Menteri Pendidikan dan Kebudayaan Muhadjir Effendy, sebelum memberikan pengarahan kepada kepala dinas pendidikan se-Jawa Tengah di Banjarnegara, Jawa Tengah, Jumat (16/6) sore, menyatakan, kebijakan memperpanjang jam belajar di sekolah menjadi 8 jam tidak akan mematikan madrasah diniyah yang selama ini sudah eksis. Pengelola madrasah diniyah tak perlu khawatir dengan kebijakan lima hari sekolah. Madrasah diniyah dan TPA (Taman Pendidikan Al Quran) itu justru akan dijadikan partner dalam pelaksanaan kebijakan 8 jam belajar.

Muhadjir mengatakan, madrasah diniyah merupakan lembaga pendidikan Islam nonformal yang biasa dilaksanakan pada sore hari. Peserta didik siswa madrasah diniyah biasanya juga merupakan siswa di sekolah umum. Muhadjir menyatakan, ketentuan 8 jam belajar itu bukan berarti siswa harus terus berada di sekolah selama 8 jam sehari. Karena itu, sekolah bisa menjalin kerja sama dengan lembaga lain, termasuk madrasah diniyah, untuk memenuhi ketentuan ihwal 8 jam belajar.

Menurut Muhadjir, apabila ada siswa yang pagi belajar di sekolah formal dan sore belajar di madrasah diniyah, hal itu sudah sesuai dengan ketentuan tentang 8 jam belajar. Karena itu, para pengelola madrasah diniyah tak perlu khawatir dengan terbitnya Permendikbud Nomor 23 Tahun 2017. Dia menambahkan, ke depan, kerja sama sekolah dan madrasah diniyah bisa diformalkan. Dengan begitu, hasil pelajaran siswa di madrasah diniyah bisa diakui atau dikonversi sebagai pelajaran agama di sekolah umum.

Muhadjir mengatakan, jika kerja sama sekolah dan madrasah diniyah bisa diwujudkan, para ustaz atau guru madrasah diniyah bisa mendapat honor dari dana bantuan operasional sekolah (BOS). Tim Kemdikbud sedang berkoordinasi dengan Kementerian Agama terkait kerja sama itu. Tahun ini, kebijakan lima hari sekolah itu akan diterapkan di 9.300 sekolah di 11 kabupaten/kota.

Diniyah Schools Become Partners

Minister of Education and Culture, Muhadjir Effendy, before giving directives to the heads of the education agencies throughout Central Java in Banjarnegara, Central Java, Friday (16/6) afternoon, stated that the policy of extending the school hours to 8 hours will not kill existing madrasah diniyah.  The managers of madrasah diniyah need not worry about the five-day school policy. Madrasah diniyah and Alquran Education Parks (TPA) will actually be set as partners in the implementation of the 8 hour learning policy.

Muhadjir said that the madrasah diniyah is a non-formal Islamic educational institution that is usually conducted in the afternoons. Students of madrasah diniyah are usually also public school students. Muhadjir stated that the 8 hours of study does not mean that students should stay in school for 8 hours a day. Therefore, schools can work together with other institutions, including madrasah diniyah, to meet the terms of eight hours study.

According to Muhadjir, if there are students who study in formal schools and in the afternoons they study in madrasah diniyah, it is in compliance with the provisions about 8 hours study. Therefore, the madrasah diniyah operators need not worry with the issuance of Permendikbud Number 23 of 2017. He added that in the future, cooperation between schools and madrasah diniyahs could be formalized. That way, study results in madrasah diniyahs can be recognized or converted as religious lessons in public schools.

Muhadjir said that if school and madrasah diniyah collaboration can be realized, the ustaz or madrasah diniyah teachers can obtain honorarium from school operational assistance funds (BOS). The Kemdikbud team is currently coordinating with the Ministry of Religious Affairs related to the cooperation. This year, the five-day school policy will be implemented in 9,300 schools in 11 regencies/cities.

Mendikbud Perbolehkan Penarikan Biaya

Menteri Pendidikan dan Kebudayaan (Mendikbud) Muhadjir Effendy dalam kaitan pemberlakuan sekolah lima hari membolehkan pihak sekolah untuk menarik biaya tambahan kepada orangtua atau wali murid untuk keperluan melengkapi sarana dan prasarana program penguatan karakter lima hari sekolah yang resmi diberlakukan tahun ini.

Hal itu dengan catatan, penarikan yang dilakukan disepakati bersama oleh orangtua, diputuskan melalui komite sekolah, dan untuk kemajuan sekolah. Serta, tidak memberatkan pihak orangtua. Namun, jika membebani orangtua, penarikan itu tidak boleh dilakukan. Hal itu disampaikan Mendikbud saat mendampingi kunjungan Presiden RI Joko Widodo ke Gedung Pemuda Kabupaten Temanggung pada Sabtu (17/6).

Muhadjir memastikan program penguatan karakter sekolah lima hari tetap akan dilakukan tahun ini. Sebab, hal itu sudah menjadi program pemerintah. Namun demikian, penguatan karakter tidak melulu harus dilakukan di dalam sekolah, bisa juga di luar sekolah. Dijelaskan, pemberlakuan program lima hari sekolah ini membutuhkan perubahan pola pikir dari pihak sekolah, terutama kepala sekolah. Untuk itu, pola pikir para kepala sekolah tersebut yang akan ia ubah.

Mendikbud Allows Fee Charges

Minister of Education and Culture Muhadjir Effendy in connection with the enactment of a five-day school allows the school to charge additional fees to parents or guardians for the purpose of completing the facilities and infrastructure for the school’s five-day character reinforcement program which is officially implemented this year.

It is with the provision that the school charges being made should be approved by parents and decided through the school committee, and it is for the advancement of the school. And it does not burden the parents. However, if it burdens the parents the charges should not be made.   This was conveyed by Mendikbud when accompanying President Joko Widodo on his visit to Pemuda Building of Temanggung Regency, on Saturday (17/6).

Muhadjir ensured that the five-day school character reinforcement program will continue to be implemented this year. Because it has become a government program. However, character building should not only be done within the school, it could also be conducted outside the school. He explained that the implementation of this five-day school program requires changes in the school’s mindset, especially the school principal’s.  For that he will start with changing the principals’ mindsets.

Sekolah Lima Hari, Jam Kerja Guru Bertambah

Penerapan sekolah lima hari akan berdampak pada perubahan jam kerja bagi para guru. Jika sebelumnya guru hanya diberi beban kerja 24 jam per minggu, kini harus memenuhi 40 jam per minggunya. Dirjen Guru dan Tenaga Kependidikan Sumarna Surapranata membenarkan adanya perubahan beban kerja bagi guru tersebut. Perubahan jam kerja guru menjadi 40 jam ini akan dimasukkan ke dalam PP No 19/2017.

Namun, menurut Sumarna, 40 jam per minggu ini tidak hanya dihitung dari tatap muka mengajar saja. Waktu jam istirahat pun akan dhihitung dari bagian 40 jam tersebut. Yang terpenting, guru harus tetap berada di sekolah selama 40 jam untuk merencanakan, melaksanakan/tatap muka, menilai, membimbing, dan melaksanakan tugas tamabahan.

Menurut Sumarna, selama guru tidak meninggalkan sekolah dengan tetap melaksanakan kegiatan intrakurikuler, kokurikuler, dan ekstrakurikuler, lanjutnya, hak mereka untuk menerima tunjangan profesi guru (TPG). Sumarna mengatakan, pemenuhan 40 jam kerja bagi guru sebenarnya tidak terlalu sulit. Sebab, perhitungan 40 jam kerja itu tidak hanya dari jam mengajar saja, tetapi juga bisa diambilkan dari kegiatan guru saat menjadi anggota organisasi guru, pengembangan profesi berkelanjutan, dan tugas kedinasan.

Sementara itu, Ketua Umum Pengurus Besar Persatuan Guru Republik Indonesia (PB PGRI) Unifah Rosyidi mengatakan, kebijakan 40 jam dengan alasan menolong guru dan sesuai peraturan Aparatur Sipil Negara (ASN) sama sekali tidak benar. Menurut dia, revisi PP 74 menjadi PP 19 justru akan memenjarakan guru. Unifah mengatakan, guru sebagai tenaga pendidik dan profesional justru sekarang diposisikan sebagai ASN yang beban kerjanya jauh lebih berat. Semestinya, dalam membuat kebijakan, Kemendikbud dapat mengutamakan dialog kepada seluruh pemangku kepentingan terutama organisasi guru.

Five Day School System, Teachers’ Work Hours Increase

The implementation of a five-day school system will have an impact on a change in teachers’ working hours. If previously teachers are only given a workload of 24 hours per week, now they must meet 40 hours per week. Director General of Teachers and Education Personnel, Sumarna Surapranata confirmed that there are changes of teachers’ workload. The change to 40 hours will be incorporated in the Government Regulation No. 19/2017.

However, according to Sumarna the 40 hours per week is not only calculated from direct in-class teaching alone. Break time will also be counted as part of the 40 hours. Most importantly, teachers should stay in school for 40 hours to plan, implement/face to face teaching, assessing, guiding, and performing additional tasks.

According to Sumarna, as long as the teachers do not leave school by continuing to conduct intra-curricular, co-curricular, and extracurricular activities; he also added it is their right to receive teacher professional allowance (TPG).  Sumarna said that the fulfillment of 40 work hours for teachers is actually not too difficult. Therefore, the calculation of 40 hours of work is not only from teaching hours, but can also be taken from their activities as members of teacher organizations, professional development, and official duties.

Meanwhile, the Chairperson of the Board of the Indonesian Teachers Association (PB PGRI) Unifah Rosyidi said that the 40-hour policy with the reasoning to help the teachers and in compliance with the State Civil Service Administration (ASN) is absolutely not true.  According to her, the revision of PP 74 to PP 19 would actually repress teachers. Unifah said that teachers as educators and professionals are now precisely positioned as an ASN whose workload is much heavier.  In making policy, Kemendikbud should be able to prioritize dialogues to all stakeholders, especially teacher organizations.

Meski Banyak Ditentang, Kemendikbud Tetap Lanjutkan Penambahan Jam Belajar Sekolah

Menteri Pendidikan dan Kebudayaan (Kemendikbud) akan tetap melanjutkan rencananya untuk memberlakukan lima hari sekolah dalam sepekan pada Juli nanti meskipun Presiden “Jokowi” Widodo memerintahkan untuk menunda rencana tersebut. Mendikbud beralasan bahwa dia belum mendengar perintah tersebut. dan program tersebut akan dilaksanakan secara bertahap.

Pada Juni ini, Muhadjir telah menandatangani sebuah Permendikbud tentang penambahan jam belajar sekolah dari lima jam menjadi delapan jam, dan pengurangan jumlah hari sekolah dari enam hari menjadi lima hari dalam sepekan, kecuali untuk TK dan sekolah berbasis agama.

Direktur Jenderal Pendidikan Dasar dan Menengah (Dikdasmen) Kemendikbud, Hamid Muhammad, mengatakan, mereka belum menerima surat pemberitahuan resmi dari presiden tentang penundaan pelaksanaan program tersebut, maka dari itu pihaknya akan melaksanakannya. Kecuali, lanjutnya, jika Presiden secara resmi memerintahkan untuk ditunda.

Hamid mengatakan, pada awal tahun ajaran baru di bulan Juli ini, sekitar 9.380 sekolah di seluruh Tanah Air akan mulai memberlakukan kebijakan tersebut. Sekolah-sekolah yang melaksanakan kebijakan tersebut harus memiliki jumlah guru dan sarana prasana sekolah yang memadai.

kemendikbud juga berencana menerapkan peraturan pemerintah (PP) No. 19/2017, yang akan menambah jam kerja guru hingga 40 jam per minggu. Dalam peraturan itu, guru tidak diharuskan mengajar selama 24 jam di dalam kelas. Sebaliknya, mereka memindahkan program belajar mengajarnya di luar kelas atau dengan melakukan kunjungan lapangan.

Direktur Jenderal Guru dan Tenaga Kependidikan (GTK) Sumarna Surapranata mengatakan, untuk memenuhi persyaratan tersebut, guru harus melakukan penilaian terhadap karya siswa mereka dan merencanakan silabus serta memberikan tugas-tugas lainnya seperti kegiatan ekstrakurikuler di sekolah.

Ministry to increase school hours despite objections

The Cultural and Education Minister will continue with its plan to implement a five-day school week in July despite an order from President Joko “Jokowi” Widodo to delay the plan. Culture and Education Minister Muhadjir Effendy saying he had not heard about the President’s order and the program will be implemented gradually.

Muhadjir signed a ministerial decree in June on the extension of school hours, from five to eight hours, and the reduction of the number of school days, from six to five days a week. The new policy will be implemented at all education levels, except kindergartens and religious schools.

The ministry’s director general of elementary and secondary education, Hamid Muhammad, said they had not received an official letter from president on postponing the implementation of the program, hence the decision to implement it. He added that if it turns out the President officially requested the suspension of the program, Kemendikbud will do as the President are told.

Around 9,380 schoools across Indonesia will implement the policy at the start of the new academic year in july, Hamid said, adding that the schools implementing the changes needed to have an adequate number of teachers and facilities.

The ministry also planned to implement government regulation (PP) No. 19/2017, which would increase teachers working hours to 40 hours per week.

Under the new regulation teachers will be not required to teach for 24 hours within the confines of classroom. Instead, teachers can move lessons outside the classroom or go on field trips.

The ministry’s director General for teachers, Sumarna Surapranata, said to fulfill the demand, teachers would have to grade their student’s work, plan syllabi and carry out other tasks, such as those relating to extracurricular activitie, at school.

Aliansi PTN Nyatakan Perang terhadap Ideologi Radikal

Sebuah aliansi yang terdiri dari sejumlah perguruan tinggi negeri (PTN) di kawasan timur Indonesia telah berdeklarasi untuk melawan ancaman paham radikalisme yang berkembang di kampus-kampus. Deklarasi anti radikalisme itu digelar pada Jumat (16/5) di Kampus Universitas Hasanudin (Unhas) Makassar, Sulawesi Selatan.

Sejumlah pejabat turut hadir, diantaranya, Kapolrestabes Makassar Kombes Pol Endi Sutendi, Rektor Universitas Hasanuddin, Prof Dwia Ariestina Pulubuhu dan Rektor Universitas Negeri Makassar, Prof Husain Syam.

Sebanyak dua puluh Sembilan rektor dan pimpinan universitas menandatangani deklrasi tersebut dalam sebuah acara yang juga dihadiri Menteri Riset Teknologi dan Pendidikan Tinggi (Menristekdikti) Muhammad Nasir, Wakapolri Komjen Pol Syafruddin dan Kapolda Sulsel Irjen Pol Muktiono.

Dalam acara deklarasi itu, para pimpinan PTN berkomitmen untuk menegakkan ideologi negara Pancasila dan UUD 1945 dan menolak segala macam bentuk ideologi berpaham ekstrim di kampus-kampus. Rektor Unhas, Prof Dwia Aries Tina Pulubuhu mengatakan, deklarasi tersebut dimaksudkan untuk mencegah paham radikalisme dan terorisme masuk wilayah kampus.

Sementara itu, Menristekdikti Mohammad Nasir mengatakan, ideologi paham radikalisme telah berkembang di kampus-kampus karena mahasiswa dapat dengan mudah terpengaruhi. Oleh karena itu, lanjutnya, adanya kerjasama dengan pihak kepolisian akan membantu mencegah radikalisme dan terorisme memasuki kampus-kampus, dan diperlukan tindakan tegas dalam memerangi ideologi radikalisme.

Menurut Nasir, adanya tindakan tegas itu tidak berarti bahwa pihak manajemen kampus akan mengurangi kebebasan akademik dan melucuti hak mahasiswa mengungkapkan pendapat mereka. Para mahasiswa, lanjutnya, akan tetap diperbolehkan untuk berdiskusi seputar ideologi-ideologi radikal, namun tidak diperbolehkan untuk menjadi radikal.

Wakapolri Komjen Pol Syafruddin mengatakan, tidak kebebasan untuk menjadi radikal. Pihak kepolisian, lanjutnya, tidak akan mengerahkan personil dan petugas intelijen ke kampus-kampus karena masih dianggap aman.

Menurutnya, benih-benih radikalisme yang ditanam oleh Abdul Qahar Mudzakar, pimpinan Darul Islam /Tentara Islam Indonesia (DI/TII), telah mati dan tidak akan kembali lagi karena generasi berikutnya telah berubah. Namun, ancaman radikalisme baru telah muncul. Munculnya kelompok radikal negara Islam (IS) di kawasan Asia Tenggara, termasuk Indonesia, lanjutnya, telah menimbulkan kekhawatiran.

Secara terpisah, rektor Universitas Negeri Makassar, Husain Syam, mengatakan, pihaknya akan melakukan tindakan tegas terhadap mahasiswa yang terlibat dalam aksi radikalisme atau terorisme. Pemahaman siswa tentang Pancasila, lanjutnya, perlu ditingkatkan melalui program pendidikan Pancasila, seperti dalam Era Orde Baru.

Universities declare war on radical ideologies

An alliance of state-owned universities in the eastern part of Indonesia has pledged to fight the growing threat of radicalism on campuses. The antiradicalism declaration was made at Hasanuddin University in Makassar, South Sulawesi, on Friday.

Twenty nine university rectors and leaders signed the declaration in a ceremony that was also attended by Research and Technology and Higher Education Minister Muhammad Nasir, National Police deputy chief Comr. Gen. Syafruddin and South Sulawesi Police chief Insp. Gen. Muktiono.

In the declaration, the university leaders said they were committed to upholding the national ideology of Pancasila and the 1945 Constitution and that they would reject any kind of extremist ideology on campuses.

Hasanuddin University Rector Dwia Aries Tina Pulubuhu said the declaration was meant to prevent radicalism and terrorism from entering campuses. “We want to reaffirm our commitment, which is to maintain the integrity and sovereignty of the Indonesian republic.”

Meanwhile, Minister Mohammad said radical ideologies had thrived on campuses, as university students could easily be influenced. He continued that in cooperation with the police, they are helping universities prevent radicalism and terrorism from entering their respective campuses, adding that stern action was needed to combat radical ideologies.

He argued that being stern did not necessarily mean that university managements would curtail academic freedom and strip students of their right to express their opinions. Students, he said, would be allowed to discuss radical ideologies, but they should not be allowed to be radicals.

Comr. Gen. Syafruddin concurred that there is not freedom to become a radical person, saying the National Police would not deploy personnel or intelligence officers to campuses as they were still considered safe.

He argued that the seeds of radicalism planted by the Darul Islam/Tentara Islam Indonesia (DI/TII) led by Abdul Qahar Mudzakkar had died and would not reemerge because generations had changed. However, he added, a new threat of radicalism had emerged. He said, the existence of the Islamic State [IS] group, which is now looking to Southeast Asia, including Indonesia, is cautious.

Separately, rector of Makassar State University, Husain Syam, said he would take stern action against students involved in radical or terror acts.

He said the students’ understanding about Pancasila needed to be improved through a Pancasila education program that had been carried out during the New Order Era.
