Hasil ujian nasional tahun ini diyakini menggambarkan kemampuan siswa yang sesungguhnya. Sebab, praktik kecurangan semakin dapat dikendalikan dengan meningkatkan penyelenggaraan UN berbasis komputer. Menteri Pendidikan dan Kebudayaan Muhadjir Effendy mengatakan, pihaknya meminta supaya guru dan siswa menjunjung kejujuran. Hasil dari UN akan dijadikan acuan untuk perbaikan pendidikan, erutama di daerah terluar, terdepan, dan tertinggal (3T) untuk program peningkatan mutu.

UNBK SMA/SMK telah selesai dan sejumlah daerah telah mengumumkan hasilnya. Di Jawa Timur, misalnya, dari segi perolehan nilai, terjadi penurunan. Namun, perolehan nilai peserta dinilai murni karena UNBK tanpa masalah kebocoran soal dan jawaban, ketidakjujuran, serta campur tangan. Gubernur Jawa Timur Soekarwo mengatakan, biarlah perolehan nilai yang didapat siswa rendah asalkan dari jalan atau cara yang jujur.

Kepala Dinas Pendidikan Jawa Timur Saiful Rachman mengatakan, penurunan nilai bukan karena kendala teknis, seperti listrik mati atau kendala jaringan internet, melainkan lebih karena kemampuan peserta dalam mengerjakan soal. Menurut dia, pelajar SMA tahun ini kesulitan mengatasi soal-soal UNBK. Boleh jadi disebabkan peserta kurang membaca atau latihan menjawab soal-soal dengan berbagai variasi.

Fraudulent Practices Can Be Controlled

The results of this year’s national exams are believed to represent the true student’s abilities. Because, cheating practices could increasingly be controlled by increasing the implementation of computer-based  National Exams (UNBK). Minister of Education and Culture, Muhadjir Effendy said that he asked for teachers and students to be honest. The results of the UN will serve as a reference for educational improvement, especially in the outermost, frontier, and disadvantaged regions (3T), for quality improvement programs.

UNBK for High Schools/Vocational High Schools (SMA /SMK) has been completed and a number of regions have announced the results. In East Java, for example, in terms of score acquisition, there was a decline. However, the participants’ score acquisition is assessed to be pure  because the UNBK was without issues of leaked questions and answers, dishonesty, and intervention.  East Java Governor, Soekarwo said to let the scores obtained by students be low as long as they are obtained honestly.

Head of East Java Education Agency, Saiful Rachman said that the decline in scores was not due to technical constraints, such as power failure or internet network constraints, but rather because of the ability of participants in working on the problems.  According to him, high school students this year have difficulty in addressing UNBK problems. It may be caused by participants not properly reading or practicing to answer questions with a range of variations.

Kuota Ujian Daring Ditingkatkan

Seleksi Bersama Masuk Perguruan Tinggi (SBMPTN) yang mulai dibukan Selasa (11/4) ini terus mengakomodasi peserta yang hendak ikut ujian secara daring. Memasuki tahun kedua penyediaan fasilitas ujian secara daring, daya tampung disediakan untuk 30.000 peserta, dari tahun sebelumnya yang hanya sekitar 2.500 peserta.

Ketua Panitia Pusat SBMPTN Ravik Karsidi mengatakan, secara bertahap kapasitas untuk ujian daring ditingkatkan. Sampai saat ini, ujian masih di PTN yang sudah siap infrastrukturnya. PTN besar tentu punya kapasitas yang lebih besar untuk menampung peserta UN daring. Ravik mengatakan, SBMPTN tahun ini diikuti 85 PTN, termasuk Institut Seni Indonesia (ISI) dan Institut Seni Budaya Indonesia (ISBI).

Direktur Jenderal Pembelajaran dan Kemahasiswaan Kementerian Riset, Teknologi, dan Pendidikan Tinggi Intan Ahmad mendukung peningkatan kualitas penyelenggaraan SBMPTN secara daring. Dia mengatakan PTN diharapkan benar-benar menyeleksi calon mahasiswa yang potensioal sukses di perguruan tinggi. Terkait Seleksi Mandiri yang kuotanya maksimal 30 persen, Intan mengatakan, pihaknya berharap pimpinan PT juga dapat mempertimbangkan calon mahasiswa yang belum lolos di SBMPTN tetapi potensial.

Quota of Online Exams Increased

The Higher Education Entrance Joint Selection (SBMPTN) which began Tuesday (11/4) continues to accommodate participants who wish to take the exam online. Entering the second year of the provision of online test facilities, the capacity is provided for 30,000 participants, from the previous year that was only for about 2,500 participants.

Chairman of the SBMPTN Central Committee, Ravik Karsidi said that gradually the capacity for online exams has been increased. To date, the test is still in the State Higher Education (PTN) institutions that are ready with their infrastructures.  Big PTNs certainly have greater capacity to accommodate UN online participants. Ravik said that this year’s SBMPTN will be participated by 85 state universities, including the Indonesian Arts Institute (ISI) and the Indonesian Cultural Arts Institute (ISBI).

Director General of Learning and Student Affairs of the Ministry of Research, Technology and Higher Education, Intan Ahmad supported the quality improvement of online SBMPTN. She said that the PTNs are expected to really select prospective students who will potentially succeed in higher education. Related to independent selection, whose maximum quota is 30 percent;  Intan said that she  hopes the leaders of Higher Education  may also consider applicants who have not passed in the SBMPTN but are potentially (good) students.

Pemerintah Siapkan Solusi Kendala Teknis UNBK

Kementerian Pendidikan dan Kebudayaan memastikan para peserta ujian nasional tidak dirugikan apabila terjadi kesalahan teknis dalam pelaksanaan ujian. Kesalahan teknis rentan terjadi pada ujian nasional berbasis komputer (UNBK). Beberapa kendala teknis seperti listrik padam, server utama sekolah rusak, komputer siswa rusak, hingga gagal login kerap menjadi masalah yang ditemui pada saat persiapan dan uji coba. Kepala Pusat Penilaian Pendidikan Kemdikbud Nizam mengatakan, masalah-masalah tersebut sudah ada solusinya dan telah diselesaikan.

Selebihnya, kata Nizam, semua persiapan berjalan lancar dan sesuai jadwal. Seluruh SMA yang melakukan ujian berbasis kertas tingga melakukan eksekusi. Sejauh ini, berdasarkan pada pengalaman UNBK tingkat SMK yang dijalankan minggu lalu, pemerintah mengaku tidak menemukan masalah serius. Laporan kecurangan juga lebih kecil dari tahun lalu.

Dari beberapa daerah seperti di Tasikmalaya, Jawa Barat, persiapan yang dilakukan panitia sekolah dalam menghadapi UNBK sudah mencapai 100% sehingga diharapkan tidak ada kendala. Koordinator Pengawas SMA Wilayah VI, Garut dan Kota Tasikmalaya, Krisna Sujaya, mengatakan, panitia sudah melakukan berbagai antisipasi terhadap munculnya kemungkinan yang bisa mengganggu jalannya pelaksanaan UNBK dan tetap berkomunikasi terutama dengan PLN dan PT Telkom berkaitan jaringan internet dan listrik.

Sementara itu, Kepala Dinas Pendidikan Provinsi Bangka Belitung Muhammad Saleh menuturkan, beberapa sekolah di daerahnya akan menggelar ujian dengan memakai sistem shift, mengingat jumlah komputer yang ada hanya memadai untuk dua shift.

Government Prepares Solution to UNBK Technical Constraints

The Ministry of Education and Culture ascertains/makes sure the participants of the national exams are not harmed/disadvantaged in the event of a technical fault in the execution of the test. Technical errors are prone to happen on the computer-based national exams (UNBK). Some technical constraints such as power outages, damage to main server of schools, student’s computer is damaged, up to failing to login are often the problems encountered during preparation and trial testing. Head of Kemdikbud Center for Educational Assessment Nizam said, there are already solutions to these problems and have been resolved.

The rest said Nizam all the preparations ran smoothly and according to schedule.  All high schools conducting the paper-based exam need only execute.  So far, based on the experience of SMK level UNBK run last week, the government claimed to have found no serious problem. Fraud reports are also fewer than last year.

From some areas such as in Tasikmalaya, West Java, preparations underway conducted by the school committee in facing UNBK has reached 100% so no problems are expected.  Supervisor Coordinator of SMA Region VI, Garut and Tasikmalaya, Krisna Sujaya, said the committee has conducted various anticipatory measures against the emergence of possibilities that could disrupt the implementation of UNBK and still communicate primarily with PLN and PT Telkom related to the Internet network and electricity.

Meanwhile, Head of Bangka Belitung Province Education Agency Muhammad Saleh said, some schools in his region will hold the exam by using a shift system, given the number of available computers are just adequate for two shifts.

FSGI: Pemerintah Harus Kaji Ulang Pelaksanaan USBN

Sekjen Federasi Serikat Guru Indonesia (FSGI) Retno Listyarti mengatakan, adanya laporan kebocoran soal ujian sekolah berstandar nasional (USBN) dari berbagai daerah menunjukkan ketidaksiapan sekolah menyelenggarakan USBN. Pasalnya, kecurangan yang terjadi pada USBN merupakan salah satu permasalahan yang dulu terjadi pada ujian nasional (UN), namun berpindah dari pusat ke daerah. Retno menuturkan, pemerintah harus mengkaji kembali pelaksanaan USBN. Harus ada perbaikan agar sekolah dan siswa tidak melakukan kecurangan, dan siswa tidak dikorbankan dari sistem yang dibuat.

Retno mengatakan, USBN memindahkan permasalahan pusat ke daerah. Seharusnya USBN tidak perlu diadakan jika masih menggunakan standar nasional. Kemampuan siswa diuji menggunakan metode sebelumnya saja, yakni ujian nasional dan ujian sekolah (US).

Retno menambahkan, pada pelaksanaan US, para siswa betul-betul berpikir keras dalam mengerjakan soal. Tidak ditemukan anak yang menyelesaikan dalam waktu singkat. Anak-anak mandiri dan mau berusaha. Terlebih, di US tidak terjadi kebocoran. FSGI pun kembali menyuarakan moratorium UN dan USBN. Jika ingin menyerahkan pada guru, pemerintah harus menyerahkan semuanya sehingga memberikan kelompok kerja guru (KKG) yang tergabung dalam Musyawarah Guru Mata Pelajaran (MGMP) kepercayaan.

FSGI: Government Should Review Implementation of USBN

Secretary General of the Indonesian Federation of Teachers’ Union (FSGI), Retno Listyarti said that reports of  leaks in the national standard school exams (USBN) from various regions showed the lack of readiness of schools organizing the USBN. Reputedly the cheating that occurred on the USBN is one of the problems that had previously occurred on the national exam (UN), but it had shifted from the center to the regions. Retno said that  the government should review the implementation of the USBN. There should be improvements in order for schools and students not to cheat, and the students are not sacrificed by the system created.

Retno said that  the USBN has moved the issues from the center to the regions. Ideally, the USBN need not be held if they still use the national standard method. Just have the students’ abilities tested using the previous method, namely the national exams and school exams (US).

Retno added that with the implementation of the US, the students really think hard in solving the problems. There  were no  children found completing the exams  in a short time. Children are independent and want to try. Moreover, there were no leaks in the US. FSGI has re-voiced moratorium on the UN and USBN. If the government  wants to delegate it to the teachers, it  should fully hand over to them thus provide trust to the teachers working group (KKG) which  are joined in the Deliberation of Subject Teachers (MGMP).

Lemsaneg Lindungi UNBK

Kementerian Pendidikan dan Kebudayaan (Kemendikbud) menandatangni nota kesepahaman (MoU) dengan Lembaga Sandi Negara (Lemsaneg), Selasa (7/3). Kerja sama tersebut merupakan upaya mendukung meningkatkan kualitas penyelenggaraan persandian dalam pengamanan Teknologi Informasi dan Komunikasi (TIK) tugas dan fungsi Kemendikbud.

Menteri Pendidikan dan Kebudayaan (Mendikbud) Muhadjir Effendy mengatakan terdapat lima poin dalam penandatanganan bota kesepahaman. Salah satu yang paling mendesak, yakni kemananan sistem ujian nasional (UN). Kerja sama bertujuan untuk efektifitas kerja, pola kerja terpadu, terarah dan berkesinambungan dalam proses penyelenggaraan persandian dalam pengamanan TIK di Kemendikbud.

Nota kesepahaman ditandantangani oleh Menteri Pendidikan dan Kebudayaan (Mendikbud) Muhadjir Effendi dan Kepala Lemsaneg Djoko Setiadi. Muhadjir menyebut, kerja sama ini merupakan inisiatif dari Kemendikbud. Ia memerinci, setidaknya ada lima kesepakatan dalam kerja sama itu, yakni penyelenggaraan persandian dan pegamanan TIK di lingkungan Kemendikbud, pemberian perlindungan keamanan melalui implementasi sertifikasi elektronik pada sistem informasi yang digunakan di lingkungan Kemendikbud, dan pemberian perlindungan keamanan terhadap implementasi sistem ujian nasional (UN).

Kemudian, lanjutnya, penggunaan, peningkatan, dan pengembangan sumberdaya, serta penelitian dan pengembangan di bidang persandian. Ia menyebut, MoU segera ditindaklanjuti secara teknis dengan perjanjian kerja sama antara unit utama terkait di Kemendikbud dengan unit utama di lingkungan Lembaga Sandi Negara.

Sementara itu, Kepala Lemsaneg Djoko Setiadi menyebut Kemendikbud mempunyai peran strategis dalam menyelenggarakan urusan pendidikan dan kebudayaan di Indonesia. Ia mengapresiasi penggunaan TIK dalam pelaksanaan UN. Kerja sama ini akan mendukung persandian dalam pelaksanaan ujian nasional berbasis komputer (UNBK) pada 2017.

Lemsaneg Protects UNBK

The Ministry of Education and Culture (Kemendikbud) signed a memorandum of understanding (MoU) with the State Code Institution (Lemsaneg), Tuesday (7/3). Such cooperation is in effort to support the improvement of quality of coding in the security of Information and Communications Technology (ICT) of the duties and functions of Kemendikbud.

Minister of Education and Culture (Mendikbud) Muhadjir Effendy said there are five points in the MoU signing.   One of the most urgent is the security system of the national examinations (UN). The cooperation aims towards the effectiveness of work, integrated, directed and sustainable work patterns in the process of coding in ICT security in Kemendikbud.

The MoU was signed by Minister of Education and Culture (Mendikbud) Muhadjir Effendi and Lemsaneg Head Djoko Setiadi. Muhadjir said this cooperation is an initiative of Kemendikbud. He detailed there are at least five agreements in that cooperation, namely the implementation of coding and ICT security in the environment of Kemendikbud, providing security through the implementation of electronic certification on information systems that are used in the environment of Kemendikbud, and providing security to the implementation of the national examinations (UN) system.

Then, he continued, the use, enhancement, and development of resources, and research and development in the field of coding. He said, the MoU is immediately followed up technically with the cooperative agreement between the relevant main unit in Kemendikbud with the main unit in the State Code Institution.

Meanwhile, Lemsaneg Head Djoko Setiadi said Kemendikbud has a strategic role in organizing educational and cultural affairs in Indonesia. He appreciates the use of ICT in the implementation of the UN. This cooperation will support the coding in the implementation of computer-based national exams (UNBK) in 2017.
