Aktivis Mahasiswa Diajak Lawan Radikalisme di Kampus

Selama beberapa dekade, pemerintah tidak memiliki hubungan yang harmonis dengan organisasi mahasiswa. Rezim masa lalu sering memandang keberadaan organisasi tersebut dengan kecurigaan. Pada 1978, pemerintah Orde Baru mengeluarkan kebijakan kontroversial yaitu Normalisasi Kehidupan Kampus (NKK) guna ‘mensterilkan’ kampus dari segala jenis aktivitas politik.

Pada 2002, Kementerian Pendidikan dan Kebudayaan (Kemendikbud) mengeluarkan Surat Keputusan yang memperkuat kebijakan NKK tersebut, dengan pertimbangan bahwa kampus membutuhkan suasana “kondusif” yang bebas dari “bentrokan politik”.

Namun, pemerintahan Presiden Joko “Jokowi” Widodo yang kini tengah menghadapi berkembangnya ancaman radikalisme di kampus-kampus tidak akan memakai kebijakan NKK tersebut, karena diyakini  keberadaan organisasi kemahasiswaan justru dapat membantu mengatasi ancaman radikalisme.

Pada Rabu lalu, Menteri Riset, Teknologi dan Pendidikan Tinggi (Menristekdikti) Mohamad Nasir mengumpulkan beberapa perwakilan organisasi mahasiswa di kantornya. Pertemuan yang tidak pernah terjadi sebelumnya tersebut diklaim sebagai pertemuan formal pertama  kedua belah pihak sejak diterapkannya kebijakan NKK selama puluhan tahun.

Pertemuan tersebut dihadiri oleh perwakilan Himpunan Mahasiswa Islam (HMI), Gerakan Mahasiswa Nasional Indonesia (GMNI), Gerakan Mahasiswa Kristen Indonesia (GMKI) dan Perhimpunan Mahasiswa Katolik Republik Indonesia (PMKRI) guna membahas berbagai isu-isu yang tengah berkembang saat ini, diantaranya: radikalisme, Nasionalisme, terorisme dan narkoba.

Nasir memandang bahwa organisasi mahasiswa merupakan “mitra” pemerintah dalam melawan radikalisme. Isu radikalime telah menjadi fokus pemerintahan Jokowi di tengah meningkatnya politik sektarian yang dipicu oleh kasus penistaan agama yang dituduhkan terhadap mantan Gubernur DKI Jakarta Basuki “Ahok” Tjahaja Purnama.

Menristekdikti menambahkan, forum-forum seperti ini diperlukan agar organisasi mahasiswa dapat terlibat dalam upaya-upaya menghilangkan radikalisme. Nasir pun terbuka terhadap beberapa pilihan, termasuk mencabut Surat Keputusan Kemendikbud tahun 2002.

Para perwakilan organisasi mahasiswa yang hadir dalam pertemuan itu menyampaikan bahwa mereka menyambut baik usulan pemerintah yang akan melibatkan mereka dalam kampanye anti-radikalisme. Mereka menganggap forum tersebut sebagai “momentum” untuk mendorong terjalinnya komunikasi antara organisasi mahasiswa dan pemerintah.

Mulyadi Tamsir, ketua HMI, sebuah organisasi mahasiswa yang memiliki sekitar 600.000 anggota dan merupakan tempat pelatihan politik Wakil Presiden Jusuf Kalla dan mantan Wakil Presiden Hamzah Haz, mengatakan, HMI selama bertahun-tahun belum diberi cukup ruang. Jika pemerintah mendukung mereka, mereka pun akan membantu pemerintah dalam membatasi radikalisme.

Sementara itu, Chrisman Damanik, ketua GMNI, dimana mantan Ketua MPR (alm) Taufik Kiemas merupakan salah satu mantan anggotanya, memuji keputusan Nasir yang telah mengundang mereka untuk membantu membatasi radikalisme. Karena, lanjutnya, salah satu misi oranisasinya adalah menegakkan Pancasila.

Student activists enlisted to fight radicalism on campus

For decades, the government has had a rocky relationship with student organizations, which were often viewed with suspicion by past regimes. In 1978 the New Order government issued the controversial Normalization of Campus Life (NKK) policy to ‘sterilize’ campuses from any kind of political activities.

In 2002, the Education Ministry issued a decree that strengthened the NKK policy, taking into account the need to ensure a “condusive” environment on campuses that is free from “political clashes.”

But the President Joko “Jokowi” Widodo administration, which is facing a growing threat of radicalism on campuses, is ready to roll back the policy, as it believes that student organizations could help it quell the threat.

In an unprecedented move, Research, Technology and Higher Education Minister Mohamad Nasir gathered representatives of student organizations at his office last Wednesday, which has been claimed to be the first formal gathering between the two parties since the implementation of the decades-old NKK policy.

The meeting was attended by representatives of the Association of Islamic Students (HMI), the National Indonesian Student Movement (GMNI), the Indonesian Christian Students Movement (GMKI) and the Catholic Students Union (PMKRI) and touched on numerous current issues: radicalism, nationalism, terrorism and drugs.

Nasir highlighted that student organizations were “partners” of the government in countering radicalism, an issue that has somewhat become a focus of the Jokowi administration amid a rise in sectarian politics triggered by the blasphemy case against former Jakarta governor Basuki “Ahok” Tjahaja Purnama.

The minister further added that more forums were needed to set out how student organizations could be involved in anti-radicalism efforts, but saying that he was open to numerous options, such as revoking the 2002 decree.

Student organization representatives attending the meeting said they welcomed the proposal by the government to involve them in its anti-radicalism campaign, hailing the forum as a “momentum” to foster communication between them and the government.

Mulyadi Tamsir, chairman of the HMI, which has about 600,000 members and was a political training ground for Vice President Jusuf Kalla and former vice president Hamzah Haz, said that HMI has not been given enough space for years. If the government supports them, they will help it [curb radicalism].

While Chrisman Damanik, chairman of the GMNI, whose former members include the late People’s Consultative Assembly (MPR) speaker Taufik Kiemas, praised the move by Nasir to invite them to help curb radicalism, saying upholding Pancasila was also a mission of his organization.

Aliansi PTN Nyatakan Perang terhadap Ideologi Radikal

Sebuah aliansi yang terdiri dari sejumlah perguruan tinggi negeri (PTN) di kawasan timur Indonesia telah berdeklarasi untuk melawan ancaman paham radikalisme yang berkembang di kampus-kampus. Deklarasi anti radikalisme itu digelar pada Jumat (16/5) di Kampus Universitas Hasanudin (Unhas) Makassar, Sulawesi Selatan.

Sejumlah pejabat turut hadir, diantaranya, Kapolrestabes Makassar Kombes Pol Endi Sutendi, Rektor Universitas Hasanuddin, Prof Dwia Ariestina Pulubuhu dan Rektor Universitas Negeri Makassar, Prof Husain Syam.

Sebanyak dua puluh Sembilan rektor dan pimpinan universitas menandatangani deklrasi tersebut dalam sebuah acara yang juga dihadiri Menteri Riset Teknologi dan Pendidikan Tinggi (Menristekdikti) Muhammad Nasir, Wakapolri Komjen Pol Syafruddin dan Kapolda Sulsel Irjen Pol Muktiono.

Dalam acara deklarasi itu, para pimpinan PTN berkomitmen untuk menegakkan ideologi negara Pancasila dan UUD 1945 dan menolak segala macam bentuk ideologi berpaham ekstrim di kampus-kampus. Rektor Unhas, Prof Dwia Aries Tina Pulubuhu mengatakan, deklarasi tersebut dimaksudkan untuk mencegah paham radikalisme dan terorisme masuk wilayah kampus.

Sementara itu, Menristekdikti Mohammad Nasir mengatakan, ideologi paham radikalisme telah berkembang di kampus-kampus karena mahasiswa dapat dengan mudah terpengaruhi. Oleh karena itu, lanjutnya, adanya kerjasama dengan pihak kepolisian akan membantu mencegah radikalisme dan terorisme memasuki kampus-kampus, dan diperlukan tindakan tegas dalam memerangi ideologi radikalisme.

Menurut Nasir, adanya tindakan tegas itu tidak berarti bahwa pihak manajemen kampus akan mengurangi kebebasan akademik dan melucuti hak mahasiswa mengungkapkan pendapat mereka. Para mahasiswa, lanjutnya, akan tetap diperbolehkan untuk berdiskusi seputar ideologi-ideologi radikal, namun tidak diperbolehkan untuk menjadi radikal.

Wakapolri Komjen Pol Syafruddin mengatakan, tidak kebebasan untuk menjadi radikal. Pihak kepolisian, lanjutnya, tidak akan mengerahkan personil dan petugas intelijen ke kampus-kampus karena masih dianggap aman.

Menurutnya, benih-benih radikalisme yang ditanam oleh Abdul Qahar Mudzakar, pimpinan Darul Islam /Tentara Islam Indonesia (DI/TII), telah mati dan tidak akan kembali lagi karena generasi berikutnya telah berubah. Namun, ancaman radikalisme baru telah muncul. Munculnya kelompok radikal negara Islam (IS) di kawasan Asia Tenggara, termasuk Indonesia, lanjutnya, telah menimbulkan kekhawatiran.

Secara terpisah, rektor Universitas Negeri Makassar, Husain Syam, mengatakan, pihaknya akan melakukan tindakan tegas terhadap mahasiswa yang terlibat dalam aksi radikalisme atau terorisme. Pemahaman siswa tentang Pancasila, lanjutnya, perlu ditingkatkan melalui program pendidikan Pancasila, seperti dalam Era Orde Baru.

An alliance of state-owned universities in the eastern part of Indonesia has pledged to fight the growing threat of radicalism on campuses. The antiradicalism declaration was made at Hasanuddin University in Makassar, South Sulawesi, on Friday.

Twenty nine university rectors and leaders signed the declaration in a ceremony that was also attended by Research and Technology and Higher Education Minister Muhammad Nasir, National Police deputy chief Comr. Gen. Syafruddin and South Sulawesi Police chief Insp. Gen. Muktiono.

In the declaration, the university leaders said they were committed to upholding the national ideology of Pancasila and the 1945 Constitution and that they would reject any kind of extremist ideology on campuses.

Hasanuddin University Rector Dwia Aries Tina Pulubuhu said the declaration was meant to prevent radicalism and terrorism from entering campuses. “We want to reaffirm our commitment, which is to maintain the integrity and sovereignty of the Indonesian republic.”

Meanwhile, Minister Mohammad said radical ideologies had thrived on campuses, as university students could easily be influenced. He continued that in cooperation with the police, they are helping universities prevent radicalism and terrorism from entering their respective campuses, adding that stern action was needed to combat radical ideologies.

He argued that being stern did not necessarily mean that university managements would curtail academic freedom and strip students of their right to express their opinions. Students, he said, would be allowed to discuss radical ideologies, but they should not be allowed to be radicals.

Comr. Gen. Syafruddin concurred that there is not freedom to become a radical person, saying the National Police would not deploy personnel or intelligence officers to campuses as they were still considered safe.

He argued that the seeds of radicalism planted by the Darul Islam/Tentara Islam Indonesia (DI/TII) led by Abdul Qahar Mudzakkar had died and would not reemerge because generations had changed. However, he added, a new threat of radicalism had emerged. He said, the existence of the Islamic State [IS] group, which is now looking to Southeast Asia, including Indonesia, is cautious.

Separately, rector of Makassar State University, Husain Syam, said he would take stern action against students involved in radical or terror acts.

He said the students’ understanding about Pancasila needed to be improved through a Pancasila education program that had been carried out during the New Order Era.

Dana Tersendat, Kuliah di Unipa Terhenti Lagi

Perkuliahan tatap muka mahasiswa Fakultas Kedokteran Universitas Papua kembali terhenti karena biaya operasional perkuliahan dari Pemerintah Kabupaten Sorong tersendat. Kini, mahasiswa memperjuangkan haknya untuk kuliah ke sejumlah pihak. Ketua Badan Eksekutif Mahasiswa FK Unipa Indah Wainsaf mengatakan, sejak 29 April 2017, perkuliahan tatap muka di FK Unipa terhenti. Saat ini, kata dia, pihaknya memperjuangkan hak kepada beberapa pihak. Ada perwakilan yang ke Pemprov Papua Barat dan ada juga yang ke Jakarta.

Dekan FK Unipa Kanadi Sumadipradja mengatakan, terhentinya perkuliahan disebabkan macetnya dana pengampuan dari pemerintah daerah kepada FK Universitas Indonesia selaku pengampu FK Unipa. Saat itu, perkuliahan terhenti karena dana pengampuan Unipa ke FKUI tidak dibayarkan. FKUI tidak sanggup lagi mengirimkan dosennya ke FK Unipa. Sebanyak 102 mahasiswa terganggu kuliahnya.

Pemerintah Kabupaten Sorong pernah menawarkan diri untuk membantu sejumlah dana untuk operasional kuliah. Harapannya, ini bisa menutupi keperluan setidaknya sampai 2017. Namun, dana yang diberikan hanya cukup untuk membiayai operasional perkuliahan selama lebih kurang enam minggu. Kanadi sempat menyampaikan kepada rektorat bahwa dana operasional dari Pemkab Sorong mulai menipis. Namun, belum ada tindak lanjut apa pun hingga saat ini.

Faltered Funds, Lectures at Unipa Dormant Again

Direct/face-to-face lectures of Medicine Faculty students of the University of Papua (FK Unipa) are stalled again because of the operational costs of lectures from the Sorong Regency faltered. Now, students are fighting for their right to study to a number of parties.  Chairperson of Student Executive Board of FK Unipa, Indah Wainsaf said that since 29 April 2017, class lectures at FK Unipa stopped. She said that currently her party is fighting for rights to several parties. There are representatives going to the West Papua Provincial Administration and others to Jakarta.

Dean of FK Unipa, Kanadi Sumadipradja said that the termination of the lectures was due to the stagnant funding from the regional administration to the University of Indonesia Medical Faculty (FKUI) as the supporter of FK Unipa. At that time, the lectures stopped because the funding of Unipa’s teaching to FKUI was not paid. FKUI could no longer send its lecturers to FK Unipa.  A total of 102 students are hampered in their studies.

Sorong Regency Administration had offered to help with some funding of the lectures’ operational cost. Hopefully, this could cover needs at least until 2017. However, the funds provided are only sufficient to finance the operational lectures for approximately six weeks. Kanadi had conveyed to the Rectorate that the operational funds from Sorong Regency Administration were running out. However, there has been no follow-up to date.

Program Kuliah Gratis Sumsel Distop

Program kuliah gratis (PKG) Pemerintah Provinsi Sumatra Selatan (Pemprov Sumsel) yang sudah berlangsung sejak 2015 pada tahun ini dihentikan. Kepala Dinas Pendidikan Sumsel Widodo, Selasa (13/6) mengatakan ditiadakannya PKG pada 2017 sebagai imbas dari efisiensi anggaran. Tahun ini, pemprov hanya bisa melanjutkan anggaran bagi mahasiswa penerima PKG yang sudah berjalan.

Widodo menjelaskan, dihentikannya PKG karena pada tahun sebelumnya anggaran PKG dalam APBD Sumsel mencapai Rp30 miliar, untuk tahun ini hanya dialokasikan RP16 miliar. Sementara, untuk merealisasikan program kuliah gratis tersebut, lanjutnya, Pemprov Sumsel telah menjalin kerjasama dengan tiga perguruan tinggi negeri (PTN) yang ada di daerah ini, yaitu Universitas Sriwijaya (Unsri), Universitas Islam Negeri (UIN) Raden Fatah dan Politeknik Sriwijaya(Polsri).

Selain itu, ada empat PTN lainnya di luar Sumsel dan perguruan tinggi di luar negeri, yaitu Wuxi Univeristy, Yangzhou University dan Changzhou University. Ketiganya ada di Cina. Sumatera Selatan mendapat kuota 300 mahasiswa. Mereka kuliah di sana dengan semua biaya kuliah dan asrama ditanggung oleh masing-masing perguruan tinggi.

Sumsel Free Lecture Program Stopped

The free lecture program (PKG) of the South Sumatra Provincial Administration (Pemprov Sumsel) which has been ongoing since 2015 was stopped this year. Head of Sumsel Education Agency Widodo said, Tuesday (13/6) the removal of PKG in 2017 was the impact of budget efficiency. This year, the provincial administration could only continue the budget for ongoing PKG recipients.

Widodo explained, the termination of PKG was because in the previous year the PKG budget in APBD Sumsel (regional budget) reached Rp30 billion, for this year only RP16 billion is allocated. Meanwhile, to realize the free lecture program, he continued, the South Sumatera Provincial Administration has established cooperation with three state universities (PTN) in this area, namely University of Sriwijaya (Unsri), State Islamic University (UIN) Raden Fatah and Polytechnic of Sriwijaya (Polsri ).

In addition, there are four other universities outside of South Sumatra and universities abroad, namely Wuxi University, Yangzhou University and Changzhou University. All three are in China. South Sumatra obtained a quota of 300 students. They study there with all the tuition and dorm fees borne by the respective universities.

Kemristekdikti minta rektor terima yang lolos Bidikmisi

Kementerian Riset, Teknologi, dan Pendidikan Tinggi (Kemristekdikti) meminta rektor untuk menerima semua peserta beasiswa Bidikmisi yang lolos seleksi Perguruan Tinggi Negeri (PTN).

Direktur Jenderal Pembelajaran dan Kemahasiswaan Kemristekdikti, Intan Ahmad  mengatakan Kemristekdikti meminta agar rektor menerima semua peserta Bidikmisi yang lolos Seleksi Bersama Masuk Perguruan Tinggi Negeri (SBMPTN), Seleksi Nasional Masuk Perguruan Tinggi Negeri (SNMPTN) dan seleksi mandiri.

Rektor diminta untuk menerima semua peserta Bidikmisi tersebut terlebih dahulu meskipun sudah melebihi kuota perguruan tinggi itu. Ia menambahkan tolong diterima dulu, karena tidak semua perguruan tinggi memenuhi kuota yang ada. Jadi nanti yang tidak memenuhi, kuotanya bisa dialihkan.

Bidikmisi adalah bantuan biaya pendidikan bagi calon mahasiswa tidak mampu secara ekonomi dan memiliki potensi akademik, untuk menempuh pendidikan di perguruan tinggi pada program studi unggulan sampai lulus tepat waktu.

Peserta Bidikmisi yang lulus seleksi PTN akan dilakukan verifikasi kelayakan dan verifikasi kuota oleh perguruan tinggi penerima.

Di jelaskan olehnya bahwa jumlah kuota Bidikmisi tahun 2017 adalah 80.000 orang. Jika jumlah peserta Bidikmisi di perguruan tinggi lebih besar dari kuota, setiap perguruan tinggi diharapkan membantu calon mahasiswa dari kalangan tidak mampu sesuai dengan skema yang ditetapkan masing-masing perguruan tinggi.

Kemristekdikti Requests Rectors to Accept All Students Passing Bidikmisi

The Ministry of Research, Technology, and Higher Education (Kemristekdikti) requests rectors to accept all participants of Bidikmisi scholarship who passed the State Universities (PTN) selection.

The Director General of Learning and Student Affairs of Kemristekdikti, Intan Ahmad, said that Kemristekdikti had requested rectors to accept all participants of Bidikmisi scholarship who passed Joint Entrance Selection of State Universities (SBMPTN), National Selection of State University Entrance (SNMPTN) and Mandiri selection (seleksi mandiri).

A rector is initially requested to accept all participants of Bidikmisi although the number exceeds the university’s quota. He added that they are first asked to accept the participants, because not all universities meet the existing quotas on participant numbers. Therefore, the quota will be transferred to other universities should there be universities not meeting this quota.

Bidikmisi is an educational grant for student candidates who are not economically capable but have academic potential, to study in universities on the excellence study program until they graduate on time.

Bidikmisi participants who pass PTN selection will face eligibility verification and quota verification implemented by the recipient universities.

He explained that quota total of Bidikmisi 2017 is 80,000. Should the number of Bidikmisi participants be higher than quota, each university is expected to support student candidates who are not economically capable in accordance with the scheme stipulated by each university.
