Kemendikbud Perbanyak SMK Berbasis Keasramaan

Kementerian Pendidikan dan Kebudayaan (Kemendikbud) bakal memperbanyak Sekolah Menegah Kejuruan (SMK) berbasis keasramaan di Tanah Air, bahkan setiap provinsi atau satu provinsi satu sekolah yang memiliki model asrama atau “boarding school” yang berbasis ketarunaan. Menteri Pendidikan dan Kebudayaan Muhadjir Effendy mengatakan, secara bertahap kementerian akan memperbanyak jumlah SMK yang berbasis keasramaan atau ketarunaan karena pembinaanya di bawah unsur TNI, bisa unsur Angkatan darat, Angkatan Udara, maupun Angkatan Laut.

Mendikbud mengakui saat ini sekolah ketarunaan di Indonesia sebagian besar telah memiliki asrama sendiri. Namun, sekolah taruna itu banyak dikelola oleh swasta maupun negeri dan jumlahnya saat ini sekitar 120 sekolah. Sebenarnya yang banyak memprakarsai pendirian SMK ketarunaan ini adalah swasta.
Menurut dia, sekolah taruna modelnya bermacam-macam, ada yang model pesantren, ada pula yang model profesi, seperti kelautan atau kemaritiman serta penerbangan seperti di Jayapura yang bekerja sama dengan maskapai penerbangan. Visinya pun tergantung masing-masing sekolah.

Jika pesantren, siswa bisa memiliki dasar agama yang baik dan lulusannya lebih shalih atau shalihah. Kalau model profesi, harapan lulusannya bisa menjadi tenaga kerja yang handal, unggul dan ahli di bidangnya. Sedangkan SMA Negeri Taruna Nala yang diresmikan Presiden RI Joko Widodo diharapkan siswa yang akan melanjutkan ke pendidikan militer telah memiliki bekal.

Kemendikbud to Increase Boarding School-Based Vocational High Schools (SMK)

The Ministry of Education and Culture (Kemendikbud) will increase the number of boarding school-based Vocational High Schools (SMK) in the country, on the basis of one province, one boarding school that “applies military principles” (ketarunaan). The Minister of Education and Culture, Muhadjir Effendy, said that the ministry would gradually increase the number of boarding school-based SMK or SMK with military principles because the schools’ constructors came under the elements of the Indonesian National Armed Forces (TNI), such as Army, Air Force, and Navy.

Mendikbud admitted that currently most of the schools applying military principles in Indonesia had their own boarding schools. However, there are only 120 of these schools, which are managed by a private party. Actually, the dominant party that initiates the establishment of these SMK is a private party.

He viewed that the models of schools applying military principles were various. The models are Islamic schools, professional schools such as marine or maritime, as well as an aviation school in Jayapura that cooperates with the airlines. The vision relies on the respective schools.

In the Islamic School model, students are able to receive a religious grounding and graduates will have a more tolerant and rounded nature. Meanwhile, in the professional school model, graduates will be reliable experts that excel in their respective fields. Whereas in SMA Negeri Taruna Nala, which was inaugurated by Indonesia’s President Joko Widodo, the students will continue their military education already having sound knowledge.

Revitalisasi Jadikan SMK Sekolah Unggulan

Kemendikud akan merevitalisasi sebanyak 219 sekolah menengah kejuruan (SMK) bakal direvitalisasi pada tahun ini. Sekolah yang masuk kategori medioker itu bakal didorong menjadi SMK unggulan. Dari 219 SMK yang masuk program revitalisasi, 125 SMK di antaranya di bidang prioritas yakni maritim atau kelautan, pariwisata, pertanian, dan industri kreatif. Sedangkan 94 SMK lainnya adalah bidang keahlian penunjang yang menjadi prioritas pembangunan.

Hal itu diungkapkan Menteri Pendidikan dan Kebudayaan (Mendikbud) Muhadjir Effendy seusai peluncuran program revitalisasi SMK oleh Menteri Koordinator Pembangunan Manusia dan Kebudayaan (menko PMK) Puan Maharani di Stadion Manahan, Solo, Jawa Tengah, kemarin.
Secara bertahap, program revitalisasi akan menyentuh se-luruh SMK yang belum masuk kategori unggulan. Dari 13.000 SMK, sebanuak 6.000 SMK masih di bawah kinerja. Sehingga akan dinaikkan.

Dalam kesempatan itu, Menko PMK Puan Maharani menegaskan, pemerintah berupaya mendorong kualitas sumberdaya manusia (SDM) agar lebih meningkat. Di antaranya melalui program revitalisasi SMK. Dan Kementerian Riset, Teknologi, dan Pendidikan Tinggi (Kemenristekdikti) juga didorong untuk lebih banyak mendirikan politeknik. Selain itu, sekolah-sekolah yang di bawah Kementerian Agama juga disinkronkan dengan mata pelajaran umum, dan bukan hanya pendidikan agama saja.

Pemerintah menargetkan dalam sepuluh tahun ke depan kualitas tenaga kerja Indonesia dapat dikejar dan mampu bersaing dengan dengan negara negara lainnya. Sebab jika hanya menunggu lulusan dari universitas, maka diyakini tak akan mampu mengejar. Selain itu pendidikan di seluruh dunia telah maju. Dengan demikian, ketinggalan dapat dikejar secara bertahap dan optimistis setara setelah sepuluh tahun ke depan.

Revitalization for SMK to become Excellent Schools

Kemendikbud will revitalize 219 Vocational High Schools (SMK) this year to raise their motivation to become excellent SMK. Of the 219 SMK, 125 SMK are in the priority fields: maritime and marine, tourism, agriculture, and creative industry. Meanwhile, the other 94 SMK are in the field of supporting expertise that will become development priority.

This was stated by Minister of Education and Culture (Mendikbud) Muhadjir Effendy following the release of SMK revitalization program by the Coordinating Minister for Human Development and Cultural Affairs (Menko PMK) Puan Maharani in Manahan Stadium, Solo, Central Java, yesterday. Gradually, the revitalization program will reach all SMK that are not in the excellence category. Of 13,000 SMK, currently there are 6,000 SMK below this performance standard, which will therefore be upgraded.

On such occasion, Menko PMK Puan Maharani emphasized that the government was making efforts to support increased quality of Human Resource (SDM), one of which is through the SMK revitalization program. The Ministry of Research, Technology, and Higher Education (Kemenristekdikti) is also motivated to establish polytechnics. In addition, the schools under the Ministry of Religious Affairs are synchronized with general subjects, not just religious education.

The government targets that in ten years’ time the quality of Indonesian workers will match that from other countries. If the country waits solely for graduates from universities, it will find that the qualities of Indonesian workers will not able to achieve this target. Therefore, the quality can be achieved gradually, and optimistically will match that of other countries ten years down the line.

Sebanyak 125 sekolah menengah kejuruan (SMK) dintunjuk sebagai SMK rujukan. Sekolah ini akan mengembangkan program keahlian yang disesuaikan dengan tantangan abad ke-21. Hal itu diungkapkan Menteri Pendidikan dan Kebudayaan (Mendikbud) Muhadjir Effendy.

Muhadjir mengatakan, sebanyak 125 SMK yang ditunjuk memiliki keahlian sesuai dengna prioritas pembangunan nasional, yaitu kemaritiman, pariwisata, pertanian (ketahanan pangan), dan industri kreatif. Selain itu, ada sebanyak 94 SMK dengan bidang keahlian lainnya yang juga mendukung prioritas pembangunan nasional.

Muhadjir menjelaskan, SMK rintisan yang terpilih untuk direvitalisasi akan didorong melakukan perubahan-perubahan yang meliputi pengembangan dan peyelarasan kurikulum dengan dunia usaha dan industri, serta inovasi pembelajaran yang mendorong keterampilan abad 21. Selain itu, juga untuk pemenuhan dan peningkatan profesionalitas guru dan tenaga kependidikan, standarisasi sarana dan prasarana utama, pemutakhiran program kerja sama industri, pengelolaan dan penataan lembaga, serta peningkatan akses sertifikasi kompetensi.

Muhadjir menambahkan, pemerintah berharap revitalisasi SMK ini berhasil agar pada 2020 SMK dapat melayani 5,5 juta siswa dengan pendidikan berbasis teknologi informasi melalui 1.650 SMK rujukan, 850 SMK regular, 3.300 SMK aliansi, serta 750 SMK konsorsium.  Sebanyak 1.650 SMK rujukan itu memiliki lisensi LSP-P1 dan membawahi 800 tempat uji kompetensi (TUK) bagi siswa dan aliansinya.

There are 125 Vocational High Schools (SMK) appointed as referenced Vocational High Schools. These schools will develop the expertise program that has been adjusted to meet the challenges of the 21st century, disclosed the Minister of Education and Culture (Mendikbud) Muhadjir Effendy.

Muhadjir stated that these 125 SMK have expertise in accordance with the national development priorities: maritime, tourism, agriculture (food security). In addition, there are a further 94 SMK with other expertise that also support the national development priorities.

Muhadjir explained that these pilot SMK chosen for revitalization will be motivated to implement changes that include development and harmonization of the curriculum to entrepreneurial demands of the industrial world, as well as learning innovation that motivates necessary skills in the 21st century. Moreover, this is aimed at fulfilling and upgrading the quality of teachers, standardization of prime facilities and infrastructure, updating the industrial cooperation program, managing and organizing the institution, as well as upgrading access to competence certification.

Muhadjir added that government expectations were that this SMK revitalization would be successful. Thus by 2020, information technology-based education can be provided to 5.5 million students the through 1,650 referenced SMK, 850 regular SMK, 3,300 SMK alliances, as well as 750 SMK consortia. Such 1,650 referenced SMK will have LSP-P1 license and supervise 800 Competence Test Places (TUK) for students and their alliances.

Arus digitasasi dan otomatisasi teknlogi telah merubah karekter pekerjaan. Teknologi telah menghilangkan banyak pekerjaan konvensional. Kendati demikian, kehadiran teknologi digital juga menghadirkan banyak peluang kerja baru. Menteri Ketenagakerjaan (Menaker) M Hanif Dhakiri menghimbau lembaga pendidikan, salah satunya pesantren untuk memperluas kerjasama dengan industry serta agar lulusannya bisa sesuai dengan kebutuhan pasar tenaga kerja.

Menurut Hanif, salah satu keunggulan alumni pesantren adalah memiliki modal karakter yang kuat, yakni bekerja keras, disiplin, mandiri dan jujur. Hanif mengatakan, karakter yang kuat adalah modal memenangkan persaingan kerja. Tentu, hal itu harus diimbangi penguasaan kompetensi kerja. Menurut Hanif, penguasaan keterampilan kerja lebih mudah dilakukan dibanding, dengan penanaman karakter.

Modal karakter kuat yang dimiliki lulusan pesantern harus diberikan pelatihan kompetensi. Khususnya pelatihan vokasi di pesantren, menurutnya Kementerian Ketenagakerjaan memilki program pelatihan vokasi untuk komunitas. Hanif berharap, keterlibatan dunia industri pada pengambangan pelatihan vokasi di pesanteren. Pasalnya, jumlah anggaran masih terbatas.

The current of digitalization and technological automation has changed the job character. Technology has eliminated a lot of conventional work. Sertifikasi Guru SMK Diharapkan Dapat Tingkatkan Tenaga Kerja Terampil

Martin Roy, 28, seorang guru SMK di Serdang Bedagai, Sumatera Utara, tidak dapat menyembunyikan kegembiraannya saat mendaftar untuk mengikuti program pelatihan guru (PPG) yang diselenggarakan pemerintah. Ia berharap program tersebut dapat meningkatkan kemampuannya dan membantu karirnya ke depan.

PPG merupakan program yang dibiayai pemerintah dengan anggaran tahun ini mencapai Rp 1,87 triliun, dan sangat ditunggu-tunggu oleh guru. Sekitar 25.000 guru di seluruh Tanah Air akan bersaing untuk mendapatkan pelatihan program selama empat bulan yang akan diselenggarakan di kampus-kampus dan politeknik top mulai Juli ini.

Peserta yang berhasil akan mendapatkan sertifikat ganda untuk keahlian vokasi dan pendidik, sehingga akan mendapatkan keuntungan finansial lebih banyak. Tahun ini, PPG akan difokuskan untuk guru SMK, terutama bagi mereka yang mengajar mata pelajaran kepariwisataan, bisnis, industri kemaritiman dan permesinan.

Dirjen Kebudayaan dan Pendidikan Kementerian Pendidikan, Sumarna Surapranata, saat peluncuran PPG tahun ini, mengatakan, program ini bertujuan untuk membantu mengisi kekosongan 91.816 guru SMK. Pemerintah juga membutuhkan lebih banyak guru SMK yang bersertifikat, dimana para lulusan PPG tersebut akan disebar di 13.000 sekolah.

Namun, para pakar pendidikan meragukan jika program tersebut akan sesuai dengan yang diharapkan. Pakar pendidikan Doni Koesoema berpendapat bahwa permasalahan sebenarnya adalah rendahnya kualitas pendidikan kejuruan dan perlunya perbaikan standar pendidikan yang saat ini berbeda-beda. Sementara, lanjutnya, pemerintah sibuk membangun lebih banyak SMK dan merekrut guru baru.

Oleh karena itu, PPG hanya akan meningkatkan jumlah guru SMK, bukan meningkatkan kualitas SMK. Masalah lain adalah, ungkapnya, tidak semua guru SMK memiliki kesempatan untuk belajar di kampus-kampus top.

Tito Reanigio, seorang guru SMK berusia 24 tahun dari Sorong, Papua, merasa kecewa karena tidak berhasil mengikuti PPG lantaran latar belakang pendidikannya yang tidak memenuhi persyaratan. Ia menempuh pendidikan di sebuah universitas swasta di Jayapura untuk program sains dan teknologi dengan akreditasi-C. Sementara, PPG mensyaratkan agar calon peserta adalah lulusan dari program studi dengan akreditasi-B. Di Papua, ungkapnya, mereka tidak memiliki banyak pilihan karena tidak ada program studi teknik terakreditasi A atau B di sana.

Doni mengatakan, harus ada ujian masuk yang lebih adil untuk memeriksa kelayakan calon peserta. Karena, persyaratan tersebut diskriminatif terhadap lulusan sarjana seperti Tito. Ia meminta agar latar belakang pendidikan tidak menjadi syarat utama dalam seleksi peserta PPG.

 

Vocational teacher certification expected to improve workforce

Martin Roy, 28, a vocational teacher from Serdang Bedagai, North Sumatra, could not hide his excitement while registering for the state-sponsored training program called PPG. He was hopeful the program would improve his skills and help him further his career.

Subsidized by the government, PPG is a hotly contested program, which will cost Rp 1.87 trillion this year. Roughly 25,000 vocational teachers from across the country are vying for seats in the four-month training program to be held at top colleges and polytechnics from July.

Successful participants will obtain dual certificates in their vocations and teaching and will be entitled to more financial benefits. This year, the PPG is focusing on vocational teachers, especially those teaching subjects in tourism, business, maritime industries and machinery.

The Culture and Education Ministry’s director general for teachers, Sumarna Surapranata, said at the launch of this year’s PPG that this program aims to help fill vacancies for 91,816 vocational teachers. Indonesia also needs more certified vocational teachers, and thus the forthcoming graduates will be deployed to 13,000 schools.

However, education experts doubt the program will bring the desired results. Education expert Doni Koesoema argued that while the government is busy building more vocational schools and recruiting new teachers, the actual problem lies with the poor quality of vocational education and that discrepancies in standards need immediate fixing.

Therefore, he said, it will only increase the number of teachers in vocational schools, not improving the quality. Another problem is that not all vocational teachers have the opportunity to study at bona fide universities.

Tito Reanigio, a 24 year-old vocational teacher from Sorong, Papua, was disappointed when he realized he could not join the PPG because his educational background did not meet the requirements. He studied a C-accredited science and technology program at a private university in Jayapura while the PPG requires that a candidate graduate from a B-accredited program. In Papua, they don’t have many choices because there are no A or B-accredited engineering study programs there, he said.

Doni asked there must be a fairer admission test to examine candidates’ eligibility. He believes the requirements discriminate against university graduates like Tito and that educational background should not be the main requirement in PPG candidate selection.
