017 concerning the school day, provides that learning activity at school will be eight hour a day from Monday to Friday or 40 hours per week. Such regulation will be applied in the new academic year commencing July, but has received criticism from a number of parties, including from inside the cabinet.

The Vice President, Jusuf Kalla said that it was necessary to evaluate Minister Muhadjir’s regulation. In his assessment, such a regulation should not be decided in the Minister’s level but through a cabinet meeting. This was because the decision will widely affect a million or more students. He also worried about the necessary preparation of schools’ infrastructure to handle the increased study time per day.

The Ministry of Religious Affairs has expressed concern that the regulation could eliminate the existence of religious educational institutions. The Minister of Religious Affairs, Lukman Hakim Saifuddin, hopes the regulation will have no negative impact on Islamic primary education (madrasah diniyah). The Head of Public Relation, Data, and Information Bureau of Religious Affairs, Matsuki, said that the Ministry of Religious Affairs would support should there be assurance to admit and strengthen Islamic primary education, Islamic boarding, as well as other religious educational institutions.

 

Tingkat SMP,Terbanyak Gelar UNBK

Hasil ujian nasional (UN) jenjang SMP/MTs/sederajat telah diumumkan 2 Juni 2017. Tercatat jumlah satuan pendidikan ini yang terbanyak mengikuti UN berbasis komputer (UNBK) paling banyak ketimbang SMA sederajat, yakni sebanyak 8.879 SMP, 1.970 MTs, 198 SMP terbuka, serta 693 PKBM. Total UNBK SMP sederajat diikuti 1.349.744 siswa.

Meski begitu, persentase sekolah dan siswa UNBK jenjang SMP masih lebih rendah dari jenjang di atasnya, yakni 32%, karena jumlah siswa SMP/MTs yang dilayani dengan kertas dan pensil (UNKP) sebanyak 2.855.633 siswa.

Adapun peningkatan jumlah peserta UNBK pada jenjang SMP dari 2016 ke 2017 mencapai 860% dari 156.320 menjadi 1.349.744 siswa.

Kepala Pusat Penilaian dan Pendidikan Kemendikbud, Nizam, mengemukakan ada dua provinsi, yaitu DKI Jakarta dan DI Yogyakarta, yang 100% siswa SMP/MTs-nya mengikuti UNBK. Dari segi sebaran sekolah UNBK, di ujung timur ada SMPN Urei Faisei di desa pedalaman yang masih tertinggal di Kabupaten Waropen, Papua dan di ujung barat ada SMPN 1 Sabang, Kota Sabang, Aceh.

Dikatakannya, UN SMP terselenggara lancar meski tercatat ada gangguan teknis seperti pemadaman listri, gangguan koneksi internet, kerusakan jaringan, dan kerusakan server/komputer.

Junior High School (SMP) Level being The Most Number in Implementing UNBK

The National Exam (UN) results of Junior High School (SMP)/ Islamic Junior High School (MTs) level were announced on June 2, 2017. This education level had the highest numbers holding Computer-Based National Exam (UNBK) compared to Senior High School (SMA) and equivalent. There were 8,879 SMP, 1,970 MTs, 198 SMP Terbuka, as well as 693 Community Learning Centers (PKBM), for a total of 1,349,744 students of SMP and equivalent taking the UNBK.

Nevertheless, school percentage and UNBK students of SMP level was still lower than the senior level at 32 percent. This was because 2,855,633 SMP/MTs students took the Paper National Exam (UNKP).

The increase in the numbers taking UNBK at SMP level from 2016-2017 rose from 156,320 to 1,349,744 students, or some 860%.

The Head of Center for Assessment and Education of Kemendikbud, Nizam, stated that there were two provinces (DKI Jakarta and DI Yogyakarta) in which 100 percent of SMP/MTs students took UNBK. In terms of the distribution of schools implementing UNBK, they ranged from State Junior High School (SMPN) Urei Faisei located in the underdeveloped village in Waropen Regency, Papua in the east to SMPN 1 Sabang, Sabang City, Aceh in the west.

Nizam said that in general, implementation of UN SMP went smoothly even though there were some technical problems such as internet connection problem, network failure, and server/computer failure.

Sosialisasi Sekolah Lima Hari Diintensifkan

Kementerian Pendidikan dan Kebudayaan (Kemendikbud) akan mengintensifkan program sekolah lima hari. Penerapannya sendiri akan dilakukan secara bertahap pada tahun ajaran baru.

Mendikbud Muhadjir Effendy mengaku sudah menghadap Presiden Joko Widodo (Jokowi) untuk melaporkan tentang sekolah lima hari ini. Menurutnya, Presiden berpesan untuk melakukan sosialisasi ke semua pihak dan diintensifkan agar tidak terjadi kesalahpahaman.

Seperti diberitahukan beberapa media sebelumnya, Juru Bicara Presiden Johan Budi mengatakan bahwa Presiden Jokowi telah meminta Mendikbud untuk menahan dulu kebijakan sekolah lima hari. Selama status hold ini berlangsung, ujar Johan, Mendikbud diminta untuk mengintensifkan sosialisasi ke semua pihak seperti pesantren.

Menjawab pernyataan Johan Budi, Muhadjir menjelaskan bahwa berdasarkan PP19/2017 dan Permendikbud No 23/2017, sekolah lima hari dimulai pada tahun ajaran baru 2017 dan dilakukan secara bertahap.

Dirjen Pendidikan Dasar dan Menengah (Dikdasmen) Kemendikbud Hamid Muhammad menambahkan, sosialisasi sekolah lima hari memang terus dilakukan. Bahkan dengan Kementerian Agama pun sedang menyiapkan petunjuk teknis bersama, terutama bisa bersinergi dengan madrasah diniyah dan pondok pesantren. Hamid menjelaskan, jika tidak ada keputusan dari Presiden, sekolah lima hari akan dimulai pada pekan ketiga Juli. Program akan dimulai bertahap di 9.830 sekolah yang dinyatakan siap.

Five Day School Familiarizing Intensified

The Ministry of Education and Culture (Kemendikbud) will intensify the five-day school program. The implementation itself will be done gradually in the new school year.

Mendikbud Muhadjir Effendy claimed to have had an audience with President Joko Widodo (Jokowi) to report on this five-day school. According to him, the President advised to conduct familiarizing to all parties and to intensify it in order to avoid misunderstanding.

As previously reported by several media, Presidential Spokesman Johan Budi said that President Jokowi had asked Mendikbud to withhold the five-day school policy. During this hold status, Johan said, Mendikbud was asked to intensify familiarizing to all parties such as pesantren.

In response to Johan Budi’s statement Muhadjir explained that based on PP19/2017 and Permendikbud No 23/2017, the five-day school begins in the new academic year 2017 and is done in stages.

Director General of Primary and Secondary Education (Dikdasmen) Kemendikbud Hamid Muhammad added that familiarizing of the five-day school is continuously conducted. Even with the Ministry of Religious Affairs, they are preparing joint technical guidelines, especially able to synergize with madrasah diniyah and boarding schools (pesantren). Hamid explained that if there is no other decision by the President, the five-day school will begin in the third week of July. The program will begin gradually in 9,830 schools declared ready.

Kemendikbud Geber Juknis Lima Hari Sekolah

Terlepas adanya penolakan dari sejumlah pihak, Kementerian Pendidikan dan Kebudayaan (Kemendikbud) terus mematangkan rencana pelaksanaan kebijakan lima hari sekolah dalam sepekan. Petunjuk teknis (juknis) penyelenggaraan lima hari sekolah (LHS) itu mulai dibahas dengan Kementerian Agama (Kemenag). ”

Dirjen Dikdasmen Kemendikbud, Hamid Muhammad di Kemendikbud, Senayan, Jakarta, Kamis (15/6), mengatakan, sosialisasi terus dilakukan, dan dengan Kemenag sedang mempersiapkan juknis bersama, terutama sinergi sekolah dengan madrasah diniyah dan pondok pesantren. Pembahasan juknis tersebut dilakukan mulai Kamis (15/6) ini di Hotel Ciputra, Jakarta. Diharapkan, pembahasan juknis akan selesai pada Sabtu (17/6) mendatang.

Menurut Hamid, saat ini sudah banyak sekolah yang melaksanakan sinergi dengan madrasah diniyah. Salah satunya yakni di Pasuruan, Jawa Timur, dimana setelah pulang sekolah pada pukul 13.00 dan istirahat sejenak, kemudian pada pukul 14.00 anak-anak pergi ke madrasah diniyah. Ia mengatakan, bagi daerah yang sudah melaksanakan itu artinya sudah berhasil menyelenggarakan LHS.

Hamid menjelaskan, apabila tidak ada putusan lain dari Presiden Joko Widodo (Jokowi), maka pekan ketika Juli 2017, LHS bisa diterapkan. Saat ini, sudah ada 9.830 dari target 5.000an sekolah yang menyatakan kesiapan menyelenggarakan LHS. Ia menegaskan, tidak semua sekolah diwajibkan menerapkan LHS. Sebab, pemerintah memiliki kriteria bagi sekolah yang berencana menerapkan LHS, salah satunya, yakni guru lengkap dan sarana prasarana mencukupi.

Kemendikbud Speeds Five Day School Guidelines

Despite the rejection of several parties, the Ministry of Education and Culture (Kemendikbud) continues to finalize the planned implementation of the five-day school in a week policy. The technical guidelines of the five-day school (LHS) have started to be discussed with the Ministry of Religious Affairs (Kemenag). ”

Director General of Dikdasmen Kemendikbud, Hamid Muhammad in Kemendikbud, Senayan, Jakarta, Thursday (15/6), said that familiarizing is continuously conducted, and with the Ministry of Religious Affairs (they are) preparing joint technical guidelines, especially the synergy of schools with madrasah diniyah and boarding schools (pesantren). Discussion on the technical guidelines was conducted starting this Thursday (15/6) at Ciputra Hotel, Jakarta. Hopefully, the technical guidelines discussion will be completed this Saturday (17/6).

According to Hamid, currently there are many schools that implement synergies with madrasah diniyah. One of them is in Pasuruan, East Java, where after school at 13.00hrs and after a short break, then at 14.00hrs the children go to madrasah diniyah.  He said, for the region that has implemented this, it means it has been successful in holding LHS.

Hamid explained if there is no other decision from President Joko Widodo (Jokowi), then in the third week of July 2017, LHS could be applied. Currently, there are already 9,830 of a target of 5,000 schools that declared readiness to organize LHS. He asserted, not all schools are required to apply LHS.  The government has criteria for schools that plan to apply LHS, one of them, namely complete (number of) teachers and adequate infrastructure and facilities.
