Rachmawati telah mengelola sekolah madrasah selama sekitar 10 tahun dan selalu berusaha membuat para siswanya merasa nyaman ketika mengikuti pelajaran agama Islam di madrasah-nya, misalnya dengan mengatur jam belajar sekolah madrasah-nya itu setelah jam belajar sekolah regular.

Rachmawati adalah Penasihat Utama Yayasan Sa’adatul Kaffah yang mengelola Madrasah Mawaddah War Rahmah di kawasan Slipi, Jakarta Barat. Pada 2015, ujarnya, sekolah madrasah-nya itu telah mengubah jam mulai belajarnya menjadi jam 3 sore untuk siswa kelas awal dan jam 4 sore untuk siswa kelas akhir, karena adanya penambahan jam belajar di sekolah reguler.

Rahcmawati mengatakan, adanya keinginan keras pemerintah untuk memperpanjang jam belajar sekolah regular pada ajaran baru di bulan Juli nanti membuatnya tidak memilki pilihan lain selain mengubah lagi jadwal belajar harian madrasah-nya untuk kali kedua.

Pendidikan sekolah madrasah di Indonesia meliputi pendidikan formal dan non-formal dengan berbasiskan pendidikan agama Islam. Pendidikan di sekolah madrasah non-formal (madrasah diniyah) hanya mengajarkan materi pelajaran agama Islam, dan biasanya diikuti oleh siswa setelah pulang dari sekolah reguler mereka.

Menurut data Kementerian Agama (Kemenag), saat ini ada sekitar 70.000 madrasah diniyah di Tanah Air. Adanya tentangan dari sekolah madrasah menjadi perhatian utama pemerintah dalam memastikan kelancaran pelaksanaan kebijakan lima hari sekolah. Kericuhan berujung pada adanya kekhawatiran bahwa kebijakan tersebut akan menggangu eksistensi sekolah madrasah, dimana jadwal belajar mereka biasanya seusai jam belajar sekolah reguler.

Berdasarkan kebijakan baru tersebut, siswa yang saat ini belajar selama lima jam menjadi delapan jam dalam sehari dan lima hari dalam sepekan. Sebagai gantinya, siswa akan mendapatkan libur pada hari Sabtu.

Ormas-ormas Islam di seluruh Tanah Air, seperti Nahdatul Ulama (NU) yang merupakan ormas Islam terbesar di Indoensia dan Majelis Ulama Indonesia (MUI) telah mendesak pemerintah untuk meninjau kembali kebijakan tersebut guna menyelamatkan eksistensi madrasah. Sedangkan, Muhammadiyah yang merupakan ormas Islam terbesar kedua di Indonesia, dimana Mendikbud Muhadjir Effendy diketahui sebagai anggota senior dalam organisasi itu, terlihat mendukung kebijakan tersebut.

Di tengah meningkatknya kekhawatiran terkait kebijakan tersebut, Mendikbud Muhadjir pada Selasa lalu meminta pihak sekolah madrasah untuk tidak mengkhawatirkannya karena saat ini pemerintah tengah menyiapkan pedoman-pedoman guna memastikan eksistensi madarasah tidak akan terkesampingkan dengan adanya kebijakan lima hari sekolah tersebut.

Having run a madrassa for around 10 years, Rachmawati Rahmat said she always tried to make her student feel comfortable when pursuing Islamic education, such as by adjusting the madrassa’s starting hour to the end of the regular school day on a daily basis.

Rachmawati, a chief adviser to the Sa’adatul Kaffah Foundation that runs the Mawaddah War Rahmah madrassa in Slipi, West Jakarta, said the madrassa had changed the starting hour to 3 p.m. for younger students and 4 p.m. for older ones in 2015 because of “longer school hours.”

With the government adamant about extending the school day again with the academic year beginning in July, Rachmawati said she had no choice but to change the madrassa’s daily schedule for a second time.

A madrassa in Indonesia refers to both non-formal and formal Islamic education. A non-formal madrassa (madrassa diniyah) only teach Islamic studies and is usually attended by students enrolled at public schools after their regular school hours.

According to Religious Affairs Ministry data, there are currently around 70,000 madrasah diniyah in the country. Opposition from madrassas has become a major concern for the government in ensuring a smooth implementation of the five-day school week. The hullabaloo is centered on how the policy could put madrassas in jeopardy, basically because they start after school hours.

Based on the new policy, students will spend eight hours a day at school instead of the current five hours per day on six days a week, but get the weekend off in return.

Muslim factions throughout the country, such as the largest Islamic organization, Nahdatul Uklama (NU), and the Indonesian Ulema Council (MUI) have urged the government to review the policy in order to save the madrassas.

Only Muhammadiyah, the second-biggest Islamic organization in Indonesia, in which Culture and Education Minister Muhadjir Effendy is a senior member, appears to support the policy.

Despite growing concern, Muhadjir said on Tuesday the madrassas did not have to worry, because the government was currently preparing guidelines ensuring madrassas would not be sidelined in the implementation of the five-day school week.

Menteri Dalam Negeri (Mendagri) Tjahjo Kumolo menginstruksikan seluruh kepala daerah harus mengikuti kebijakan sekolah lima hari yang diusulkan oleh Kementerian Pendidikan dan Kebudayaan (Kemendikbud). Hingga saat ini, pihak Kemendagri mengaku belum menerima ungkapan penolakan daerah terkait kebijakan itu.

Tjahjo mengatakan, kebijakan lima hari sekolah dengan waktu belajar delapan jam sehari merupakan tupoksi Kemendikbud. Kurikulum dalam sistem tersebut pun sepenuhnya menjadi tanggung jawab Kemendikbud. Pihaknya pada prinsipnya hanya ingin agar sekolah swasta dan negeri disamakan kebijakannya, termasuk mengenai anggarannya.

Tjahjo menjelaskan, penataan ulang kembali Permen yang diperkuat oleh Perpres ini diharap mampu meminimalisir masalah-masalah yang menjadi krusial di masyarakat, sehingga apa yang dinginkan bisa tertampung dan kemudian dimasukkan dalam aturan baru yan dibuat. Dalam pembuatan Perpres ini, tambahnya, Presiden akan melibatkan Kementerian dan Lembaga terkait, termasuk ormas-ormas Islam seperti MUI, Nahdatul Ulama (NU), dan Muhammadiyah.

The Minister of Ministry of Home Affairs (Mendagri), Tjahjo Kumolo, said that all regional heads should follow the five-day school policy suggested by the Ministry of Education and Culture (Kemendikbud). He admitted, however, that to date his ministry had not received any statements of rejection from the regions in regard to the policy.

Tjahjo said that the five-day policy with eight hours per day of study time came under the main duties and functions (tupoksi) of Kemendikbud. The curriculum for such a system was totally the responsibility of Kemendikbud. Basically, his official position was only that both private and public school policy should be the same, including the budget.

Tjahjo explained that the reinforcement of the Permen by this Perpres was expected to minimize any problems in society. In this way, their wishes could be accommodated and incorporated in the new regulation. He added that in preparing this Perpres, the President would involve a number of Ministries and Institutions, including mass Islamic organizations such as MUI, Nahdatul Ulama (NU), and Muhammadiyah.

Pemerintah telah memutuskan menata ulang mekanisme pemberlakuan aturan lima hari sekolah bagi siswa. Regulasi yang semula berupa peraturan menteri (permen) akan dinaikkan menjadi peraturan presiden (perpres). Penataan ulang ini diharapkan mampu meminimalisasi masalah-masalah yang muncul.

Pemerintah menyatakan terbuka menerima masukan dari masyarakat terkait penyusunan perpres tersebut. Menteri Pendidikan dan Kebudayaan (Mendikbud) Muhadjir Effendy mengatakan, pedoman di dalam perpres itu nanti membutuhkan keterlibatan banyak pihak.

Mendikbud mengatakan, pihaknya meminta PGRI untuk terlibat dalam penyusunan perpres. Selain itu, MUI, NU dan Muhammadiyah juga diminta untuk memberi masukan. Dia menjelaskan, isi perpres bisa jadi akan berbeda dari Permendikbud yang ada saat ini. Dia berharap penerbitan perpres dapat mengatur mekanisme penguatan pendidikan karakter (PPK) secara lebih komprehensif dan dapat menghadirkan harmoni di masyarakat.

Muhadjir menjelaskan, meski ada perpres, hari kerja guru akan tetap lima hari dan per harinya, dan lama mengajar delapan jam. Namun, rumusan lainnya nantinya akan tetap menunggu perpres. Kemendikbud juga, lajutnya, akan berkoordinasi dengan Kementerian Agama untuk mengharmonisasikan PPK dengan madrasah.

Sementara itu, Ketua Umum Pengurus Besar PGRI Unifah Rasyidi mengapresiasi penundaan pelaksanaan sekolah lima hari yang rencananya akan dilaksanakan sehabis lebaran. Dia mengatakan, penundaan ini sangat positif terhadap keberlangsungan proses pembelajaran di semua jenjang pendidikan.

Arranging Perpres, Mendikbud ready to Receive Suggestions

The government has decided to change the mechanism for the release of five-day school regulation for students raising from the level of a ministerial regulation (permen) to be a presidential regulation (perpres). This rearrangement is expected to minimize the problems that have arisen.

The government stated that it was willing to receive suggestions from society in regard to this perpres. The Minister of Education and Culture (Mendikbud), Muhadjir Effendy, said that guidance as to the content of said perpres would require the involvement of numerous parties.

Mendikbud said that his officials had requested that PGRI be involved in the perpres arrangement. In addition, MUI, NU, and Muhammadiyah were also requested to make suggestions. He explained that the content of the Perpres would be different from that of the current Permendikbud. He envisaged that the issuance of the perpres would more comprehensively arnge the mechanism for the Strengthening of Character Education (PPK) as well as engendering greater harmony in society.

Muhadjir explained that although there was perpres, the teachers’ workday would still be five days a week with eight hours per day of teaching. However, other formulas would have tol wait for the perpres. He continued that Kemendikbud would also coordinate with the Minister of Religious Affairs to harmonize PPK with Islamic schools (madarasah).

Meanwhile, the Head of the Board of Teachers Association of the Republic of Indonesia (PGRI), Unifah Rasyidi, appreciated the postponement of five-day school implementation, which now would be planned after Eid al-Fitr (Lebaran). He said that this postponement was very positive step towards the sustainability of the learning process at all educational levels.

Evaluasi pemerintah terhadap kebijakan sekolah lima hari (full day school) bukan menghilangkan programnya, melainkan untuk lebih mematangkan. Dengan demikian, penerapannya tidak menimbulkan pro dan kontra, tetapi di­terima seluruh elemen masyarakat. Pendapat itu disampaikan Wakil Presiden Jusuf Kalla dan Sekretaris Kabinet Pramono Anung secara terpisah di Jakarta, kemarin.

Pramono mengungkapkan, pemerintah mengevaluasi Peraturan Menteri Nomor 23 Tahun 2017 itu karena adanya sejumlah saran dan kritik dari masyarakat. Peraturan yang mencakup tentang waktu bersekolah sehari penuh itu akan diatur dalam peraturan lebih kuat dan komprehensif.

Di sisi lain, Ketua Umum Pengurus Besar Per­satuan Guru Republik Indonesia (PB-PGRI) Unifah Rosyidi menilai ada rahmat tersembunyi (blessing in disguise) dalam polemik hangat terkait dengan waktu sekolah lima hari. Karena, pemerintah melalui Kemendikbud justru mempunyai perhatian terhadap pendi­dikan agama atau madrasah karena selama ini sekolah dan mad­rasah berjalan sendi­ri-sendiri.

Kemendikbud, tambahnya, sedang menyelaraskan bersama Kemenag agar pendidikan karakter bisa masuk ke madrasah diniah. Menurut Unifah, protes muncul karena Permendikbud No 23 Tahun 2017 tentang Hari Sekolah itu kurang dikomunikasikan.

The government’s evaluation of the five day school policy (full day school) does not eliminate the program, but rather to better finalize it.   In that way, its application does not create pros and cons, but accepted by all elements of society. This opinion was expressed by Vice President Jusuf Kalla and Cabinet Secretary Pramono Anung separately in Jakarta yesterday.

Pramono said the government evaluated the Ministerial Regulation No. 23 of 2017 due to a number of suggestions and criticisms from the public. The rules covering the full-day school will be regulated in a stronger and more comprehensive regulation.

On the other hand, Chairperson of the Board of the Indonesian Teachers Association (PB-PGRI), Unifah Rosyidi considers that there is a blessing in disguise in the polemic associated with the five day school system. Because, the government through Kemendikbud actually pays attention to the religious or madrasah education since so far schools and madrasahs run their separate ways.

He added that Kemendikbud is aligning with the Ministry of Religious Affairs in order for character education to enter madrasah diniah. According to Unifah, protests arose because the Permendikbud No. 23 of 2017 on School Day lacked familiarizing.

Yogyakarta Akan Terapkan Lima Hari Sekolah

Dinas Pendidikan Kota Yogyakarta tetap akan menerapkan kebijakan lima hari sekolah, meskipun Presiden RI Joko Widodo (Jokowi) memutuskan membatalkan Peraturan Menteri Pendidikan dan Kebudayaan yang mengatur kebijakan itu. Hal itu disampaikan Kepala Dinas Pendidikan Kota Yogyakarta Edy Heri Suasana. Ia menyampaikan, pihaknya sudah menyampaikan surat edaran ke sekolah-sekolah mengenai kebijakan lima hari sekolah pada tahun ajaran 2017/2018. Sampai sekarang, surat edaran itu belum dicabut sehingga kebijakan lima hari sekolah tetap berlaku.

Pelaksanaan lima hari sekolah di Kota Yogyakarta, menurut dia, atas dasar Peraturan Pemerintah Nomor 19 Tahun 2017 karena  Pemerintah belum resmi mencabut Peratuan Menteri Pendidikan dan Kebudayaan Nomor 23 Tahun 2017 tentang Hari Sekolah. Selain itu, Peraturan Presiden untuk mengganti Permendagri Nomor 23 Tahun 2017 yang akan mengatur tentang penguatan pendidikan karakter, termasuk teknis penyelenggaraan lima hari sekolah, belum diterbitkan.

Sebelum rencana lima hari sekolah digulirkan oleh kementerian, Edy mengemukakan bahwa sejumlah sekolah di Kota Yogyakarta sudah menyelenggarakan hal itu dengan hasil cukup baik. Ia menyebut, beberapa SD hingga SMA yang menerapkan lima hari sekolah capaiannya cukup positif. Penyelenggaraannya juga berjalan baik. Meskipun demikian, ia menyatakan, kebijakan lima hari sekolah tersebut tetap akan menjadi keputusan dan kebijakan setiap sekolah.

Edy menambahkan, sekolah memiliki keleluasaan untuk menentukan apakah akan menggunakan kebijakan lima hari sekolah atau enam hari sekolah. Bagi sekolah yang akan menerapkan lima hari kegiatan belajar harus sudah melakukan berbagai persiapan, terutama mekanisme penyelenggaraan kegiatan belajar mengajar, agar tetap menarik dan pengaturan jam istirahat siswa.

Yogyakarta to Apply Five Day School System

Yogyakarta City Education Agency will continue to implement the five-day school policy, although the President of Indonesia Joko Widodo (Jokowi) decided to cancel the Minister of Education and Culture Regulation governing the policy. This was conveyed by the Head of Yogyakarta Education Agency, Edy Heri Suasana. He said that his agency had already delivered a circular to the schools regarding the five-day school policy in the academic year 2017/2018.   To date, the circular has not been revoked so the five-day school policy remains in effect.

Implementation of five school days in Yogyakarta City, according to him is on the basis of Government Regulation No. 19 of 2017 because the Central Government has not formally revoked the Minister of Education and Culture (Permendikbud) No. 23 of 2017 on School Days. In addition, the Presidential Regulation to replace Permendikbud Number 23 Year 2017 which will regulate the strengthening of character education, including technical implementation of five school days, has not been issued.

Before the five-day school plan was rolled out by Kemendikbud, Edy noted that a number of schools in Yogyakarta City had already conducted the system with good results. He mentioned several primary schools to high schools that apply the five school days with quite positive achievements. The execution also worked well. Nevertheless, he stated that the five-day school policy would still be the decision and policy of each school.

Edy added that schools have the flexibility to decide whether to use a five-day school or six-day school policy. For schools that will implement five days of learning activities must already carry out several preparations, especially on the mechanism of organizing teaching and learning activities to make it interesting and setting student recess time.
