A number of regions say they are ready to hold elementary school exams simultaneously on 6-8 May 2013. In South Kalimantan and North Kalimantan, all examination materials have been distributed to the municipalities and regencies. Musyarim, the Head of the East Kalimantan Education Agency, confirmed that no problems had arisen in connection with the holding of the Elementary School National Examinations. A total of 77,393 students in 14 municipalities and regencies are expected to sit the examinations in East Kalimantan and North Kalimantan provinces.

In Jakarta, it has been confirmed that the examination materials have been distributed to the school groups in each area so that the examinations will be going ahead as scheduled. Jakarta Governor Jokowi said he was optimistic that the examinations would proceed smoothly. According to data from the Jakarta Provincial Education Agency, a total of 153,449 students from 3,548 schools are due to sit the examinations.

In North Maluku, the local Elementary School National Examinations Committees has completed the distribution of exam papers, with the result that the exams will go ahead simultaneously. A total of 25,496 students from 1,297 schools are expected to sit the examinations.

Meanwhile in Nusa Tenggara Timur (NTT) and Central Sulawesi, the local education agencies have given assurances that there would be no delays as the examination materials had been distributed on schedule.

Dari Kalimantan Selatann (Kalsel) dan Kalimantan Utara (Kaltara) seluruh materi ujian sudah didistribusikan ke seluruh kota dan kabupaten. Kepala Dinas Pendidikan Kaltim Musyarim memastikan pelaksanaan UN SD tidak akan mengalami masalah. Total peserta UN SD di Kaltim dan Kaltara sebanyak 72.393 siswa dari 14 kota dan kabupaten.

Pemerintah Provinsi DKI Jakarta memastikan soal UN SD sudah sampai ke rayon masing-masing wilayah sehingg dapat dilaksanakan tepat waktu. Gubernur DKI Jakarta Jokowi optimis UN SD berjalan lancar. Berdasarkan data Dinas Pendidikan DKI, total peserta UN tingkat SD/MI dan SDLB ada 153.449 siswa. Mereka berasal dari 3.548 sekolah.

Dari Maluku Utara, panitia UN SD telah mendistribusikan naskah ujian sehingga dipastikan UN digelar secara serentak. Jumlah siswa SD/MI dan SDLB yang mengikuti UN sebanyak 25.496 siswa dari 1.297 siswa yang tersebar di kabupaten/kota.

Sementara itu di Nusa Tenggara Timur (NTT) dan Sulawesi Tengah, Dinas Pendidikan setempat menjamin tidak ada penundaan pelaksanaan UN SD. Pendistribusian soal UN sudah sesuai dengan jadwal.

Fifty-three percent (53%) of lecturers in Indonesia has not had certificates. Out of 273,000 lecturers, only 47% has already had certificates. The requirement for a research journal is blamed as the impediment in the ownership of the certificates. The Head of Research and Development and Public Service of the Indonesian Lecturers Association (ADI), Firdaus Ali, said that lecturers acknowledged their difficulty in making research journals. Meanwhile, the other requirement, i.e. teaching 40 hours per week or 12 semester credit units (SKS) per year is relatively easy to be fulfilled.

Firdaus recommended for the requirements to be evaluated in order to lower the certification standard, especially for lecturers outside Java Island. In addition, the government must also rationalize the number of lecturers and students. Ideally, the ratio of lecturers to students is 2: 10.

Sebanyak 53% dosen di Indonesia belum memiliki sertifikat. Dari 273.000 dosen, hanya 47% yang sudah bersertifikat. Persyaratan jurnal penelitian dituding sebagai kendala kepemilikan sertifikat tersebut. Kepala Litbang dan Penelitian Pengabdian Masyarakat Asosiasi Dosen Indonesia (ADI) Firdaus Ali mengatakan, para dosen mengaku kesulitan untuk membuat jurnal penelitian. Sedangkan persyaratan lain yakni mengajar 40 jam per pekan atau 12 satuan kredit semester (SKS) per tahun relative mudah di penuhi.

Firdaus menyarankan agar persyaratan di evaluasi untuk menurunkan standard isasisertifikasi, terutama untuk dosen diluar Pulau Jawa. Selain itu, pemerintah juga harus merasionalisasikan jumlah dosen dengan mahasiswa. Idealnya, rasio dosen dan mahasiswa 10:2.

As many as 4,640,424 primary school students are going to sit the National Exam. Almost the whole exam paper has arrived in each region on time. The Director of Primary School Fostering of the Directorate General of Basic Education, Ministry of Education and Culture, Ibrahim Bafadal, said that not only students of Primary Schools and Islamic Primary Schools, but also those of Primary Schools for Children with Special Needs and Package A participants are going to sit the National Exam today. So far, there has been no report about insufficiency of exam paper. The administration of national exam for primary schools (SD) is different from that for senior high schools (SMA) and junior high schools (SMP). The national exam for SD is administered in decentralized instead of centralized method.

The General Chairman of the National Education Standard Board (BSNP), Aman Wirakartakusumah, said that the Ministry of Education and Culture and BSNP were also involved in the formulation of national exam questions for primary schools by composing 25% of the questions. The other 75% of the questions was formulated by provinces. The Ministry and BSNP also prepared and distributed guidelines for national exam questions and held training on national exam questions together with provinces. For evaluation, the system is 60% from the national exam results and 40% from average marks of report cards in semesters 7, 8, 9, 10, and 11.

A member of Commission X of the Parliament, Rohmani, said that next year the national exam for primary school students should be eliminated considering that there is no correlation between the exam and the improvement of education quality. In addition, the national exam for primary school students is not in line with the 9-year Mandatory Education program.

Sebanyak 4.640.424 siswa SD akan melakukan Ujian Nasional (UN). Hampir semua naskah ujian telah sampai ke masing-masing daerah tepat waktu. Direktur Pembinaan SD Ditjen Pendidikan Dasar (Dikdas) Kemendikbud Ibrahim Bafadal mengatakan, tidak hanya siswa SD dan MI, namun SDLB dan peserta paket A akan mengikuti UN hari ini. Sejauh ini tidak ada laporan daerah yang kekurangan naskah. Pelaksanaan UN SD berbeda dengan ujian SMA dan SMP. Pada ujian SD pelaksanaan berada di tangan daerah, buka di tingkat pusat.

Ketua Umum Badan Standar Nasional Pendidikan (BSNP) Aman Wirakartakusumah mengatakan, Kemendikbud bersama BSNP ikut terlibat dalam pembuatan soal dengan menetapkan 25% butir soal. Sementara provinsi menetapkan 75% soal UN SD. Keduanya juga yang menyiapkan dan mendistribusikan kisi-kisi soal UN dan melakukan pelatihan soal UN bersama provinsi. Untuk penilaian sistemnya 60% hasil UN dan 40% nilai rata-rata rapor semester 7,8,9,10 dan 11.

Anggota Komisi X DPR Rohmani mengatakan tahun depan sebaiknya UN SD dihapuskan mengingat tidak korelasi antara UN dan peningkatan mutu pendidikan. Selain itu, UN SD tidak sejalan dengan program Wajib Belajar 9 Tahun.

The 41-year old lady teacher acknowledged that she has borne the burden of national exam for years. The cause was the cheating conducted in the name of the success team of her school in an area of Central Jakarta. The modus of cheating took the form of assisting students in choosing the correct answers or correcting students’ answers before being sent back to the sub-region school.

The Secretary General of the Indonesian Teachers Alliance Federation, Retno Listyarti, said that cheating in national exam through establishment of success teams in schools has lasted systematically and massively. Teachers, principals, and heads of education agencies, according to her, are very possibly involved.

Meanwhile, such practices have not been found in favorite schools as the students are from middle and upper economic classes, making them able to attend remedial courses and take private lessons.

However, the Head of Education Agency of the Special Capital Region of Jakarta, Taufik Yudi Mulyanto, denied the existence of the success teams. According to him, the real meaning of the success team is that teachers assist students in their preparation for the exam.

Selam bertahuntahun, ibu guru berusia 41 tahun itu mengaku menaggung beban setiap ujian nasional digelar. Gara-garanya, modus kecurangan yang dilkukan atas nama tim sukses di sekolahnya di sebuah kawasan di Jakarta Pusat. Kecurangan berupa membantu para siswa memilih jawaban yang benar ataupun mengoreksi jwaban para siswa seusai ujian sebelum dikirim kembali ke sekolah rayon.

Sekretaris Jenderal Federasi Serikat Guru Indonesia, Retno Listyarti, mengatakan, kecurangan ujian nasional lewat pembentukan tim sukses di seklah-sekolah telah berlangsung sistematik dan masif. Guru, kepala sekolah, hingga kepala dinas pendidikan,menurutnya, sangan mungkin terlibat.

Sedangkan di sekolah unggulan, praktek sepert itu tidak terjadi. Sebab, murid-muridnya berasal dari kelas ekonomi menengah dan atas., sehingga mampu mengikuti bimbingan belajar dan les.

Namun, Kepala Dinas Pendidikan DKI Taufik Yudi Mulyanto membantah keberadaan tim sukses ujian nasional di sekolah-sekolah yang membantu siswa menjawab soal ujian itu. Menurutnya, tim sukses yang ada adalah yang berarti sebenarnya, yakni guru membantu murid belajar dalam mempersiapkan ujian.

A number of provinces and regencies have been ready to administer the national exam for primary schools as from today. The Head of Public Relations of Education and Culture Agency of Southeast Sulawesi Province, Wilis, said that the whole national exam paper has been distributed to 12 regencies/cities of Southeast Sulawesi. Therefore, he assured that delayed national exam administration that has occurred to senior and junior high schools will not recur to primary schools.

He made sure that everything has gone smoothly as the paper has been in the local district police offices and will be delivered to schools several hours before the exam administration.

Meanwhile, the Head of Education, Youth, and Sport Agency of Nusa Tenggara Timur, Kelemens Meba, ensured that the administration of national exam for primary schools there will go as per the schedule.

Sejumlah provinsi dan kabupaten telah siap menyelenggarakan ujian nasional untuk sekolah dasar hari ini. Kepala Hubungan Masyarakat Dinas Pendidikan dan Kebudayaan Provinsi Sulawesi Tenggara, Wilis, mengatakan seluruh naskah ujian nasional telah rampungterdistribusi ke 12 kabupaten/kota di Sulawesi Tenggara. Dengan demikian, ia menjamin, penundaan pelaksanaan ujian nasional seperti pada sekolah menengah atas dan sekolah menengah pertama tidak akan terulang dalam ujian nasional SD.

Ia memastikan semua akan sudah berjalan lancar, karena naskah sudah berada di kantor kepolisian resor setempat dan akan di serahkan ke pihak sekolah beberapa jam sebelum ujian dilaksanakan.

Sedangkan Kepala Dinas Pendidikan, Pemuda, dan Olahraga Nusa tenggara Tmur Kelemens Meba menjamin pelaksanaan ujian nasional SD di sana akan berjalan sesuai jadwal.
