Sekolah Favorit Bisa Kekurangan Murid

Pada 2017, Menteri Pendidikan dan Kebudayaan (Mendikbud) Muhadjir Effendy melakukan reformasi pendidikan. Salah satunya Penerimaan Peserta Didik Baru (PPDB) di sekolah negeri berbasis zonasi. Ini berlaku untuk semua tingkatan, selain sekolah menengah kejuruan (SMK).

Ketentuan sistem zonasi ini tertuang dalam Permendikbud 17/2018 tentang PPDB. Pada pasal 90 tertulis, minimal 90% kuota siswa baru diisi siswa baru radius terdekat. Namun, berdasarkan sejumlah laporan, sistem zonasi di beberapa sekolah favorit yang biasa menerima siswa dalam jumlah banyak mengeluh kekurangan siswa.

Oleh karena itu, Muhadjir telah menginsruksikan para kepala dinas (Kadisdik) dan musyawarah kerja kepala sekolah di setiap zona untuk mengatur distribusi dan alokasi peserta didik baru secara adil dan proporsional. Untuk memudahkan sistem koordinasi, pemerintah telah mengeluarkan panduannya.

Sementara itu, Staff Ahli Komisi Nasional Pendidikan, Andreas Tambah menilai, sistem zonasi bagus untuk peningkatan mutu dan pemeretaan pendidikan serta menghilangkan kesan sekolah unggulan oleh orang tua. Namun demikian, sebelum diterapkan pemerintah harus memperhatikan kemampuan kompetensi kepala sekolah, manajemen sekolah dan kompetensi guru.

Senada dengan itu, Sekretaris Jenderal Federasi Serikat Guru Indonesia (FSGI) Retno Lestyarti berpendapat bahwa sistem zonasi menguntungkan semua pihak.  Disamping akan membuat jarak tempuh siswa ke sekolah lebih dekat, juga akan berdampak mengurangi kemacetan. Selain itu, peserta didik yang unggul akan tersebar ke berbagai sekolah dan tidak berkumpul di sekolah tertentu saja.

Favored Schools may Lack Students

In 2017, the Minister of Education and Culture (Mendikbud), Muhadjir Effendy, is implementing educational reformation. One of these reforms is New Student Admission (PPDB) in state schools being zoning-based. This is to be applied at all levels excluding Vocational High Schools (SMK).

The provision of this zoning system was contained in Permendikbud 17/2018 concerning PPDB. According to Article 90, a minimum of 90 percent of the new student quota is to be filled by students from the closest radius. However, according to the reports concerning the zoning system, several favored schools that usually accept students in large numbers are complaining about a lack of students.

Therefore, Muhadjir has already instructed all heads of education boards (Kadisdik) and implemented work deliberation of headmasters in every zone to regulate the distribution and allocation of new students fairly and proportionally. To ease the coordination system, government has already released the guidance.

Meanwhile, in the view of Expert Staff of National Education System, Andreas Tambah, the zoning system was necessary to upgrade the quality and equalize the education as well as eliminate parents’ impressions of nearby schools. Therefore, before implementing the system, the government should be concerned the competence and abilities of headmasters, school management and competence of the teachers.

In line with such a view, the General Secretary of Federation of Indonesian Teachers Union (FSGI), Retno Lestyarti, stated that the zoning system benefited all parties. Besides meaning that students will be closer to school, this system will help alleviate traffic jams. Moreover, bright students will be spread across various schools and not concentrated in a favored few schools.

 

 

 

PGRI: Pemda Lebih Paham Sistem Pendidikan untuk Pelajar

Pelaksana tugas (Plt) Ketua Persatuan Guru Republik Indonesia (PGRI) Unifah Rasidi mengatakan, pemerintah pusat harus mempertimbangkan kebijakan daerah terkait program lima hari sekolah (LHS). Sebab, ‎sejumlah pemerintah daerah (Pemda) memiliki program dan sistem pendidikan masing-masing menyesuaikan kebutuhan masyarakat.

Unifah meminta kepada pemerintah pusat untuk tidak mengatur secara detil dari program tersebut Takutnya program itu justru akan berbenturan dengan program pendidikan karakter yang telah dibentuk di masing-masing daerah. Pemerintah pusat cukup buat guide line nya saja dan daerah yang akan menerjemahkan.

Menurutnya, di sejumlah sekolah di daerah masih banyak yang menetapkan sekolah pulang pada siang hari pukul 12.00. Setelah itu siswa dianjurkan untuk mengikuti pelajaran agama hingga sore hari. Sedangkan di sekolah lain banyak yang menerapkan sekolah sampai hari Sabtu, di mana hari tersebut siswa akan mendapat pelajaran tambahan baik mata pelajaran seperti Bahasa Inggris atau ekstrakulikuler lain.

PGRI: Pemda Better Understands the Education System for Students

Acting (Plt) Chairperson of the Indonesia Teachers Association (PGRI), Unifah Rasidi said that the central government should consider the local policy related to the five-day school program (LHS). Because a number of regional administrations (Pemda) have their own educational programs and systems tailored to the needs of the community.

Unifah asked that the central government not arrange in detail the program. She fears the program would actually conflict with the character education programs that have already been established in the respective regions. The central government should only prepare guide lines and the regions would translate them.

According to her, in some schools in the regions there are still many that set the schooling until noon at 12.00. After that students are encouraged to follow religious lessons until the afternoon.

While in many other schools that apply schooling until Saturday; on that day students would get additional lessons such as English or other extracurricular subjects.

Pendidikan Karakter Harus Ditunjang Kualitas Guru

Kementerian Pendidikan dan Kebudayaan (Kemendikbud) tengah menyiapkan program sekolah lima hari (SLH). Ini dilakukan agar pada akhir pekan siswa bisa berkumpul dengan keluarga dan berekreasi. Program ini juga ditujukan untuk membangun pendidikan karakter siswa.

‎Menurut  Sekjen Federasi Serikat Guru Indonesia (FSGI), Retno Listyarti, pendidikan karakter bukan hanya dibentuk dengan jam pelajaran yang lebih lama di sekolah. Pendidikan karakter pun harus ditunjang dari kualitas guru ketika mengajar. Sarana dan prasarana pun harus memadai dalam membangun karakter siswa. Ia mengatakan, program ini mungkin bisa berjalan bagus jika diterapkan di sekolah tertentu yang secara sarana dan prasana seperti tempat bermain, beribadah, dan istirahat memadai.

Terkait program sekolah lima hari, Retno mengatakan, program ini cocok untuk mengakomodir siswa yang ada di perkotaan. Sebab, banyak siswa yang ada di daerah justru lebih cepat dalam pulang sekolah karena anak-anak di sana harus membantu orang tua mereka bekerja di ladang misalnya.

Selain itu lanjut Retno, di daerah alat transportasi pun terbilang terbatas. Terdapat kota atau kabupaten yang transportasi‎nya beroperasi hingga pukul 15.00. Jika anak harus sekolah delapan jam dan mungkin pulang di atas jam tersebut, maka mereka akan kesulitan pulang ke rumah. Jam pulang sekolah yang terlalu lama pun akan menghambat aktivitas bermain anak bersama teman-teman‎ di sekitar rumah yang merupakan lingkungan utama mereka.

Character Education Must be Supported by Qualified Teachers

The Ministry of Education and Culture (Kemendikbud) is preparing a five-day school program (LHS). This is done so that on the weekend students could be together with family for recreation. The program is also aimed at building students’ character education.

According to the Secretary General of the Federation of Indonesian Teachers’ Union (FSGI), Retno Listyarti, character education is not merely formed by longer hours of schooling. Character education should be supported by the quality of teachers when teaching. Facilities and infrastructure must be adequate in building students’ character.  She said that the program may work well if it is implemented in certain schools that are adequate in facilities such as playground, place of worship, and rest area.

Related to the five-day school program, Retno said that this program is suitable to accommodate students in urban areas. Because, many students who are in the regions must go home from school quicker because the children there should help their parents work in the fields, for example.

In addition, Retno continued that in the regions means of transportation is fairly limited. There is a city or regency whose transportation operates until 15:00hrs/3.00 pm.

If the child is in school for eight hours and maybe go home later than that, then they will have trouble coming home. School hours that are too long will also hinder children’s play activities with friends around the house which is their main environment.

Mendikbud: Pemerintah Sedang Rumuskan Perpres

Menteri Pendidikan dan Kebudayaan (Mendikbud) Muhadjir Effendy mengatakna, kebijakan Lima Hari Sekolah (LHS) saat ini sedang dirumuskan dalam bentuk Peraturan Presiden (Perpres) sebagai payung hukum dalam mendukung Permendikbud Nomor 23 tahun 2017 tentang Hari Sekolah. Pihaknya, lanjut Muhadjir, masih menunggu hasil kerja tim.

Menurut Muhadrji, secara garsi besar hadirnya Perpres  untuk menyempurnakan kebijakan LHS. Adanya Perpres ini, lanjutnya, agar payung hukum LHS ini dapat menaungi lintas kementerian yang terlibat, yaitu Kemendikbud, Kementerian Agama (Kemenag), Kementerian Dalam Negeri (Kemendagri), Kementerian Keuangan (Kemenkeu), Kementerian Pendayagunaan Aparatur Negera dan Reformasi Birokrasi (Kemenpan-RB), Kementerian Hukum dan HAM (Kemenkumham) dan Sekretariat Negara (Setneg).

Muhadir menjelaskan, pihaknya pun akan melibatkan pemerintah daerah (pemda) karena sekolah merupakan wewenang pemda. Selain itu, ada beberapa kepala daerah yang menolak kebijakan LHS ini, sehingga perlu diadakan dialog dan menepis anggapan jika kebijakan LHS tersebut bersifat Jawasentris dan tidak melibatkan daerah lain khususnya daerah terluar, terdepan, dan teringgal (3T).

Sementara itu, Staf Ahli bidang Pendidikan Karakter Kemendikbud, Arie Budiman, mengatakan, pihaknya telah mengundang seluruh kepala dinas pendidikan dari 34 provinsi  untuk melakukan dialog bersama  terkait kesiapan sekolah menjalankan LHS. Ia percaya bahwa tidak ada lagi yang menolak setelah memahami subtansi ketentuan LHS dengan benar.

Mendikbud: The Government is Formulating the Presidential Regulation

Minister of Education and Culture (Mendikbud) Muhadjir Effendy said the Five-Day School (LHS) policy is currently being formulated in the form of Presidential Regulation (Perpres) as the legal framework in supporting.

Permendikbud No. 23 of 2017 on School Days. His side, continued Muhadjir, is still awaiting the result of team work.

According to Muhadjir, in summary the presence of Perpres is to perfect the LHS policy.  The existence of this regulation, he added, is so that this LHS legal umbrella could oversee across ministries involved, namely Kemendikbud, Ministry of Religious Affairs (Kemenag), Ministry of Home Affairs (Kemendagri), the Ministry of Finance (Kemenkeu), the Ministry of State Apparatus Empowerment and Bureaucratic Reform (Kemenpan- RB), Ministry of Justice and Human Rights (Kemenkumham) and the State Secretariat (Setneg).

Muhadir explained his party would also involve the regional administrations (pemda) because the school is the authority of the pemda.  In addition, there are some regional heads who reject this LHS policy, so there should be dialogue and dismissing the notion that the LHS policy is Javacentric and does not involve other regions especially the outermost, frontier, and disadvantaged regions (3T).

Meanwhile, the expert staff of Kemendikbud Character Education, Arie Budiman, said his party had invited all education agency heads of 34 provinces to conduct dialogue regarding the readiness of schools to run LHS.  He believes that no one will reject it after properly understanding the substance of the LHS provisions.

Kemendikbud Sinergikan FDS dengan Kemenag

Presiden Joko Widodo akan mengeluarkan Peraturan Presiden (Perpres) untuk mengganti Peraturan Menteri Pendidikan dan Kebudayaan (Permendikbud) Nomor 23 Tahun 2017 tentang Hari Sekolah. Pihak Kemendikbud terus berupaya melakukan pembahasan dengan sejumlah pihak terkait.

Dirjen Pendidikan Dasar dan Menengah Hamid Muhammad mengatakan, pihaknya telah menggelar rapat koordinasi (rakor) dengan Ketua Umum MUI KH Ma’ruf Amin, Kementerian Agama (Kemenag), dan pihak sekolah dan madrasah pada Senin (19/6). Salah satu agenda rakor yakni penyusunan Petunjuk Teknis (Juknis) Sekolah Lima Hari (full day school/FDS).

Hamid mengungkapkan, pihaknya akan menyinergikan sekolah delapan jam dan bisa bekerja sama dengan madrasah yang sudah punya izin operasional dan menggunakan kurikulum yang sudah ditetapkan Kemenag. Tercatat, sebanyak 6 juta anak-anak dari sekolah umum dan terbanyak tingkat SD yang sekolah sore di madrasahdiniyah di berbagai jenjang.

Dalam kesempatan itu, Staf Khusus Mendikbud Bidang Regulasi Chatarina Girsaang mengatakan, untuk sementara perpres yang dibahas masih mengacu pada Permendikbud 23 Tahun 2017 tentang Penguatan Guru dan Pendidikan Karakter. Sementara menurut KH Ma’ruf Amin, dilibatkannya Kemendikbud, Kemenag, ormas Islam dan Kemendagri dalam pembahasan perpres itu, selain untuk memperkaya regulasinya juga agar perpres memiliki kekuatan dan lebih memiliki daya tekan dalam pelaksanaannya.

Kemendikbud Synergizes FDS with Kemenag

President Joko Widodo will issue a Presidential Regulation (Perpres) to replace the Minister of Education and Culture Regulation (Permendikbud) Number 23 Year 2017 on School Days.  Kemendikbud continues to conduct discussions with a number of related parties.

Director General of Primary and Secondary Education Hamid Muhammad said that his office has held coordination meetings with the Chairman of MUI KH Ma’ruf Amin, the Ministry of Religious Affairs (Kemenag), schools and madrassas on Monday (19/6).  One of the agenda of the coordination meeting was the preparation of the Technical Guidelines (Juknis) of the Five Day School (full day school/FDS)

Hamid revealed that his side would synergize the eight hour school day and can work together with madrassas that already have operational permits and use the curriculum set by Kemenag.  Recorded, as many as 6 million children from public schools, and mostly are from primary school (SD) level, attend afternoon schooling in madrasahdiniyah at various levels.

On that occasion, the Special Staff of Education Minister Overseeing Regulations Chatarina Girsaang said that for the time being the Perpres discussed still refers to Permendikbud 23 of 2017 on Teacher and Character Education Strengthening. Meanwhile, according to KH Ma’ruf Amin, the inclusion of Kemendikbud, Kemenag, Islamic organizations and the Ministry of Home Affairs (Kemendagri) in the perpres discussions, was in addition to enriching the regulation was also so the perpres could have power and to have more compressive power in the implementation.
