Sekolah Dipaksa Berhutang buat Tutupi BOS

Puluhan kepala sekolah tingkat menengah atas (SMA) dan kejuruan (SMK) di Kota Bekasi berhutang agar operasional sekolah mereka tetap berjalan. Hal itu dilakukan karena sejak awal 2017 hingga pertengahan April ini, dana bantuan operasional sekolah (BOS) dari pemerintah pusat dan bantuan pendidikan menengah universal (BPMU) dari Pemerintah Provinsi Jawa Barat belum juga diterima. Salah satunya ialah Kepala SMK Negeri 5 Kota Bekasi, Agus Wimbadi. Ia berupaya agar kegiatan belajar mengajar dilangsungkan meski pencairan dana BOS terkendala.

Menurut Agus, sesuai dengan ketentuan Peraturan Kementerian Pendidikan dan Kebudayaan (Permendikbud) Nomor 18 Tahun 2017, dana tersebut diberikan secara berkala sesuai dengan persentase yang telah ditetapkan hingga akhir tahun ajaran. Begitu halnya BPMU yang menjadi wewenang dari pemerintah provinsi. Untuk besaran dana BOS dari pemerintah pusat, lanjut Agus, tiap siswa mendapatkan Rp1,4 juta per tahun, sedangkan dari Pemprov Jawa Barat, tiap siswa mendapatkan alokasi anggaran Rp700 ribu per bulan. Total satu siswa mendapat Rp9.800.000 per tahun.

Agus menjelaskan sesuai dengan aturan, dana tersebut turun tiap triwulan sekali, tapi hingga kini belum ada kabar. Lantaran itu, selama tiga bulan lebih 12 hari, dirinya terpaksa berjibaku mencari kreativitas internal sekolah untuk menutupi biaya operasional sekolah, yakni berutang pada instansi lain agar kegiatan sekolah tetap terlaksana tanpa rintangan. Sayang, Agus tidak mau menjelaskan dengan transparan berapa kebutuhan operasional sekolahnya dan hutang yang ditanggungnya.

Sejak berlakunya UU No 23/2014 tentang Pemerintah Daerah dan PP No 18/2016, manajemen SMA dan SMK sekota/kabupaten kini berada di bawah wewenang pemerintah provinsi. Karena itu, lanjut Agus, dirinya sudah tak bisa bergantung pada bantuan dana BOS dari Pemerintah Kota Bekasi.

Dozens of principals of high schools (SMA) and vocational high schools (SMK) in Bekasi City took loans so that their school operations continue to run. This was done because since the beginning of 2017 until mid-April, school operational funds (BOS) from the central government and the universal secondary education assistance (BPMU) of the West Java Provincial Administration have not been received. One of them is the Principal of SMK Negeri 5 Kota Bekasi, Agus Wimbadi. He sought so that teaching and learning activities could take place despite constrained BOS funds disbursement.

Agus said according to the provisions of the Ministry of Education and Culture Regulations (Permendikbud) No. 18 of 2017, the funds are provided periodically in accordance with a defined percentage until the end of the school year. So too is BPMU under the authority of the provincial administration. For the amount of BOS funds from the central government, continued Agus, each student gets Rp 1.4 million per year, while from the West Java provincial administration each student gets a budget allocation of Rp.700 thousand per month. In total one student gets Rp9,800,000 per year.

Agus explained that according to the rules, the fund is disbursed once every quarter, but up to now there has been no news. Because of that, for three months over 12 days, he was forced to struggle to seek the school’s internal creativity to cover school operating expenses, namely by owing to another agency in order to keep school activities to take place without hindrance. Unfortunately, Agus did not want to explain with transparency how much was his school’s operational needs and the debt owed.

Since the enactment of Law No. 23/2014 concerning Regional Administrations and Government Regulation (PP) No. 18/2016, the management of SMA and SMK of cities /regencies is now under the authority of the provincial government. Therefore, continued Agus, he was no longer able to rely on the assistance of BOS funds from the Bekasi Municipality.

Alokasi Gaji Guru Honorer 15% Dari BOS

Kementerian Pendidikan dan Kebudayaan (Kemendikbud) mencabut larangan Bantuan Operasional Sekolah (BOS) untuk menggaji guru honorer.  Dalam Permendikbud menyebutkan, guru honorer harus sarjana S-1/D-4 dan bukan guru yang baru direkrut setelah proses pengalihan kewenangan. Hal itu diungkapkan Dirjen Pendidikan Dasar dan Menengah (Dikdasmen) Kemendikbud Hamid Muhammad, kemarin (13/3).

Hamid menjelaskan, Sesuai Peraturan Menteri Pendidikan dan Kebudayaan (Permendikbud) No 8/ 2017 tentang Petunjuk Teknis (Juknis) BOS, Kemendikbud menekankan batas maksimum penggunaan BOS untuk honor bulanan guru honorer hanya 15% di sekolah yang diselenggarakan pemerintah daerah. Sementara sekolah yang diselenggarakan oleh masyarakat maksimal 50% dari total BOS yang diterima.

Sementara itu, lanjutnya, guru honor pada sekolah di daerah wajib mendapat penugasan dari pemda dan disetujui Kemendikbud berdasarkan usulan dinas provinsi dengan menyertakan daftar data guru hasil pengalihan kewenangan. Kebijakan ini berlaku untuk guru SD, SMP, SMA, dan SMK.

Hamid menambahkan, urusan kesejahteraan dan gaji guru honorer di daerah seharusnya dialokasikan anggarannya oleh pemerintah daerah, di luar transfer dari pusat. Karena, selain membayar gaji guru honorer, dana BOS digunakan untuk membiayai 12 komponen kegiatan lainnya, diantaranya perpustakaan, pembiayaan penerimaan siswa baru, kegiatan ekstrakurikuler dan perawatan sekolah.

Sekjen Federasi Serikat Guru Indonesia (FSGI) Retno Listyarti sangat setuju guru honorer digaji melalui BOS. Sebab mayoritas sekolah negeri kekurangan guru PNS sehingga terpaksa mempekerjakan guru honorer. Meski demikian, dia mengkritisi syarat guru harus S- 1/D-4 dan keterangan penugasan dari pemerintah daerah karena itu sangat menghambat guru honorer di sekolah negeri untuk sertifikasi.

Allocating 15 percent of BOS for Teachers’ Salaries

The Ministry of Education and Culture has eliminated the prohibition on School Operational Assistance (BOS) being used to pay honorary teachers. In Permendikbud, the honorary teachers must be S-1/D-4 scholars, not those who have just been recruited after transferring to the authority. This was stated by Directorate General on Elementary and Secondary Education (Dikdasmen) Kemendikbud Hamid Muhammad, yesterday (13/3).

Hamid explained, based on Regulation of The Minister of Education and Culture (Permendikbud) Number 8/2017 regarding Technical Guide (Juknis) of BOS that the maximum use of BOS for monthly salary of honorary teachers is only 15 percent for the local government schools, while for private schools it is a maximum of 50 percent of the total BOS received.

Meanwhile, the honorary teachers at schools in the regions have to receive their duties from the regional government and this must be accepted by Kemendikbud based on the promotion by the provincial office with data on inclusion of the teachers who face transfer between authorities. This policy is applied for SD, SMP, SMA, and SMK schools.

Hamid added that the budget for the welfare and salary of honorary teachers in regional schools should be allocated by the regional government, outside of transfers from the central government. As well as paying honorary teachers, the BOS fund is also used to pay 12 components of other activities, such as library, finance of new student admission, extracurricular activity, and building infrastructure.

The General Secretary of Indonesian Teachers Federation, Retno Listyarti, welcomed the honorary teachers being paid from BOS. This is because in the main state schools have fewer PNS teachers, thus the schools must recruit honorary teachers. However, she criticized the requirement that the teachers must be S-1/D-4 scholars and receive their assignment information from the regional government, because she finds that the requirement obstructs the certification of honorary teachers in public schools.

Kementerian Pendidikan dan Kebudayaan (Kemendikbud) akhirnya melunak. Larangan penggunaan dana bantuan operasional sekolah (BOS) untuk gaji guru honorer dihapus. Ketentuan ini berlaku unutk seluruh jenjang pendidikan.  Pencabutan larangan itu diantaranya mengakomodasi tuntutan para guru dan pengelola sekolah. Dirjen Pendidikan Dasar dan Menengah (Dikdasmen) Kemendikbud Hamid Muhammad mengatakan, sebelumnya ada larangan dan BOS dilarang untuk gaji guru honorer tetapi sekerang sudah diperbolehkan. Namun lampu hijau itu ditambahi dengan penurunan batas maksimal penggunaan dana BOS unutk gaji guru honorer.

Sebelum keluar pelarangan, batas maksimal dana BOS unutk gaji guru honorer dipatok 20 persen. Jadi misalnya, ada sekolah mendapat kucuran dana BOS RP 200 juta pertahun, maka untuk gaji guru maksimal Rp 40 juta per tahun. Namun sekarang batas itu diturunkan menjadi maksimal 15 persen. Jadi jika ada sekolah mendapatkan alokasi dana BOS Rp 200 juta, maka plafon maksimal untuk gaji guru honrer hanya Rp 30 juta.

Hamid mengatakan dana BOS harus diutamakan untuk kepentingan siswa. Sementara untuk guru, disiapkan tunjangan profesi untuk yang PNS maupun honorer. Kemudian juga ada tunjangan fungsional guru honorer yang belum memperoleh tunjangan profesi. Selain itu juga ada tunjangan khusus bagi guru yang bekerja di daerah kusus.

Menurutnya dana BOS adalah alokasi dana dari pemerintah pusat unruk operasional sekolah. Sedangkan urusan kesejahteraan guru, menjadi tanggung jawab pemerintah daerah (pemda). Meskipun secara presentasi alokasi dana BOS untuk gaji guru honorer turun, namun bisa jadi anggarannya naik. Sebab, ada kenaikan satuan biaya dana BOS.

BOS Funds Allowed Again for Honorarium Salaries

The Ministry of Education and Culture (Kemendikbud) finally relented.  Prohibition on the use of school operational funds (BOS) for temporary/honorarium teachers’ salaries is scrapped. This provision applies for all education levels. Lifting of the ban was among others accommodating the demands of the teachers and school administrators. Director General of Primary and Secondary Education (Dikdasmen) Kemendikbud Hamid Muhammad said, previously there was a ban and BOS was banned for temporary teacher salaries but now it is allowed. However, the green light was coupled with a decrease in the maximum limit on the use of BOS funds for the salaries of temporary teachers.

Before issuance of the ban, the maximum limit of BOS funds for temporary teacher salaries was pegged at 20 percent. So for example, there are schools receiving BOS funding of RP 200 million per year, the teachers’ salaries would then be up to Rp 40 million per year. But now it is reduced to a maximum limit of 15 percent. So if there are schools getting BOS funds allocation of Rp 200 million, the maximum ceiling on the temporary teachers’ salaries would only be Rp 30 million.

Hamid said the BOS funds should be prioritized for the benefit of students. As for teachers, professional allowances for PNS as well as temporary teachers are prepared. Then there is also the functional allowance for temporary teachers who have not obtained professional allowance. In addition, there are special allowances for teachers working in special areas.

According to him BOS is the allocation of funds from the central government for school operations. While teachers’ welfare affairs, is the responsibility of the regional administrations (pemda). Although in terms of presentation of BOS funds allocated for temporary teacher salaries declined, but it could be that the budget increased.  Because, there is an increase in the unit cost of BOS funds.

Dana BOS Disalurkan Awal November

Dinas Pendidikan (Dispendik) SKI memerintahkan seluruh sekolah mengusulkan nota pencairan dana (NPD) bantuan operasional sekolah (BOS) tahap IV tahun anggaran 2016 pada akhir bulan ini. Penyampaian NPD itu dilakukan berjenjang. Yakni, sekolah menyampaikan ke tim manajemen BOS tingkat kota. Kemudian, manajemen BOS kota mengusulkan ke bendahara dispendik.

Dana Bos disalurkan ke sekolah setiap satu triwulan. Melalui Pusat Perencanaan Pengendalian Pembiayaan Pendidikan Personal dan Operasional (P6O) Dispendik DKI, setiap sekolah, mulai tingkat SD hingga SMA. Dalam prosesnya, dan BOS triwulan pertama sampai ketiga disalurkan meski ada beberapa kendala. Sekolah pada akhir tahun tinggal menunggu pencairan dana BOS yang direncanakan diterima mulai awal November.

Kasubbag Tata Usaha P60 Dispendik DKI Suharso mengungkapkan, sekolah harus memberikan surat pertanggungjawaban (SPj) penggunaan triwulan sebelumnya sebagai syarat mendapatkan dana BOS pada triwulan berikutnya. Sekolah juga perlu mengusulkan pencairan dana pada triwulan keempat. Setelah NPD terkumpul, hasilnya direkapitulasi pusat data dan sistem informasi pendidikan (PDSIP).

Menurut dia, total dana BOS yang diterima sekolah bergantung pada jumlah siswa. Untuk SD, jumlah siswa dikalikan Rp 200 ribu, SMP (Rp 250 ribu), serta SMA dan SMK (Rp 350 ribu). Dengan adanya dana BOS, sekolah diharapkan tidak menerima bantuan pendanaan dari pihak mana pun. Sumber pendanaan operasional sekolah murni berasal dari dana BOS yang dikeluarkan pemerintah.

Department of Education (Dispendik) DKI instructed all schools to propose Funds Disbursement Request (NPD) of school operational funds (BOS) phase IV of 2016 budget by the end of this month. There will be procedures for submitting NPD. The schools submit NPD to management team of BOS at city level and then city BOS management will forward it to the Dispendik treasurer.

BOS funds are distributed quarterly through Pusat Perencanaan Pengendalian Pembiayaan Pendidikan Personal dan Operasional (P6O) of Dispendik DKI to schools from SD up to SMA. In the process, the first to third quarters of BOS funds have been distributed despite some obstacles. Schools thus are only waiting for the fourth disbursement, which is planned to be completed by early November.

Kasubbag Tata Usaha P60 of Dispendik DKI, Suharso, revealed that schools must provide a letter of responsibility for the previous quarterly funds as the requirement to receive the next quarterly funds. Schools also need to propose the disbursement for the fourth quarterly funds. Once NPD has been submitted, Center of Data and System of Education Information (PDSIP) will prepare a summary.

He added that the total funds received by schools will depend on the number of students. For SD the amount will be the number of students multiplied by Rp200,000, SMP by Rp250,000, while SMA and SMK by Rp350,000. With this BOS funding, it is expected that schools will not accept funding from any other party. The source of funding for school operation should come only from BOS distributed by the government.

Bantuan Tidak Memadai

Program bantuan pendanaan pendidikan bantuan operasional sekolah (BOS) dan Kartu Indonesia Pintar (KIP) belum mampu mengatasi problem banyaknya siswa putus sekolah. Persoalan ekonomi kerap kali membuat siswa tidak memiliki pilihan selain bekerja. Selama ini, BOS dan KIP hanya melayani pendidikan, sedangkan kebutuhan keluarga tidak disentuh. Anak akhirnya harus bekerja demi membantu keluarga. Hal tersebut tidak bisa dijawab dengan program yang sudah ada. Demikian pandangan Perencana Pendidikan Bappenas Amich Alhumami.

Faktor geografis dinilai juga menyebabkan bertambahnya tingkat kesulitan untuk mengakses pendidikan. Dengan kata lain, faktor geografis, menurut Amich merupakan salah satu penyebab banyaknya anak putus sekolah. Ada cukup banyak siswa yang harus melewati perjalanan jauh untuk bersekolah karena di daerahnya tidak tersedia SMP. Mengatasi hal ini, pemerintah mengembangkan sekolah satu atap di daerah terdepan, terluar, tertinggal (3T). Sekolah satu atap membuat siswa tak perlu pindah sekolah ketika lulus SD dan akan melanjutkan ke SMP.

Namun, menurut Amich, baru sebagian daerah teridentifikasi, yakni Maluku, Maluku Utara, Nusa Tenggara Timur, Papua, dan Papua Barat. Pemerintah akan terus mengidentifikasi daerah yang belum memiliki sekolah satu atap. Masalah lain adalah sedikitnya guru yang mau tinggal di daerah 3T. Jumlah guru yang sedikit membuat siswa tidak terurus di kelas. Orangtua akhirnya memilih untuk menyuruh anak bekerja ketimbang pergi ke sekolah.

Amich menambahkan, persoalan begitu banyaknya anak yang putus sekolah harus segera diatasi. Berbagai macam implikasi bisa terjadi pada anak yang putus sekolah, yakni terjebak dalam perdagangan anak, eksploitasi pekerja anak, dan prostitusi. Dalam hal ini, Amich mengingatkan pentingnya peran LSM yang menghimpun anak-anak jalanan untuk kembali belajar. Bappenas rutin berkomunikasi dengan LSM-LSM yang mampu membina anak jalanan.

The school operational assistance (BOS) education funding aid and the Indonesia Smart Card (KIP) has not been able to address the problem of the many students dropping out of school. Economic problems often prompt students to have no choice but to work. So far, BOS and KIP only served education, whereas family needs are not touched. Children finally have to work for the sake of helping the family. This could not be addressed with existing programs. This is the view of Bappenas Education Planner Amich Alhumami.

The geographical factor is deemed to also cause the increasing level of difficulty to access education. In other words, geographic factor, according to Amich is one of the causes of many students dropping out of school. There are quite many students who must undertake a distant journey to go to school because in their region SMPs or Junior High Schools are not available. Overcoming this matter, the government developed a one roof school in the frontier, outermost, disadvantaged (3T) regions. The one roof school makes students to no longer need to move to another school upon passing primary school and continuing on to junior high school (SMP).

However, according to Amich, only some regions have been identified, namely Maluku,  North Maluku, East Nusa Tenggara, Papua, and West Papua. The government would continue to identify regions that do not yet have a one roof school. Another problem is the very few teachers willing to live/stay in 3T areas.  The few teachers prompt students to be neglected in class. In the end parents choose to send their children to work rather than go to school.

Amich added, the problem of so many children dropping out of school should immediately be addressed. Various kinds of implications could occur on the school drop-out children, namely being trapped in child trade/trafficking, exploitation of child workers, and prostitution. In this case, Amich reminded the importance of the role NGOs that gather street children to return to studying. Bappenas routinely communicates with NGOs able to develop/coach street children.
