Government Regulation (PP) No. 58/ 2013 about the form and mechanism of the legal entity of state universities may still leave room for practices of education commercialization in universities. These universities are still authorized to determine their own tuition fees, thus creating economic social classes in universities.

The regulation, to be implemented by August 10 2014 at the latest, provides an opportunity for the legal entity of state universities to collect additional funds from the public, aside from the National Budget (APBN), businesses of the state university’s legal entity, endowment, Tridharma partnerships, and funds managed by the state and regional autonomies.

In response to this concern, Deputy Minister for Education at the Ministry of Education and Culture, Musliar Kasim, stated the Ministry will minimize concerns of high education costs by determining the single tuition fee (UKT) for all state universities.
