The Secondary Education Affirmation Program (ADEM) intended for helping junior secondary school graduated in Papua and West Papua continue their studies in top senior secondary schools on the islands of Java and Bali is still a mess. The Central Government’s sloppy program can, instead, cause students Papuan and West Papuan students to suffer as they may have difficulties adapting in the new school.

Bambang Nanto Mulyo, Headmaster at Senior Secondary School No. 3 in Semarang said that the program seems incomplete resulting in chaos, especially when assigning students to certain schools. Due to the chaotic placement of students, Bambang said some were forced to be accepted in schools they did not target. Aside from that, the disbursement of the scholarship funds was also delayed a few months.

Bambang also said low-skilled students who participated in the program required special attention. Some needed extra lessons as their skills were way below the standard of other students at the school. Some students also needed to be guided in order to alter their relaxed learning culture.
