Yogyakarta Tambah 18 Madrasah Baru

Jumlah madrasah di DI Yogyakarta tahun 2017 ini semakin banyak. Bahkan tahun ini Kementerian Agama (Kemenag) RI mengeluarkan izin operasional untuk 18 madrasah baru di DIY dan 13 Raudhatul Athfal (RA/TK). Penyerahan SK operasional madrasah ini dilakukan oleh Kepala Kanwil Kemenag DIY, Muhammad Luthfi Hamid di Kantor Kanwil Kemenag DIY, Rabu (21/6).

Menurut Kabid Pendidikan Madrasah Kanwil Kemenag DIY, Edhi Gunawan yang mendapat SK Izin Operasional tahun ini adalah 13 RA, 4 Madrasah Ibtidaiyah (MI), 9 Madrasah Tsanawiyah (MTs), dan 5 Madrasah Aliyah (MA). Ia mengatakan pihaknya sengaja berikan sebelum proses Penerimaan Peserta Didik Baru agar lembaga yang sudah mendapatkan SK dapat segera membuka pendaftaran untuk siswa baru.

Menurutnya, penyerahan SK operasional untuk madrasah dan RA baru di DIY ini sudah sesuai dengan PMA Nomor 90 Tahun 2012 dan Keputusan Dirjen Pendis No 1385 Tahun 2014

Sementara itu Kepala Kantor Wilayah Kementerian Agama DIY Muhammad Lutfi Hamid dalam sambutannya saat penyerahan SK mengatakan, madrasah harus bisa mandiri. Menurutnya, konsep mandiri bagi madrasah cukup penting bagi kelanjutan madrasah itu sendiri ke depan.

Dia mengakui, ada empat hal yang bisa dilakukan pengelola madrasah agar bisa menjadikan lembaga tersebut mandiri yaitu, pertama branding lembaga pendidikan, kedua pembangunan sistem, ketiga adanya target dan komitmen serta keempat publikasi dan aktualisasi.

Selain melakukan empat hal tersebut, madrasah juga harus memiliki sistem yang kuat dalam pengelolaan lembaga. Sistem tersebut harus dibangun secara baik. Lutfhi menyebutkan ada tiga sistem yang harus dibangun pengelola madrasah dengan baik yaitu, sistem keuangan, kurikulum, dan pengelolaan barang milik yayasan atau pondok pesantren.

Yogyakarta Adds 18 New Islamic Schools (Madrasah)

The number of Islamic Schools in DI Yogyakarta (DIY) is to be increased in 2017. The Ministry of Religious Affairs (Kemenag) RI has issued operational permits for 18 new Islamic schools in DIY and 13 Islamic kindergartens (Raudhatul Athfal/RA/TK). The Decree (SK) handover for the operation of these Islamic schools was implemented by the Head of the Regional Office (Kanwil) of Kemenag DIY, on Wednesday (21/6).

According to the Division Head (Kabid) of Islamic School Education, Edhi Gunawan, those receiving the Decree of Operational Permit for this year were 13 Islamic kindergartens, 4 Islamic elementary schools (Madrasah Ibtidaiyah), 9 Islamic junior high schools (Madrasah Tsanawiyah), and 5 Islamic senior high schools (Madrasah Aliyah). He said that his officials deliberately issued the Decree before new student admission so that on its receipt the institutions would be able to open registration for new students.

He regarded the Decree handover for these new Islamic schools and kindergartens in DIY to be in accordance to PMA Number 90 Year 2012 and Decree of the Director General (Dirjen) of Pendis Number 1385 Year 2014.

Meanwhile, the Head of the Regional Office of the Ministry of Religious Affairs DIY, Muhammad Lutfi Hamid, in his opening remark at the Decree handover, said that Islamic schools should be able to be independent. From Lutfi’s view, the independent concept for Islamic school is quite necessary to their sustainability in the future.

He admitted that in order to create such institutions as being independent, Islamic schools’ management had to consider four points for implementation: (1) educational institution branding, (2) system development, (3) targets and commitment, as well as (4) publication and actualization.

Besides implementing these four points, Islamic schools should also have a robust system of institutional management. The system should be developed the correct manner. Lutfi mentioned that there were three systems that should be developed by Islamic schools to achieve this: system of finance, curriculum, and management of property owned by the foundation or Islamic boarding schools (pondok pesantren).

Kebijakan Lima Hari Sekolah Pemerintah Akan Evaluasi dan Buat Perpres

Kebijkana Menteri Pendidikan dan Kebudayaan (Mendikbud) Muhadjir Effendy mengenai lima hari sekolah (LHS) memang telah dibahas dalam rapat terbatas (ratas) pada Februari 2017. Namun, ketika Peraturan Mendikbud (Permendikbud) Nomor 23/2017 mengenai pelaksanaan pendidikan karakter melalui LHS terbit, ternyata banyak daerah yang dinilai belum siap.

Sekretaris Kabinet Pramono Anung mengatakan dalam ratas yang dilakukan pada Februari 2017, sebenarnya gagasan atau ide ini secara prinsip sudah dilaporkan oleh Mendikbud. Ketika Permendikbud keluar, menimbulkan berbagai pro dan kontra, karena ternyata banyak daerah yang belum siap terhadap hal tersebut.

Oleh karena itu, menurut Pramono, Presiden Joko Widodo (Jokowi) meminta agar program LHS dievaluasi penerapannya. Ditambahkan paying hukum mengatur itu juga akan lebih diperkuat. Oleh karena itu kebijakan LHS mempunyai pengaruh cakupan yang sangat luas terhadap seluruh anak didik di Indonesia, yang nantinya diatur dalam peraturan yang lebih kuat.

Dalam kesempatan terpisah, Wakil Presiden (Wapres) RI Jusuf Kalla (JK) mengatakan setidaknya membutuhkan waktu satu tahun untuk mempersiapkan pelaksanaan sekolah lima hari penuh selama delapan jam atau dikenal dengan istilah full day school.

Dalam pandangannya maish banyak pekerjaan rumah yang harus dibenahi sebelum kebijakan tersebut dilaksanakan di seluruh sekolah tingkat dasar, pertama dan menengah di Tanah Air. Diantranya, kesiapan guru, murid, logistic, hingga sarana dan prasarana pendukung.

Terkait Peraturan Presiden (Perpres) yang akan diterbitkan, JK mengatakan masih menunggu masuk dari berbagai pihak dahulu perihal penerapan sekolah lima hari penuh. Setelah masukan didapat dan dikaji, presiden baru akan mengeluarkan peraturan guna diterapkan.

Atas dasar itu, secara tidak langsung dapat dipastikan bahwa kebijakan LHS belum dapat diterapkan dalam tahun ajaran 2017/2018 yang akan dimulai bulan Juli mendatang.

Government Reviews and Arranges Perpres on Five-day School Policy

The policy of the Minister of Education and Culture (Mendikbud), Muhadjir Effendy in regard to five-day school (LHS) had already been discussed in a closed meeting (ratas) in February 2017. When Mendikbud Regulation (Permendikbud) Number 23/2017 concerning implementation of character education through LHS was issued, however, actually there were a number of regions assessed as not being ready.

Cabinet Secretary, Pramono Agung said that in the February ratas, this idea had basically been reported by Mendikbud. When the Permendikbud was issued though, there were various pros and cons, because a number of regions are not yet ready for such a policy.

Therefore, according to Pramono, President Joko Widodo (Jokowi) requested that the LHS program be evaluated in terms of its application. He added that the law regulating this program would also be strengthened. Thus the LHS policy will widely influence all students in Indonesia and will be regulated in a stronger regulation.

On a different occasion, Vice President (Wapres) of RI, Jusuf Kalla (JK), said that to prepare the implementation of a five-day school week of eight hours a day, otherwise known as full-day school, required a year at least.

In his view, there were still a number of points to be settled before such a policy can run in all elementary, junior high, and senior high schools in Indonesia. These include readiness of teachers, students, logistics, as well as supporting facilities and infrastructure.

In regard to the issuance of the Presidential Regulation (Perpres), JK said that this was first awaiting suggestions from various parties concerning application of a five full-day school week. Once the suggestions had been received and reviewed, the president would then issue the implementation regulation.

Based on such considerations, indirectly the LHS policy has not been applied in the academic year 2017/2018 starting this July.

 

Penerimaan Peserta Didik Baru Harus Dibenahi

Penerimaan peserta didik baru (PPDB) di Kota Depok tahun ini harus dibenahi agar tidak ada lagi penyimpangan. Depok dinilai sebagai salah satu kota yang sistem PPDB-nya bermasalah di Jawa Barat, selain Bekasi dan Cirebon. Hal itu diungkapkan anggota DPRD Jawa Barat Waras Wasisto kemarin (21/6).

Waras mengimbau agar kejadian siswa titipan tidak terjadi lagi. Ia meminta para kepala sekolah untuk berlaku adil dalam menjalankan PPDB sehingga kewenangan untuk menentukan kuota yang ada seperti bina lingkungan, anak tidak mampu dan disabilitas dapat digunakan semestinya, tidak dibisniskan.

Kepala Dinas Pendidikan Kota Depok Thamrin menegaskan, pihaknya akan menertibkan PPDB tahun ini dengan menerapkan sistem zonasi. Dengan sistem ini, lanjutnya, jarak sekolah dengan tempat tinggal calon peserta didik akan mejadi prioritas penerimaan siswa baru. Hal tersebut tertuang dalam Permendikbud No 17 Tahun 2017.

Selain itu, ia menegaskan, dalam PPDB tidak diperbolehkan ada pungutan biaya pendaftaran. Ia meminta jangan sampai ada oknum melakukan pungutan tersebut, karena sesuai ketentuan tidak ada pungutan biaya apa pun dalam proses PPDB.

New Student Admissions Must Be Addressed

New student admissions (PPDB) in Depok City this year should be addressed so that there are no more irregularities/divergences. Depok is considered as one of the cities whose PPDB system is problematic in West Java, in addition to Bekasi and Cirebon. This was disclosed by member of West Java Regional Representatives, Waras Wasisto yesterday (21/6).

Waras appealed that the occurrence of “special student” should not happen again. He asked that the school principals be fair in running the PPDB so that the authority to determine the existing quota such as community development, underprivileged children, and children with disabilities could be used accordingly and not be commercialized.

Head of Depok City Education Agency Thamrin asserted that his party would control the PPDB this year by applying the zoning system. With this system, he continued, the distance of school and residence of prospective learners will be the priority of the new student admissions. This is stipulated in the Permendikbud No 17 of 2017.

In addition, he asserted that in the PPDB there are no registration fees/charges allowed. He asked that there be no perpetrators conducting the levy, because according to the provision there are no charges whatsoever in the PPDB process.

Mendikbud: LHS tak Jawasentris

Kementerian Pendidikan dan Kebudayaan (Kemendikbud) membantah kebijakan lima hari sekolah (LHS) sebagai implementasi penguatan pendidikan karakter (PPK) hanya bersifat Jawa sentris. Menteri Pendidikan dan Kebudayaan (Mendikbud) Muhadjir Effendy menjelaskan, PPK telah diuji coba di sejumlah daerah yang ada di 34 provinsi Indonesia, termasuk Papua, Papua Barat, dan NTT.

Muhadjir menjelaskan, uji coba bertujuan untuk mengetahui ciri khas sekolah di setiap daerah. Ia meyakini, setiap sekolah memiliki kekhasan dalam mengambangkan PPK. Kendati demikian, ia memahami kebijakan LHS belum bisa diterapkan di daerah 3T (terluar, terdepan, tertinggal).

Mendikbud menyebut, permendikbud tentang LHS belum dicabut, meskipun pemerintah berencana mengeluarkan perpres. Dengan memperhatikan aspirasi yang berkembang, lanjutnya, aturan tersebut ditingkatkan sebagai payung hukum yang lebih kuat, dan disempurnakan dan diperbaiki.

The Ministry of Education and Culture (Kemendikbud) denied the five-day school (LHS) policy as the implementation of character building education (PPK) is Java centric in nature. Minister of Education and Culture (Mendikbud) Muhadjir Effendy explained that PPK has been tested in several regions in the 34 provinces of Indonesia, including Papua, West Papua and NTT.

Muhadjir explained that the trial run aims to determine the characteristics of schools in each region. He believes that every school has uniqueness in developing the PPK. Nevertheless, he understands that the 5 day school policy cannot yet be applied in 3T (outermost, frontier, disadvantaged) regions.

Mendikbud said that the permendikbud on 5-D school policy has not been revoked, although the government plans to issue a presidential regulation (Perpres). By paying attention to the growing aspirations, he continued, the regulation is upgraded as a stronger legal umbrella, and refined and improved.

Muhammadiyah Tegas Dukung Sekolah Lima Hari

Organisasi Muhammadiyah menegaskan dukungan mereka kepada kebijakan se­kolah 8 jam per hari atau lima hari sekolah yang merupakan program penguat­an pendidikan karakter (PPK) yang akan diimplementasi­kan bertahap pada tahun ajar­an baru 2017/2018.

Sekretaris Jenderal PP Muhammadiyah Abdul Mu’ti dalam acara berbuka puasa bersama Menteri Pendidikan dan Ke­budayaan (Mendikbud) Muha­djir Effendy di kediaman Kompleks Menteri Widya Chandra Jakarta, Selasa (20/6) petang, mengatakan, secara kelembagaan, Muhammadiyah menyetujui kebijak­an Mendikbud tentang sekolah lima hari. untuk me­respons kebijakan tersebut, pihaknya akan melakukan penyesuaian pada lingkung sekolah dan pendidik­an madrasah diniahnya.

Abdul Mu’ti berpendapat, kebijak­an baru itu akan berdampak pada aspek manajerial, fi­nan­sial, serta kurikuler di ling­kungan sekolah-sekolah Muhammadiyah. Dalam aspek manajerial, akan berdampak pada tenaga pendidik serta pengelolaan sekolah di Yayasan Muhammadiyah, dan dalam aspek finansial yaitu sekolah harus me­nyiapkan makan siang. Sementara, dalam aspek kurikuler, ia mengungkap telah banyak sekolah Muhammadiyah ung­gulan, di Jawa maupun luar Jawa, yang telah menerapkan sekolah lima hari serta memiliki prestasi yang baik.

Dalam kesempatan terpisah, Staf Ahli Mendikbud Bidang Pendidik­a­n Karakter Arie Budiman mengungkapkan Kemendikbud telah membuat sekolah percontohan di 34 provinsi tingkat SD sebanyak 270 sekolah dan 268 SMP yang digelar sejak Oktober hingga akhir Desember 2016. Pihaknya pun telah memantau dan mengevaluasi 14 sekolah di Kota Sentani, Pa­pua; Padang, Sumatra Barat; Ban­ten; Jawa Timur; Nusa Teng­gara Timur; Nusantara Tenggara Barat; dan Bangka Belitung. Dari hasil evaluasi itu segera disiapkan petunjuk pelaksanaan (juklak) dan petunjuk teknis (juknis) untuk kejelasan implementasi PPK.

Sementara itu, tokoh Nahdlatul Ulama (NU) Muhaimin Iskandar (Cak Imin) mengusulkan ada per­temuan khusus NU dan Mu­hammadiyah sesegera mung­kin terkait dengan kebijakan se­kolah lima hari. hal itu dilakukan agar simpang siur tentang full day school tidak menjadi pemecah belah umat Islam.

Muhammadiyah Firmly Supports Five Day School

The Muhammadiyah organization affirmed its support to the 8-hour per day or five-day school policy which is a character building program (PPK) to be implemented gradually in the new 2017/2018 academic year.

Secretary General of PP Muhammadiyah, Abdul Mu’ti in the breaking of fast (iftar) event with Minister of Education and Culture (Mendikbud) Muhadjir Effendy at his residence at Widya Chandra Ministers’ Complex Jakarta, on Tuesday (20/6) evening, said that institutionally Muhammadiyah agrees with the Mendikbud’s policy on five-day school. In response to the policy, his party would make adjustments to its school environment and its madrasah diniah education.

Abdul Mu’ti argues that the new policy will affect the managerial, financial and curricular aspects of the Muhammadiyah schools. In the managerial aspect, it will have an impact on the educators and school management in the Muhammadiyah Foundation, and in the financial aspect the schools must prepare lunches. Meanwhile, in the curricular aspect, he revealed that there are many flagship Muhammadiyah schools, both in Java and outside Java, which have already implemented the five-day school with good achievements.

On a separate occasion, the Expert Staff to Mendikbud on Character Education, Arie Budiman revealed that Kemendikbud has set up pilot schools in 34 provinces consisting of 270 primary schools and 268 junior high schools, which were held since October to the end of December 2016.  His party has also monitored and evaluated 14 schools In Kota Sentani, Papua; Padang, West Sumatra; Banten; East Java; East Nusa Tenggara; West Nusantara Tenggara; and Bangka Belitung. Based on the evaluation results guidelines for implementation (juklak) and technical guidelines (juknis) are soon prepared for the clarity of PPK implementation.

Meanwhile, Nahdlatul Ulama (NU) leader/figure Muhaimin Iskandar (Cak Imin) suggested that there should be meetings particularly of NU and Muhammadyah as soon as possible regarding the five-day policy. It should be done so that the confusion of the full day school does not disrupt/divide the Ummah.
