Gubernur akan Memutasi Guru Terlibat Pungli

Gubernur Gorontalo Rusli Habibie memastikan akan langsung memutasi guru yang terbukti melakukan praktik pungutan terhadap siswa sekolah dasar hingga sekolah menengah atas. Langkah tersebut, kata Gubernur di Gorontalo, harus dilakukan karena pemerintah provinsi melalui program unggulan sudah menggratiskan biaya pendidikan. Ia meminta orang tua siswa untuk melapor langsung kepadanya, jika menemukan kasus pungutan liar di sekolah masing-masing.

Laporan tersebut dapat disampaikan secara langsung dengan mendatangi rumah dinas dan rumah pribadi gubernur, atau melalui pesan pendek pada nomor kontak pribadinya. Rusli mengatakan, jika datanya lengkap dan terbukti, dirinya tidak segan-segan akan langsung menugaskan guru tersebut ke tempat terpencil seperti Kabupaten Pohuwato.

Menurutnya sektor pendidikan menjadi unggulan karena memang Gorontalo tidak seperti daerah lain yang kaya dengan sumber daya alam (SDA) untuk menyejahterakan rakyatnya. Rusli menitikberatkan bahwa kekayaan Gorontalo hanyalah sumber daya manusia (SDM), dan hal ini yang harus diperbaiki, lewat pendidikan sekolah diharapkan guru bekerja dengan ikhlas dan memberikan yang terbaik untuk peningkatan kualitas SDM di wilayah tersebut.

Untuk membalas semua itu, lanjutnya, pemerintah tidak akan tutup mata dengan terus memperhatikan kesejahteraan guru, serta mengaku telah memerintahkan Kepala Dinas Pendidikan untuk memberikan gaji guru honorer minimal setara Upah Minimum Provinsi (UMP) Gorontalo. Selain itu, Gubernur menegaskan dirinya memberikan beasiswa ke perguruan tinggi bagi siswa yang cerdas dan berprestasi namun kurang mampu.

Governor to Reassign Teachers Involved in Illegal Charges

Gorontalo Governor Rusli Habibie confirmed that he would immediately reassign teachers who were proven to impose illegal levies on primary to senior high school students. The move, said the Governor in Gorontalo, should be done because the provincial administration through the flagship program has eliminated tuition fees. He asked parents to report directly to him, if they found cases of illegal levies in their respective schools.

The report may be submitted in person by going to the governor’s official home and private home, or via a short message on his personal contact number.  Rusli said if the data is complete and proven, he will not hesitate to immediately reassign the teacher to a remote place like Pohuwato Regency.

According to him, the education sector is foremost because Gorontalo is unlike other areas rich in natural resources (SDA) for the welfare of its people. Rusli emphasized that Gorontalo’s wealth is only in human resources (HR), and this must be improved, through school education it is expected that teachers work sincerely and provide the best for improving the quality of human resources in the region.

To compensate for all that, he continued, the government will not close its eyes by continuing to pay attention to the welfare of teachers, and claimed to have ordered the Head of the Education Agency to provide salaries of temporary teachers at least equivalent to the Gorontalo Provincial Minimum Wage (UMP). In addition, the Governor asserted himself to provide scholarships to higher education for students who are smart and achievers but underprivileged.

Prioritaskan Pengangkatan Guru Pegawai Negeri Sipil

Kekurangan guru berstatus tetap terjadi hampir di semua daerah, terutama untuk guru sekolah dasar. Karena itu, pemerintah diminta segera mengangkat guru dengan prioritas pengangkatan guru pegawai negeri sipil. Ketua Umum Pengurus Besar Persatuan Guru Republik Indonesia, UNifah Rosyidi mengatakan untuk daerah 3T (terdepan, terpencil, dan tertinggal), pemerintah bisa mengangkat guru honorer yang memenuhi syarat untuk jadi guru PNS atau status P3K (pegawai pemerintah dengan perjanjian kerja).

Unifah mergaukan klaim Kementerian Pendidikan dan Kebudayaan bahwa jumlah guru sebenernya berlebih, tetapi distribusinya tidak merata. Alasannya, kelebihan yang disebut pemerintah tersebut karena juga memasukan guru honorer.

Secara terpisah, Direktur Jendral Guru dan Tenaga Kependidikan, Kemdikbud, Sumarna Surapranata mengatakan, jumlah guru saat ini sekitar 2,92 juta. Ada sebanyak 727.981 guru honorer di sekolah negeri. Dia mengatakan, kondisi guru di daerah memang ada yang jumlahnya kurang, ada juga yang berlebih, tetapi distribusinya tidak merata. Kekurangan guru bakal dipenuhi dengan pengangkatan guru P3K. Pemenuhan kebutuhan guru ini perlu dicermati karena dari perhitungan rasio guru dan siswa secara nasional, Indonesia kelebihan guru.

Kepala Badan Kepegawaian Negara Bima H Wibisana dalam Rapat Koordinasi Penyerahan Penetapan Kebutuhan Formasi Guru Garis Depan 2016 mengatakan untuk pengangkatan guru, nanti disiapkan dengan pegawai pemerintah dengan perjanjian kerja. Untuk daerah 3T akan menguntungkan guru jadi tidak mudah berpindah-pindah.

Prioritize Appointment of Civil Servant Teachers

The shortage of permanent teachers occurs in almost all regions, especially for primary school teachers. Therefore, the government is asked to immediately appoint teachers with the priority of the appointment of civil servant teachers. Chairperson of the Board of the Indonesian Teachers Association, UNIFAH Rosyidi said that for the 3T areas (frontier, remote, and disadvantaged), the government could appoint temporary teachers qualified to become civil servant (PNS) teachers or as P3K status teachers (government employee with employment agreement).

Unifah doubts the claim of the Ministry of Education and Culture that the number of teachers is actually excessive, but unevenly distributed. The reason is because the excess mentioned by the government also includes temporary teachers.

Separately, Director General of Teachers and Education Personnel, of Kemdikbud, Sumarna Surapranata said that the number of teachers is currently around 2.92 million. There are as many as 727,981 temporary teachers in state schools. He said that the condition of teachers in the regions there are those in shortage of teachers and there are also those in excess, but they are not evenly distributed.  The shortage of teachers will be filled with the appointment of P3K teachers.  Meeting the need for these teachers should be observed because based on the ratio of teachers and students nationally, Indonesia still has a surplus of teachers.

Head of the State Employment Agency, Bima H Wibisana in the Coordination Meeting for Assignment of Frontier Teachers for 2016, said that the appointment of teachers, would be prepared with government employees with employment agreement.   For 3T areas it would benefit the teachers so they do not easily move around.

Guru Honorer Tolak LHS

Ketua Umum Forum Guru Honorer Kategori Dua Indonesia Titi Purbaningsih mengungkapkan kekecewaannya atas penerapan kebijakan lima hari sekolah (LHS) dalam sepekan oleh Kementerian Pendidikan dan Kebudayaan (Kemendikbud). Menurut dia, dengan sistem sekolah seharian penuh, para guru honorer akan sulit menambah penghasilan lain di luar mengajar.

Menurut Titi, jika Kemendikbud membuat kebijakan LHS karena menilai adanya beban kerja berlebih yang ditanggung guru pegawai negeri sipil (PNS), itu sangat keliru. Sebab, yang terjadi di lapangan, sekitar 60 persen tugas guru PNS ditangani oleh guru honorer. Oleh Karena itu, Titi berharap kedepannya pemerintah bisa lebih menyejahterakan para guru honorer dengan memberikan jaminan hidup sesuai dengan kinerja guru tersebut.

Sebelumnya, Kemendikbud telah mengesahkan Permendikbud Nomor 23 Tahun 2017 tentang Hari Sekolah yang mengatur ketentuan lima hari sekolah dalam sepekan pada Selasa (13/6). Latar belakang kebijakan itu merujuk pada kebijakan hari kerja aparatur sipil negara (ASN) yaitu lima hari kerja dan untuk penguatan karakter.

Sementara itu, Ketua Umum Pengurus Besar Persatuan Guru Republik Indonesia (PB PGRI) Unifah Rasyidi juga meminta pemerintah mempertimbangkan banyak hal sebelum menetapkan kebijakan LHS. Selain sarana prasarana sekolah, kondisi geografis yang berbeda antara wilayah yang satu dengan yang lainnya juga harus dijadikan pertimbangan. Karena, jika tidak dipersiapkan secara matang, kebijakan LHS akan menimbulkan reaksi yang beragam dan cenderung negatif.

Honorary Teachers Deny Five-day School (LHS)

The Head of the Category Two Honorary Teachers Forum Indonesia, Titi Purbaningsih, expressed her disappointment with the application of a five-day school week (LHS) as stipulated by the Ministry of Education and Culture (Kemendikbud). From her viewpoint, with a full-day school system, it will be difficult for honorary teachers to augment their income from other sources besides teaching.

According to Titi, if Kemendikbud created the LHS policy in the belief that civil servant (PNS) teachers have an excessive workload, then this is just not true. In fact, what actually happens in the field is that around 60 percent of PNS teachers’ duties are handled by honorary teachers. Therefore, Titi’s expectations of the government are improved welfare for honorary teachers through the provision of better life security to match such teachers’ contributions.

On Tuesday (13/6), Kemendikbud formally legalized Permendikbud Number 23 Year 2017 concerning School Day, which provides for a five-day school week. The background of such policy refers to the work day policy of State Civil Apparatus (ASN) that is a five-day work and to strengthen the character of students.

Meanwhile, the Head of the Executive Board of Teachers of the Republic of Indonesia (PB PGRI), Unifah Rasyidi, also requested the government to take into account a number of points before stipulating the LHS policy. Besides the facilities and infrastructure of schools, varying geographical conditions between the different regions also becomes a consideration. Thus if preparations aren’t properly carried out and such matters considered, various negative reactions could well arise when the LHS policy is implemented.

Guru SLB Kupang 5 Bulan Belum Digaji

Sebanyak 30 guru aparatur sipil negara yang bertugas di sekolah dasar luar biasa dan sekolah menengah pertama luar biasa di Kota Kupang, Nusa Tenggara Timur, sejak Februari-Juni belum menerima gaji. Untuk menopang biaya hidup, sebagian di antara mereka berutang kepada tetangga.

Kepala Sekolah Luar Biasa (SLB) Menengah Pertama Asuhan Kasih Kota Kupang Amini, di Kupang, Kamis (8/6), mengatakan, sejak alih kelola SLB dari pemerintah kabupaten/kota ke pemerintah provinsi, sistem penggajian terhadap guru-guru SLB tingkat SD dan tingkat SMP Kota Kupang tidak diakomodasi. Padahal, sejak Oktober 2016, guru-guru telah menyerahkan persyaratan yang diminta ke Dinas Pendidikan dan Kebudayaan Kota Kupang terkait proses mutasi status dari kota ke provinsi.

Para guru itu pernah mencoba menemui pejabat Pemkot Kupang dan sejumlah pejabat terkait mengenai status gaji mereka. Namun, para pejabat tetap itu memberi alasan yang sama, yakni status para guru itu sudah dialihkan ke provinsi sejak Februari 2017.

Sekretaris Dinas Pendidikan dan Kebudayaan NTT Alo Min mengatakan, mekanisme pengalihan itu diawali dengan mengirim berkas guru dari dinas pendidikan dan kebudayaan kabupaten/kota ke Badan Kepegawaian Daerah (BKD), lalu dilanjutkan ke Badan Kepegawaian Nasional (BKN). Hasil dari BKN dikirim ke provinsi untuk direalisasikan, tetapi sampai hari ini provinsi belum menerima berkas para guru SLB Kota Kupang dari BKN.

Namun, Alo Min menambahkan, ketika BKD Kota Kupang mengajukan berkas para guru SLB ke BKN Wilayah Bali-Nusra di Denpasar, pihak BKN Denpasar sudah menutup pendaftaran pengalihan status guru. Dengan demikian, berkas dilanjutkan ke BKN pusat di Jakarta. Berkas itu kini masih diproses di BKN Jakarta.

Kupang SLB Teachers Unpaid for 5 Months

From February to June, 30 teachers of civil servant status who work in elementary and junior high schools for children with special needs in Kupang, East Nusa Tenggara have not received their salaries. To manage their lives, some of these teachers have been forced to borrow from neighbors.

Headmaster of School for Special Needs (SLB) of Asuhan Kasih Kota Kupang Amini, said in Kupang on Saturday (8/6) that since the transfer of management from regency/city to the provincial government, the salaries of SLB teachers at the Elementary School (SD) and Junior High School (SMP) in Kupang City have not been paid. This is despite the teachers having already submitted the requested requirements relating to the process of change from city to province status to the Education and Culture Board of Kupang City in October 2016.

These teachers have tried to meet the officials of Kupang City Government and several officials in regard to the status of their salaries. However, the officials all gave the same reason that the status of the teachers had been transferred to province from February 2017.

The Secretary of Education and Culture Board of NTT, Alo Min, said that the mechanics of the transfer began with the sending of the teachers’ documentation from the education and culture board of regency/city to Local Civil Service Agency (BKD), which was next continued by their transfer to National Civil Service Agency (BKN). The BKN result is then sent to the province for realization. To date, however, the province has not received the documentation of the Kupang City SLB teachers from BKN.

Alo Min added that BKD of Kupang City had submitted SLB teachers’ documents to BKN in Bali-Nusra Area in Denpasar, and BKN Denpasar had already completed the registration of the transfer of teachers’ status. From there, the documents continued to the BKN center in Jakarta, where they are currently still being processed.

 

 

 

Kelanjutan Sertifikasi Guru Dipertanyakan

Penghentian sertifikasi guru dalam jabatan—yang selama ini melalui Pendidikan dan Latihan Profesi Guru—mulai tahun depan, diprotes. Aturan baru, pengadaan guru profesional yang memiliki sertifikat pendidik, baik untuk guru dalam jabatan atau guru yang sudah mengajar maupun prajabatan atau calon guru, melalui pendidikan profesi guru secara reguler dibiayai mandiri ataupun subsidi.

Ketua Umum Pengurus Besar Persatuan Guru Republik Indonesia (PGRI) Unifah Rosyidi, di Jakarta, Sabtu (3/6), mengatakan, guru-guru yang sudah mengajar di sekolah, tetapi belum disertifikasi, seharusnya tetap menjadi tanggung jawab pemerintah. Sertifikasi guru dalam jabatan seharusnya dilakukan dan dibiayai pemerintah, bukan subsidi. Program pelatihan tersebut bergantung pada kuota dan ketersediaan anggaran serta masa waktu penyelenggaraannya yang 10 tahun sudah selesai, padahal masih banyak guru yang belum bisa ikut sertifikasi.

Secara terpisah, Direktur Pembinaan Guru Pendidikan Menengah, Direktorat Jenderal Guru dan Tenaga Kependidikan, Kementerian Pendidikan dan Kebudayaan Anas M Adam mengatakan, penyelenggaraan PPG dibutuhkan untuk menyediakan guru profesional yang dibuktikan dengan sertifikat pendidik yang dikeluarkan lembaga pendidik tenaga kependidikan (LPTK). Selain untuk pemenuhan guru produktif SMK yang kekurangannya sekitar 91.000 orang, penyiapan guru SD lewat PPG SD juga akan menjadi fokus, karena tahun depan ada sekitar 140.000 guru pensiun, yang sebagian besar di SD.

Sementara itu, Direktur Pembelajaran, Direktorat Jenderal Pembelajaran dan Kemahasiswaan, Kementerian Riset, Teknologi, dan Pendidikan Tinggi Paristiyanti Nurwardani mengatakan, pemerintah lewat Kemdikbud, Kemenristek dan Dikti, serta pemerintah daerah menyediakan beasiswa bagi guru dalam jabatan ataupun calon guru/prajabatan untuk mengikuti PPG. Peserta PPG adalah lulusan D-IV/S-1. Mereka akan diperkuat dalam pedagogik dan profesional (penguasaan materi). Kuotanya saat ini berkisar 10.000 orang.

Continuation of Teachers’ Certification Questioned

Protests have been raised against the discontinuation of certification of active teachers – to date issued through Education and Training of Teaching Profession – starting next year. Under the new regulation, provision of professional teachers holding a teaching certificate, both active and probationary teachers, through education of the teaching profession is to be regularly paid and subsidized.

The Chairman of the Executive Board of the Teachers Association of the Republic of Indonesia (PGRI), Unifah Rosyidi, said in Jakarta on Saturday (3/6) that teachers who were already teaching in schools, but who lacked certification, should be the government’s responsibility. Certification of active teachers should be implemented and paid by the government and should not be subsidized. This training program depends on a quota system and budget availability, as well as the time for its implementation, which takes ten years for completion, whereas there are still a number of teachers who are not able to take certification.

On a different occasion, the Director for Development of Secondary Education Teachers, Directorate General of Teachers and Education Personnel, The Ministry of Education and Culture, Anas M Adam, said that the implementation of PPG was required to provide professional teachers. This has been proven with the teaching certificate released by the Institute of Teachers’ Education (LPTK). Besides fulfilling the current lack of around 91,000 productive Vocational High School (SMK) teachers, preparation of Elementary School (SD) teachers through PPG SD will also be a focus, given that 140,000 teachers are due to retire next year.

Meanwhile, the Director of Learning, Directorate General of Learning and Student Affairs, the Ministry of Research, Technology, and Higher Education, Paristiyanti Nurwardani, said that government through Kemdikbud, Kemristek and Dikti, as well as local government will provide scholarships for both active and probationary teachers to take PPG. PPG candidates should be D-IV/S-1 (undergraduate program) graduates. This will include enhancing their teaching and professional (material competency) skills. The current quota is around 10,000 people.
